T2. One way we can reduce the cost of heating and carbon emissions is through the use of biomass boilers, which can save households hundreds of pounds each year. The Government have a target of installing 1 million biomass boilers in the UK by 2030, but some are concerned that the target might not be met. Will the Minister outline what steps are being taken to achieve the target, and meet businesses such as Baxi UK in my constituency to discuss the issue?

I know that my hon. Friend does a huge amount for businesses in his constituency, and I would be happy to meet him, Baxi UK, and representatives of the industry in my Department. The coalition Government are committed to delivering not just cheaper bills but cleaner energy, and biomass boilers are part of that strategy. The good news is that we have recently announced that renewable heat payment vouchers for biomass will increase to £2,000 until March 2014, and later this summer we will provide details for the scheme that we will be launching for domestic renewable heat initiatives next spring.

T4. In my constituency, a number of groups are looking at ways to set up new renewable energy projects. However, I have met some who have faced barriers from organisations such as the Environmental Protection Agency and other Government bodies. Will the Minister outline what help is being given to local community groups to get their organisations off the ground and will he look at ways of ensuring that the regulatory regime is proportionate both in cost and time to the scale of the projects involved?

This coalition is absolutely committed to driving a transformation in the take-up of community energy, so we are really keen to help community groups such as the ones my hon. Friend mentions. That is why we established LEAF—the local energy assessment fund—with £10 million and the low carbon communities challenge with up to £20 million. I would be delighted to talk to my hon. Friend about how we can help his communities to access that cash.

T6. In Warwickshire, we are fortunate to have many people who are seeking to design community-based renewable energy solutions, ranging from solar panels on public buildings to hydroelectric power. In the run-up to the Budget, will the Minister ask the Treasury to consider extending community investment tax relief to matters such as investment in community energy, which delivers both social and economic benefits? That could provide a significant incentive for people to invest in such schemes.

I thank my hon. Friend. He, like me, is a great champion of community energy, but I am afraid he is tempting me down the path of forecasting the Budget, which is a somewhat career-limiting move for junior Ministers. I can say, however, that we have established a community energy contact group to discuss those issues, about which he knows I am particularly passionate.

T6. In my constituency, there are plenty of small businesses, co-operatives and charities that wish to play their part in building a greener economy. Many are concerned about some of the changes to feed-in tariffs but are hopeful that other measures such as the green deal will enable them to grow. Will the Minister give an assurance that the Government will make it as easy as possible for small businesses to get involved in the delivery of the green deal?

I can give my hon. Friend an absolute assurance. In fact, he may like to join me on 12 December when I host a round table specifically for small and medium-sized enterprises to work out how they can become key delivery partners in the green deal, which will provide a huge opportunity for local partnerships in exactly the way my hon. Friend suggests.

16. What recent steps he has taken to support community renewable energy projects.

The coalition agreement includes a strong commitment to encourage community ownership of renewable energy projects. We have taken a range of steps to deliver on this commitment. These include removing barriers to the development of community energy projects, setting up a website to provide practical support to communities and working directly with local government to promote best practice.

In my constituency, Warwick hospital and Community Energy Warwickshire, a local social enterprise, have teamed up to put solar panels on the hospital’s buildings. Given the amount of property owned by the public sector, does my hon. Friend not agree that we should do everything we can to encourage this kind of partnership? Will he meet members of Community Energy Warwickshire and Warwick hospital to see how we can replicate this kind of project across the country?

I would be delighted to meet my hon. Friend and his constituents. This is exactly the kind of project delivered through exactly the kind of partnership that we need to see more of. The coalition is working on a programme including a range of measures to ensure that we drive this forward. I look forward to explaining those in detail to my hon. I can confirm that I am already working closely with my hon. Friend the Minister for Universities and Science to ensure that we have a flexible training framework that will deliver the skills required for the low-carbon economy.
The coalition Government have already taken clear steps to address shortfalls in low-carbon skills provision, including, as I said earlier, an additional £150 million deployed from savings to create a further 50,000 new apprenticeships, many of which will be in the new low-carbon sector.

I am grateful to my hon. Friend for his answer. My constituency is becoming known as one of the centres of the UK energy industry, and it is home to some of the many big-name employers in this sector. As a result, we have established what we call the Warwick and Leamington energy forum. One of its aims is to bring together industry and local skills providers to match skills to jobs to ensure that future demand for skilled employees can be met. Will he agree to meet members of the energy forum? What steps will his Department take to improve public awareness of innovations in green technology so that young people may be inspired to take up training opportunities that exist in this sector?

I would be delighted to meet my hon. Friend’s constituents in the Warwick and Leamington energy forum, and I am very happy to work with him to highlight the exciting career path that this might offer. Raising awareness of green technologies is a vital part of the transition to a low-carbon economy. A number of programmes are run, including DECC’s low-carbon communities challenge, and funding to eco-schools, but, ultimately, it is the signals that come from the private sector that will really drive this agenda forward.
