My right hon. Friend the Secretary of State is in his place and will have heard the hon. Lady’s comments. The parties in Northern Ireland have had ample opportunity to come together, and the Prime Minister, like his predecessor, has sought at every turn to find an accommodation so that all parties in Northern Ireland can restore the Assembly. It is a top priority for this Parliament, but so too is delivering on the will of the people in the 2016 referendum. It is not acceptable that we have yet to deliver on the decision by the United Kingdom to leave the EU. We must do so.

A speech the Secretary of State gave in 2012 contains this passage about small business:

“I envisage there being absolutely no regulation whatsoever—no minimum wage, no maternity or paternity rights, no unfair dismissal rights, no pension rights”—[Official Report, 10 May 2012; Vol. 545, c. 209.]

It is no wonder we are suspicious on these Benches. If the European Commission provides protections on zero-hours contracts, childcare provision and leave that are stronger than those in the Taylor report, will the UK Government match them or deviate?

In each of the areas the hon. Gentleman has mentioned, the UK already provides enhanced rights to workers. The Government are proud of their record on improving workers’ rights and will seek to continue that record as we leave the EU.

The hon. Gentleman raises a very important point. He will be aware that at the beginning of this Session we announced that it was going to be an extended Session because we had a significant amount of Brexit legislation to get through, as well as a very packed domestic legislative programme. That remains the case and we keep the end of the Session under review. He talks about announcing two weeks of business. There is no specific convention around announcing the future business. It has been the case for a very long time that the period of future business announced depends on the predictability of future business. If this House were to embrace the opportunity to deliver on the will of the people as expressed in the 2016 referendum and vote to leave the European Union, we could get back to normal. We could end the Session. We could move on. We could all start talking about something else. I therefore encourage all right hon. and hon. Members to think again about voting for the withdrawal agreement Bill when it comes back.

Perhaps the best comparison to the Government are the white walkers in the “Game of Thrones”.

May we have two statements? First, may we have a statement on what the Government are doing to try to resolve the industrial dispute between Interserve employees and the Foreign and Commonwealth Office? Secondly, may we have a statement on why those Interserve employees, who were due to be paid for their work in April, have not been paid? The suggestion was that their pay dates would be changed to June. That does not seem to have been the case. We now have some of the lowest-paid workers left unpaid for their work in the FCO. Does that not demonstrate that Interserve is unfit to deliver public services?

The hon. Gentleman will know that the Government take very seriously any private sector provision of public services and ensure at all times good value for taxpayers’ money as well as proper safeguards. We have Foreign and Commonwealth questions on Tuesday 14 May. I encourage him to ask his specific question then.

When we come back from Easter recess, can we have, in Government time, a debate and a vote on changes to pension credit? Would that not be a great opportunity for this House to stand up for 1950s-born women, who are now referring to these changes as a toy boy tax?

I know that the hon. Gentleman has been very committed to campaigning on this issue, and he is absolutely right to do so. He knows that we have had many debates on the topic in recent months and years. As we have made clear previously, Conservatives in government have committed £1.1 billion to support those affected, so that no one will see their pension age change by more than 18 months relative to the Pensions Act 1995 timetable, and those with the most significant changes receive at least seven years’ notice. The new state pension is much more generous for many women. By 2030, more than 3 million women stand to gain an average of £550 more per year as a result of the recent reforms.

It is always welcome that business questions gives colleagues a chance to praise the excellent work that goes on in their communities. I congratulate my hon. Friend and join him in congratulating the finalists in the “Pride of Rugby” awards. I wish them all the best for the event. The UK is undoubtedly a very generous place; I understand that the British public donated £10.3 billion to all causes in 2017. That cements the UK’s place as one of the most generous nations in the world—something that we can all celebrate.

Given BBC Parliament’s success and viewing figures in the past few weeks, are there any plans to broadcast Cabinet meetings live? The details of the meetings are leaked within minutes, so should we not just cut out the middle man? Can the Leader of the House tell us which is true: is there more infighting in a Cabinet meeting or in the next episode of “Game of Thrones”?

What goes on in Cabinet would not be a great TV show—too often, what gets reported is not correct. It either has to be a documentary or it is a fabrication. Sometimes I sit in Cabinet and hear one thing and read about it in the newspapers but it is not the same at all—it is someone’s interpretation.

The hon. Gentleman makes a serious point about how Cabinet commentary gets out into the press. There are interpretations on all manner of meetings that take place. What that really says to me, and what I always urge young people to understand when I go to universities and schools to talk to them about democracy, is that people should not believe everything they read—it is definitely not always true. People need to go to the source.

The hon. Gentleman asks me a very specific question about a motion that has not yet been finalised. That is something that I am not in a position to answer at the moment. I apologise to him for not being able to answer it, but I have responded to many Members in the same vein and I have sought to be as transparent as possible in saying that the motion will be brought forward as soon as it is finalised.

I acknowledge the Leader of the House’s warm words about civil servants, but may we have a debate or statement next week to mark what will be the 10th consecutive year of the public sector pay cap and pay restraint for public sector workers? This situation is typified by workers at Tate Modern—now the most successful UK tourist attraction—who are now balloting on industrial action after years of pay restraint. When are public sector workers going to get a decent pay rise?

The hon. Gentleman and all right hon. and hon. Members should celebrate the fact that wages are growing at their fastest rate for a decade, and that the national living wage will rise again from April, taking the total annual pay rise for a full-time worker since its introduction to over £2,750. Most importantly, we now have over 3.6 million more people in work because of our reforms of welfare and our determination to back businesses. Significant improvements to people’s living standards are under way, and all hon. Members should celebrate that.

As always, the hon. Lady has raised an incredibly important issue, in this case the mental health of young people. She has particular concerns about the impact of bereavement and the consequences for particular benefits. On the subject of mental health generally, however, she will appreciate that at the heart of the NHS long-term plan is the largest expansion of mental health services for a generation. That includes 24/7 mental health crisis care for adults, children and young people through NHS 111, giving them access to vital support when they need it. If the hon. Lady wishes to raise specific issues, I suggest that she seek an Adjournment debate so that she can raise them directly with Ministers.

As was mentioned earlier, on Wednesday the security staff who protect all of us on the parliamentary estate so diligently are set to go on strike in an increasingly bitter dispute over pay parity and the unfair dismissal of a colleague. It is concerning that the Public and Commercial Services Union has warned that staff are not prepared to put up with a culture of fear in the Palace of Westminster. Will the Leader of the House intervene as a matter of urgency, and seek to resolve this dire situation and end this culture of fear?

As I said in an earlier reply, the strike—which I deeply regret—is a matter for the House authorities. It is not a matter for me, as Leader of the House, and I am therefore not in a position to intervene as the hon. Gentleman suggests that I should. Nevertheless, as the representative of the House in the Government, I will always take away any concerns that are raised here and raise them myself with the appropriate authorities.

All colleagues can be reassured by the hon. Lady’s commitment to general wellbeing. She has previously asked for a debate in Government time on sport, which I was pleased to grant, and mentioned wellbeing and the health of the nation in so doing, for which I commend her. The Department for Digital, Culture, Media and Sport will be greatly interested in her thoughts on how the new initiative will help with general wellbeing, so I encourage her to raise the matter directly with Ministers.

I refer the House to my entry in the Register of Members’ Financial Interests. Has the Leader of the House seen early-day motion 2025 in the name of the hon. Member for Brighton, Pavilion (Caroline Lucas), signed by me and 58 other Members, about rates of pay for security staff on the parliamentary estate?

[That this House notes the valuable work done by security staff on the parliamentary estate; further notes the current dispute between security staff represented by the PCS union and the House authorities concerning overtime rates; believes that security staff recruited in summer 2016 should be paid in line with the original rates offered and not the incorrect ones specified in their terms and conditions; further believes that the decision to correct the rates for staff employed thereafter but not do the same for the staff already employed breaches basic principles of fairness; urges the Director of Security for Parliament to look again at this matter and bring the rates of pay for the cohort of staff affected by this error in line with the original offer on overtime rates; and calls on the House authorities to lead by example when it comes to the employment of security staff.]

Has the Leader of the House considered the impact on the programme of House business if those staff take industrial action? Will she join me in encouraging the House authorities to resolve the dispute as a matter of great urgency?

I regularly meet the director general, and I received an update quite recently on this potential industrial action. I am assured that all steps are being taken to ensure that we are all kept safe and that actions are taken to reduce the concerns of members of staff.

The hon. Lady will be aware that the Agriculture Bill is going through the parliamentary process as we speak. It will make a decisive shift in support for farmers and ensure that their contribution to maintaining our countryside and producing healthy food is greater than ever before. She will no doubt also be aware that we have committed to a future Bill that will set out the requirement agreed during the passage of the European Union (Withdrawal) Bill to establish a new body to ensure that we keep environmental standards high to meet our ambition to be a world leader. That Bill will also include a statement and confirmation on the subject of animal sentience.

The Public and Commercial Services Union has launched its booklet “Social security: the case for radical change”. Can we have a debate in Government time on issues such as universalism versus conditionality and a radical overhaul of our social security system?

The hon. Gentleman will be aware that we are seeking to roll out a vastly improved system of support to help people to get into work, and also to provide greater support for those with disabilities to enable them to lead more fulfilling lives. We have had a number of debates, urgent questions and statements about our social security system. I am glad that the hon. Gentleman recognises the value of the new national funding formula. He will be aware that we are investing more than £1.3 billion up to 2020 to attract new teachers into the profession, and that 1.9 million pupils are now in good or outstanding schools since 2010. That is something that we can all be proud of. He has raised a specific issue about his local authority, and I encourage him to raise that matter at Education questions next week.

May we have a debate or a statement on encouraging young people to becoming involved in social enterprise and become young entrepreneurs, as celebrated in early-day motion 1892, which congratulates Erin McGinley, a pupil at St Oswald’s School and a Pollok resident, on being a finalist in the Scottish young entrepreneur of the year awards this year?

[That this House notes the entrepreneurial achievements of Erin McGinley, a talented and inspirational youngster based in Pollok; congratulates her on being shortlisted as a finalist in the Young Entrepreneur of the Year category at the Scottish Entrepreneur of the Year Awards 2018 for her fantastic small business EMO-G; praises her success at the Young Enterprise Awards in April 2018; commends her on winning a Caritas Award earlier in the year; and wishes her a very successful future in all that she does.]

My hon. Friend is a great champion for his constituency, and I absolutely agree with him that there will be great opportunities for all businesses in the United Kingdom as we leave the European Union and are able to seek free trade deals across the world. I encourage him perhaps to seek an Adjournment debate so that he can discuss, particularly with Ministers in the Department for International Trade, precisely what the impact could be for Stoke-on-Trent and his constituency.

As well as the centenary of women’s suffrage, this week is also the centenary of the Education (Scotland) Act 1918, which is celebrated in early-day motion 735.

[That this House recognises that 2018 marks the centenary of the 1918 Education (Scotland) Act, which established in law the principle of state funding for Catholic schools in Scotland; notes the range of celebrations planned by the Scottish Catholic education community to mark the ongoing collaboration between Church and State; believes that the arrangements put in place by the Act represent a unique and successful partnership, that continues to serve the people of Scotland well; further believes that the anniversary year will provide an opportunity to rejoice in the academic, cultural, civic and social achievements of pupils who have attended Catholic schools in the last one hundred years, and is a chance to mark publicly the ways in which Catholic schools are not just good for Catholics, but good for Scotland; believes that the positive contribution of Catholic schools to Scottish society is well documented; notes the continuing support of government and all of the main political parties is encouraging for the future of denominational schools; further notes that during 2018 schools, families, parishes and local communities across Scotland will reflect on the past, the present and the future of Catholic Schools, using the theme, Catholic Schools: Good For Scotland as a way to highlight the contribution Catholic schools make to wider society; and notes that by working with elected members from local authorities, and the UK and Scottish Parliaments, the Catholic Education Community aims to show that this distinctive collaboration for the governance of schools continues to reflect the diverse, inclusive and progressive nature of Scotland.]

We were joined yesterday by the Archbishops of Glasgow and of St Andrews and Edinburgh here in Parliament. Can we have a debate or a statement on Catholic education in Scotland, and does the Leader of the House agree that Catholic schools are good for Scotland?

The hon. Lady raises a really important point. We know that the retail sector is under great strain at the moment, not least because people are changing the way in which they shop and doing much more shopping online. I certainly agree that we should all send our best wishes to those who are losing their jobs, and of course Jobcentre Plus will stand ready to support them in finding other work. The House has had a number of debates on what more can be done in the retail sector, and I encourage the hon. Lady to take part in next week’s Finance Bill Committee debates so that she can raise this issue again.

I tabled a motion on Monday to provide the House with an additional three sitting Fridays, but unfortunately it was objected to. All hon. Members will know that the Government are keen to support some of the excellent private Members’ Bills, and that is why that time has been provided. I will put forward the motion again shortly, as I am keen for the House to have those extra days.

May I draw to the Leader of the House’s attention early-day motion 1662, celebrating the work of the African Arts Centre in Ibrox in the Glasgow South West constituency?

[That this House notes the work of the African Arts Centre, based in Ibrox, Glasgow, a charity organisation that aims to support, develop and empower communities through visual and performing arts; praises the organisation for the work it does on social inclusion with the youths of Govan, lbrox and surrounding areas to try to tackle isolation using creativity as a vehicle for communication; congratulates the organisation on successfully securing £7,000 funding from National Lottery Award for All Scotland Grant from Creative Scotland to deliver 52 art workshops, two art exhibitions and to develop a website which will showcase events and artwork; and wishes them success with all its future projects and events.]

I visited the centre last week and saw a fantastic arts exhibition to commemorate Black History Month. May we have a debate or a statement from the Government on how they are commemorating Black History Month, to allow Members of Parliament to celebrate the work of the African community, not forgetting the burning injustices of the past, particularly the western world’s role in the slave trade?

I thank the hon. Gentleman for raising the issue and congratulate his constituents who are celebrating African art and the history, which is so important and is often best expressed through art. I commend him for raising the role of the western world in the slave trade, and we are so proud to have also had a part in ending the slave trade. He might well want to seek a Back-Bench business debate so that all hon. Members can contribute that discussion.

We have already introduced and passed some of the Brexit legislation: 23 Government Bills have received Royal Assent and we are bringing forward legislation as we need to do so. The hon. Lady may be aware that there will be a Migration Advisory Committee report during the fourth quarter. The immigration Bill will come forward after that and in good time.

Three days after the summer recess, the Home Office’s asylum accommodation provider, Serco, announced plans to evict 330 asylum seekers in Glasgow from its property as they were deemed to be “failed”. The facts are that they are not “failed”; the majority either have made a fresh claim or have an appeal pending. Will the Home Office make a statement, or may we have a debate, so that we can hold the Home Office to account for passing wrong information to Serco and ensure that asylum seekers are treated with respect across the United Kingdom?

First, I pay tribute to my hon. Friend’s amazing support for his hospital in Staffordshire. All hon. Members will recognise that he has worked tirelessly to try to improve the position for all his constituents who use that hospital. Of course, he is absolutely right that any decisions about hospital provision are required to be discussed and consulted on locally, including with local health providers, which are better placed to know what is needed in their area. I am sure he will be delighted to hear of the increased funding— 3.4% in real terms each year, on average—that will be given to the NHS in this its 70th year. I remind him that we have Health and Social Care questions on 24 July, when he might like to raise the matter directly with Ministers.

Wednesday 18 July will be the centenary of the birth of the great Nelson Mandela. Will the Leader of the House allow time on 18 July for us to debate the life of Nelson Mandela and the role of the anti-apartheid movement in the United Kingdom? Will she commend the Nelson Mandela Scottish Memorial Foundation, which is fundraising for a statue of Nelson Mandela to be erected in the great city of Glasgow?

The hon. Gentleman raises an important point. There is an enormous recognition right across the world of the extraordinary work of Nelson Mandela in the truth and reconciliation process that took place in South Africa when he became its President. It was quite extraordinary and I do not think we have seen anything like it anywhere else in the world. It is always a great pleasure to see the statue of Mandela in our own Parliament Square, and I congratulate and wish the best of luck to the hon. Gentleman’s Scottish organisation that is seeking to set up a memorial in Scotland.

Would you like to confirm your delight at the performance of those Spurs players, Mr Speaker? Not sure. On my hon. Friend’s substantive question, that is indeed an important topic, and having heard from the Chair of the Backbench Business Committee, I suspect there will be the opportunity to raise such a matter for debate in the pre-recess Adjournment debate.

My hon. Friend raises a really important issue. We all know that parking on pavements causes serious problems for pedestrians, and particularly for anybody in a wheelchair, with a pushchair, or with a visual impairment. Local authorities already have powers to prohibit pavement parking by making traffic regulation orders. They can also use bollards to physically protect pavements. The Ministry of Housing, Communities and Local Government is gathering evidence on pavement parking and the effectiveness of the current regulatory frameworks, and it will consider what more can be done.

[That this House congratulates South West Arts and Music Project (SWAMP) Glasgow on its recent award of £91,300 from the Scottish Government Empowering Communities Fund; notes that the organisation is an SQA Approved Centre using accredited outreach in gardening, film, music, digital and technologies, and demonstrates how the creative arts can enable and empower social change; further notes that SWAMP has empowered many young people in the South West of Glasgow and helped them find work, and that creative industry plays a key role in assisting young people into work; and wishes SWAMP continuing success in its new premises in Brockburn Road, Glasgow.]

The EDM congratulates South West Arts and Music Project in my constituency on a £91,000 grant from the Scottish Government. May we have a debate in Government time on the creative industries and their importance to the economy, particularly in finding young people employment?

Gentleman’s enthusiasm for the creative industries and the benefits that they give to communities, and particularly to young people in finding work. He has raised the achievement of his community, and I congratulate them on that. My hon. Friend is a great champion for his constituency and I congratulate him on his work both on congestion and potholes in his area. I am sure he will be as delighted as I am that he and his colleagues, including my hon. Friend the Member for Banbury (Victoria Prentis), have managed to achieve nearly £500,000 in extra pothole action funding for 2018-19 in Oxfordshire. Nevertheless, he is right to raise this issue and I suggest he perhaps seeks a Backbench business debate, because potholes are a menace everywhere.

Franchising has seen £6 billion of private investment put into our railways, but rail passenger numbers have doubled since 1997-98. The Government are committed to investing nearly £48 billion on maintenance, modernisation and renewal to deliver better journeys and fewer disruptions. The railways have never been so popular, and the Government are doing everything we can to improve the system. The hon. Lady’s solution of taking over the railways is no solution whatsoever. She might not, but I can certainly remember the days of enormous delays and appalling service. Her solution does not propose how services would be paid for or improved or how to deal with the demands of modern passengers, but the Government’s proposals do.

May we have a statement from the Government on the current Driver and Vehicle Standards Agency dispute regarding changes to the driving test and the appropriate risk assessments? The hon. Gentleman raises an important point. If I remember rightly, there is a big employment issue in his constituency with DVLA staff. [Interruption.] Perhaps that is not correct. The hon. Lady is not quite right about that: the working group proposes that training is essential for all Members across the House in a wide variety of areas, and measures are being brought forward to encourage people to undertake training. We have said that in their induction new Members in the next Parliament will receive compulsory training in certain areas.

Currently, members of House staff who are making allegations of bullying or inappropriate behaviour will come under the House Respect policy, which was established a few years back. What the working group is creating is an independent complaints procedure. The House staff were not going to be subject to, or able to take advantage of, the independent complaints procedure, and we now want to look at that again.

I completely agree with my hon. Friend that apprenticeships are a fantastic opportunity for young people. In my seven years as an MP I have had seven apprentices from schools in my constituency, and I thoroughly recommend that to all Members; that has been brilliant for me and for those individuals, and it is a very worthwhile experience. We now have more than 3 million apprenticeship starts since 2010. The Government are committed to apprenticeships as a very good choice for young people, and I encourage my hon. Friend to seek a Backbench Business Committee debate on the subject, as I am sure many hon. Members would want to talk about their experiences.

Given that employment law is reserved to this place, may we have a statement or a debate on employers forcing their employees to remain at, or come into, work when there is a red weather warning? There are many reports in Scotland of employers refusing to release staff when public transport is not available; does the right hon. Lady agree that that is not acceptable?

Clearly all employers, in both the public and private sectors, should take very careful heed of severe weather warnings, and particularly the red warnings we have seen across some parts of the United Kingdom, so I encourage the hon. Gentleman to urge employers in his constituency to listen to those warnings and release people where necessary.

I am absolutely sympathetic to the hon. Gentleman’s point. In fact, I may even have heard a speech by the gentleman he mentions. I care passionately about the subject of pre-natal, peri-natal and post-natal depression of mothers and fathers, which can have an extremely profound impact on the future long-term mental health of their child. I positively encourage the hon. Gentleman to seek a Back-Bench debate on this subject, because there are Members right across the House who take a big interest in early years.

The Leader of the House will be aware of industrial action by driving examiners this week and the concerns of many that the management at the Driver and Vehicle Standards Agency are refusing to negotiate to resolve the dispute. May we have a debate or a statement to allow Members of this House to hold DVSA management to account and ask the Department of Transport to intervene in this matter?

The hon. Gentleman may well wish to take that up directly with Department for Transport Ministers. He will recognise that a debate on the subject would be very helpful to try to move things forward if good ideas are suggested by Members of Parliament. Nevertheless, it would be for Ministers to intervene if intervention is necessary.

Yes, I think I can give my hon. Friend that assurance. The working party is absolutely clear that we will be establishing an independent grievance and complaints procedure that will be free of interference by political parties, by individual Members or by individuals who work here in any sense. It will be independent and confidential, and it will be able to take specific action to support individuals right the way through a grievance procedure and up to the final sanction, whatever that might be. I can give my hon. Friend that absolute assurance. On his other point about training and advice for those who employ people here, or indeed for those who feel they might have a grievance and want to take advice on it, I can tell him that the working party is committed to looking at and making decisions on those items. However, it is not intended that the training and advice should form part of the grievance and complaints procedure. We recognise the need for those things, but we do not believe that they should form any part of the independent complaints procedure.

I would like to associate myself with the comments made by the hon. Member for Rhondda (Chris Bryant). The statement shows that there will be eight members of the working group representing employers and only two representing staff. Will the Leader of the House consider appointing a representative from the National Union of Journalists, which has a recognition agreement with the Scottish National party, and one from the Public and Commercial Services union, which represents House staff, so that they, too, can have access to this body? Their experiences and requirements might be different. Can she also assure me that trade union representatives will be able to phone the hotline on behalf of a member of staff?

I would like to assure all Members that the working party has already agreed on a number of individuals and organisations from which we want to hear advice and views. There will be a big emphasis on hearing from staff and staff representatives, and indeed from the unions. I know that the NUJ is one of those that we wish to hear from. The people sitting on the working party taking evidence include the two staff members representing MAPSA and Unite. At the same time, we are determined to hear from a wide range of staff with different experiences, at different ages and stages of their lives and coming from different angles and career profiles within Parliament, as well as from the organisations that represent them.

The Opposition day debate on tuition fees was outside the 40-day period for praying against a statutory instrument. In a future scenario, were a statutory instrument to be prayed against during the 40-day period, the Government would follow parliamentary Standing Orders and procedures, and ensure that the matter was addressed in the normal way.

May we have a statement or a debate in Government time on the management and funding of the Equality and Human Rights Commission? Does the Leader of the House agree that it is unacceptable for staff to be made compulsorily redundant while there are unfilled vacancies and the use of agency workers in the commission is widespread? Does she agree that the Government should step in to deal with this emerging crisis?

I was not aware of the situation that the hon. Gentleman highlights, but I absolutely agree that it is unacceptable to have under-utilised places and then to require agency staff to be brought in, potentially at greater expense to the taxpayer. I encourage the hon. Gentleman to take the matter up directly with Ministers, who I am sure will be keen to hear from him.

Many employers, as well as independent grievance procedures, have stand-alone independent bullying and harassment policies, so that complaints of bullying and harassment are dealt with separately under a different procedure. Is the possibility of a separate policy being explored, and does the Leader of the House agree that trade unions, if they have any Members’ staff coming to them with complaints, should be invited to bring them to you, Mr Speaker, and herself?

As a constituency MP myself, I am certainly aware that some trade unions have done excellent work in protecting their members from bullying at work, and in doing so they fulfil a vital role. As for how we should go about resolving our own House issues, I incline towards a two-House solution. I think that there should be an independent grievance procedure, allowing anyone to make any allegations about bullying, intimidation, sexually inappropriate behaviour and so on, rather than separate streams of activity.

Mr Deputy Speaker, it is important not only that we hear from my hon. Friend the Member for Berwickshire, Roxburgh and Selkirk (John Lamont) but that I reply to him. He is absolutely right that SNP Members like to take credit for things going well and to blame this Westminster Parliament when things do not go so well. The UK Government have provided £100 million for the phase 1 broadband roll-out in Scotland, and we have committed nearly £21 million for the phase 2 roll-out. Superfast broadband now reaches 91.8% of homes in Scotland, but coverage is at only 78% in the Scottish borders. The Scottish Government plan to deliver full superfast broadband access by 2021, whereas the UK Government plan to achieve 95% coverage in England by 2017.

The UK Government’s own deadline for the ratification of the Istanbul convention is 1 November. Will the Leader of the House confirm that the Government will make an oral statement next week on the progress of ratification? Does she agree that sticking to that deadline is an important step to ensure that we end violence against women and girls?

I am vice-chair of the all-party party parliamentary group on Show Racism the Red Card, and the Leader of the House will be aware that there is a fortnight of action, so can we have a debate or a statement in Government time on the funding of that organisation? Does she agree that it is great that the football community is in schools such as St Constantine’s Primary School and Ibrox Primary School in my constituency talking to kids and encouraging anti-racism activity?

I think we can all agree that football has a really good part to play in providing a role model for young people, where it seeks to do that—it can also be a bit of a problem on occasion. However, the example the hon. Gentleman gives of football being used as a means to motivate and inspire young people in schools is very valuable, and if he wanted to apply for an Adjournment debate, I am sure you would look very favourably on the matter, Mr Speaker.

The hon. Lady raises an issue that affects MPs right across the country. Members of the public always feel nervous about crime, quite understandably, regardless of the facts of the case. Their concern can be sometimes with good cause, and sometimes without. As the hon. Lady knows, she can speak to her police and crime commissioner and take the matter up locally, or she can do so directly with the Department if she feels as though she is not getting proper answers.

The hon. Gentleman raises an important point, and he will be aware that my hon. Friend the Member for Dudley South (Mike Wood) almost died of sepsis. This subject is live in the Government, and we are looking at it carefully. An estimated 37,000 people die every year as a result of sepsis, and every death is a tragedy. We need to get much better at spotting sepsis right across the NHS, and the NHS England commissioning for quality and innovation scheme for sepsis incentivises providers to improve identification and timely treatment. As the Prime Minister said in Prime Minister’s questions yesterday, we will be doing all we can to encourage better identification and early diagnosis.

On a similar point to that of my hon. Friend the Member for Livingston (Hannah Bardell), three weeks ago I raised the issue of HMRC office contracts being signed during purdah. The Leader of the House received a letter from me, but I have not had a response. The Chancellor was asked this question two weeks ago, and he has not responded to me either. May I press upon the Leader of the House the urgency of having a debate or a statement—preferably a debate—on the issue, which affects all nations and regions of the United Kingdom, of why this Government negotiated contracts during purdah when, at the general election, four political parties opposed HMRC office closures?

I apologise for that. I have not seen his letter, but I can assure him that I will always try to reply within a week to any hon. Member who writes to me. I reassure him that I specifically checked, and there was no breaking of the ministerial code. I cannot find the note in my folder giving the precise detail, but I am aware that the consultation took place over a much longer period of time. In order to protect against some quite significant costs, the decision was taken to announce the decision to close during purdah, but that was not in breach of the ministerial code. He will forgive me for not having the precise detail, but I will certainly write to him with it.

I am very happy to encourage everyone to take their litter home with them. My hon. Friend is right to say that street cleaning cost local government nearly £800 million in 2015-16—a huge amount of money that could be better used doing other things. I was pleased to launch our national litter strategy for England recently. It covers three areas: enforcement, education and infrastructure for bins. That consultation has now finished, and further announcements will be made very soon.

Today is a sad day for Glasgow politics, as the funeral was held this morning of Councillor Alistair Watson, whose life is celebrated in early-day motion 139. He gave 22 years of public service to the communities of Cardonald, and I send my condolences to his family and friends, and to the Glasgow Labour family.

[That this House recognises the life and work of Councillor Alistair Watson, trade unionist, railwayman, transport campaigner, tireless local champion for the community of Cardonald for 22 years and sends condolences to his family at this sad time; notes that Mr Watson was an exemplary councillor with a clear local focus but also a bold strategic vision, a local champion and city-wide advocate, with a vision of a city region with integrated transport at the heart of Glasgow’s regeneration at the same time as working every day on the issues that mattered to his community neighbours; and further recognises that Mr Watson was well known for being a robust debater but with a smile and a handshake for his political opponents, was respected and valued by everyone who worked with him and who experienced the pride and passion he had for his work.]

May we have a debate or a statement on public service, to celebrate those who have served our communities with distinction, such as Councillor Alistair Watson?

I, too, would like to offer my condolences to the family of the councillor the hon. Gentleman mentions. There are people right across the country who put in many years of public service to improve their own local communities or the country that they live in. That service is vital to all of us. He makes the good point that we should have a debate not only to encourage more people to get involved but to celebrate those who have done so. I encourage him to apply for a debate on that subject.

I am very sympathetic about the local nuisance, as I have experienced it in my area, too; I have every sympathy for what the hon. Lady says. This matter of course lends itself to a Westminster Hall or Adjournment debate, but she has raised it in this House and people will have heard her support for that.

Having been unsuccessful in securing a Westminster Hall debate, may I ask the Leader of the House for a statement or debate on the future of Glasgow’s jobcentres and the Department for Work and Pensions estate across the UK? Given that the public consultation is closed, does she agree that we should end the seven months of uncertainty for users of social security services?

The hon. Gentleman will be aware that in order to give a more efficient and cost-effective service the question of where jobcentres are located is being carefully considered, taking into account the travel needs of users; we are trying to review jobcentres. He will also know that he can apply for Westminster Hall and Adjournment debates every week, so he will get lots more opportunities to keep trying for such a debate.

The hon. Lady will be aware that the Prime Minister said that any samples of cladding on high-rise buildings should be sent to the Department for Communities and Local Government, which is arranging for their combustibility to be tested. I am not sure whether that extended to public buildings other than residential buildings, but I will get back to the hon. Lady on that point.

At least four minority political parties in this House fought the election opposing Her Majesty’s Revenue and Customs office closures. Can the Leader of the House confirm that during purdah—the election period—HMRC signed new contracts for new regional centres? If so, may we have a statement or a debate in Government time so that Members of this House can discuss the provision of services that deal with tax avoidance and non-compliance with the national minimum wage?

HMRC has done a superb job since 2010 in raising the amount of money that it is recovering from those who seek to avoid paying their taxes. We should absolutely pay tribute to it for the billions of pounds in extra revenue that have been collected legitimately for the Exchequer. It is very important in dealing with our deficit that we do everything possible to reduce tax avoidance and evasion. As to the hon. Gentleman’s specific point about office closures, I am afraid I am not aware of the situation that he describes, but if he would like to write to me, I can take it up with the Treasury.

I want to come back to the issue of self-disconnection. Have there been any discussions with her Department and the Department for Work and Pensions about emergency help that can be given to someone in those circumstances?

Those conversations happen regularly. I will write to the hon. Gentleman with any specific changes that we intend to make or consult on. I absolutely assure him that suppliers are required to take into account consumers’ specific circumstances. Ofgem is looking into the cost of having pre-payment meters removed and whether that should continue for pre-payment consumers.

I move on briefly to the investigation into the retail energy market currently being conducted by the Competition and Markets Authority. The CMA published its provisional findings and remedies in the summer. It found that customers on standard variable tariffs are being charged unjustifiably high prices; the majority of pre-payment customers, of course, are on those standard variable tariffs. We are committed to acting on the CMA’s recommendations and to ensuring fair prices for all consumers, including standard variable tariff customers using pre-payment meters.

The CMA also found that pre-payment customers have fewer tariffs to choose from than customers paying by direct debit. There are indications, though, that that is beginning to change. We are starting to see the development of smart pre-pay meters. E.ON is currently piloting a smart pay-as-you-go tariff for consumers using a smart pre-payment meter who then pay the same prices as the company’s standard credit customers. It expects to make the tariff more widely available to new and existing customers from next year.

With OVO’s pay-as-you-go tariff, pre-payment meter consumers receive an in-home display that enables them to see how much energy they are using and when, and how much credit they have left. Consumers can also add credit to their pre-payment meter anywhere via app, text or online. We are also seeing examples of good practice by suppliers. For example, there is SSE’s support for its vulnerable pre-payment consumers that includes monitoring those on the priority services register to identify self-disconnection. The company will then call the consumer to check the situation and to make the offer of extra assistance, where appropriate.

The Government have a manifesto commitment to

“ensure that every home and business in the country has a Smart Meter by 2020, delivered as cost effectively as possible”.

The roll-out of smart meters is an important national modernisation programme that will bring major benefits to consumers and the nation as a whole. Domestic customers will be offered an in-home display enabling them to see what energy they are using and how much it is costing.

Smart meters have the potential to transform the experience of being a pre-payment customer. Customers can top up more conveniently through a range of channels. Topping up smart meters in pre-pay mode should become as easy as topping up a mobile phone. They are likely to herald greater and cheaper tariff choices for these customers, as the cost differential will be reduced. Smart meters will enable energy suppliers remotely to take action to avoid disconnection—for example, through switching consumers to credit mode, setting non-disablement periods, and configuring debt recovery amounts to be small.

A customer’s ability to pay their energy costs while keeping warm is among the top concerns of my Department, and we are fully committed to tackling these issues through a range of innovative policies. I thank the hon. Lady and the other hon. Members who contributed to this very important debate.
