I agree. The problem is that we now have a system that is fragmented but under intense capacity pressures. We need to have a railway that is more joined up, where lines of accountability are clearer and where the response to problems, which will always arise on a busy network, is much more joined up and quicker for passengers.

The Secretary of State will be aware that the Welsh Government have recently awarded the new Wales franchise. He mentioned devolution in his statement. If lessons are to be learned from that far better, more customer and investment focused franchise, will the Williams review draw on them so that best practice can be shared between different franchises? It is important that we learn from devolution rather than simply criticise it all the time.

I do not criticise it all the time; I have done the biggest piece of devolution on the railways for a long time, with the creation of the Welsh Valleys line. I look forward with interest and hope that the new Welsh franchise will deliver something significantly better for passengers. Of course I am in favour of sharing best practice across the whole railway and the whole transport system.

The Minister may be aware that the level crossing in Pencoed in my constituency will now not be improved because of the cancellation of electrification, and that is causing access issues and considerable safety concerns. I made this request to the previous Minister, so will the new Minister now meet me, and a representative of Pencoed Town Council, to start the process of closing that level crossing and improving the highways around Pencoed?

Decisions on electrification do not and will not in any way impede safety improvements. We have announced a large amount of money over the next five years, and I am happy to see what we can do to move this issue on rapidly.

I can absolutely assure my hon. Friend that we want to see those services protected. Again, this is a genuine consultation. I do not have a pre-set view; I am relaxed and I want to listen to those people who represent the south-west and ask, “What works best for the constituents you represent?” We will listen and respond accordingly. There is certainly no prejudged view in the Department about what the right way forward is; we are simply asking the question.

The Secretary of State’s U-turn on his promise to electrify the line from Cardiff to Swansea included all the safety improvements that were part of that work, including the plan to close the level closing in Pencoed in my constituency. Can he set out, as part of his grand vision for the railways, how he will now invest in closing dangerous level crossings? While he is at it, will he explain how he will keep the promise on highway improvements in the same town, which were linked to rail electrification?

Safety remains fundamentally important for Network Rail. We are fortunate enough to have the safest rail network in Europe. Network Rail has a rolling programme to replace dangerous level crossings, which will continue in all circumstances. I think that the Welsh Labour Government are rapidly reaching the same conclusion that we are reaching, because the versatility of bi-mode trains means that we do not always have to erect overhead cables. The hon. Gentleman talks about us making the wrong decisions, but I caution him to wait and see what the Welsh Government decide to do, because he might find that the Labour party agrees with us on the best way forward.
