I strongly agree with my hon. Friend. It is very unfortunate that the inquiry has been delayed; it is very important in the interests of justice and especially for those victims and their families, and I hope the council just gets on with it.

I know that the Home Secretary takes child grooming online extremely seriously. I am sure he agrees, however, that there is a need to have better education for, and understanding among, young people so that they can see the signs and feel free to report when they are uncomfortable and concerned about what is happening, particularly on social media platforms. Will the Secretary of State set out what more he can do to make sure young people have that understanding and feel free to report when they are worried about what could be happening online?

The hon. Gentleman is absolutely right to raise that point, and the companies can do more to help young people to help themselves when online. When I was recently in the US, I met all the tech giants, and there are tools that they can roll out and they have promised to do just that, but there is also a role for parents in helping their children to be much more aware online.

9. If he will take steps to secure additional funding for police forces with multiple cities in their authority area.

The Minister for Policing has spoken to all police forces about the demands that they face. We have increased police funding by over £460 million this year, including by providing additional flexibility through the council tax precept.

The Home Secretary will be aware that the South Wales police and crime commissioner, Alun Michael, is lobbying the Home Office for additional funding because Cardiff, as a capital city, receives no additional funding despite hosting major sporting and cultural events. Will the Home Secretary support Mr Michael’s bid and deliver new funding for the South Wales police authority area?

The Minister for Policing has met the hon. Gentleman’s local force—I believe he actually met the hon. Gentleman to discuss the issue—and we are giving the matter careful consideration.

It appears from the outside that the right hon. Member for Hastings and Rye (Amber Rudd) left her post in part because of incorrect briefings and because papers were not sent to her, or were sent to her but not seen. May I ask the new Home Secretary, in all sincerity, whether he plans a root-and-branch review of the Home Office to decide whether it is fit for purpose in the long term?

From what I have seen already of the Home Office, I can say that I am lucky to have such a strong and professional team, but of course improvements can always be made in any Department, and I will be looking carefully to see how I can do that.

It is worth noting what Dame Judith said about sprinklers in her report. In summary, she recognises that a number of measures can be taken to improve the fire safety of buildings, but there is not any single one that is absolutely essential—advice must be taken about each particular building. With regard to Birmingham, as I have said about other councils, if it wishes to approach us about financial flexibilities, we will be happy to consider that.

I have raised the issue of combustible insulation with the Secretary of State before. I understand his Department’s focus on cladding, but may I plead with him again? When these buildings are de-cladded, their insulation is exposed and this can cause problems with flammability. What is he doing to investigate this?

The hon. Gentleman is right to raise that point. The expert panel has looked at the issue and covered it in its guidance. It continues to monitor the situation and, if necessary, it will update that guidance.

There are already many rules and regulations in place to do just that. As we learn all the lessons from this terrible tragedy, it is important that we ensure that we do everything we can to protect the most vulnerable.

I understand the focus of the Secretary of State and his Department on cladding, but may I ask him about the insulation? Some reports say that the insulation caught fire and combusted three times quicker than the cladding. Industry experts say that we should consider a system of non-combustible insulation, which is available on the market. What is the Secretary of State doing to investigate the safety of insulation, including when buildings are uncladded and the insulation is exposed to the elements?

The police report on the Grenfell Tower tragedy rightly referred to the insulation. After that, our guidance to local authorities and housing associations was immediately publicly updated to say that there should be checks on insulation, too.
