Commons ChamberThis is probably not the first time that my right hon. Friend has asked me about those two roads. She is a formidable champion of the transport infrastructure that runs through her constituency; I congratulate her on that. As I have just announced, we have made a commitment to hypothecate all road tax to the national roads fund. That will make a record amount of funding available for road projects in the next period.
Road traffic accidents are a major cause of acquired brain injury, so I urge the Chancellor of the Exchequer to consider setting up a special fund, in proportion to the amount that he is talking about for road infrastructure—and announce it next week, if he is still going to do his statement next Wednesday—to make sure that there is a fund available to people in the national health service who are developing very innovative ways of rehabilitating people who have had road traffic accidents. If he does not understand, he can ask his hon. Friend the Economic Secretary to the Treasury, who is very good on that.
I reassure the hon. Gentleman that I will be making a spring statement next week and remind him and the House that it is not a fiscal event under the new Budget architecture. We have put very significant additional funding into the national health service. I note the point he makes about acquired brain injury and the research that is happening on that. I will draw the Health Secretary’s attention to his comments.

Commons ChamberGiven that Russia’s latest statement of its military doctrine states that the greatest threat to Russian security is the existence of NATO, and given that Russia has significant naval and military investment in Syria, is it not the height of irresponsibility for the Government constantly to ramp up talk of putting more arms into Syria?
As I have already said once today, the Government have made no decision to supply any arms to anyone in Syria. As for the hon. Gentleman’s substantive point about Russia, in the context of the debate that we have just had about the nuclear deterrent, it is important to note that the Russians are committed to spending $146 billion over the next 10 years on modernising their forces, including parts of their nuclear forces that had been mothballed over the last few years.

Many families in my constituency in the Rhondda watch events in Afghanistan closely because they have sons and daughters out there. The Secretary of State would have inspired a great deal more confidence in the mission and in the work of his Department if he had volunteered to come to the House and make a full statement yesterday or, for that matter, a full statement today, which would be printed and available to the Opposition before he appeared at the Dispatch Box, rather than simply being dragged here to answer an urgent question. It just feels, hideously, as if he is not in control of his brief.
What happened this morning was that the BBC picked up something that was issued on Sunday and jumped to a wrong conclusion. I am very happy to have had the opportunity to make the facts clear, both to the media earlier and now in the House.

As I have said, we believe that the Afghans are doing everything that is appropriate. They have done everything we suggested that they should do, so we have no complaints at all. I can tell my hon. Friend that President Karzai has made it clear at the highest level to his military commanders and his Cabinet that this is a pivotal issue and that they have to resolve it and step up to the plate.
Is it not the case that in every military campaign where the departure of troops has been preannounced, it has been as dangerous to leave as it was to arrive in the first place? Will the Defence Secretary make it absolutely clear to military leaders in the field that they need to do everything in their power to ensure force protection as we leave?
Of course. Our military commanders are absolutely clear that force protection is our No. 1 priority and that it will remain so during the draw-down. As the hon. Gentleman rightly suggests, during the draw-down of a force there is a very careful balance to be struck between the speed of extraction and maintaining adequate force protection. Much of the debate taking place inside the military about the trajectory of draw-down is about how to maintain adequate force protection during that period.

Commons ChamberI say to them that they will have an opportunity to make their case when we go to consultation on a preferred route in the new year.
Every analysis of the south Wales economy and its competitiveness shows that the single most important thing that could be done to improve the competitiveness not only of Cardiff, Swansea and Newport but all the valleys communities is the electrification of the line all the way to Swansea. Is there not therefore a strong business case, if one really believes in growth in the economy, for making sure that electrification goes ahead as soon as possible?
That is precisely what we will be looking at working with the Welsh Assembly Government to achieve—a strong business case. The hon. Gentleman might reflect on what he did in the years that he sat on the Government Front Bench when not a single metre of railway line was electrified in Wales.
