Commons ChamberThe hon. Member for Middlesbrough (Andy McDonald) said today from the Opposition Dispatch Box that transparency would be the watchword for HS2. I agree with my hon. Friend—transparency has not been the watchword for HS2. Right from the beginning, when the Major Projects Authority’s reports were withheld from this House and from the Select Committee that considered the Bill, there has been the reverse of transparency. That is what is so distressing about this project; it could have been handled so much better. It has let many people down.
Finally—I know that others want to speak—new clause 4 is designed to ensure that valuers with local knowledge are included on the HS2 panel, and that all compensation applications are responded to substantively within 10 weeks to avoid long periods of uncertainty for property owners on the route.
I started by saying that I was disappointed that the Minister dismissed my amendments before even hearing what I had to say today, so I am not expecting any positive response. But I have learned always to walk in hope, even on the impossible project of HS2, and I invite the Minister to accept my amendments today and add them to the Bill, thereby showing that he has the respect that I believe this House should have for the people whose lives are affected so drastically by HS2.
High Speed 2 is extremely important and is necessary to expand capacity on a railway that is ever increasing in popularity. Where communities are adversely affected, they should be treated properly and there should be adequate compensation. The amount of that compensation is clearly a matter for judgment, and some of the amendments today address that.
It is exceedingly important, too, that the potential for jobs and economic development created by the building of High Speed 2 is maximised. That was one of the key points that the Transport Committee emphasised when we first looked at High Speed 2 back in 2011. We have published four reports on that since then. Back in 2011 the point considered in new clause 19 was emphasised. We supported High Speed 2 but highlighted the importance of maximising the job opportunities—jobs in the construction of the high-speed network or jobs opened up by economic development in the areas through which HS2 passes—and regional development. I am extremely pleased to see new clause 19 and pleased it has all-party support, because of the focus it puts on jobs.

Commons ChamberIt is vital that the costs are actively managed.
Consideration should be given to speeding up delivery, including looking at options from building north to south, as well as northwards from London. Sir David Higgins, the incoming chairman of HS2 Ltd, should address this. Indeed, Sir David has already told the Committee that he will be looking at these issues, and we will be pursuing this further with him.
Concerns have been expressed that funding for the new line will squeeze other transport budgets. This is a serious issue. There is, however, no evidence that this is happening, looking at projected funding allocations, and we would not accept this situation if it arose. Vigilance is required.
Any major investment of this nature taking place over many years inevitably involves risks, but the risks of not going ahead with HS2 outweigh the risks of doing so. Without this investment, the west coast main line will become increasingly overloaded. Commuters will suffer overcrowding and delayed journeys. It would not be possible to provide new services, and the growth of rail freight will be stifled. Governments will be tempted to raise fares to control demand. The opportunity to reshape the economy and boost growth in the north and the midlands will have been lost. As our continuing debates about airport capacity show, once the opportunity to make a bold investment decision for the future has been missed, it may have gone for decades.
I congratulate the hon. Lady on taking part in this procedure, which is new and must be a little daunting. Perhaps she will forgive me for thinking that I was listening to another Government Minister presenting a report. I find it surprising, after two years, that the Transport Committee, whose role it is to scrutinise the Department for Transport, has produced a 27-page report—eight pages of which list contents, so it is probably a 19-page report—on what is, in effect, the largest infrastructure project in the western world. I hope her Committee will be returning to the subject again and again and asking the right questions.
Why did the Committee take oral evidence only from the supporters of HS2 or paid Government consultants, when there were 29 others who responded, including many of those who expressed criticisms of HS2? If the hon. Lady is so concerned about the control of costs, why is she advising the Government on how to spin their lines on cost by suggesting that they refer to a £28 billion sum, rather than the £50 billion that has been budgeted? If she is aware of the risks, as she said in her statement, can she tell me whether she has read all the Major Projects Authority reports on this project, and if so, can she tell us more about what she plans to do to identify those risks that are still being concealed by the Government?
Lastly, if Sir David Higgins has been asked to find ways of reducing the cost of HS2, and if the hon. Lady’s Committee has asked him to consider building phase 1 and phase 2 concurrently, and incorporating the Heathrow link in phase 1, what examination has she made of the effect of that on the bottom line of this project which—forgive me if I say so—may be pushing the price tag up even further?
I thank my hon. Friend for his question and thank the Speaker for permitting these important issues to be raised. The Committee questioned KPMG because it had conducted the most recent research on this very specific area. However, the Committee’s reports are based on contributors additional to KPMG.
When we conducted our original major inquiry two years ago, we visited France and Germany to see for ourselves the impact of high-speed rail. It became clear that there are major potential benefits to high-speed rail provided that the local and, in the case of France and Germany, regional authorities take advantage of them and provide the necessary economic development support to make them a reality. That is what I would like to happen here in the UK, and that is what the Select Committee report advocates.
A very happy Christmas to you, Mr Speaker, and to the hon. Member for Liverpool, Riverside (Mrs Ellman), who has dealt with the questions with charm and a great deal of skill. This is merely a point of clarification. In response to my earlier series of questions, the hon. Lady said that she had read the MPA reports on HS2. Can she confirm that that is the case?
I have read the reports put forward on HS2. I have not read reports that have not been disclosed in public.

I want to make sure that other colleagues are able to speak on this group of amendments, and as there are no knives, the longer we take on this group, the less time we will have for other important groups that deal with the economics of the railway line and with compensation.
Will the right hon. Lady give way?
I thank the right hon. Lady for giving way. Will she point out to the hon. Member for North Warwickshire (Dan Byles) that the Select Committee was very clear that High Speed 2 was the only way in which the necessary increased capacity could be obtained, and that in discussing the economic benefits, we also stated that economic development strategies were required to go with the provision of that extra capacity?

A lot of people are saying that there is no alternative to HS2 if we are to solve the capacity problems, when in fact a large number of alternatives are emerging from numerous sources. Suggestions have been made by economic think-tanks and transport economists, including a recent proposal to revive the old grand central line. I fought against an ill-conceived plan to run freight on that line in the early 1990s when I was first elected to the House. That plan did not stack up economically, and we saw it off.
Amendment 19 would narrow the scope of the Bill, which, as currently drafted, could extend to all railway operations. I do not know whether it was the intention to cover not only HS2 but all other railway operations, but the drafting seems to be a bit sloppy. If the provisions are not confined to HS2, it will make a mockery of any limits placed on the costs that the taxpayer will have to face. The amendment attempts to limit this money Bill, and to limit the expenditure to HS2, in line with what I believe the Government intended. If the provision were to include Scotland, that would round up the whole package.
The strategic review and other studies indicate that alternatives have been looked at and rejected. Network Rail states that more than 100 cities and towns could benefit from this development. Named in the various reports are places including Watford, Milton Keynes, Rugby and Northampton, but many more are possible. There is also a need to increase capacity for freight, which is as important as passengers. About 20 new freight paths can be developed, but I would view that as the absolute minimum.
I hear what the hon. Lady says about freight. How does she react to what Lord Berkeley said? He heads up the Rail Freight group and said that HS2 will in fact constrain freight because it does not link up properly with the existing network on the west coast main line and its northern end in phases 1 and 2? He should know, should he not?
Lord Berkeley was pointing out issues of practical difficulty, but they can be worked on. Indeed, the purpose of this debate and subsequent debates is to identify where the problems are and to do something about them. No plans are finalised. We are talking about principles and strategies. It is essential to look at critical detail and to make changes where they are necessary. Debates such as this one are an integral part of that important process.
