I, too, commend the Minister for his latest outing at the Dispatch Box. Many Members of the House think of him as a very nice man, and it is nice to see him here with us today.

I wholly concur with the points that have been made by my right hon. Friend the Member for Chesham and Amersham (Dame Cheryl Gillan)—I return the favour—and my hon. Friend the Member for Aberdeen North (Kirsty Blackman) in relation to Bronwen Curtis. In fact, one of the keenest points that she made repeatedly in SCIPSA was that if IPSA wants a significant increase in capital expenditure to pay for a new IT system, it had better prove it is worth it. If I am honest, I think an awful lot of Members this year would have said, “Well, actually, the way it was introduced, with too few people to answer the telephone—the answers and the conversations you had to have were sometimes so complicated that they went on for 45 or 50 minutes—there are some serious questions about whether public money is being spent properly”.

This goes to the heart of something I think was wrong with the original legislation that was introduced. The Minister said that SCIPSA—the Committee—has two roles, and that is absolutely right, but IPSA itself has two roles as well, and I think they are mutually exclusive. One is to support Members in doing their job of trying to ensure that all those letters from our constituents are responded to quickly and all the rest of it, and that we are able to do our job of representing our constituents well. However, the second part is regulating Members. I think that all too often IPSA relies too much on the regulating element, rather than the supporting element. That, for instance, is why decisions that should have been taken swiftly about providing finance for security measures in Members’ constituency offices and in their homes—where it is not primarily about ourselves, but actually about our families and our staff members, to whom we have a duty of care—have been delayed far, far too long. All too often, it is left to the House authorities to take up the slack. That is a shame and a mistake, and we need to rectify that in the future.

I think I argued at the beginning, when the whole thing was set up, that the two should be in separate organisations. I understand that there is a model of regulation, which we have adopted in many areas now, where the regulator is intimately involved in the industry. I think that that is a mistake. It would be better to separate the two, but that requires primary legislation. It would be a brave Government at the moment who introduced legislation in this particular area—well, introduced any legislation at all. We in SCIPSA need to make sure that we enable IPSA to do a better job to recognise the two halves of its role, supporting and regulating.

I am very confident that Mr Blausten will be a very significant addition to the Committee. We take our job very seriously. I say to hon. Members that, if they have issues that they feel need to be raised with IPSA, all the members of SCIPSA are available. I am sure that Mr Blausten will do a good job. The independent people sometimes say to us, “You know what, MPs? You should be arguing for better support, not the opposite, because you need to be able to do your job properly. If you were in any other industry you would quite simply expect to be able to do your job properly.”

My delight at serving under your chairmanship is absolutely undiluted, Mrs Gillan—unless you intervene in some way that I do not like very much. I apologise, because I know it is unusual for a member of the shadow Cabinet to take part in a debate such as this, but I remember that when you were in the shadow Cabinet you used to do so occasionally, so I am following in your footsteps. Indeed, I remember that you took forward a private Member’s Bill at one point.

I wanted to speak in this debate for the simple reason that in my constituency, the Rhondda, probably the single biggest issue that takes up the most police time and causes the most damage to the individuals and the community I seek to represent is domestic violence against women. Every Thursday, Friday and, in particular, Saturday night is a tough night for the police in the south Wales valleys, and certainly in the Rhondda. They often have to deal with issues for many days afterwards. Sometimes things are very complicated because somebody makes a complaint and then wants to withdraw it. There are many complicated issues relating to whether and how the police should pursue such matters, let alone how the Crown Prosecution Service acts. In my 15 years as an MP, the majority of murders in my constituency have involved one partner killing another, and there have been several cases in which the man has killed both his girlfriend, wife or partner, and the child or children. There is no issue that is more important to my constituents. Unfortunately, in recent years we have seen a dramatic rise—by some 23%—in violent crime in Wales, particularly south Wales.

Some weekends are far worse than others for domestic violence in Wales. It is not because of the sport that we all love in Wales, rugby—I do not think there is a direct causal relationship—but it is a simple fact that when there are big international rugby matches on, and sometimes football matches as well, the number of domestic violence incidents rises dramatically. That is why we in Wales in particular have to look deep into our souls when it comes to domestic violence in our country. I am a great rugby fan. I go to matches and I enjoy it—I broke my leg playing rugby at Twickenham once—but we need to look very hard at the cultural issues in Welsh life that affect violence against women.

Some public attitudes in the valleys do not help, such as the attitude towards alcohol—that it is best to drink lots and lots and get absolutely blotto on a Thursday, Friday and Saturday night, and if you can do it all day Sunday as well, so much the better. Then there is the belief that young people prove themselves by drinking large amounts of alcohol. Not everyone participates at all. In fact, I recently surveyed all 16 to 18-year-olds in my constituency, and the percentage of youngsters who drink alcohol to excess is lower in my patch than in many others. None the less, that strong attitude is imbued in many people from an early age.

There is a similar attitude towards the perfect male shape, which is often influenced by anabolic steroids. The use of steroids in many gyms is well documented. Successive Governments have found it difficult to deal with the problem, which perpetuates the image of what a real man should look like: physically strong, silent, not necessarily very good at communicating, but good at communicating with their fists and prepared to take physical action if they want to. That whole concept of being a real man—of manning up—is a serious part of the problem. It is bad for men as well, and not only because of the fights outside pubs on weekend nights, some of which have led to deaths in my constituency; it is also bad for them on the rugby pitch. All too often, when someone has a concussion, they are determined to go back on. We need to change that attitude to concussion in sport. It is not the manly thing to go back on or to force somebody back on. The manly thing is for people to be responsible about their own health and take sage advice: if ever in doubt, sit it out.

I raise all those points because there is one issue that particularly troubles me. The six nations starts this weekend, and that is wonderful, but when there is a rugby match, we on the Welsh terraces will all sing “Delilah”. I know that some people will say, “Oh, here we go, he’s a terrible spoilsport,” but the truth is that that song is about the murder of a prostitute. It goes right to the heart of the issues we are discussing. There are thousands of other songs we could sing. We Welsh know every song in the book—we even know some of the words. “Cwm Rhondda” is a pretty good one to start with. I have sung “Delilah” as well—everybody loves doing the “She stood there laughing” moment—but if we are really going to take this issue seriously in Wales, we have to change how we do things.

In some years, the Welsh Rugby Union has been involved in really effective campaigns. Last year’s was called “Not In My Name”, and I am glad to say that several Welsh rugby clubs have signed up to the white ribbon campaign, but it is a shame that it is not every year and throughout the year. The decision about when the big internationals should be played is made entirely around money and broadcasting. Perhaps it should also be made taking into account the effect on people’s drinking habits and what they will do to their partners when they get home.

I am enormously grateful to the hon. Member for Paisley and Renfrewshire North (Gavin Newlands) and the other Members who have secured the debate, who are from different parties. I should also mention bullying in schools towards not only girls as a whole but lesbians and trans people. I have tried so many times before, but I want to say to the Government that we will never be able to address these issues unless we have proper sex and relationship education. I know that some people will think, “That means you’re going to teach kids how to have sex.” It is quite the reverse. It is about making sure that every young person has the self-confidence to make good decisions for themselves—whether about alcohol, or friendships, or when they want to have their first sexual experience.

All the evidence from every country in Europe and around the world suggests that where there is good sex and relationship education, kids delay their first sexual experience, the number of boys who are violent towards girls is cut, relationships between boys and girls are improved and bullying is cut. I cannot see why we are prepared to continue with a situation in this country where some schools do it brilliantly and many schools do it abysmally; and where it is the one class that a teacher dreads having to teach and kids dread having to go to. We have to have a whole-school approach, and it has to be on a statutory basis. Of course individual parents should be able to say that they do not want their kids to engage in it, but no schools or set of governors should be able to say, “Sorry, we are just not going to do that,” because in the end, when that happens we are consigning kids to bullying and more girls and women to violence in their lives. It is about self-confidence and respecting one another.

I have never wanted to live in a tolerant society, because that always sounds like people are simply tolerating those who are different from them. I want to live in a society of respect, where we respect one another’s sexuality, one another’s right to say no, and one another’s right to say yes. We will never have that unless we look deep into our souls when it comes to these cultural issues. I am deeply grateful to have had this opportunity speak, and I am glad to stand with others who seek to end the violence that has been perpetuated through the centuries, with women and children being called chattels and treated as things to be thrown around and used and abused. One day, we will put a stop to it.

Rising to my feet to participate in the debate gives me a heavy attack of déjà vu. I hope my words will be slightly less curmudgeonly than those of the hon. Member for Pontypridd (Owen Smith). I give this small and elegant Bill a warm welcome, because I believe it takes Wales forward. It does so in a small, incremental step, rather than in one of those steps that allows Wales to fall into a large hole and disappear without trace. The Government are looking after the interests of Wales and the people of Wales in the Bill. Long may that continue.

As many hon. Members know, for me, the Bill is part of unfinished business that stretches back not to when I was Secretary of State for Wales, but to my appointment as shadow Secretary of State. I pay unreserved tribute to Paul Silk and members of the Silk commission. The Calman commission did not attract the Scottish National party to sit alongside other members, but I was really pleased when Plaid Cymru accepted the invitation to join the Silk commission. The participation of all the parties involved in the governance of Wales in the Silk commission has made its results more credible. I believe it will contribute towards Wales remaining part of the Union, on which most Opposition Members agree with Government Members. I also believe that the commission will contribute to Wales having increasing self-determination in certain matters, which will be good for the people of Wales and for the devolved Administration.

The trend towards more local democracy must not be at the expense of effective governance. That brings me to a point that became apparent to me over the seven years in which I carried responsibility for Welsh policy in my party. In future, I believe that a confident Wales and a confident Westminster Government should not hesitate to contemplate not only the devolution of powers, but the return of areas of competence to the supra-national Parliament, if it is the wish of those areas or institutions. There is a valid and compelling case for that course of action. That was not apparent in the Silk commission report, but by way of example, it was expressed to me while in opposition and in government, particularly from the university sector—albeit often behind closed doors for fear of repercussions—that a body of opinion wanted the re-coupling of Welsh and English universities in the interests of Wales and of education in Wales.

As we have been reminded, the constitutional position in the Bill is that we are extending the Assembly’s term of office to five years. That is probably sensible given the circumstances, but, for me, the jury is out on five-year terms. I was persuaded by the First Minister that that was the way to go because the UK Parliament introduced a five-year term and we need to avoid a clash of an Assembly election with a general election. However, I question the wisdom of that. All hon. Members know how expensive democracy and elections are. I would have liked to have seen the cost savings that would have resulted from running those elections together and any effect on turnout. It does not matter which part of the UK people are in, there is no doubt that they are being turned off by democracy—we are seeing diminishing returns of voters going to the ballot box. Perhaps running those elections at the same time would have increased participation at the ballot box. It might also have been easier to explain the relationship between the Assembly and the UK Parliament.

I am grateful to the right hon. Lady for giving way because I rather agree with her. Voters would probably prefer to have two elections on the same day. That would make far more sense—I have argued for it since 2010. Historically, general elections have tended to be every four years, even when we had seven-year terms, because either a Government had run out of steam or it felt right to move on and have an election. We are now moving everything towards five-year terms. My anxiety is that that is less democracy and less accountability.

The hon. Gentleman makes a good point—it is unusual for us to agree on anything, as he will attest —but we need to examine the matter before we set everything finally in concrete. Those on both Front Benches and anybody involved in the business of government should keep an open mind. Rather than saying, “It will be five or seven years for ever,” we should agree to revisit the matter at some stage. Constitutional arrangements are important, but the engagement of the electorate is perhaps one of the most important aspects of democracy.

In Wales, there is an acid test of Labour’s policies. The fact is that a Labour Government are in power in Wales and, as the First Minister in Scotland said the other day:

“If Labour has the answer to economic problems and unemployment, why are unemployment and youth unemployment in Wales higher than they are in Scotland? If Labour has the magic solutions, why is it not implementing them in the one place in these islands where it is still in government?”—[Scottish Parliament Official Report, 17 November 2011; c. 3582.]

The jubilee will be a truly historic occasion, and certainly a great testament to the hard work and dedication of Her Majesty the Queen to this country and her people. The people of Wales will be able to play their full part in it. My hon. Friend will be pleased to know that we are working closely with Buckingham palace and the Welsh Assembly Government to ensure that the Welsh public are given every opportunity to celebrate the jubilee.

I am absolutely certain that large numbers of people in my constituency will want to celebrate the 60th anniversary, just as they did the 50th anniversary. However, I urge the Secretary of State to speak to the police and health service in Wales, because on the last long weekend when we had two bank holidays together several young people in the Rhondda died from drug overdoses, many of them because they were given their methadone for the Monday and Tuesday on the Friday beforehand. Will she ensure that we do not repeat those problems?

I am grateful to the hon. Gentleman for raising that problem, because I was not aware of it. Certainly, that would be sad at a time of celebration. He will be aware that the Government are publishing our new drug strategy, and I will ensure that that problem is brought to the attention of my right hon. Friend the Home Secretary, who is responsible for the strategy. We will take action on that front, but perhaps he could help me by writing to me so that I can take the matter up properly.

This proposal is being considered as part of the strategic defence and security review, which was debated in the House on Monday. The review is due to be completed by October and I will ensure that the Secretary of State for Defence is made fully aware of the importance of our armed forces to Wales.

I do not feel sorry for the right hon. Lady; I welcome her wholeheartedly to her post. However, she gave a rather partisan answer to the earlier question about the defence technical college in St Athan, and I urge her to recognise that this issue has involved a cross-party alliance in Wales. All the political parties in Wales have been supporting it, so will she meet a cross-party group of MPs so that they may put the arguments strongly? This is about protecting our armed forces, particularly the soldiers from Wales, who deserve the best training they can possibly get.

I congratulate the hon. Gentleman on having raised this matter not once but three times in the past week or so. I have read the replies to him from both the Secretary of State for Defence and the Prime Minister. The Prime Minister said:

“Everyone who has spent time in south Wales with the military knows that there is an incredibly strong case for the St Athan defence training establishment.”—[Official Report, 2 June 2010; Vol. 510, c. 430.]

I would be delighted to meet a cross-party group to discuss the future of St Athan. The hon. Gentleman will know that it was one of the first things that I signed up to when I was appointed as shadow Secretary of State for Wales. I will not demur from that support.
