I can congratulate the scheme in the hon. Lady’s constituency. It shows that under the new regime of solar feed-in tariffs that we have introduced, there are still many communities that are going forward and making those investments. That belies much of the criticism we have heard in the House today. I can assure the hon. Lady that we want to continue to encourage such community schemes in our future policies. Quite a lot of those schemes will still get the more standard and common renewable obligation approach support. Some of those community schemes will not have to go to the larger-scale contracts because of the difference in the electricity market reform.

Will Ministers redouble their consistent and very welcome efforts of the past couple of years in support of the onshore manufacturing sites for offshore wind turbine production—not least sites like Kishorn in my area, which I raised with the Minister’s predecessor—which have lost out in enterprise zone status, and therefore find themselves at a bit of a competitive disadvantage over the next five years? I am sure that a summer recess ministerial visit to Kishorn and the west highlands would be most welcome and would boost morale.

I know how hard my hon. Friend works to promote investment in his constituency and I am sorry that he is disappointed, but he will realise, as I am sure the whole House will, that the Green investment bank will be investing across the country and, therefore, driving our low-carbon economy.

May I unambiguously and warmly welcome—it will be welcome across the whole of Scotland—the decision to site the Green investment bank in Edinburgh? Does the Secretary of State agree that this will also give a further shot in the arm to other sites in Scotland, such as Kishorn in my constituency, that are pursuing renewable energy initiatives with great employment prospects? I congratulate the Government. This is a very good start for my right hon. Friend in his new post.

I thank my right hon. Friend for his welcome. He is right. Edinburgh is an established centre for financial services and it couples that skill with a thriving green sector. That is why I believe my right hon. Friend the Secretary of State for Business, Innovation and Skills has chosen it. I know that my right hon. Friend the Member for Ross, Skye and Lochaber (Mr Kennedy) has been a champion of investment for Kishorn point and welcome the planned investment for redeveloping the point.

I am sure that my hon. Friend the Minister for Europe gave an excellent reply to the hon. Gentleman. In any event, I pay tribute to the hon. Gentleman, because when he was Minister for Europe he negotiated one of the strongest ever human rights clauses in the FTA with Peru and Colombia, and he deserves the credit on behalf of many people in Colombia. He will know that legal advisers are now looking at the draft text and will have to decide whether it is known as a mixed agreement or a union-only agreement. Our belief is that it will be a mixed agreement and therefore that not just the European Parliament but all Parliaments will have to consider it. That will create the debate that the hon. Gentleman seeks.
