Commons ChamberAs the hon. Gentleman will be aware, the Scottish Government announced in May that the winning bid for the franchise will commence next year. We want to ensure a service that not only he, but all Members, can sleep on. The rolling stock competition will lead to an upgraded rolling stock. The competition will of course be open to British companies, which are currently very successful at winning contracts across the panoply of rolling stock contracts let by this Government.
Mr Speaker, may I make it abundantly clear that those of us with a clear political conscience sleep very well indeed on the sleeper service?
Will the Minister reflect on the fact that 15-plus years ago the then passenger franchise director was seeking to get rid of sleeper services, saying that they had no commercial future? In their wisdom, the Government—I support them on this one, for once—are providing match funding of £50 million at each end, with the Scottish Government, for a massive expansion to secure the future under Serco’s new 15-year franchise. This is a vote of confidence, the like of which has not happened in the lifetime of anyone in this Parliament. Will he welcome that fact and sleep well himself?
I sleep well most nights, but nothing my right hon. Friend says ever fails to surprise me, either about his conscience or other matters. I am delighted to have his support on this matter. He is of course right: the sleeper service offers a unique, valued and high-profile service between Scotland and London. He is also right to say that the Government are committing to these services. The House will have noted the Prime Minister’s remarks in Cornwall last week on the Cornish sleeper service.

Commons ChamberI will always look at practical schemes that come forward. I am pleased to say that the amount of freight being carried on the railways has dramatically increased, and I very much hope that our plans in the near future will show that we want it to increase even further.
The Minister is aware of my concern about the apparent reinterpretation by the Scottish Government and Transport Scotland of the very welcome £50 million that the UK Government announced in their 2011 autumn statement for sleeper refurbishment. Will the Minister comment on his understanding of the position, and could we perhaps discuss it later in a meeting, not least in the context of the new Caledonian sleeper franchise?
I thank the right hon. Gentleman for that question, and I know he has campaigned vigorously for improvements to that rail service. I understand that the Scottish Government decided to reroute funding allocated for improving sleeper services to capital investment in Scottish Water—a short-term measure taken, apparently, for accounting reasons. The future funding of Scottish Water will be fully adjusted to ensure the commitment to fund the sleeper improvement programme is met, although I think it is sad that there has been this delay. I would be more than happy to meet the right hon. Gentleman if he felt that would be useful.

Commons ChamberI am sorry if I misled the hon. Lady, but Clyde will close as a co-ordination centre. It is already paired with Belfast. Belfast regularly covers the resilience and has the local knowledge that is necessary. That is why we took the decision to keep one of every pair open. I understand that it is sad for the hon. Lady, but there will be coastguards working in the Clyde area, although it will not be a co-ordination centre.
Whilst welcoming the sensible concessions made, not least with regard to the west coast, the Minches and the northern waters—I have to say that the earlier suggestions flew in the face of all common sense—I ask the Minister whether he will none the less accept that there is a considerable element of gamble here. Given the warnings from the seafarers and the emergency services, who have done this job successfully for generations, about what might occur, will the Minister at least confirm from the Dispatch Box today that if circumstances merit it, he would be willing to reopen this entire recasting and go back to the drawing board?
I respect the right hon. Gentleman’s views, but we took this action because the original proposals were flawed. They were not my proposals; they were the last Government’s proposals.
The point of introducing the resilience that does not currently exist is to end the scaremongering about safety. Safety standards are not good today, but they will be good from now on because of that resilience. In most of the coastguard stations that I visited around the country, including stations in Scotland, I was told, “We know that we have to cut the number of stations to nine or 10.”

Commons ChamberI understand the hon. Gentleman’s point, and my Department is in discussions with the Ministry of Justice about that specific matter. However, I hope that he would also welcome the steps taken today to clamp down on uninsured drivers, who are costing motorists more money.
9. When his Department plans to publish its consultation on changing the law to allow UK nationals with diabetes to drive heavy goods vehicles in the UK.
The Department for Transport plans to publish the consultation document very soon. We welcome views from anyone interested in the proposed changes and will consider all representations before making our final decisions.
I thank the Minister for that reply. She will be aware from correspondence that my question arises from a rather long-running constituency case, which is not untypical of those of other hon. Members across the Chamber. Given that the EU directive dates back to August 2009 and that we have an utterly inconsistent position in the UK—registered diabetic heavy goods vehicle drivers from elsewhere in the European Union can drive on our roads, whereas UK-registered diabetic HGV drivers cannot—can she give some consideration as to how quickly this glaring anomaly can be cleared up?
We will certainly be working hard to get the consultation document out as quickly as possible. However, given that what is being contemplated is a relaxation of current road safety rules, I am sure that my right hon. Friend will agree that this is not something to be undertaken lightly. We must ensure that we take the time to consider all the relevant factors to ensure that it is safe to make the change.

Commons ChamberI welcome the encouraging implications of the Secretary of State’s statement for the maintenance of through-direct links from the north of Scotland to the London metropolis, particularly for the Highland Chieftain—his Department accepted the well-backed petition of The Inverness Courier on that. What is his prognosis for overnight services—the sleeping-car rolling stock—between the Scottish cities, plus Fort William, and London? They are long overdue and much needed.
It is for train operators to decide which specific services to offer on those routes, but the decision we take on IEP will define the type of rolling stock that is available to operate those services. I would be happy to discuss off-wire services north of Edinburgh with him if that would help.
