It is a matter of concern not just to the hon. Gentleman but to the family and friends of the young man involved. Overall, waiting lists are coming down, but there are issues in parts of the service, and we are doing our best to tackle them. We are also doing our best to recruit specialists in those services. I will ensure that the Health Minister hears of the hon. Gentleman’s concerns to see what further can be done and that if the hon. Gentleman wishes to go into further detail, he is able to do so at a meeting with the Minister.

This week, I met 19-year-old Jack Billingham, a third-year Derby Rolls-Royce apprentice who won gold at the national welding championships in November and who is representing the UK at the WorldSkills international competition in Japan. I had a go at virtual-reality welding, and I admit that Jack’s score was a little higher than mine. At a time when the UK faces a national shortage of welders and of those with other critical manufacturing skills, could we have a debate on how we can strengthen the skills pipeline and support apprenticeships for good, skilled British manufacturing jobs?

Alan Campbell Portrait Sir Alan Campbell
- Hansard - - - Excerpts

I thank my hon. Friend and send my congratulations on behalf of the House to Jack Billingham on winning gold at the national welding championships. We are already making efforts to support young people, such as through investing £1.5 billion to deliver 50,000 more apprenticeships and 350,000 more new workplace opportunities, but a great deal more needs to be done, not least as we seek to improve and renew the infrastructure of our country. I encourage my hon. Friend to apply for an Adjournment debate to investigate further how we can promote highly skilled manufacturing jobs. Should she be unsuccessful in that, I will look to hold such a debate in Government time.

I thank my hon. Friend for making such a powerful case for the restoration of that flight link. These links are vital for family travel, when there are bereavements, and for business, and I am sure that the airline has today heard from my hon. Friend about the strength of feeling about this subject in the Bangladeshi community in Rochdale and across the region. I certainly hope that it is listening to what he has said.

The temporary bridge at Darley Abbey Mills was forced to close before Christmas due to sudden riverbank deterioration. No one is legally liable for the old bridge, and despite not owning it, the council built a temporary one in 2022 and is assessing whether it can be safely reopened. Our East Midlands Mayor has funded work to explore plans for a new bridge, but in the meantime, businesses have lost vital footfall and residents are worried about being cut off entirely if there is flooding. I have had many local meetings, but could the Leader of the House advise me on the best way to seek additional Government support when no one is liable for essential infrastructure, such as Darley Abbey bridge?

I recently visited Derby athletic club and met volunteers including Ernie, who is 100 years old and has been volunteering for more than 70 years. I know that Ernie doesn’t like a fuss, but will the Leader of the House join me in thanking Ernie for his incredible commitment, and will he consider how we might best celebrate the work of volunteers in grassroots sport across the country?

Alan Campbell Portrait Sir Alan Campbell
- View Speech - Hansard - - - Excerpts

My hon. Friend is doing just that by raising the work of volunteers, as often happens during business questions. She highlights the fantastic contribution made by people like Ernie—70 years of volunteering is very impressive indeed. Grassroots sport is at the very heart of our local communities, which is why we are investing £400 million in grassroots sport facilities, but they depend on people to make them work. Not only are those people at the heart of our local communities, but they change people’s lives for the better. I absolutely join her in thanking Ernie and all other volunteers.

As the hon. Gentleman points out, the winter crisis has started early this year—not least because of the flu situation—so our hospitals are under enormous pressure. A number of hospitals need capital expenditure; we inherited crumbling public services and, in many cases, a crumbling NHS estate, so that will take some time. However, despite the fact that the hon. Gentleman shares his hospital with the Secretary of State, should he wish to discuss these matters with a Health Minister and see what can be done, I will facilitate that meeting.

I put on record my thanks to Mr Speaker for hosting a fantastic celebration of deaf talent and achievement in Speaker’s House last month, with deaf role models including Tasha Ghouri. It was an honour to help organise it when I was chair of the all-party parliamentary group on deafness, supported by charities including the Royal National Institute for Deaf People and SignHealth. The International Day of Persons with Disabilities was last week, but every single day must be an opportunity to break down barriers. Does the Leader of the House agree that deafness should never be a barrier to a successful career, and can we have a debate on widening opportunity for disabled people across every sector?

Alan Campbell Portrait Sir Alan Campbell

My hon. Friend continues to be a champion for deaf people in this House, and I commend her for that. I absolutely agree that no disability should be a barrier to a successful career. The Government are championing disabled people and those with long-term health conditions. Our Get Britain Working plan will support many people to enter and to stay in work. An Adjournment debate, and perhaps even the pre-recess Adjournment debate, would provide a good opportunity for her to give further detail about this important matter.

As a coastal MP, I absolutely endorse what the hon. Gentleman has said, and if people want to see fantastic regeneration in action, they should come to Whitley Bay. That was the result of the previous Labour Government’s funding and commitment, but the hon. Gentleman’s Government continued it, and it is important that this Government continue it too, as we intend to. This is a really good topic. There are lots of coastal MPs in this place, and I am sure that a debate on the issue, if he sought one from the Backbench Business Committee, would be timely.

I was pleased to attend the opening of new mental health facilities at Kingsway hospital in Derby. It marks a huge step forward in the care available for local people, and gives patients greater dignity, privacy, and the support of the surroundings that they need on their journey to recovery. Will the Leader of the House join me in congratulating all those involved in delivering that fantastic project, and will he find time for a debate on how we can continue to improve mental health provision across the country, particularly for adults requiring acute care?

Alan Campbell Portrait Sir Alan Campbell
- View Speech - Hansard - - - Excerpts

I am grateful to my hon. Friend for raising this matter, which is of absolute importance to the Government in the work that they are doing. I join her in congratulating everyone involved in the project that she mentions, as well as those doing fantastic work in quite difficult circumstances across our country. I am sure that in future there will be a debate in which she can discuss the matter further.

As I said earlier, we are determined to bring forward the framework. When that happens, I will make sure the Health Secretary hears the hon. Lady’s call to accompany that with a statement, so that she can hold Ministers to account.

It is brilliant that new playgrounds are being built in Derby, including in Stockbrook Park and in Knightsbridge in Mackworth. Stockbrook Park is also home to an incredible local grassroots football club, the Stockbrook Colts, whose play has been stopped because the pitch they play on is unusable and in need of repair. They deserve a ground that matches the effort they put in. Will the Leader of the House make time for a debate on grassroots football and its importance to our local communities?

Alan Campbell Portrait Sir Alan Campbell

Grassroots sports clubs are at the heart of our local communities, and I am genuinely sorry to hear of the issue that my hon. Friend raises on behalf of her constituents; I know she is doing everything she can to support them. She may wish to apply for a Backbench Business debate, to express her concerns and to hear from Ministers about our £400 million investment in grassroots sports facilities across the UK.

The right hon. Member raises a good point. Dementia gets raised a lot in business questions and, I know, in Health questions. We are committed to early diagnosis and to getting up the diagnosis rates. He raises a particular issue about access to pensions that I think requires further consideration, and I will certainly raise that with the Secretary of State for Work and Pensions.

Being deaf should not be a barrier to sport. I am so pleased that Macie White, a Derby North constituent, has been selected to be part of GB’s deaf women’s football team competing in the Deaflympics in Tokyo later this year. Macie has to fundraise to cover the costs of her expenses. Will the Leader of the House join me in wishing the GB team good luck? May we have a Government statement on how we can encourage participation and sponsorship for deaf sports at both grassroots and elite level?

Lucy Powell Portrait Lucy Powell

My hon. Friend has taken the opportunity to draw attention to a really important issue. I join her in congratulating Macie White on making the GB deaf women’s football team and wish her well. I hope that in raising it today, the team maybe gets the extra sponsorship and support it so deserves.

Seven-year-old Skye has been bringing joy to the lives of residents at the award-winning Brookfields nursing home in my constituency, whether playing bingo, watching a film or chatting over dinner. Does the Leader of the House agree with me that everyone needs to be a bit more like Skye, and could we have a debate on the physical and mental benefits, to both the young and the elderly, of being together?

Lucy Powell Portrait Lucy Powell
- Hansard - - - Excerpts

I love to hear of those intergenerational schemes in which young people such as Skye go into care homes and really lift the lives of those at the end of their life. I absolutely join my hon. Friend in saying that we should all be a bit more like Skye.

I really enjoyed having a kick-about with Derby County women and the Sport Minister at our fantastic new football facilities at the Derby racecourse hub. Next week, the hub will host 14 Derby schools that are taking part in the biggest ever football session aimed at expanding football opportunities for girls across the country. Does the Leader of the House agree that women’s football is going from strength to strength, so can we have a debate about supporting grassroots football for women and girls?

Lucy Powell Portrait Lucy Powell
- View Speech - Hansard - - - Excerpts

Absolutely. Women’s football is going from strength to strength. What we have seen from the Lionesses in recent years has inspired a whole new generation. It is great to hear what is happening at Derby racecourse, which is in her constituency, and I am keen to support her in that. I am not a great player of football myself, although I think I am a pretty good tackler in some regards, but I agree that this would make a very good topic for a debate.

My hon. Friend is right. We have a plan to fix the potholes of this country, with huge investment going in. We want councils, such as Hendon, to get on with using those funds to fix the problem of potholes.

Unregulated and uninsured souped-up electric scooters have been a real source of antisocial behaviour in Derby. Our police and crime commissioner Nicolle Ndiweni-Roberts has been working with Derbyshire constabulary to clamp down on illegal e-scooters, seizing and disposing of more than 200 since November. Will the Leader of the House ensure that a Home Office Minister and a Transport Minister meet me and other Members who have been raising such concerns to ensure that we are pushing forward with regulation and enforcement in relation to e-scooters?

Lucy Powell Portrait Lucy Powell
- View Speech - Hansard - - - Excerpts

I thank my hon. Friend for raising this issue, which I know blights many communities. We are taking action to deal with e-scooters, making it easier for those vehicles to be seized where necessary, and other measures are coming to tackle antisocial behaviour as well.
