I sense that there is a great deal of consensus across the House on this statutory instrument. There is consensus that the aviation sector is one of the hardest to decarbonise, and probably also that the new technology that is being proposed—SAF, in its different iterations—needs a great deal of technological knowledge. However, the principle of taking the first steps towards creating the SAF mandate—of the requirement for SAF to meet 2% of total jet fuel demand from 1 January, and of increasing that on a linear basis, to 10% by 2030 and to 22% by 2040—has no opposition, and we will absolutely support the Government in that effort.

Virgin Atlantic has already demonstrated that a plane can fly across the Atlantic on 100% SAF, but that was just one flight, and there are hundreds of flights every day. That is the challenge. I congratulate Virgin Atlantic on this groundbreaking achievement but we really need to see how industry, the Government and indeed everybody who is developing new technologies can produce sustainable aircraft fuels at the scale that is needed. This needs a great deal of investment.

We know that biofuels are not a long-term solution, as they compete with food production. SAF from waste, the next generation of SAF, is not a long-term solution either. It is obviously part of the solution, but as the shadow Minister has pointed out, the real challenge is to get to the third generation SAFs—that is, synthetic fuels. We need to develop them as soon as possible, and they need a great deal of electricity. Whatever we say about this, direct air capture needs a great deal of electricity. Producing hydrogen in a sustainable way—that is, getting to green hydrogen—will also need a great deal of electricity. The crunch in all this is: where is all that renewable energy coming from, unless we are ultimately overproducing renewable energy? I believe that GB Energy will have a big say in this and will be crucial in developing all the renewable energy that will ultimately help us to decarbonise the aviation sector. This is really the challenge.

While I welcome the kick-start of a journey to net zero in aviation, the 10% to 22% mandate between 2030 and 2040 is a concern for the Liberal Democrats. We want to get to net zero by 2045, but having planes still running on 78% fossil fuels is just not good enough. The UK has the third largest aviation network in the world and the second largest aerospace manufacturing sector. Almost 1 million UK jobs are directly or indirectly supported by the aviation sector. The future of the aviation industry with SAF is obviously a wonderful opportunity and challenge. Making the right choices on SAF will ensure that the UK can continue to be a global leader, and I think that we are as one across the House in wanting this to happen in order to make the UK the global leader in this area.

It is only right that we take these steps, which support decarbonisation and also create the jobs that we need in the future. What is important is that the Government collaborate with the aviation fuel suppliers to ensure that this initiative really succeeds. I would like to hear a little more detail from the Minister about how the Government will work alongside suppliers to make this a long-term success.

As I have said, we welcome this, but there are other examples of what we can do in the meantime to decarbonise the sector. For example, we could ban short-haul domestic flights on journeys that can be done by rail in less than 2.5 hours. Such a ban already exists in France, so it would be good if the Government at least looked at this. The cost of flying must be linked to the environmental cost. It is ridiculous that I can, at least on some journeys, fly 100 miles to a European city for less than it costs me to go by train from Bath to London. The Liberal Democrats would focus on those who fly the most to reduce the unfair burden on households who fly only once or twice a year. Plus, we would impose a new super-tax on private jet flights and remove VAT exemptions for private, first-class and business-class flights.

To conclude, while we welcome today’s introduction of the SAF mandate on 1 January, I urge the Government to review the targets set from 2030 to 2040 and to be more ambitious than what they are proposing today, so that by 2040 a much higher percentage of aviation fuel comes from sustainable aircraft fuel than the 22% that is currently proposed.

We Liberal Democrats very much welcome the results of this round. It is a significant improvement on last year, when the previous Conservative Government completely failed, with zero bids from the onshore wind developers.

The results show that the CfD programme is back on track. They demonstrate the power of industry and Government working together to identify a fixed problem, so that we can widen the level of private sector investment we bring in, which is required for a clean power system transition.

Britain’s unique geography, with its abundance of natural resources, is an asset. We must harness the wind and the world’s largest tides. It is hugely encouraging that a record-breaking amount of solar capacity has been procured. Whatever the Conservatives are saying now about their record in government, solar targets were repeatedly missed, and this round is a welcome change. Unlike the Conservative Government, who, as has been pointed out, left us at the whim of the global oil and gas market, this Government are making choices that will increase our energy independence and lower energy bills for our consumers.

Future allocation rounds, especially in the next few years, must continue to deliver increasing quantities of renewables. That can be achieved by setting ambitious budgets and bringing forward incremental reforms of the CfD regime. Can the Secretary of State assure me that this round is not just a one-off and that we will increase the pace of the CfD allocation rounds?

Thank you for calling me to speak, Madam Deputy Speaker. I do not think that I have yet had the opportunity to express my pleasure in seeing you in your new role. May I also congratulate the right hon. Lady on securing her new role as Secretary of State?

Our railways are in dire need of improvement. Under the last Conservative Government, passengers were repeatedly failed. Services are poor and the ticketing system is in shambles. All the while the public keep paying more and more, year on year. Rail fares in the UK are already some of the highest in Europe and are set to rise again. I am sure that all Members of this House have heard about, or experienced, cancellations, delays and a ticketing system not fit for purpose. People are crying out for a functioning rail network that they can rely on.

Too often, my Bath constituents would rather travel by train, but take the car instead because a train ticket is far too expensive. If we are serious about meeting our net zero target and reducing emissions, rail must be not just a green option, but an affordable one. Since privatisation, passenger journeys have more than doubled to 1.71 billion per year. However, satisfaction is at its lowest level in over 10 years. We agree with the Government that competition is not working as intended. Fewer and fewer companies are bidding for new franchises as the costs have ballooned. Meanwhile, Government subsidies have increased and intervention is desperately needed.

The UK needs a world-class rail network to support growth and reach net zero. For too many years, it has been held back by under-investment and lack of ambition, particularly in the north and south-west. However, may I ask what will happen to investment after nationalisation, when Great British Rail will have to compete for funding with the NHS and schools? I am sure this Government will agree with us that they must guarantee that funding for a nationalised rail network will not come at the expense of other public services.

We Liberal Democrats want the fairest deal for passengers. Anything that brings down fares is welcome and I look forward to the Government setting out how services will improve when in public hands. Nationalisation is an interesting idea, but Liberal Democrats want an approach that benefits passengers right away. We would freeze fares immediately and then get on with reforms to the broken system. Passengers might not be that interested in who is running the trains, but they are interested in whether they are running on time and at a fair price.

There is inconsistency within the proposed policy: just as private companies do now, Great British Rail will continue to lease rolling stock. Rolling stock leasing companies benefit from a monopoly out of the 1994 privatisation and make excess profits. One quarter of operators’ costs go to those companies and I hope the Government will urgently look into that.

The Liberal Democrat approach is pragmatic. We will scrutinise the legislation according to what is best for passengers. We want one nationwide body with proper powers to put investment in the right place and hold train companies to account. Our proposal is for a railway agency to act as a guiding mind for the railways, putting commuters first, holding train companies to account and bringing in wholesale reform of the broken fare system.

It is currently unclear what the financial impact of nationalisation will be. There are potential savings due to management and performance fees no longer being payable. However, subsidies might increase after nationalisation. Private operators are already subsidised to run unprofitable services, and public sector companies would similarly need financial support, which might increase over time. We are putting down these concerns to make sure that we are properly holding the Government to account on their proposals. Can the Government really ensure that funding will be adequate without fares increasing further?

There is no reason for nationalising companies purely based on their contract expiry date; the Government should start by focusing attention on operators that are demonstrably failing passengers. GBR could then focus on turning those services around to deliver tangible improvement for the public. The Government should at least look at that, and operators that are performing well should be deprioritised. That would be better for travellers and reduce the cost to taxpayers.

There are other questions that we need clarity on. When the contract is up, will train operating companies go straight to Great British Rail or to the operator of last resort? If it is to the operator of last resort, what incentives will there be for operators to grow rail revenues, which are still at 70% of pre-pandemic levels? A larger OLR team will be necessary to manage the increased number of rail journeys while GBR is being set up. The explanatory notes to the Bill do not consider that increased cost.

All that must be part of a wider, long-term rail strategy. Instead of fixating on the issue of ownership, our railways need a rapid and significant change to put passengers first with a focus on the quality of service. We are interested in looking at what benefits nationalisation will bring, but we urge the Government to be pragmatic.

Every year, the hon. Member for Birmingham, Yardley (Jess Phillips), reads out that list. I do not think that I have ever had to follow her directly, and it is not an easy job to do. We are here to celebrate as well as commemorate, and as International Women’s Day is coming up next week, it is important that we reflect on what improvements there have been, but also on the failures.

My right hon. Friend the Member for Basingstoke (Dame Maria Miller) has brought forward a motion about the language of politics and the language that we use. I apologise if, following that horrendous list, the language that I use is a bit flippant. I want to celebrate some of the achievements. I look at the fantastic, joyful experience we had last summer with the “Barbie” movie—a film directed by a woman. It was the biggest ever debut, and it was a wonderful celebration of all that is frivolous and pink, but had an important underlying message. But what did we learn? That the Oscar nominations would go to a man.

Over the last 12 months, my Select Committee has worked with some incredible women who have come to the Committee and told their stories. I particularly reflect on Vicky Pattison and Naga Munchetty, who came and spoke so emotionally and importantly about the experiences they had gone through with adenomyosis and a particular type of premenstrual tension that had caused Vicki to go, in her own words, “really quite mad”. I remember the language of politics immediately after they left. I remember the email I got from a man—surprisingly—who told me that he was not interested in hearing from my “celebrity mates”. I pointed out to him that they are not celebrities; one woman is a broadcast journalist and the other, Vicky Pattison, is a very successful broadcaster in her own right. I send a message to Vicky today: you are not just the woman from “Geordie Shore”. He criticised the fact that we had them in front of the Committee and not other, “serious” women. That afternoon, I sent him an email asking whether he had sent the same email to the Chair of the Culture, Media and Sport Committee, my hon. Friend the Member for Gosport (Dame Caroline Dinenage), who had had George Osborne in front of her Committee. Did Mr Osborne count as a celebrity friend? The man admitted that he did not.

I would like to reflect on women’s achievements in sport, particularly the achievements of the Lionesses, who did such an incredible job to get to the final of the World cup. I would like to celebrate Spain—I really would—but a man spoilt that for us, didn’t he? I look at that individual, who made sure that the story of female triumph in sport was, once more, all about the bad behaviour of men. I will not name him.

My right hon. Friend the Member for Basingstoke said that we need a world where women not only have free speech, but can speak freely. I reflect on the sports commentators who came in front of my Committee and said that when they make identical comments to those of male commentators, they are attacked on social media for being stupid or for being female, yet the men get away with their comments with no remark whatsoever. I commend my right hon. Friend for her pledge, and for the APPG’s work to make sure that, in the coming general election, we are careful with our language and think about the words we use. It really ought not to be necessary. I would like to think that I can get through this entire election campaign without being racist, sexist or homophobic—it really is not that high a bar to have set. Let us see what actually happens.

Sticking with sport, I would like to reflect on Mary Earps—Mary Queen of Saves—but all we got to talk about was her shirt, not her brilliant prowess on the field in making all those saves that got England to the final. We had to talk about the fact that Nike did not think that her shirt was important enough to have bothered to print one. Of course, when she won sports personality of the year, The Sun was the first one out there to talk not about her brilliant prowess, but about the fact that we could see her knickers through her dress.

I would like to talk about Taylor Swift, who was Time magazine’s “person of the year” for a second time, and who has a monthly reach of 100 million people on Spotify. It is an absolutely incredible achievement. We cannot talk about Taylor Swift without also having to talk about Kanye West and his efforts to silence her, criticise her and, indeed, use her in his music.

I would like to talk about Claudia Goldin, the solo female winner of the Nobel prize for economics—the first time there has been a solo female winner. Of course, she was studying the obstacles that women face in obtaining equal pay, because we are still there. We are still struggling to obtain equal pay and to see the gender pension gap shrink.

On today of all days, when we have heard about horrific abuse and the measures that have had to be put in place to protect Members of this place, what has been really striking is that colleagues have spoken not about the abuse they face, but about the abuse their family faces. Our families feel it. I know that the abuse is bad on social media, despite “block”, “mute” and “delete” being my best friends. My daughter will send me a text message that just says, “Are you okay?”. That is how I know that it is bad out there.

It is so important to remember all those who are affected alongside a Member of Parliament. That includes our staff, doesn’t it?

It absolutely includes our staff. My staff are criticised for working for me, when all they have done is apply for a job that they thought might be quite interesting and rewarding, and that might give them an opportunity to contribute.

There are many challenges, and we have to use our role in this place to do better. I always say that we can all do better. It is important to emphasise that none of us is perfect, and we should always strive to improve and be the very best Members of Parliament we can be.

Journalists the world over ask me whether the job of a Member of Parliament is worth doing, whether I feel safe and whether I would recommend it to any young woman, and I leave them with these important words: do it, because it is the best job in the world. The job means that you can make a difference for your community, and it means that our democracy is not dominated by white, 45-year-old men. I apologise to my hon. Friend the Member for Eastleigh (Paul Holmes), my constituency neighbour. He is not 45.

Black History Month

I add my congratulations to the hon. Member for Erith and Thamesmead (Abena Oppong-Asare) on securing this important debate this afternoon.

I was pleased to attend earlier in the month, albeit virtually, the launch of Black History Month in Southampton. Our city has a proud tradition of celebrating the month, usually with a range of fantastic events in real life, but this year of course it is all virtual. I am reminded that back in 2018 I went, as immigration Minister then, to St Mary’s fire station, where there is a beautiful mural to celebrate the arrival of the Empire Windrush. I gently point out to the right hon. Member for Islington North (Jeremy Corbyn) that almost half of those of the Windrush generation who were wronged had either a deportation or a detention prior to 2010 under a Labour Government, albeit perhaps not a Labour Government particularly to his liking, and that it was, of course, the right hon. Member for Birmingham, Hodge Hill (Liam Byrne) who coined the phrase “a really hostile environment”. But I do not want this debate to degenerate into party politics; we have already heard, as my hon. Friend the Member for Hitchin and Harpenden (Bim Afolami) said, too much tetchiness this afternoon and this should be a celebration of Black History Month.

I would particularly like to pay tribute to those people like Lou Taylor from Southampton, and Don John and Stevina Southwell, all of whom have reached out to me over the past few years to make sure that I am better educated about the black history of my city, and I will now follow the hon. Member for Leyton and Wanstead (John Cryer), who spoke about cricket, in talking about football, and particularly about a constituent of mine, Paul Williams, who was a professional footballer for Southampton. He had a great career: he moved around the country, but he chose to finish his playing days in Southampton and retired to the city. He can tell horrendous stories of racism in football. I pay tribute to the Premier League and the Football Association for their campaigns to Show Racism the Red Card and Kick It Out, but the reality is that these were not racist events that happened many decades ago; it was less than 20 years ago. It is really shocking to see a man of my age reduced to tears from the experiences he had on the pitch. I heard of his determination to ensure that future generations do not suffer the same. His real passion nowadays is not football, but education, and I met him at one of my local secondary schools to talk about how they could do better to ensure that young people understand the history of our country in the most holistic and rounded way.

I pay tribute to the right hon. Member for Islington North because he said this, too, but we should not be celebrating Black History Month. Perhaps we should not be focusing on history—perhaps it should be about culture, art, music, science and all those fantastic role models across the curriculum. We should not be doing it in a month, because we should be embedding it across the year. As Chair of the Women and Equalities Committee, I am proud to be working hand in hand with the Petitions Committee to talk about how we can improve the black history curriculum and make sure that it is properly embedded.

I speak as the representative of a small town called Romsey, the birthplace of a fantastic woman called Florence Nightingale. Every time there is any discussion about removing Nightingale from the history curriculum, there is absolute uproar. The Nightingale Society comes and speaks to me and says, “You have to do everything you can. Of the great Victorians, Nightingale is right up there.” I often say, because sometimes I like to be a little provocative, “How about Mary Seacole?” We have the Seacole wing at the Royal South Hants Hospital, and we have the Nightingale ward in Romsey Hospital. I always say, “Can we not have both? Can we not ensure that the history of our country is properly represented, including all people, all faiths, all colours and all backgrounds?” It is crucial that we work very hard to do just that.

She is no longer in her place, which is disappointing, but I was delighted to hear the hon. Member for Brent Central (Dawn Butler) talk about allyship, and that is such an important phrase. When I took over as Chair of the Women and Equalities Committee, I came under fire from SOAS because I was not diverse enough. It appeared utterly ignorant of the process, which is now an election—it is hardly my fault that it was an uncontested election—and I said to it then as I say to it now, “You have got me wrong if you think I cannot be an ally of black communities, of Asian communities and of minority ethnic communities. You have got me absolutely wrong if you think that my Committee will not go after compulsory reporting of the ethnicity pay gap every bit as much as we care about the compulsory reporting of the gender pay gap.” I say to the Minister, gently, please can we have that reporting back? She should expect over the course of the coming months that my pleas will not be so gentle.

It is imperative that wherever we are from and from whatever background, we are determined, willing and happy to stand up and be counted. As the hon. Member for Brent Central said, we must be prepared to speak up and not just stand silent. By standing silent, we are not doing our part.

The hon. Lady is making a very good and passionate speech. She just mentioned that we now have a mandatory obligation to report on the gender pay gap, but not on the ethnicity pay gap. For that reason exactly, I introduced my private Member’s Bill about all ethnic minority shortlists, because local parties have the opportunity under the Equalities Act 2010 to have all women shortlists. Does she not agree that there is a gap in the Equalities Act in that sense?

Immigration Detention: Victims of Modern Slavery

It is still very much the case that it is the Home Office and Home Office staff in the widest sense who identify the greatest number of victims of modern slavery. Training is provided, and it is important that training is not only provided, but refreshed and is an ongoing process. My right hon. Friend the Prime Minister has made her commitment clear on this issue, and it has been a driving force in the Home Office to support her in the mission to stamp out this terrible crime, to identify the victims and to ensure that they are given the help that they need as victims.

The Government’s refusal to put a firewall between the police and labour inspection agencies and the Home Office for immigration purposes means that victims of modern slavery will continue to be at risk of detention and deportation. That is wrong, and it will deter victims from coming forward, which means that slavers and traffickers will get away with what they are doing. Will the Minister finally accept that data sharing for immigration enforcement must stop?

The hon. Lady is simply wrong to suggest that data sharing is always bad. In fact, in many instances, data sharing between the Home Office and the police can identify people who need to be safeguarded, and it is crucial that we have systems that will enable people to be correctly identified and then referred through the appropriate mechanisms. As I said in response to an earlier question, it is still the Home Office that identifies the highest number of victims of modern slavery.

We have been very clear that in the case of Irish citizens, who have a relationship with us that dates way back to the 1920s, we are absolutely upholding those rights. The hon. Gentleman mentions those awful incidents where EU citizens were negatively impacted by the outcome of the referendum, and they encountered the sort of incident that he describes. We are seeking to send a very clear message from this Government, and from UK society, that we recognise the contribution that EU citizens make to this country. We want them to stay. This sets out very clearly their rights and how those who have been here for five years will immediately be eligible for settled status. Those who have been here for less than five years will be able to apply for pre-settled status and accrue the five years. We are pleased to make this really important step, because we wish to give a significant message of reassurance to those people who have been living and contributing here for many years.

I thank the Minister for her statement. She is absolutely right. Many of my constituents who are EU nationals have brought their concerns to my surgery.

I have a very simple question. Do settled status and pre-settled status give EU citizens the same right to use the national health service as UK nationals?
