My right hon. Friend rightly paid tribute to our hard-working firefighters, who have been dealing with the fires over the past few days in this unprecedented weather. Will he take action to make sure that more fires can be prevented, by getting rid of disposable barbecues and Chinese sky lanterns?

I thank my right hon. Friend very much for her suggestions. The key thing is for people to behave responsibly with the use of these things. It is clearly insane to take a disposable barbecue on to dry grass.

I do care deeply about the hurt that is felt across the country about the suggestion that things were going on in No. 10 that were in contravention of the covid rules. I understand how deeply people feel about this and how angry they are. I have apologised several times, but I must say that I think we should wait for the outcome of the inquiry before jumping to the conclusions that the right hon. Gentleman has raised. In the meantime, we should focus on the issues that matter to the British people.

The public and this House have been frustrated by having to wait for Sue Gray and the Metropolitan police, and today the Prime Minister has announced his new office at No. 10. Will he please let the House know what specific structures will be put in place so that this House can hold it accountable?

We will make sure that there is a new permanent secretary, who will be accountable to me, and that the codes of conduct that apply both to special advisers and to civil servants are properly enforced. Of course, all of that will be properly communicated to the House. What I want to see is much better communication and links between No. 10 and the entirety of the House of Commons, and we will do that.

I know that the whole House will want to join me in congratulating Emma Raducanu, Joe Salisbury, Alfie Hewett and Gordon Reid on their victories in the US Open. They have made the whole nation proud.

On Battle of Britain Day, we honour the legacy of those brave aircrews who defended our nation.

I am sure that hon. Members will also want to join me in wishing you well, Mr Speaker, for the G7 Speakers and Presiding Officers conference in Chorley later this week.

This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

I would like to pass on my condolences to the Prime Minister on the sad loss of his mother.

Raising children is very expensive—more so when they are disabled. The children impacted by sodium valproate have suffered physically, mentally and indeed financially. When the Cumberlege report was published, there was real hope that they would get support. However, on the last day before the summer recess, a written ministerial statement indicated that recommendation 4 of that report would not be actioned. May I please ask my right hon. Friend to urge the Secretary of State for Health and Social Care to look again at that and give the parents of those children the financial redress that they so desperately need?

The whole House will be full of sympathy to the family the hon. Member describes and the heartbreak they must have felt. I am sure there are many such cases in Kabul right now, but I think the record of this country in receiving people and being prepared to receive people in the future is very good. I ask her please to write to me or to the Home Secretary directly on the case of that particular family she is talking about.

Many constituents have understandably been in touch, desperately worried about family members in Afghanistan. They want to find out whether the Afghan citizens’ resettlement scheme will be an application or an allocation process, when it will open and what that process will look like.

Of course I know how tough it has been for millions of people up and down the country and for business. That is why this Government put in an extraordinary £407 billion to support jobs and livelihoods across the country throughout the pandemic. The single most important thing we can do now for the individuals and families that the hon. Gentleman represents and is rightly talking about today is to help our country to get back on its feet by cautiously opening up in the way that we are on 19 July, if we can take that step, which I very much hope we will. I hope that it may command the support, if not of the Leader of the Opposition, then at least of the hon. Gentleman.

The River Test is one of the finest chalk streams in the world, but since May, diesel has been spilling into the river. What matters most is that the flow is stopped and that there is an effective clean-up, but there are many agencies involved, which has made a co-ordinated response challenging. Please will my right hon. Friend ensure that the Environment Agency, Natural England, Southern Water, local authorities and the Department for Environment, Food and Rural Affairs are all involved in solving this environmental catastrophe together?

My right hon. Friend is completely right. All those bodies are involved, but the lead agency is the Environment Agency, and I know that it is in touch with her. I must say that I have a very high regard for the agency and for its work.

I thank the right hon. and learned Gentleman for his support for both the measures announced today: the commemoration commission and the inquiry. He asked some entirely justifiable questions about engagement with the bereaved and those who have been on the frontline about the areas in which the inquiry will want to focus—all the background to the growth of the pandemic. I have no doubt that when it is set up the inquiry will certainly look at all of those, and we will make sure to have the widest possible consultation and engagement.

The House should understand that I feel personally very strongly that this country has been through a trauma like no other. It is vital for the sake of the bereaved, and for the sake of the whole country, that we should understand exactly what happened and learn the lessons. Obviously we have been learning lessons throughout, but we need to have a very clear understanding of what took place over the past 14 months.

We owe it to the country to have as much transparency as we can, and to produce answers within a reasonable timescale. I am sure the House will want to see that as well. Clearly that will be a matter for the chair of the inquiry and the terms of reference, when they are set up, but it is my strong view that the country wants to see a proper, full and above all independent inquiry into the pandemic of last year.

I must repeat to the right hon. and learned Gentleman that I think the timing that we have set out is the right timing. I think that it would be wrong to consecrate huge amounts of official time and public health workers’ time to an inquiry when they may very well still be in the middle of the pandemic, but clearly, to clarify the point that he raises, the steps taken to set out the terms of reference and establish the chair of the inquiry will happen before the spring of next year. We will be getting it under way and taking some key decisions, but I think that the House will agree that it would not be right to devote the time of people who are looking after us and saving lives to an inquiry before we can be much more certain than we are now that the pandemic is behind us. I hope that that carries the approval of the House.

Primary care networks have done an incredible job of rolling out the vaccine, but GPs and practice nurses need to return to their surgeries and their patients. As my right hon. Friend said, we have to anticipate a difficult autumn and winter. What reassurance can he give that there will be capacity in the system for second jabs, potentially booster jabs in the autumn and the annual roll-out of the flu jab?

My right hon. Friend raises a very important point, particularly about the flu jab. As she will know, there was not much of a flu pandemic over the last winter period. We are worried about people’s levels of resistance to flu, but we have the capacity, and we will also have the capacity for the booster jabs.

My right hon. Friend knows better than most that covid has an unequal impact on the black, Asian and minority ethnic community, on the elderly, on men and, indeed, on the overweight. Can he please update the House on the steps being taken across Government to empower people away from fat- shaming and away from an over-reliance on body mass index, which we all know is an inaccurate measure for individual wellbeing, and let us know what he is doing to enable people to take back control of their own wellbeing?

I thank my right hon. Friend for the extreme tact with which she expressed her question. She makes a very important point, because I am afraid that there are significant comorbidities associated with covid, and we do need as a country to address obesity and the sad fact that we are, I am afraid, considerably fatter than most other European nations apart from the Maltese, as far as I can tell—no disrespect to Malta; that is what the statistics told me—and we will be bringing forward a strategy, which I hope will conform with my right hon. Friend’s strictures.

I might take the hon. Gentleman more seriously if he would deal with the fact that 60% of Scotland’s trade is with the rest of the United Kingdom. His proposals for a break-up of the United Kingdom would necessitate a border at Berwick. He is proposing that the pensioners of Scotland should have their assets now denominated in a new currency whose name the SNP cannot even specify.

Q10. The need to prevent the build-up of green algae in the Solent means that local authorities such as Test Valley Borough Council cannot grant planning permission for children’s homes and care facilities and to small self-builders. There is a blockage in the system; I urge my right hon. Friend to get out his plunger and make sure that the Department for Environment, Food and Rural Affairs, the Ministry of Housing, Communities and Local Government, Natural England and the Environment Agency all work together to protect our waterways, to make sure that housing commitments can be met.

We will make sure that the ministerial Dyno-Rod is employed to sort out the blockage that my right hon. Friend is experiencing. It is important that we deal simultaneously with nitrate neutrality and satisfy our environmental needs while ensuring that her community gets the housing that it needs. I think there is a way forward and I would be happy to take it up with her.

Q13. American company Wheelabrator has a track record of breaching environmental legislation in the USA and now seeks to build a massive incinerator in the beautiful Test Valley. Local residents are looking to this Government because of their concerns about emissions levels and are seeking reassurance from my right hon. Friend that regulations on emissions from incineration will be further enhanced and greener alternatives encouraged.

I see my right hon. Friend’s point with great concern. As we move to a net zero economy by 2050 under this groundbreaking Conservative Government, it is vital that we tackle those kinds of emissions. That is why we are establishing the Office for Environmental Protection, and I will chair a new Cabinet Committee to drive forward action on climate change across the whole of Government.

It seems to me that the right hon. Lady may conceivably have made up her mind about the 535 pages that she has in her hand before she scrutinised every word of the text. I am a fan of hers, but I gently remind her that, as she and I both know, Wales voted to leave. She should respect that.

Twelve minutes into his statement, the Prime Minister spoke of the importance of this place in future negotiations. Could he please reassure me that today will see the end of the campaign to portray what is happening as “Parliament against the people”, and that we will today accept that it is Parliament working on behalf of people?

What matters in this place is not just language, but tone. Earlier my right hon. Friend the Prime Minister spoke of political cowardice; I wish to speak to him of political bravery. Politics is the art of the possible. I genuinely believe it is possible for him to get a new deal; further, I believe it is possible for it to pass this House. But it would be politically brave not simply to reach across the House, but to put his arms around the House.

I thank my right hon. Friend, and I will do my best—[Interruption.] Clearly, the invitation is not universally welcomed. I share her idealism. I think there is a chance for us now to do our duty to our constituents and to put this matter to rest in a way that will greatly alleviate the tensions now current in our country. It will be a great thing for our country if we do that, so I will follow my right hon. Friend’s urgings and do my best to show the spirit she asks for.
