My hon. Friend, who has huge experience in this field, makes a very important point. Yesterday the Government announced moves and measures to ensure that people who commit the most heinous crimes, including terrorism, will see longer, more severe sentences, and victims can have confidence in that. It is also right that we continue to do everything we can to ensure that people who commit an offence are able to reform and move forward. There are lessons to learn. The Prevent review is looking at the lessons to be learned from what happened at Fishmongers’ Hall. My hon. Friend is right: we need to continue to work in this area to ensure that we keep our society safe.

The police might say that this was an error of judgment, but it is also part of a pattern. Footage of my arrest for peaceful protest against fracking was used in Prevent training sessions back in 2015. In 2016, the Home Office said that support for anti-fracking was not an indicator of vulnerability to extremism, but years later, evidence shows that four police forces were still identifying anti-fracking as a perceived extremist risk, so can the Minister tell me why we should now trust his Department on this subject? What is it doing differently? In particular, what reassurance can he give us that he will advise the police to ensure that any policing in the run-up to, and at, COP 26 is within the law and appropriate?

First, as I said earlier, the police in this country have independence, and it is important that we protect and respect that. They have said that this was an error of judgment. They have withdrawn the document and are reviewing it. The guidance documents that Counter Terrorism Policing produces are used across policing and by partners to deal with groups, including at public events in public venues. The hon. Lady refers to COP 26, which is coming up soon and is a tremendous opportunity for this country to outline what we do. I have absolute confidence that our police will do as they always do at these events, which is to do our country very proud.

I appreciate the tone in which the hon. Lady has asked the question. If she actually looks at the HMIC report, she will see that it is clear that this is not about levels of funding; the report is very much about how the police use the funding they have. I gently point out to her that, if they are using the precept abilities they have, not only is every single police force in the country, bar one, protected, but indeed, this year overall we are seeing an increase in the resources for police forces. Even in London, the police have seen a £30 million increase in their reserves, which means there has been money that they have not used.

14. If she will make it her policy to (a) end indefinite detention for immigration purposes and (b) introduce a maximum time limit of 28 days for such detention.

8. What recent assessment he has made of the availability of affordable housing in Brighton and Hove.

Local authorities are required to develop an evidence base locally. This ensures that their local plans meet the needs for their market and for affordable housing to be consistent with policies in the national planning policy framework. We have published new guidance to local authorities on assessing housing need in their area and 340 new affordable homes have been provided in Brighton and Hove since 2010.

In spite of national constraints, the Green administration in Brighton has overseen the development of more than 500 affordable homes, with a further 230 in the pipeline, and has built the first council homes in a generation. Brighton council and councils around the country could do much more if the Government would provide direct capital grant funding. Will the Minister reconsider that and meet my constituents to discuss proposals we have put together in a local housing charter to promote fairer rents and more affordable homes?

There is about £2.8 billion of headroom in the housing revenue account across local authorities. We have recognised this year that some authorities that have been building have come close to that headroom, so we made extra money available. We have already announced some bids and will announce some more shortly. I encourage local authorities to bid to take up this opportunity, along with the housing guarantee grants that we have been offering with housing associations to provide more affordable housing. I am proud that we have managed to deliver more than 200,000 such houses over the past couple of years.
