Commons ChamberThe long-term effectiveness of COP26 outcomes derives at least in part from the credibility of pledges made in Glasgow and the serious implementation of climate policies at home, especially while we still hold the presidency. Does the President of COP26 share my concern about yesterday’s High Court ruling that the UK’s net zero strategy was unlawful because it failed to meet the Government’s obligations under the Climate Change Act 2008? Is he worried about the message that that sends to other countries, and will he use his best offices to ensure that the Department for Business, Energy and Industrial Strategy does now fulfil its obligations as it is required to do?
Obviously, I saw the judgment as well. Let me first emphasise that the net zero strategy itself remains Government policy. That is not what has been squashed. The judgment was about providing information on the percentage of emissions reductions coming from individual policy elements. Of course BEIS is looking at this, and it will have to respond in due course.

Commons ChamberThere is clear recognition within the private sector that net zero is the right approach. It is obviously what customers and clients want, but it is also good for the bottom line. My hon. Friend the Member for Kensington (Felicity Buchan) referred to $130 trillion of assets being committed to net zero, and we need to ensure that those commitments are in line with the science. That is one of the things that the UN Secretary-General is looking to do through his expert group.
The Glasgow climate pact and, indeed, the COP26 priorities contain a commitment to keep 1.5° alive, yet the UN Environment Programme production gap report warns that Governments plan to produce more than twice the amount of fossil fuels in 2030 than is consistent with 1.5°. Real climate leaders do not license new oil, gas or coal and no amount of climate checkpoints will change the climate reality. Will his Government scrap their checkpoint as inconsistent with climate leadership and rule out new fossil fuel licences once and for all?
We put forward a plan for how we wanted to ensure that our climate compatibility checkpoint was consistent with our legally binding commitment to net zero by 2050. That consultation closed on Monday. I hope that the hon. Lady responded to it and I know that the Department for Business, Energy and Industrial Strategy will come forward with its views on the checkpoint in due course.

Commons ChamberMy hon. Friend raises a very important point. The Department of Health and Social Care is indeed actively exploring the use of reusable face masks, reusable eye protection and reusable transparent masks. I will ensure that the relevant Minister from the Department writes to him with more details.
As the COP26 President knows, the Glasgow climate pact reaffirmed the ambition to limit global heating to 1.5°. He also knows that the International Energy Agency has made it really clear that if we are to meet that target there can be no new oil, gas or coal projects. So will he make the case to the Secretary of State and the Prime Minister that the 40 new fossil fuel projects in the pipeline for approval in the UK are plainly incompatible with the terms of the agreement that he presided over?
I wish that sometimes the hon. Lady would praise the work that the Government are doing in terms of pushing forward on renewables. The Department for Business, Energy and Industrial Strategy has set out a consultation on a climate compatibility checkpoint when it comes to future licences, and she should write in and set out her views.

Commons ChamberCOP26 was the first COP where a section of the cover decisions was devoted to loss and damage. We agreed a new Glasgow dialogue on loss and damage, which will discuss the arrangements for the funding of activities to avert, minimise and address loss and damage.
The COP26 President will know of the extraordinary anger and sense of betrayal that was felt by the climate-vulnerable countries, in particular, when they saw the finance facility that they had proposed downgraded to just a dialogue. Will he say more about how practically he will use that dialogue to create momentum for a finance facility to be agreed at COP27? Given that from day one of that COP, the UK returns to being a negotiating party, not having the presidency, will he guarantee that the Government will support the creation of that facility in Egypt and that they will follow Scotland’s example by contributing new and additional funding specifically for loss and damage?
I note the hon. Lady’s point, but the fact that we have established a formal dialogue on loss and damage for the first time does demonstrate progress. Ultimately, this will be a party-driven process, as she knows. Parties will have to decide, based on consensus, what the outcome of the dialogue will be.

Commons ChamberYes, of course. If there are interesting projects out there we want to know. I do not know whether this is one of the projects that came forward in the call for evidence, but of course the Minister for Business, Energy and Clean Growth or I would be happy to meet my right hon. Friend and the business involved.
With nuclear power both eye-wateringly expensive and painfully slow in the face of the climate emergency, it is disappointing that there is not more ambition on renewables and efficiency instead. Will the Secretary of State confirm that, far from saving consumers money, the regulated asset base funding model essentially means that consumers pay twice: first to reduce the cost of borrowing by increasing bills before the plant is operating, forcing liability for construction delays on to customers, and secondly for extremely costly power once the plant starts operating? Will he immediately publish the modelling that allows him to mysteriously claim that this will drive down costs for consumers?
First, I was on a call with the hon. Lady recently and she acknowledged—through gritted teeth, I think—that she was quite pleased with the UK’s NDC commitment of at least 68%, so I thank her for that. On nuclear, of course we will look at a range of financing models. I explained earlier why nuclear is so important as part of the energy mix—it is a non-intermittent supply—but of course the whole point of the regulated asset base model is that, ultimately, it should result in cheaper prices for consumers.

Commons ChamberI am pleased that my hon. Friend welcomes our jobs package. The Government continue to provide a full range of measures to protect jobs, businesses and livelihoods. Of course, I want this sector—indeed, every sector—to return to normal as soon as possible, but that will require scientific evidence to show that it is safe to do so.
I had the honour and pleasure of being questioned by the hon. Lady at a Select Committee in recent days. I repeat what I said then—that we are asking all countries to come forward with ambitious NDCs, and that I completely understand that there will be a requirement on the UK as well.
