Can my right hon. Friend confirm that he is fully convinced that the path forward he has set out today in his statement to this House fully discharges the Government’s duties and responsibilities towards meeting the Supreme Court’s statements about this case?

Yes, I think this is the right next step: for the police and the police ombudsman to do their work, so that we can then assess whether we have fully completed our obligations under article 2. Once those processes have finished, we will make that assessment and take any decisions we need to, because we are determined to make sure we deliver on those obligations.

The First Ministers wrote jointly to the EU regarding the application of the protocol, saying it was not intended to impose new costs on food for consumers in Northern Ireland. Will my hon. Friend tell the House when the First Ministers last agreed on a matter relating to Brexit?

My hon. Friend makes an important point. The Executive have always taken a responsible approach to working together in the interests of Northern Ireland. It says something that there is cross-community agreement on the importance of addressing this. It is therefore vital that both parties work as hard as they can to resolve the issue and make sure that the protocol delivers on what it promised about not impacting everyday life for people in Northern Ireland.

I share the right hon. Gentleman’s respect for the former Secretary of State, but there is no need for Northern Ireland businesses to move elsewhere to trade with the UK. The Government will provide unfettered access for Northern Ireland businesses to the UK market. Working together with the Executive, we can provide strong conditions for recovery that will make Northern Ireland an excellent place to invest.

I thank the Secretary of State for that answer. Does he agree that, with business facing the hardest level of uncertainty in our lifetime because of coronavirus, it would be an enormous mistake to do as many Opposition Members are suggesting and extend the transition, the talks and all the unwanted uncertainty, delaying the start of our new relationship indefinitely?

My hon. Friend is quite right. First, extending the transition period would bind us into future EU laws, without us having any say, yet we could still have to foot the bill. Secondly, extending the transition period would simply prolong the negotiations and increase uncertainty for business. That is why we will not extend the transition period. This country needs to be able to design our own rules in our own best interests, and that is what we will do.

Indeed I can, and that is why we have announced another £500 million to go straight to councils to help them immediately with the needs of the poorest and the most vulnerable; that is why we have announced immediate cash injections into business, to help them through an unquestionably very difficult time; and that is why will be bringing forward further measures to ensure that every worker receives support throughout this difficult period.
Be in no doubt: the right hon. Gentleman is right to draw attention to the unprecedented nature of this crisis. We are asking the public to do quite extraordinary things and we are asking business to shoulder quite extraordinary burdens. But the more effectively we can work together to comply with the very best scientific advice, which is what has actuated this Government throughout the crisis—which is what has guided this Government throughout the crisis—the better our chances of relieving the burden on the NHS; the more lives we will save and the more suffering we will avoid; and the quicker we will get through it. Be in no doubt that—the right hon. Gentleman is absolutely right—this is an enormous challenge for this country, but I think the people of this country understand what they need to do to beat it. They also, I think, understand that we will beat it, and that we will beat it together.

I congratulate my hon. Friend on what he is doing for Bassetlaw Hospital. I remember going to talk to the wonderful doctors and staff at Bassetlaw. They explained in great detail their fascinating plan for improving service for their patients. I am absolutely determined to support him and them in their ambitions. That is why we have already put £15 million into expanding emergency care capacity in Bassetlaw. My right hon. Friend the Health Secretary is working intimately with Bassetlaw to take forward the whole project.
