The hon. Lady makes an important point. It is right to opt in at the moment. We have been working with Europol, a lead partner, for some considerable time. About 40% of everything that Europol does is linked to work that is either provided or requested by the United Kingdom. The hon. Lady tempts me to give a running commentary on our Brexit negotiations, but I will resist that temptation because we are at the start of negotiations, not the end. However, hon. Members and hon. Friends should bear in mind the fact that there are other countries that have partnership agreements with Europol. In fact, the United States has one of the biggest liaison offices. It is obviously not a member of the EU, but it has come to an agreement to work with Europol. It sees the benefit and has found a way to do that. Opting in now puts us in a strong position from which to be able to negotiate what is right for us when Brexit comes, but we will see how that goes in the negotiations.

It is a pleasure to serve under your chairmanship, Mr Brady. I do not think you will have any call to cut me off early, as you were forced to do the last time I spoke before you.

Like the hon. Member for Somerton and Frome, we welcome the Minister’s announcement, and we appreciate his position in not giving a running commentary. However, it appears to be fairly clear, given the submissions made, that Europol is valued. It keeps us at the forefront; it enhances capacity. According to the Secretary of State for Exiting the European Union, justice and security arrangements should stay as they are. We have participated in Europol since its creation. Every police chief has made it clear that they want it. Can the Minister confirm that it is the Government’s position that we want to remain in Europol after we leave the European Union?

The Home Secretary said on the Floor of the House that she did not think anybody voted in June to be less safe. It is important to do everything we can to ensure that all our residents are safe. It is important to work with our partners across Europe on cross-border issues, whether it is around terrorism, cybercrime or other forms of crime. It is important to work with our partners around the world to make sure we do everything we can to keep people safe. As tempting as it is to outline where we might be at the end of the negotiations, I will resist that temptation. As I said earlier, it is right that we opt in at the moment. Europol plays an important part for our law enforcement agencies and the security of this country. Countries that are not members of the EU have found positive ways to work with Europol. The other 27 countries that are members of the EU will want to continue with that, but that is part of the negotiations yet to come.

That the Committee takes note of Unnumbered European Union Document, a Regulation (EU) 2016/794 of the European Parliament and of the Council of 11 May 2016 on the European Union Agency for Law Enforcement Cooperation (Europol) and replacing and repealing Council decisions 2009/371/JHA, 2009/934/JHA, 2009/935/JHA, 2009/936/JHA and 2009/968/JHA; endorses the Government's decision to opt in under Protocol 21 on the Position of the United Kingdom and Ireland in respect of the Area of Freedom, Security and Justice annexed to the EU Treaties; and supports the Government's assessment that Europol provides a valuable service to the UK and opting in would enable us to maintain our current access to the agency, until we leave the EU. —(Brandon Lewis.)

My right hon. Friend makes an important point, particularly by outlining the importance of the Bill’s Committee stage to ensure that Members have a chance to have an input into the debate, as indeed they have had this afternoon. He should have great faith in my hon. Friend the Minister for Security, who is determined to work with colleagues to ensure that the Bill is robust. The Bill gives a clear message to those who want to try to usurp our system that that will not continue—we will not allow it. Although we are a country that is open for business, we are also a country that believes in fairness and that will ensure that fairness prevails.

A couple of core issues have been raised by a number of Members, particularly about the overseas territories. We heard speeches from the right hon. Member for Barking (Dame Margaret Hodge), and the former Chair of the Home Affairs Committee, the right hon. Member for Leicester East (Keith Vaz). We have agreed that UK law enforcement and tax authorities will have, in real time, unrestricted and secure access to things such as the beneficial ownership initiative, and information about corporate and legal entities incorporated in the overseas territories and the Crown dependencies.

The right hon. Lady outlined the excellent work of David Cameron and the strong message that he gave when he was Prime Minister. This is something that the current Prime Minister is determined to continue. We will ensure that there is an end to people usurping the law. It is important that we work closely with our colleagues around the world to ensure that we have a strong and robust system. We have taken a lead on this. Those territories have agreed that they must commit to new global standards in tax transparency so that Her Majesty’s Revenue and Customs can investigate any untoward activity. As a result, later this year, HMRC will have new data on billions of pounds of accounts held in the overseas territories by UK taxpayers. This is a big step forward. I know that we as a Government are determined to ensure that we stamp out that kind of behaviour.

Funding was mentioned by a number of Members, including the right hon. Member for Leicester East. The NCA’s funding has increased from £448 million to nearly £478 million over the past year and police budgets have been protected. Funding for HMRC has also increased—up to £3.6 billion, with the £241 million input that was mentioned earlier.

I can be clear that we are determined to ensure that the police and the NCA have the resources that they need to be able to look at all this in the round, including IT issues. The right hon. Gentleman suggested that I use the debate to discuss the police funding formula, but he will have to excuse me for resisting that temptation for now. Over the past few weeks, I have written to all chief constables and police and crime commissioners to ask them to come to talk to me as we seek to deliver our election manifesto commitment of a fair funding formula for police, which we will do.

In response to comments about the overseas territories and Crown dependencies, I am pleased to announce that the British Virgin Islands and the Turks and Caicos Islands have just—conveniently, as I am here at the Dispatch Box this afternoon—committed themselves to the initiative on beneficial ownership, which many hon. Members have spoken about today. All the overseas territories have now agreed to have central registries, which will be accessible to law enforcement authorities. We will continue to push for all countries to introduce public registers. This is good news, and we will continue to work on it.

As I said just before the hon. Gentleman intervened, we will continue to push for all countries to introduce public registers. This is a step in the right direction. I welcome it, and we acknowledge that we want to continue to work on this. Another issue raised by his good self, as well as the hon. Member for Kirkcaldy and Cowdenbeath (Roger Mullin) and others, was about Scottish limited partnerships. I hope that they will take into account the fact that my hon. Friend the Minister for Security intervened to say that we want to work on that with colleagues across Parliament. We have very much taken those points on board.

My right hon. and learned Friend the Member for Harborough (Sir Edward Garnier) and my hon. Friends the Members for Kingston and Surbiton (James Berry) and for Wealden (Nusrat Ghani) spoke passionately and made incisive contributions. In particular, my hon. Friend the Member for Wealden outlined the Bill’s importance given the part that it will play in ensuring that we fight the funding of extremism. We have discussed the Bill’s vital importance in protecting the UK’s position and status as a global financial centre and in ensuring that criminals cannot benefit from the proceeds of their crimes. I expect and hope that right hon. and hon. Members will want to give in-depth scrutiny to the Bill, as they have suggested this afternoon, as we move on to clause-by-clause examination in Committee, and I look forward to a lively debate on its provisions.

I am proud that, by comparison to most European countries, we are positioned high in the league table for having a strong and independent judiciary, as well as a determined law enforcement environment. If we are to maintain our record and position, we always need to stay one step ahead of those who seek to undermine our attempts, especially in such a fast-moving global environment. That is why the Bill is so important, why it is reassuring that it has received principled, cross-party support in the House, as that sends a clear message, and why we must ensure that law enforcement agencies have the powers they need to combat the ability of criminals to launder the proceeds of their crimes, as well as to tackle terrorism financing and to bring more offenders to justice. I hope that the House will agree that that is in the public interest and that the Bill should be passed at the earliest opportunity with clear, continued cross-party support. On that basis, I commend the Bill to the House.

That the following provisions shall apply to the Criminal Finances Bill:

Committal

(1) The Bill shall be committed to a Public Bill Committee.

(2) Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 24 November 2016.

(3) The Public Bill Committee shall have leave to sit twice on the first day on which it meets.

Proceedings on Consideration and up to and including Third Reading

(4) Proceedings on Consideration and any proceedings in legislative grand committee shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which proceedings on Consideration are commenced.

(5) Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

(6) Standing Order No. 83B (Programming committees) shall not apply to proceedings on Consideration and up to and including Third Reading.

(b) any increase attributable to the Act in the sums payable under any other Act out of money so provided; and

(2) the payment of sums into the Consolidated Fund.—(Mel Stride.)

I suggest that if the hon. Gentleman reads what was said when we had a longer debate on this subject in the main Chamber just a couple of months ago, he will see that we were very clear that we will make sure that the most vulnerable are protected. He is presupposing something that nobody has suggested is going to happen.

Look at our track record on supporting the most vulnerable. We have set aside more than £500 million to create a safety net against homelessness. We have increased funding for central programmes to reduce homelessness even further over the next four years. That funding will include a new national programme of millions of pounds to support and scale-up work on rough sleeping. On the specific subject that was just raised, we have pledged £40 million for domestic abuse services, ensuring that no victim is turned away from the support they need. At the autumn statement we announced £400 million to deliver thousands more specialist affordable homes for the vulnerable, the elderly and those with disabilities. The Department of Health has committed to fund up to 7,500 further specialised homes for disabled and older people.

We have spent around £50 billion every year on benefits to support people with disabilities or health conditions, and that spending will be higher than it was in 2010 in every year until 2020. Funding for supported housing is also part of the Government’s wider financial settlement to councils, which includes £5.3 billion in the better care fund, and will result in councils being better able to work together, across agencies, and to invest in early action to help people to live safely in their homes for longer, which, ultimately, is what most people want to be able to do.

We understand how vital it is that those living in supported accommodation and those who provide it receive appropriate protections. I pay tribute to the excellent providers, some of which have been mentioned this afternoon and many of which I have met in my travels around the country. Indeed, I was a trustee of a foyer some years ago. We all know of examples from our constituencies and around the country of excellent providers doing excellent things to make a real difference to the lives of vulnerable people. That is to be applauded. These organisations do vital work that shows the very best ways of supporting and helping vulnerable people.

While looking after the most vulnerable in society, we must also ensure that funding for supported housing is efficient, workable, transparent and sustainable, in order to provide a secure, quality service that delivers for those who need it and makes the best use of the money available. As the right hon. Member for Newcastle upon Tyne East (Mr Brown) outlined, my Department and the Department for Work and Pensions—this issue crosses Departments—have jointly commissioned an evidence review of the supported housing sector. That review will help us to shape the future based on the latest evidence of the current scope and scale of the supported housing sector. It has included extensive consultation with local authorities, supported housing commissioners and all types of supported housing providers, be they charities, housing associations or providers from the commercial sector.

The review will report shortly, and we will continue to work with and listen to the sector as part of developing a long-term, sustainable funding regime. In the past few weeks I have met David Orr and others and spoken to providers, and I will continue to do so because it is important that we develop a long-term, sustainable funding regime. It is really important that we get it right.

May I throw something else into the mix of the consultation? Because of the different statutory framework we have in Scotland for homeless accommodation, there is a greater need for private sector companies to fill supported accommodation roles in Scotland. The cuts directly impinge on such providers being able to fulfil Scotland’s statutory obligations. Will the Minister take that back as part of his consultation and consider making private accommodation specified accommodation, so that those who need to can claim discretionary housing benefit?

I will come back to the hon. Gentleman on that but, as I outlined, the report will be published shortly and we will then respond to it.

I want to put on the record how grateful I am, as are colleagues from across Government, for all the constructive engagement we have had from providers, local authorities, charities and service user groups. We want to continue to work collaboratively with stakeholders as we develop the sustainable future for supported housing that we all want to see. Based on the findings of the evidence review, my Department will be working closely with others across Government, as well as with representatives of service users, supported housing providers and partners, to develop options. The ambition remains to develop a system that is flexible, meets the needs of tenants and stimulates investment in the sector by creating certainty and clarity on future funding.

The sector has welcomed our decision to have the year-long deferral to ensure that the report can complete and we can feed back on it to give that certainty and confidence as we go forward with the final outline. As we made clear when we announced the deferral, the policy review will ensure appropriate protections for vulnerable people. We have done that, as is evidenced in our actions. The latest Homes and Communities Agency figures openly report that there have been 16,813 older people’s and supported housing completions under our affordable housing, and more than 2,000 starts and almost 1,000 completions have already been recorded under phase 1 of the Department of Health-funded care and support specialised housing programme.

We will always protect the most vulnerable in society and provide them with the support they need and a safe home to live in. We must also ensure that that is sustainable and that they have certainty for the future, which is why it is right that we let the report complete and be published. We will then respond to it as efficiently and quickly as we can to ensure certainty and confidence going forward.

I will be happy to join my hon. Friend on a visit. On my last visit, it was good to see the ambition and hard work that her planning team and local councils had put in to provide the homes that were needed locally. It is good to see them using that new homes bonus to deliver the infrastructure of those homes. I look forward to visiting again very soon.

T5. I accept that the final quantum award under any EU solidarity fund has not been decided, but may I nevertheless ask the Minister to ensure that, however it is apportioned, it reaches the communities that were actually affected? A simple population share going to the Scottish Government will not ensure that it reaches my constituency of Dumfries and Galloway.
