The temporary tariff regime aims to minimise costs to business and mitigate price impacts on consumers while supporting UK producers. I stress again that that is a temporary scheme, and business will be consulted over the first 12 months.

This morning, right hon. and hon. Members and I were serving on a statutory instrument Committee. Along the Committee corridor, there are SI Committees almost every day, preparing not only for a deal-Brexit but for a no-deal Brexit. Can I tell my right hon. Friend that we are prepared, in my view?

As I said a few moments ago, students who leave university with a graduate-type job would be able to apply under the tier 2 visa system anyway. We are running a pilot at the moment, and I will be looking at the outcome very soon.

Does the Minister realise how pleased the directors of Jaguar Land Rover will be with the answer he has just given? They sponsor students at Birmingham University and other universities in Birmingham, so they will be very relieved to know that those students can get graduate visas.

I know that the police and crime commissioner for Staffordshire is keen to move forward with this. Following Royal Assent, it will be for a police and crime commissioner to put forward a business case outlining a proposal. If it has local agreement, as I hope it will, it can move forward; if it does not, the proposal will be assessed by an independent group under a process to be agreed with the Local Government Association to make sure it is clear and transparent. I hope that by the end of this year we will see the first areas coming forward with police, fire and crime commissioners.

In Staffordshire, Matthew Ellis, the police and crime commissioner, has identified £10 million of savings if only the two can co-operate, as I am sure will be the case—and, incidentally, welcomed by firefighters throughout Staffordshire, as I am sure is the case in other parts of the UK. What does my right hon. Friend think the timetable will be for such mergers?

My hon. Friend makes a good point and highlights the considerable efficiency savings that could be found through collaboration and which could allow extra money to go back into the frontline for both police and fire. On the timeframe, it will be down to the speed with which the police and crime commissioner can present a business case. If there is local agreement, I would hope to see the first police, fire and crime commissioners coming forward a matter of months after Royal Assent.

I am sure the hon. Gentleman will appreciate that I cannot comment on any particular planning application owing to the quasi-judicial role. As I said in that debate, neighbourhood planning is at the heart of our planning model. It delivers more homes than are delivered in areas that do not have a neighbourhood plan and allows the local community to work out where homes should be and what type of homes best suit them. It is fantastic that more than 200 plans are now in process and approved, and more than 2,000 are coming through. I look forward to seeing the conclusion of the plan in his constituency.

I think you know, Mr Speaker, that I believe that claims that there will be pestilence and war if we leave the European Union might be inadvertently misleading. The latest claim, that house prices will fall if we leave the EU, is, if true, possibly a good thing for creating affordable housing. Does my hon. Friend agree?

I agree with my hon. Friend on many things, but on this I have to say that the problem is that people who own their own home would end up in negative equity, people who are looking to buy would struggle because supply would fall through lack of investor confidence, and, given that as mortgage rates go up the cost of buying also goes up, affordability could get worse.

I am slightly astounded that such a question has been put by the hon. Lady, who represents a party that oversaw a drop in the number of affordable rental homes of 420,000 between 1997 and 2010. Under this Government, house building has got going again. We need to keep on top of that to deliver the houses we need, and we are looking at an increase of 170,000 in this period alone.

The current legislation recognises the fire sector’s response to flood work. The Civil Contingencies Act 2004, the Fire and Rescue Services Act 2004 and the 2012 fire and rescue national framework detail the role and powers of fire and rescue authorities in respect of emergency response and rescue, including flooding. My discussions with fire chiefs have revealed that that is what they are happy with; they like the current situation.
