T3. When I bought my first home in Luton in 1969, house prices were three times average earnings. The same house in Luton would now cost at least 12 times average earnings. Unsurprisingly, home ownership as a tenure has been falling. Is it not utterly cynical of the Government to pretend that everyone can become homeowners when what millions of families need, and what many say they want, is a decent council house?
The hon. Gentleman will therefore be pleased to know not only that in just five years we have built roughly double the number of council-run social homes that Labour built in 13 years, but that we are focused on ensuring that people can have the chance to own their own home. Home ownership fell from 2003 and right the way through the Labour Government’s time. We have stalled that decline and are determined to see home ownership increase, which is why we are delivering starter homes for 200,000 people. We want to see a million more first-time buyers over the course of this Parliament.
15. What steps his Department is taking to encourage the building of homes for social rent.
Since 2010 we have delivered 270,000 affordable homes, including about 200,000 rental homes, and the spending review committed £1.6 billion to the delivery of 160,000 further affordable homes.
If the hon. Lady compares what was done between 1997 and 2010 with our record, she will see that the number of council social homes being built roughly doubled under a Conservative-led Government. We are building social homes at the fastest rate for about 20 years. Housing associations had a £2.4 billion surplus last year, and local authorities have over £3 billion of headroom. We are working with them, and encouraging them to use their money to build the homes that we want to be built so that we can deliver more homes than the last Government left us.
It has been reported that private developers continue to hold many thousands of acres of building land in land banks, and are refusing to build on it until house prices rise in order to maximise their profits. May I suggest to the Minister that a sensible Government would take such land into public ownership, allocate it to local authorities, and require and enable them to build council homes to house those who are in desperate need of decent homes?
We do want to see developers get on with building more: we want build-out rates to increase. We want local authorities to deal with preconditions so that builders can get on site more quickly and get building more quickly, but we also want to make sure that land agents are not hoicking land around and holding it up in the way that the hon. Gentleman has described.

Commons ChamberAs is often the case, my hon. Friend raises a very good idea, and I will take it forward. I will be talking to the group that is going out and doing this kind of work and sharing best practice around the country. It is a good idea for local authorities to look at what others have done locally, and we will certainly do our best to take up his idea and to promote it further.
12. What recent assessment he has made of trends in the level of demand for social care services.
My hon. Friend makes a very good point. The short answer with regard to the Planning Inspectorate is yes. We are very keen to ensure that the planning system treats everybody equally and fairly, and that everybody abides by the same rules in a fair and proportionate way.
T9. Will the Government legislate to provide for a substantial programme of municipalisation of private sector housing, especially empty homes, to help to rebuild the local authority housing sector to provide more decent homes at affordable rents for thousands of families languishing on housing waiting lists? If they will not do that, will they explain why?
I am very proud of the fact that we have pretty much one of the lowest levels of empty homes on record thanks to the work done and the substantial investment made in the past few years, and to the fact that the new homes bonus applies to empty homes. I encourage local authorities to look at those kinds of properties and think about what they can do with them, and to deliver housing—whether affordable, private rented sector, or, for example through the new starter homes programme, homes for sale to people who want to be able to afford to buy their own home—for their local area.
