Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.
Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

It is a point well made. If my hon. Friend’s understanding is that the Environment Agency is not meeting locals, I will certainly feed that through to DEFRA Ministers to ensure that they instruct the Environment Agency to talk to locals about what they are doing and how they are doing it in order to get things moving in a way that is satisfactory for everyone. Ultimately, we want to ensure that residents, on whose behalf hon. Members have spoken so passionately today, are properly protected.
What the Minister may not realise, because his Department is not leading on this, is that the issue is the policy that the Environment Agency is required to follow. In cost-benefit analysis, we will always lose out to city and urban areas. What we are saying today is that we have simply run out of patience. A political decision and a governmental decision are needed, and I am confident that my former colleagues in DEFRA will make that political decision.
The hon. Gentleman makes a fair point. He read my mind because I was going to say that the matter will depend on the economic case according to existing policy. I will ensure that the Secretary of State knows hon. Members’ views on the criteria. The Department will look at the matter, and I expect hon. Members to continue to quiz us and to make the case for Somerset.
As I said, I was pleased to be able to announce on Friday the extra support we are giving to local authorities on top of the Bellwin scheme. There will be a clear expectation for results to be achieved with the extra funds. Local authorities will have a key role in identifying priorities for assistance, working closely with communities and businesses to enable that to happen, using the re-prioritisation of existing budgets that we announced. My officials are working to finalise arrangements for allocating the money and will be writing to chief executives very shortly to outline exactly what the application process will be.
In closing, I turn specifically to the role of local authorities, which are often subject to a tough line from hon. Members and residents about what they do not do. This afternoon, hon. Members have recognised that local authorities have worked really hard and have provided superb support for the communities, pressing the case to make sure that people have the right support in the tragic situations in which they find themselves. The Bellwin scheme is there to provide extra support, as will the money we announced on Friday. Flooding is devastating for those affected, and I am grateful to have had the opportunity to set out what the Government are doing and to support the work of the emergency services, local authorities and voluntary groups.

If we look at what has happened, we find that even the independent report last year showed that the settlement was fair as between north and south, urban and rural—and we would argue that the same applies this year. It is true that, thanks to the mess created by the last Government, we have had to cut back. Local government accounts for a quarter of all public spending, so it has its part to play. The last Labour Chancellor outlined £52 billion-worth of cuts, which the Opposition have not outlined yet, but they have opposed every single change that this Government have made. That is not a credible position, so I take no lectures from the hon. Gentleman. I suggest that he go back to his now Labour-controlled authority and ask it to do what the last Conservative authority was doing, which was managing better so that local taxpayers do not have to be punished by increased council tax. It should freeze its council tax, as the Conservative-led coalition Government have done, and make things better for its local residents.
A significant group of authorities, mainly in rural areas, have been historically underfunded. The Government have recognised that, but does the Minister understand that improving the distribution formula does no good whatever if a damping mechanism is then imposed, which removes the benefit?
I understand the hon. Gentleman’s point. Last year, damping was brought in to avoid volatility in the system. We put in extra grant—the money we are rolling in this year—on top of that, so it is not affected by the issue that the hon. Gentleman raised.

Commons ChamberMy hon. Friend highlights the purpose of what we are trying to do, and she rightly says that we are trying to demystify the process. The more that members of the public can interact with the House and understand how we go about our business and how they can influence the progress of legislation, the better. I can certainly give her a commitment that we will be looking at that. We will be looking at a variety of innovative ways to help the public to understand the process of legislation and the legislation itself, when it is presented to the House and to the public.
4. What steps he is taking to improve the effectiveness of scrutiny of legislation.
The Government recognise the value of parliamentary scrutiny of legislation. We have ensured that Bills have adequate time for proper scrutiny in the House. The Government are also committed to publishing more legislation in draft to enable pre-legislative scrutiny.
In this Session, five Bills have had a Report stage taken over two days. Indeed, both the Legal Aid, Sentencing and Punishment of Offenders Bill and the Finance (No. 3) Bill were considered over three days. This is more than in any Session of the previous Parliament, when there were none whatever in the first and last Sessions.

Commons ChamberI rather like the idea of being a dear Leader, or a dear Deputy Leader. I think it lends a certain cachet to the office.
The serious response to the hon. Lady’s question is that, with a new Administration, it is inevitable that some Bills will not receive pre-legislative scrutiny because they must be put into action. In the case of the Bill that she mentioned, however, a period of reflection is now being entered into, and I think that it will be extremely valuable. It will ensure that we hear the advice of everyone who is concerned with getting the Bill right.
4. What recent discussions he has had with the Deputy Prime Minister on the implications for the House of Commons of the Government’s programme for reducing the cost of politics.
The Leader of the House and I regularly discuss such issues with ministerial colleagues. Since the general election the Government have cut ministerial pay by 5%, steered through legislation that will reduce the size of the House of Commons, cut the cost of special advisers, and scrapped the use of dedicated ministerial cars in all but exceptional cases. The House has played its part, with Members agreeing to the freezing of their salaries, and the Commission is overseeing a programme to save at least 17% by 2014-15 while ensuring that the House remains able to scrutinise the Executive effectively.
I thank the Deputy Leader of the House for that answer, and particularly for his comment about ministerial cars. Like many other people, I believe that if we take care of the pennies, the pounds take care of themselves. Will the Deputy Leader of the House say a little more about the impact of the change in the ministerial cars system?
As the hon. Gentleman probably knows, on 24 May 2010 the Government announced that in all but exceptional cases Ministers would no longer have dedicated cars and drivers. That is not to say that no cars are ever used—there are times when Ministers require the use of a car—but I think I can modestly say that my right hon. Friend the Leader of the House and I set something of an example in that we hardly, if ever, use ministerial cars: we prefer to use our bikes or walk.
