Obviously, the green belt is protected and the Government have made it clear that it should be built on in exceptional circumstances only. Ultimately, local planning is a decision for the local authority, which is locally democratically accountable.

The Secretary of State kindly came to Colchester and saw how the planning process failed the residents in the Mile End area of Colchester. Can the Minister give some assurance that the same thing is not going to happen to the east of town, particularly as the land in question in partly in Tendring district and partly in the borough of Colchester?

As the hon. Gentleman appreciates, I cannot comment on a particular planning application, but in a general sense there is a duty for local authorities to co-operate, and they should be working together on these matters. Having a local plan—and even more so a neighbourhood plan—is the most powerful way for a local community to have absolute control over planning decisions in its locality.

I am sure the hon. Gentleman appreciates that every planning decision that comes through the Department is taken on its own merits. Obviously I cannot comment on a particular application as it is going through its process.

Neighbourhood planning and community rights are clearly welcome, so will the Minister give advice to a community that cannot exercise them because the people who are planning to build 3,000 houses on their doorstep are in the neighbouring local authority area?

The hon. Gentleman highlights an issue for local authorities, and Labour’s plans, which would allow councils to build on other councils’ land, would create that very problem. That is why we have the duty to co-operate and planning inspectors look very carefully at how it is exercised. I would be very happy to meet the hon. Gentleman to discuss the issue.

We have had a number of conversations on the issue since the report, the launch of which I was pleased to attend. It contained many interesting points. A big issue is for local government itself to take advantage of the powers given by the Localism Act, particularly the general power of competence to drive the agenda locally. From the centre, we are working on the whole place community budgets and the new network to make sure that we get government working across the public sector, particularly driven by the local areas and by local people for local people.

I am somewhat surprised at the hon. Lady’s question, bearing in mind that this Government inherited a problem with a number of authorities that had been left on the cliff edge by the previous Government. It is this Government who brought in the transition grant for those authorities. There are still 12 of them left; after the finance settlement we will see what the new position is. It is a disgrace that the Opposition can sit there and comment about the authorities that they left hanging out to dry facing that financial cliff, which this Government have helped to fix.

10. What advice he has given to local authorities in respect of the Protection of Freedoms Act 2012 on the use of surveillance cameras to identify those committing fly-tipping and graffiti offences.
