Commons ChamberThe short answer is yes, but I want to stress that the main political parties that form the Executive in Northern Ireland are all in the place that my hon. Friend outlined—working together. That is why it was really good to see them come together last week with a joint statement on this. There are five different political parties in a power-sharing arrangement in a devolved authority. Obviously, they will disagree on things from time to time. What they absolutely agree on is their right to disagree and to do so in a democratic and peaceful way, which they have worked together on very well since the re-formation after the New Decade, New Approach agreement last year, and I hope they will continue to do that. From my engagement with them all at the moment, I am confident that they will, and it is the right thing to do—it is certainly what the people of Northern Ireland want to see.
I associate myself with the shadow Secretary of State’s remarks on the complex situation in Northern Ireland. Notwithstanding that, just five weeks ago, the Prime Minister said that the Northern Irish protocol must not place “barriers of any kind” down the Irish sea. Can the Secretary of State explain to the House why the Prime Minister negotiated an agreement that did exactly that? Does he accept that the gap between what the Prime Minister says on Northern Ireland and what he does has contributed to a serious collapse in trust that now requires urgent prime ministerial attention?
It is interesting that, in talking about a complex and multifaceted situation, the hon. Lady goes straight to talking about Brexit, which again highlights that Labour is so far behind where the general public are on finding a way to move forward to deliver on this. We have been clear from the beginning that the protocol is there because of the unique circumstances in Northern Ireland. It has to work in a way that works for people across the communities in Northern Ireland and for the whole of Northern Ireland—in a flexible, pragmatic way.
The hon. Lady talks about the Prime Minister’s involvement. Obviously, he has been involved, not just in the last few days but consistently through this process. He has been very clear about our determination and his determination—this is exactly what Lord Frost is working on at the moment through the Joint Committee and with my Department—to ensure that we deliver an outcome that means that these products flow in a flexible manner, because the protocol is there. As I said earlier, we understand that the EU has that great concern about protecting its single market. We have to make sure that the protocol respects the Good Friday agreement in all three strands, including east-west.

Commons ChamberThe Government remain steadfast in our commitment to the Belfast/Good Friday agreement, and we will continue to support the institutions in delivering peace and prosperity for the people of Northern Ireland. A key institution created as a result of the agreement is the Northern Ireland Assembly, which was restored this year following the “New Decade, New Approach” agreement in January. The best way forward for Northern Ireland lies in strong devolved institutions that support the Executive and Assembly to deliver on the issues that matter to the people of Northern Ireland.
The Good Friday agreement comes of age today, as it became effective 21 years ago. It provided a platform for the development of excellent economic and social relationships between Northern Ireland and Merseyside. What conversations has the Secretary of State had to ensure that nothing that happens in the next month puts that progress at risk?
The hon. Lady makes an excellent point. That is exactly what the clauses in the United Kingdom Internal Market Bill are about—ensuring that businesses in Northern Ireland continue to trade as part of the United Kingdom with unfettered access, which is of benefit to companies in Liverpool, so I hope she will support the Bill when it comes back to the House.

Commons ChamberI thank my hon. Friend and constituency neighbour for his question. I will make sure that my colleagues in the Department for Communities and Local Government hear what he says. There are suppression products other than sprinklers that builders can use, but we are keen to make sure that homes continue to be safe. That is one reason why the number of fires is now, fortunately, pretty much at a historically low level.
May I take the Home Secretary back to her answer to my hon. Friend the Member for City of Chester (Christian Matheson)? She said that people should not “leap to anger”, but I can tell her that people have been angry about Orgreave for 30 years. Specifically, Margaret Aspinall has said:
“We will never have the full truth about Hillsborough until we have the full truth about Orgreave.”
Will the Home Secretary agree wholeheartedly with my hon. Friend the Member for Sheffield, Heeley (Louise Haigh), who asked for full disclosure, and will she please, because this is never going away, just think again?

Commons ChamberAgain, I simply do not agree with the hon. Gentleman that putting up taxes on businesses is a good thing for business—it simply is not.
I find it difficult hearing Ministers constantly talking about 1 million new jobs. For the record the Minister should say how many of those jobs arise from different re-categorisation and how many of them involve zero-hours contracts?
These jobs are very real; I believe that the figure is 1.4 million jobs under this Government. Places such as my Great Yarmouth constituency have some of the most deprived wards in the country, and I am delighted that its level of unemployment has fallen under this Government, having risen consecutively under the Labour Government, who deserted areas such as mine.
Hon. Members should also bear in mind that we have cut business rates, cut corporation tax and cut national insurance—those are all measures that help business grow, as is shown in the development of the 400,000 new businesses mentioned earlier.
The people of Wirral have had many words to say about the level of cuts to our local authority budget that we have had to face, but “sensible” has not been one of them. May I therefore ask the Minister what conversations he has had with Treasury Ministers about the forthcoming spending review, and what he is going to do to help out areas such as Wirral and the Liverpool city region that took very serious cuts last time?
We will have the spending review in just a few weeks’ time, of course, but the hon. Lady needs to look at the starting point as well and understand that the amount of money spent per household in Liverpool was among the highest in the country. All authorities, however, should be making sure that they have got the right management cost structures and are spending money on front-line services, not back-office costs.
When we do the setting every year we look at all the developments in different communities. People are also moving into rural areas. In Norfolk we would class ourselves as rural, but we have a population coming from overseas as well. It is something that we consider across the board.
I am proud to be from Wirral, not least because we are the perfect mix of rural and urban together, but people in Wirral are suffering from the severity of the Government’s cuts, which are linked to deprivation levels. When will the Government say what they will do to tackle deprivation, especially in areas such as Merseyside where it has hit councils so hard?
It is sometimes easy to forget, and I remind the hon. Lady, that an area such as Liverpool has a much higher base start in the first place. A constituency such as mine, which has some very high deprivation, has a spending power of £2,200 per dwelling, whereas Liverpool’s is up at about £3,000. There is a big difference in the first place, and we have to bear that in mind when we are trying to make comparisons between different authorities.

Commons ChamberThe hon. Lady has just made a very good argument for cutting taxes and increasing the personal allowance, which is exactly what this Government are doing. The reason why I have chosen to talk about particular issues is that I agree with something my hon. Friend the Member for Stourbridge (Margot James) said a moment ago. Pensioners in my constituency are often concerned about the future for their family—their children and their grandchildren. The work this Government have done has put in place changes, enterprise zones and opportunities for people to increase jobs, as we have seen this month, so there is a real opportunity for people in future.
We must also take into account something else. In Great Yarmouth, a prediction listed by our local health teams in the past few years is that our pensioner group will increase by 35% in the next 15 years. That is a huge increase. I fully agree with my hon. Friend the Member for Ipswich (Ben Gummer) that we have to ensure that this country can provide for people in their pensionable years in future. As we face such an increase in the number of such people, the Government must take the decisions that mean we can provide a good and fair opportunity for the future of all pensioners. That is why I also appreciate the Government’s work to move towards a fair and straight flat-rate pension for pensioners in future, on which I congratulate them. The work done in the last two Budgets will make that possible. It will mean that our economy can move forward and that we can make fair and proper provision for people in various age groups.
As the personal allowance for all people, including under-65s who work hard, increases, there will be an impact on pensioners in future. The changes announced in the Budget that simplify the tax system make it clear that there will eventually be a flat, fair and generous rate of allowance for all people. As Opposition Members have admitted, that means that nobody has a cash loss at all. In fact, pensioners under this Government had the biggest increase in their basic state pension ever seen. More than 5 million of the poorest pensioners are unaffected thanks to the triple lock. All pensioners are therefore better off and will receive the biggest ever increase of £5.30 a week. In 2013, they will receive £130 more than they would have received under the previous Government’s plans. Pensioners will respect this Government for that and appreciate the Government’s credibility for putting together a solid economic base to allow it to happen.
That is why the measure should be looked at as a whole, particularly for an area such as Great Yarmouth, where we have a high proportion of pensioners. We must make sure that we can provide for them properly and fairly in the future, and also that the economy can create jobs for their families and increase our economic growth. Being in government is about making tough decisions. Those must be the right decisions, and that is what being in government is about. As we heard today from those on the Opposition Front Bench, opposition is often about opportunism, not about making right or proper decisions.
I shall make a few remarks about an important impact of the changes, which is at risk of going unrecognised. I think of that as the cluster impact of the changes. Our country does not have the same kind of people distributed uniformly across the United Kingdom. People of different ages cluster in different areas.
I am deeply proud to represent the Wirral, not least because the area has a higher proportion of older people. It is a great strength of our area. They bring a large amount of expertise and stability, and we should not talk about people living longer as though it was a negative thing. I benefited from having grandparents who lived longer than they might have expected, and I cherished each of those relationships.
With that clustering of older people comes a responsibility to pay attention to the issues that affect them. Even if that was not the right thing to do in and of itself, our local economy in Wirral is highly dependent on the income of pensioners. We have many small independent businesses whose relationship with their customers is important. They have regulars of many years’ standing, and many of those people are retired and on a fixed income, so even if it was not the case that we should care about the needs of older people, the employment of the rest of us in the Wirral and the vitality of some of the local shops is related to the income of older people.
Before I deal with the clustering of the local economy and the attention that Ministers must pay to how our economy works in practice, I want to make a few points about longevity and the increase in life expectancy that we are seeing. We must recognise that this is not a uniform phenomenon. Not everybody in our country is living longer in the same way. There is a social justice element. Poverty is still a pretty strong determinant of the length of people’s life. People such as those in my constituency who have worked in manufacturing might not expect to live as long as those in relatively more affluent parts of the country. My constituency is very mixed, and there are people there who may not be able to expect to live longer as the average increases. That average masks different expectations.
When Treasury Ministers make decisions about, for example, age-related allowances, I ask them to find out how those will impact on different parts of the country and different groups of people. The impact will not be uniform. We are not all uniformly living longer in exactly the same way. The NHS is a wonderful thing, but we still have a heck of a long way to go on public health to make sure that poverty does not limit people’s life expectancy, as it has done in the past and still does.
