I know that my hon. Friend speaks for colleagues up and down the country. We want to make sure that councils are able to build in the right place and sensitively to local needs. That is what we insist on, but I want to make it absolutely clear that part of the genius of levelling up is that it will encourage us to take some of the pressure and heat out of the south-east of England, which has been overburdened for decades, and we can do it.

Q10. My constituent Mark is trying to sponsor two sisters from Ukraine to come to the UK. These two sisters were housed in dangerous temporary accommodation in Montenegro for several weeks while the UK Home Office refused to process the application of the younger sister because she is 13 and travelling without her parents, even though she had her 18-year-old sister with her. The 18-year-old sister is now in London but the 13-year-old sister has been sent back to her home town in Ukraine, which is under siege. Will the Prime Minister tell me, hand on heart: does he think sending vulnerable children back to a war zone is the right policy?

Of course I understand the hon. Lady’s indignation about the case she mentions, and I know that my right hon. Friend the Home Secretary will be looking into it, but the record of this country in processing I think well over 100,000—120,000—visas for Ukrainians so far is very creditable and I thank all the staff who have been involved in that effort.

Yes, and in every conversation I have had in the last few weeks and months about Ukraine, we have focused on this issue of supporting the Ukrainian economy. One of the reasons that Volodymyr Zelensky has been so reluctant to accept the idea of even the possibility of an invasion is precisely because of the threat to Ukrainian economic stability. We must shore up that country, and that is why I announced a further $500 million of support today from the UK Government.

I thank the Foreign Office and the Minister for Europe and North America for helping me last week when my constituents Alice Wood and Ben Garratt were stuck in Ukraine and needed to get back with their baby son Raphael and were issued with emergency travel documents. Following on from that, can I ask the Prime Minister whether he has made an assessment of the safety of British nationals who are stuck in Ukraine and whether he will relax immigration laws and expedite visa applications to ensure that they can return home safely if they wish to do so?

I am glad that the FCDO was able to help out. We have a dedicated helpline for family members and anybody who is concerned. I think there are about 1,100 currently still in Ukraine, and there is a helpline that people should ring. I will read out the number. It is 01908 516666. There you go!

Q12. I understand that the UK Government signed an agreement with the Iranian authorities last summer that would have resulted in the payment of the £400 million that we owe Iran and the release of my constituent Nazanin Zaghari-Ratcliffe. That agreement fell through and the debt still has not been paid. The case urgently needs the Prime Minister’s attention and personal intervention, so may I ask the Prime Minister to meet personally with me and Richard Ratcliffe? I do not want to meet his colleagues; I want to meet him personally to find out why the agreement fell through and why Nazanin Zaghari-Ratcliffe is still not home after six long years.

I thank the hon. Lady for that question and for all the hard work she does on behalf of Nazanin. We remain committed to securing the release of Nazanin and all the very difficult consular cases that we have in Iran. As the hon. Lady knows, the International Military Services, or IMS, debt is difficult to settle and square away for all sorts of reasons to do with sanctions, but we will continue to work on it and I will certainly make sure that we have another meeting with Richard Ratcliffe in due course.

Absolutely. I know that my hon. Friend knows of what she speaks. She is completely right to say that they are partners in care and should not be considered as visitors. That is why the current guidance has been put in place—and yes, we will be monitoring it to ensure that it is observed.

On 7 March this year, my constituent Nazanin Zaghari-Ratcliffe’s unjustified five-year prison sentence will finally come to an end. What assurances has the Prime Minister had from the Iranian authorities that Nazanin will have her ankle tags removed, that she will get her British passport back, and that she will be allowed to board a flight back to the UK in 45 days’ time?

I can tell the hon. Lady, who I know has campaigned hard and well on behalf of her constituent, and quite rightly, that we are working virtually round the clock to secure the release of all the dual nationals that concern us in Tehran. Without going into the details of the cases, which are, as she knows, complex, we are doing everything we can to secure what we regard as the completely unjustified detention in Tehran of Nazanin Zaghari-Ratcliffe, although, as the hon. Lady knows, she is now out on furlough, admittedly in the conditions that she describes.

I do indeed congratulate all the arts venues in Deal that have pulled together in the way that my hon. Friend describes. Let us hope that we can get them all fully open as soon as possible, so that they can enjoy the benefits of a new deal for Deal, or an even better deal for Deal, which I am sure she is championing.

My constituents are excited about seeing their families over Christmas, but they are also nervous about putting their elderly relatives at risk. Will the Prime Minister consider using the expanded testing capacity to allow families to get a covid test ahead of visiting elderly relatives at Christmas, even if they do not have symptoms?

That is certainly one of the use cases that we are considering. Rolling that out across the whole country in time for Christmas might be difficult, but the hon. Lady will have heard what we are doing with those types of test in care homes to allow people to see their loved ones.

Yes. I thank my hon. Friend for the way he campaigns for business in Aylesbury. We will do what we can to flex the social distancing rules, but only as we make progress in driving the incidence of the virus down. I think everybody understands the tension that the whole country is operating under and the trade-off that we have to make. We must continue to defeat the virus. We will stick ruthlessly to our plan to continue with the opening of hospitality sectors on 4 July at the earliest and proceed on that basis.

Last week, in response to a question from my hon. Friend the Member for Lewisham, Deptford (Vicky Foxcroft), the Prime Minister said:“newly shielded people may be asking themselves whether they will be entitled to furlough funds. I have been made aware of the issue very recently. I can assure her that we will be addressing it forthwith.”—[Official Report, 10 June 2020; Vol. 677, c. 281.]Since then, the deadline for applying for the furlough scheme has been and gone, and there has been no announcement about the support for shielding workers. Is this yet another U-turn, or has the Prime Minister just forgotten what he said in the Chamber last week?

I remember vividly campaigning with my hon. Friend at cattle markets and elsewhere where he attracted strong support for his views. He is right. I hope very much that people in the House tonight will respect the views of their constituents—not just their belief that Brexit needs to be done, but their passionate desire to move on to our dynamic domestic agenda of expanding our health service, improving our healthcare, investing in education, putting more police officers on the street and taking this country forward. The Labour party offers nothing but dither, division, doubt and delay. It is completely mistaken.

The Prime Minister used the phrase “European friends” over and over again in his statement, and we in this House know that he likes to treat his friends with great generosity. Bearing that in mind, will he distance himself from the comments last week of the Security Minister, who said that our European friends in this country could face deportation if they did not get settled status by next year?

The hon. Lady has raised a very important point. Perhaps I should have said more about it in my opening remarks, because I think that this is one of the things that the Government have done well over the last few years. Perhaps we should have been faster, but we are finally giving the 3.4 million the assurances that they need, and the EU settled status scheme is now working extremely well. It is vital that everybody—all the EU citizens living in our country—has the reassurances that they need.

I might add that it is also vital—this is a point that I made to our colleagues in Brussels—that there should be symmetry. At the moment there is not perfect symmetry, and it is important that as we come out and give our EU nationals the treatment they deserve, that is reciprocated on the other side of the channel. By and large it is, but there is some progress to be made.

I must say that, speaking as somebody who was born in New York, now I come to think of it, I see absolutely no advantage in isolating the United States, our closest and most important ally. Our job of work on the Government side of the House is to bring the United States back into agreement and to get a successor deal that the President wants to achieve.

The Foreign Secretary is well aware of the case of my constituent Nazanin Zaghari-Ratcliffe, who has now been in prison in Iran for two years, one month and seven days. Nazanin has been told explicitly by sources in the judiciary that her imprisonment is linked to the unpaid debt that our country owes Iran. Will the Foreign Secretary assure me that when he is negotiating with Iran in the coming days he will talk about paying back that debt and bringing my constituent back home to West Hampstead?

We have—indeed, I have personally—made clear to the Iranian leadership at all levels the deep concern we have in this country about the very issues the right hon. Lady raises. In particular, of course, there is the supply—or the alleged supply—of weaponry to the Houthis, the ballistic missile programme and the breaches of Iran’s obligations under UN Security Council resolution 2231. We are raising those issues not just with the Iranians but with our international friends and partners, to put pressure on Iran to desist from those activities.

My constituent Nazanin Zaghari-Ratcliffe is still in prison in Iran after 20 months. Despite a lot of attention on her case before the festive period, her husband, Richard, still spent Christmas without his wife and his daughter. When I met the Foreign Secretary, he said he would leave no stone unturned to secure her release. What steps has he taken to fulfil that promise?

In my meeting with Vice-President Salehi, as in all such meetings, there were some pretty feisty exchanges. As I said in an earlier answer, there were areas in which there was, frankly, absolutely no agreement, but on the promotion of cultural or academic exchanges, there is scope for progress. I would like to see such progress, so if the hon. Gentleman would be kind enough to send his project to us, we will certainly take a look at it.

I thank the Foreign Secretary for giving us an update about his visit to Iran. I am pleased to hear that he raised the plight of dual nationals and called for their release on humanitarian grounds, but what response did he get from the President of Iran, and other authorities, when he pressed for the release of my constituent, Nazanin Zaghari-Ratcliffe? Does he have any indication of what the authorities think about the recent prison health assessments made of Nazanin and her fitness to remain in prison in Iran?

Again, I thank the hon. Lady for her persistent campaigning on this issue. It would probably be best if I said that, yes, of course I raised the humanitarian concerns in a number of consular cases, and that those concerns were taken on board, but it would be wrong to give a running commentary or report about exactly what the Iranian side said in each case.

My constituent Richard Ratcliffe wrote about his wife’s case in the Evening Standard:

“My complaint is not that her imprisonment has become a diplomatic incident this past week. It is that it wasn’t for the 19 months that came before.”

That shows the sheer dignity with which my constituent has been campaigning for his wife’s release for 19 months.

Richard has told me that their family’s lawyer, working together with the non-governmental organisation Redress, wrote to the Foreign and Commonwealth Office two months ago with a legal opinion about Nazanin’s right to diplomatic protection. I know that the Foreign Secretary has already said to my right hon. Friend the Member for Islington South and Finsbury (Emily Thornberry) that he will consider diplomatic protection, but will he urge that a meeting takes place between the FCO and the lawyers, and will he give some indication of whether diplomatic protection will be given, as this could save my constituent’s life?

As I said in answer to the right hon. Member for Islington South and Finsbury, I will be talking directly to Richard Ratcliffe about that issue on Wednesday.

Briefly, on consular protection, every day in some part of the world, a UK national or a dual national is detained, and I pay tribute to the consular work that the Foreign Office does across the world. A huge amount of work has been done on behalf of the constituent of the hon. Member for Hampstead and Kilburn (Tulip Siddiq) by my right hon. Friends on the Front Bench, who have met members of her family repeatedly and will continue to do so until we solve the problem.

My constituent, Nazanin Zaghari-Ratcliffe, has been in prison in Iran for 18 months now. She is separated from her daughter, often in solitary confinement and denied access to medical treatment—all because she was a British citizen having a holiday in Iran. The Foreign Secretary, his Ministers and even the Prime Minister will be aware of this, because I have raised the case countless times in the House. It is not enough for the Foreign Secretary not to know the basic details of the case. It is unforgiveable to repeat the lies of the Iranian revolutionary guard, and to say, “I should be clearer”, does not cut it when it is a matter of life and death.

I have four questions for the Foreign Secretary. Is it the official position of the British Government that they are calling for the release of Nazanin Zaghari-Ratcliffe? Will the Foreign Secretary apologise for and retract the damaging comments he made about my constituent, Nazanin Zaghari-Ratcliffe? Will the Foreign Secretary finally—after a year of failed attempts—meet Richard Ratcliffe, the husband of Nazanin Zaghari-Ratcliffe? Finally, will the Foreign Secretary reiterate that he will have a face-to-face meeting with my constituent, Nazanin, when he goes to Tehran?

I can certainly say that the Government are, of course, calling for the release of Nazanin Zaghari-Ratcliffe on humanitarian grounds, and we will continue to do so. I can confirm that several Ministers, including the Under-Secretary of State for Defence, my right hon. Friend the Member for Bournemouth East (Mr Ellwood), have met Mr Ratcliffe several times. I have just had a note from Mr Ratcliffe saying that he welcomes the clarification that we made earlier today and would like to meet, so I look forward to doing that. The hon. Lady wants to secure the release of Nazanin Zaghari-Ratcliffe. Indeed, we all want to secure the release of Nazanin Zaghari-Ratcliffe. If it is possible in the course of my trip to Tehran to meet the hon. Lady’s constituent, of course I will seek to do that. I cannot stand before the House today and guarantee that it will be possible, but I will certainly do my best to ensure that it is so.
