I thank the hon. Gentleman very much. I want to repeat what I have said about the event in question, for which I have received an FPN. I apologise heartily for that. It was my mistake entirely. I thought it was within the rules and it has turned out not to be the case. As for other events, I’m afraid I am going to have to stick by what I have said previously and await—I hope he will allow me—the conclusion of the investigation.

I got many emails from my constituents over the weekend. One of them has stuck with me; it is from Victoria, who worked in respiratory wards during the covid-19 pandemic. She says:

“I’ve watched people die alone, sick and confused, begging us to see their family one last time, with only us to hold their hands and comfort them. I’ve watched family members banging on the locked ward doors, crying, screaming and pleading for us to let them hold their dying loved ones. We were the ones that watched this and enforced this. We were the ones who had to tell families how sorry we were but that the government guidelines meant they couldn’t hug their families one last time.

The time for apologies is over, we don’t accept them.”

I want to thank her for what she has said, but to remind her of what I have already said, which is that I feel the greatest sorrow and grief for those like Victoria who have lost loved ones during the pandemic. I understand the pain that they must feel and the anger that they must feel, and I repeat my apologies.

My right hon. Friend is completely right that we have the potential—the potential—to do very serious economic damage to Russia. What we have to make sure of, as everybody said on the call last night, is that we do not inflict damage on the western economies just as people are suffering in particular from high gas prices. That is what we have got to do. Do not forget, it is quite right to say that 41% of Russia’s GDP comes from oil and gas.

The truth about unexplained wealth orders is that only a handful of them have been issued, and that the Registration of Overseas Entities Bill has now been waiting for four years for action. So when the Finance (No. 2) Bill returns to this House, will the Government bring forward measures to tighten up on the flow of dirty Russian money in the UK—or is the truth really that he is perfectly content with that because so much of it appears to end up in Tory party coffers?

No, we do not accept foreign donations, as the hon. Lady knows very well. What we will do is bring forward targeted sanctions, which I think are the most effective way of doing it, targeting the sanctions at the personalities that surround President Putin and making them understand the price that they will pay.

I cannot believe that the hon. Member has been at that many COPs because no previous COP has agreed on anything about coal, or about cars, or about trees. It has not agreed anything like the solid granular commitments that the countries of the world made, including no new support for overseas coal-fired power stations. They did it because this Government are leading the way in cutting support for hydrocarbons overseas and they could see it plain as a pikestaff.

Glasgow is a proud host of COP. I thank my constituents, Glasgow businesses and COP volunteers who made the world so welcome. To all our new friends, Scotland says, “Haste ye back”. Will the Prime Minister act to support and incentivise the investment in innovative start-ups such as Katrick Technologies in my constituency, which is growing in developing world-leading green energy technology in Glasgow?

My hon. Friend is completely right and speaks for colleagues across the House: we need to reform the system so that GPs see the right people at the right time and in the right numbers.

Mike Cherry of the Federation of Small Businesses has said that these plans unquestionably mean fewer jobs and economic damage and that they are “devastating” for businesses trying to

“get back on their feet”.

Why is the Prime Minister intent on damaging the very fragile recovery we have had for the past year?

I disagree vehemently with what the hon. Lady says because the economy is coming back much more strongly than many predicted, including the Office for Budget Responsibility, which is a good thing. If we had followed the advice from the Labour party we would still be in lockdown, but we are seeing growth returning and jobs being created, and I do not believe anything in this plan will do anything to dent that confidence. On the contrary, businesses want to know that their workforce have the security of a good health and social care plan to back them up, and that is what this Government are providing.

Last week, the gaps in support all-party parliamentary group heard evidence on how tens of thousands of women have been forgotten about during the pandemic. Will the Prime Minister meet with Maternity Action, Pregnant Then Screwed, Bethany Power and Sonali Joshi to hear how he can redress the unfairness faced by those who were pregnant and on maternity leave during the pandemic?

My hon. Friend is completely right, and I know that she speaks for millions of mothers and millions of parents across the country who want our kids to be back in school and who are anxious about the gaps in their learning that may be arising as a result of this pandemic. We are going to do everything we can to plug those gaps. She has heard what I have said about catch-up funds and the investments we are making in one-to-one tutorials, and that will go on not just this year but next year and throughout this Parliament, until we have made up the ground for those kids, because they deserve it. We will, of course, work as fast as possible to get schools open, but we must do it in a way that is cautious and proportionate.

Many people on low incomes and in precarious work still cannot afford to self-isolate on the UK’s meagre level of statutory sick pay, and some are not even entitled to it. What impact does the Prime Minister feel that the UK’s having one of the lowest rates of statutory sick pay has had on the death rate? Will he increase it as a matter of urgency, to help people do the right thing and stay safe?

In addition to statutory sick pay and universal credit, there is the £500 that we make available to those in need of it, and that is the right way forward. I am afraid that the hon. Lady is not right in what she says about the level of statutory sick pay in this country; it compares favourably with countries around the world.

I seem to think that the right hon. Gentleman was in that Government, but leaving that point on one side, there is now a record number of doctors and nurses in our fantastic NHS. There are 8,700 more nurses this year than last year, and we are recruiting another 50,000 more. The right hon. Gentleman will be hearing more about what we are doing to support the NHS in just a minute.

My hon. Friend is entirely right in what he says. I speak as an MP for a seat on the route. As in his constituency, thousands of people have faced confusion and uncertainty about HS2, and it is vital that they are treated properly, which is why the construction commission will look at making sure that everyone is treated fairly.

The Scottish environmental journalist Rob Edwards has warned since 1995 about the munitions dumps by the Ministry of Defence in Beaufort’s Dyke, the deepest point in the north channel of the Irish sea, and the exact route of the Prime Minister’s latest fantasy bridge. Will the Prime Minister abandon the project and give the money to the Northern Irish and Scottish Governments directly so that we can invest in priorities for Scotland and Northern Ireland, rather than his fantasy plans?

My right hon. Friend is absolutely right: it is time that this country moved on. I may say that the best way in which he could show his support tonight for this deal would be gently to suggest to my right hon. Friend the Member for West Dorset that he remove the amendment standing in his name, which I am afraid is an impediment to such a verdict tonight.

In my constituency, 71% voted to remain. The world-class researchers who are doing world-class and life-saving research at universities in Glasgow are not half-hearted Europeans. The children at Pollokshields Primary in Erasmus Plus programmes are not half-hearted Europeans. Those citizens who are completing projects in Glasgow funded by the European social fund are not half-hearted Europeans either. Does the Prime Minister agree that the only way for the people in my constituency to be full members of the European Union and retain that citizenship is for Scotland to be an independent country?

The hon. Lady is making a very important point. People feel very strongly about this matter, and they also feel very differently about it. What we have today is an opportunity to take the country forward with a new relationship that allows people who feel wholeheartedly passionate about Europe to express those feelings. Yes, students, professors, academics, artists and creators of all kinds will be able to share their enthusiasms with their friends across the EU under this deal; that is vital, and it is part of our ambition for the UK and for Europe.

I made use of the “no-rogation” to go and chap doors in my constituency, which has been quite interesting because I spoke to lots of people who voted no in 2014 and who, over the past five years, have seen the shambles of Brexit and this Prime Minister unlawfully shutting down Parliaments. Can he tell me what this tawdry, pathetic, shambolic and chaotic farce of a Parliament has to offer my constituents?

The treatment of journalists worldwide is a subject of grave concern. As I mentioned earlier, I have anxieties about the freezing of the assets of BBC Persian. As long as a society does not have free journalism and a free media, it will not only never be free, but never be truly prosperous or happy.

The conflict in Yemen has been characterised by serious breaches of international humanitarian law on all sides; there have been 318 incidents of concern relating to the Saudi-led coalition. Can the Foreign Secretary tell the House what discussions he had on his visit about breaches of international humanitarian law, and about the imminent threat to the life of civilians and aid workers trapped in the escalating conflict on the Yemeni Red sea coast?

We have repeatedly stated the importance of getting humanitarian aid into the country, and of allowing humanitarian aid workers to get on with their jobs. As for the observance of international humanitarian law, I said in an earlier answer that we already have the most scrupulous procedures in place of any country in the world.

UK firms have been granted 194 licences and made some £3.3 billion in arms sales to Saudi Arabia during the two years of war in Yemen, completely eclipsing the UK Government’s aid efforts. Can the Foreign Secretary really claim that the licensing regime is legally and morally legitimate? Will he put more efforts into peace than into war?

I think that I gave an answer a moment or two ago. I do not comment on the confidential conversations that take place between the Prime Minister and her opposite number. We have worked with our friends in the White House, the State Department and the Department of Homeland Security to understand exactly how the measure is to be implemented and to ensure that we secure the protections that this country needs.

James Rottger, my constituent, emailed me to say that being received with the pomp and ceremony of a state visit will be presented by Trump and his cronies as a ringing endorsement from the UK and therefore, unfortunately, Scotland. Does the Foreign Secretary appreciate that we are judged by the friendships we keep and by the way in which we react to our friends?

I understand the feelings of many people in this country and around the world. They have expressed themselves. I have seen the numbers on the petition. I will repeat my point to the House: it is our job as a sensible Government to work with the most powerful democracy in the world, the leadership of which is absolutely indispensable for our security and for the stability of NATO and the western alliance. That is what we are going to do. Just as every other President before him who has come to the UK, it is entirely right that Donald Trump should receive a state visit.
