The right hon. Gentleman should look more carefully at what the G7 produced in terms of the plan to cap prices for oil and gas and particularly to try to stop Putin profiteering, as he currently is, from his illegal war. There is a plan. I will not pretend that it is going to be easy, but we are doing as much as we can. We are certainly taking a lot of other action, for instance, to help countries around the world with access to the fertiliser they need. He is right to raise the issue of the 25 million tonnes of grain currently held hostage in Odesa. There is a plan to get that out. It is not easy. If he looks at the numbers, though, he will see that we are gradually getting more grain out of those Ukrainian silos and into Europe and into Africa, and we will continue to do that.

As for the right hon. Gentleman’s final point about the UK and the so-called breach of international law, I repeat what I said to the right hon. and learned Gentleman, the Leader of the Opposition: what the countries around the world see is the UK offering consistent leadership in the matter of standing up for the rule of law and standing up against Putin’s aggression. I promise him—that is what has been raised with me in the past 10 days.

I congratulate my right hon. Friend on the leadership that he has shown in the past week and welcome his commitment to our Royal Navy forces being part of NATO. As the Defence and Security Committee of the NATO Parliamentary Assembly starts its two-year investigation into the Russian maritime threat, does he see ongoing support of the Royal Navy in the long term, and what conversations has he had with other NATO allies to increase their maritime support for this vital mission?

I congratulate my right hon. Friend on his work for the NATO Parliamentary Assembly, which was mentioned to me at the summit. I can tell him that the UK is leading the NATO alliance in providing for the new force model in our naval commitment, and we are trying to encourage others to do the same.

I am delighted to say that we have a new Secretary of State for post-Brexit freedoms, and he is driving a campaign to reform, repeal and replace outdated legislation and regulation across the board. I do not know about the blob, but I can think of no more fearsome antagonist of the blob than my right hon. Friend.

Satellite images show a 40-mile convoy of military hardware heading to surround the cities of Ukraine. We know from Grozny what Vladimir Putin’s intention is: hundreds of thousands of people will be murdered in those cities. I ask all hon. Members to think of their families, their neighbours and relatives who they may have abroad. They are going to be murdered. The Prime Minister has led the world in the reaction to what is going on and I am proud of what he has done. I ask him—I know he has probably not been to bed for a week—to use every second he has remaining until that tragedy surely unfolds to try to prevent it.

That was, of course, one of the subjects that I discussed this morning with Volodymyr Zelensky. Many people looking at it will wonder why it is impossible to interrupt the progress of those tanks with airstrikes from a drone, for instance, which we know that the Ukrainians have. Technically and militarily, however, it turns out that, unfortunately, it is not as easy as people might think. The tragic reality is that Vladimir Putin is going to continue to grind his war machine forwards if he possibly can. That is why it is vital that we continue the military support that we are offering and that, together with the United States and all our friends and partners in the west, we intensify and accelerate the programme of economic sanctions that is already hurting.

As I raise continuously with friends and partners around the world, we remain committed, as do our friends in the EU and in Washington, to a two-state solution for the middle east.

May I first congratulate my right hon. Friend on successfully hosting the G7 after the trauma the world has just been through? He will recognise that the discussion of NATO 2030 at the NATO summit was one of the most forward thinking and important assessments NATO has undertaken in many a decade: reinforced unity; a broader approach to security; safeguarding the rules-based international order. Does he agree that our position on cyber and space defence not only makes us still one of the biggest contributors to NATO, but one of the integral partners of the alliance?

Yes. I thank my right hon. Friend because NATO’s project 2030, set out by Jens Stoltenberg at the summit, is completely in accordance with, and almost an echo of, the integrated review set out by the Government, with its emphasis on cyber and space defences.

Thank you, Madam Deputy Speaker. In my constituency there are a lot of strong community events, especially things like Zumba classes, about which I get a lot of emails. When does my right hon. Friend envisage indoor activities like Zumba classes will be allowed to start again in village halls and the like?

If one can do outdoor Zumba, then 29 March is the date—assuming you cannot do it one on one, in which case you could do it earlier. Indoors, as my right hon. Friend will have picked up from what I said earlier, is currently down for 17 May, along with all other indoor settings.

Mr Speaker, I know Members from across the House will want to join me in echoing you in congratulating President-elect Biden on his inauguration later today. I said when I spoke with him on his election as President that I looked forward to working with him and his new Administration, strengthening the partnership between our countries, and working on our shared priorities for tackling climate change, building back better from the pandemic, and strengthening our transatlantic security.

Our sympathies also go out to those affected by the latest floods, and I want to thank the Environment Agency and our emergency services for the work they are doing to support those communities. I will be chairing a Cobra meeting later on, to co-ordinate the national response. This morning I had meetings with ministerial colleagues and others, and in addition to my duties in this House, I will have further such meetings later today.

May I start by fully associating myself with all the Prime Minister’s opening comments? Will he join me in welcoming the fact that free school meal pupils in Elmet and Rothwell will continue to receive free lunches over the forthcoming school holidays, thanks to the winter grant fund provided to Leeds City Council by this Government?

Yes, indeed. I can confirm that eligible pupils in Leeds will continue to receive free school meal support over the February half-term. This Conservative Government have given over £2 million to Leeds City Council through the covid winter grant scheme to support vulnerable families in the coldest months, and it is the intention of this Government, on this side of the House, that no child should go hungry this winter as a result of the covid pandemic.

I am grateful to the hon. Gentleman. I think that he is raising the 1983 miners’ strike—or the early 1980s at any rate. I would be obliged to him if he could send me further particulars of his concerns, which I will do my best to address.

Will my right hon. Friend join me in thanking teachers across Elmet and Rothwell for keeping the schools open this term, and does he share my frustration that half of the laptops that he provided to Leeds City Council for distribution to the city’s most vulnerable learners remain in the storeroom at Leeds Civic Hall? What can be done to get the Labour council to pull their socks up?

I am grateful to my right hon. Friend. That is indeed disappointing, because over 2,500 laptops and tablets and 400 routers were delivered to Leeds City Council for disadvantaged 10-year-old pupils. I will do whatever I can to spring those laptops from the cupboard as fast as I can.

I can assure the hon. Lady that there has been massive consultation over a long period. It is my own personal and direct experience that the UK, although it does a fantastic job with development aid, could do even better with a powerful, single, integrated voice of the kind I am describing and which we will bring into existence in September.

I welcome my right hon. Friend’s decision. I know from my work with the Westminster Foundation for Democracy when I was the Vice-Chairman (International) of the Conservative Party that often there are tensions between DFID and the Foreign Office over its funding. Furthermore, as he will know, our friends and allies in the Caribbean felt very let down after the hurricanes when they could not get the support they needed. He will also be aware of the money we have put into the refugee camps for the Syria crisis and other things. Can he confirm, therefore, that this decision is not a watering down but will result in a stronger and more efficient approach and that the most vulnerable people in society and the programmes we have to do will get an enhanced service from the UK?

That is right. It was one of the absurdities of the rules of the Disasters Emergency Committee that vulnerable island states in the Caribbean were not eligible for ODA, and we had to fight to get that change. Now with this new super-Department we will be able to argue as one across our friends and partners around the world for new perspectives on those problems, and work together to tackle them.

I congratulate the Prime Minister on grasping the nettle and building this infrastructure in the north, which is really welcome and delivers on our manifesto promises. One reason for the rising costs in Leeds is the incompetence of Leeds City Council—with a Labour leader, who, quite frankly, could not organise an event at one of the local breweries—which is putting the station in a totally inappropriate place. As part of the review, will my right hon. Friend look properly at where the station is located and the ability to use existing rail routes and infrastructure?

There will be a review—I must be clear with the House. We will be going forward with the whole programme, but we will ensure that we get proper value and proper political leadership and grip of the whole programme.

Obviously, what we are proposing is to bring powers over UK fish back to the people of Scotland. It is quite astonishing that the SNP continue to shrug off and to refuse the ability of Scotland to run its own fisheries—quite extraordinary.

May I welcome my right hon. Friend’s approach since he has become Prime Minister to getting this matter moving forward? Indeed, may I thank him for spending well over 500 minutes, getting close to 600 minutes, at the Dispatch Box, answering questions on this issue, and I believe that he has approached it with statesmanship, workmanship and a scientific approach to get things done. Yesterday, when I backed my Prime Minister’s deal, I got some—let us just call it—fruity questions on Twitter about how I could be supporting the deal, having always wanted a deal. Does he agree that this is the way to get a deal? For those who want to leave with a deal, this is compromise and it is moving us forward. Those who were quick to bounce down to the media before even the political analysts had a chance to look at the deal gave the game away that they are not interested in a deal and they are not interested in honouring democracy.

I am grateful to my hon. Friend. I think that it is quite likely that I will spend many more minutes at this Dispatch Box elucidating these matters, and I am very happy to do so. None the less, he is making the crucial point, which is that, of course, many Members of this House are opposed to no deal and what they see as the damaging consequences of no deal, even though, as I have tried to reassure the House, we can greatly minimise those impacts. If Members are opposed to no deal, they really logically ought to support this deal as the way forward. It is very creative and very constructive. It takes the country forward and delivers on the mandate of the people.

My right hon. Friend, I know to my core, is a great one nation Conservative. In that spirit, will he find time in his very busy schedule to take a close look at my six-year campaign to ban unpaid internships, which I am sure he agrees would bring great meritocracy to this country?

I absolutely endorse my hon. Friend’s campaign. We should be a meritocracy and people should be able to access jobs not according to who they know, but according to their talents. He is entirely right.

Nobody is in any doubt that the Iranian regime is responsible for great terror and often war, certainly in the region and in other areas of the world. My right hon. Friend, as a scholar of Churchill, will recognise the phrase, “Jaw-jaw is better than war-war,” so may I congratulate him on going out to Washington? He will also recognise that this is about not just the White House, but Capitol Hill. As we try to lead America to work on the deal and see how it can be adjusted, he should therefore also give attention to the House of Representatives.

I thank my hon. Friend for his work in building our relationships with Capitol Hill. As he knows, in Congress there is a very wide measure of support for the JCPOA and a great deal of confusion about the exact motives of the White House in choosing to walk away from it.

As the House will know, we have a number of very difficult consular cases in Iran at the present time, and every effort is being made on behalf of each of those—each of those—individuals. All I can tell the hon. Gentleman is that none of those cases really benefits from public comment at this stage.

With CHOGM coming up, does my hon. Friend agree that if Zimbabwe held free and open elections, that would give it a route back to the Commonwealth and, indeed, give what used to be the breadbasket of Africa free trade agreements with the rest of the world?
