Commons ChamberThe hon. Lady, I think, knows that there can be no definitive answer to that question. We do not yet know what the form of our agreement with the European Union will be and we do not yet know what arrangements will be in place for any kind of interim or transition period, so she is speculating. What I can tell her is that the Government are 100% focused on getting the best deal for Britain and delivering it in a way that protects British business and British jobs.
T6. Several of my Beckenham constituents have suggested that the winter fuel allowance might be a taxable benefit. Is that being considered?

Commons ChamberTurkey is a full member of the NATO alliance and benefits from the article 5 guarantee that the Minister, my hon. Friend the Member for South West Wiltshire (Dr Murrison), referred to a few moments ago, so Turkey can be assured that the alliance will stand behind it both militarily and, perhaps of more immediate importance, in providing assistance to it with the huge humanitarian challenge it is facing from this influx of refugees.
Given the insecurity in Ukraine and the middle east, is the MOD giving any thought to reconstituting the Allied Command Europe rapid reaction force?
Such a move would be a matter for SACEUR—Supreme Allied Commander Europe. I have not heard of any such ongoing consideration at the moment, but I am happy to check my facts and get back to my hon. Friend if I am wrong.

Commons ChamberI go to Southampton by train quite a lot and I totally support what my hon. Friend the Member for Gosport (Caroline Dinenage) says about the time that it takes to get to Southampton from London. If we had an express link, as suggested by my hon. Friend the Member for Portsmouth North (Penny Mordaunt), more people could get up to London and get more jobs, helping the depressed people of Portsmouth and Gosport.
My hon. and gallant Friend is right. I will comment on rail infrastructure in a few moments, but I want at the outset to set the debate in context.
The Government inherited not only a budget deficit but an infrastructure deficit. In doing what we are doing, we will improve the growth potential of the economy and boost demand. In total, between 2011 and 2014, we are investing £32 billion in roads, rail and local transport infrastructure, and between 2015 and 2021 we are committed to a funding plan of some £56 billion, which will be spread across the length and breadth of the country, including the south of England. We are also working with local authorities to ensure that that is being shaped by local priorities.
My hon. Friend the Member for Gosport was right to raise the issue of investment in rail infrastructure. We are committed to record levels of investment in the network, again supporting economic growth and jobs and delivering a greener and more efficient railway that is better for freight and passengers. During the next five years, Network Rail will be spending more than £38 billion running and expanding our railways. There are major infrastructure projects, as has been pointed out several times before, in and around London as well as across the country. A huge programme of electrification will provide faster and more reliable services on the Great Western main line, including some of those from Southampton to the north of England, and there is a £50 million capital contribution towards the redevelopment of Gatwick airport station.
I am clearly conscious that, as my hon. Friend the Member for Gosport pointed out, Gosport is the largest city not directly connected to the national rail network. She will know that different sections of the branch were closed from the 1950s onwards. Network Rail is identifying funding priorities for the Wessex route for the period 2019 to 2024, as well as the strategy beyond that. I know that my hon. Friend has an aspiration that the town will be reconnected with the national network, and I encourage her, as I did my hon. Friend the Member for Portsmouth North in an Adjournment debate last week, to engage with Network Rail. I will be happy to facilitate that contact. Just as I said to my hon. Friend the Member for Portsmouth North last week that I hope that in the near future there is the Mordaunt Flyer, I hope that there will be the Dinenage Dynamo in the near future from Gosport. My hon. Friend the Member for Gosport is right to mention the number of people who wish to travel to and from Waterloo. She will know that the Government, working with Network Rail, are ensuring that the Eurostar platforms will come back into use over a period of time, which will facilitate growth at Waterloo.
It is also important that the road network is fit for purpose, and the Government have already announced increased levels of funding to deliver improvements all around the strategic road network. That is a step change. As the Chancellor made clear in his statement in June last year, we will announce further infrastructure improvements and commitments during the next period. The Government will invest £28 billion in enhancements and maintenance of national and local roads. That includes £10.7 billion for national road schemes and £4.9 billion for local major projects. In addition, £12 billion has been allocated for maintenance on both the local and the strategic road network, which means that 26 new major Highways Agency projects will go ahead, subject to the usual value-for-money and deliverability requirements.
My hon. Friend the Member for Gosport is specifically interested in the south-east, where we have committed to delivering smart motorway schemes between junctions 9 and 14 of the M3 from Winchester to Southampton and between junctions 4 and 11 of the M27 from Portsmouth to Southampton and the A27 Chichester bypass, subject to the finalisation of options and consideration of the business case.
The smart motorway schemes will allow us to make maximum use of what we already have by delivering additional capacity through the conversion of the hard shoulder into an additional running lane. The schemes can be delivered more quickly and provide more real benefits than would be achieved through a conventional widening scheme.
The Highways Agency is also committed to an investment of more than £10 million in two pinch point schemes in the Solent area, on junctions 3 and 5 of the M27. Those junction improvements will help reduce congestion by increasing the capacity of the junctions, reducing the journey times experienced by most road users and improving safety at the junctions. I hope that will ensure that the sorts of delays my hon. Friend mentioned will no longer be experienced by those trying to travel on the M27 between Portsmouth, Gosport and Southampton.
My hon. Friend will be aware that the Highways Agency is currently conducting its route-based strategy process, which is, importantly, involving local stakeholders in the consideration of future priorities. Such strategies provide a new, smarter approach to investment planning across the network and will see much greater collaboration with local interest groups to determine the nature and need of future investment and to ensure that it follows local priorities.
We are in the process of producing a series of strategies for the whole network, a number of which cover the south of England, including the south coast central route, which includes consideration of the A27; the Solent to midlands route, which includes the M27; and the M25 to Solent route, which includes the A3 and M3.
The Highways Agency completed a series of local engagement events last autumn to help identify performance issues and future challenges. I congratulate stakeholders on their engagement in that process.
My hon. Friend will also know that we are committed to identifying and funding early solutions to the long-standing problems on the A27 corridor. Initially, there will be a feasibility study. The A27 corridor study aims to work with local interest groups to identify the opportunities and understand the case for future investment solutions on the corridor. The outputs of the route-based strategy work and the outcomes of the feasibility studies will inform the Department’s roads investment strategy, which is currently being developed and put together and which we have committed to publishing by the end of the year.
It is, rightly, widely recognised that the condition and efficiency of local road networks is an essential contributor to economic growth. Practically all journeys start or finish on those networks and they are relied on by local residents and local businesses alike. Responsibility for the maintenance and management of those networks lies with local authorities—in the case of Gosport, that is Hampshire county council—and it is essential that they spend money on that. Funding from the integrated transport block supports those networks, and from 2011-12 to 2014-15 the south-east and south-west will have received some £400 million for local transport schemes.
In addition, in the autumn statement of 2012 we introduced the local pinch point fund, which was designed to target local congestion and to ensure that we help facilitate the creation of jobs and the delivery of new housing. To date, the Department has awarded local authority funding of more than £266 million for 112 schemes across the whole of England, which, along with joint funding, will enable schemes costing more than £511 million to go ahead. One of the schemes being delivered by Hampshire county council is designed to ease congestion for road users in Havant and help to unlock the Dunsbury Hill farm development site, a key employment site between Waterlooville and Havant. Another scheme, which is being delivered by Southampton city council, will ensure that six key bridges in the city remain fit for purpose in the years to come.
Looking to the future, the Government have recently announced plans to create a local growth fund from 2015-16. The pot will be at least £2 billion a year until 2021, and all LEPs across the country—including the Solent LEP, which includes Gosport—will have the opportunity to bid for funding through their strategic economic plans, which are due to be submitted to the Government by the end of this month. Among other things, the fund will allow local people to identify and local authorities to prioritise infrastructure schemes that they deem essential for economic growth in their area.
I note that one of my hon. Friend’s particular priorities is to improve the traffic flow in her constituency. I urge her to work with the Solent LEP to consider the local growth fund as a possibility for funding schemes that will help deliver that priority.

Commons ChamberI am not sure about taking any lessons on stupidity. I am afraid that this is scaremongering of the worst kind. I have told the hon. Gentleman and the House that no safety issues are at stake, and all the scientific evidence supports the position that I have taken. Level zero events are not routinely made public; they are not routinely reported. That has been the practice of successive Governments, and it is the practice throughout the civil and military nuclear sector.
The refit for HMS Vanguard will take three and a half years, and that was planned. Does not that fact, and the requirement for us to have a permanent at-sea deterrent, support the plans for a fleet of four Successor SSBNs?
Indeed they do. If we are to maintain our posture of continuous at-sea deterrence, we will need to begin replacing the current fleet in the late 2020s. That is not primarily to do with the lives of the reactors or the cores; it is to do with the life expectancy of other components of the submarines that cannot effectively be replaced. The final decision to replace the Vanguard-class submarines with Successors will be made in 2016.

Commons ChamberSome people suggest that there will not be much support for expeditionary warfare among the public again. In my experience, the public can be very fickle, especially when events and horrors happen. With this tranche of redundancies, we now have the smallest armed forces we have had for a long time. May I ask the Secretary of State to say what everyone in this House feels—that our armed forces will now be up to any challenge that they are asked to meet within their small numbers, and that our people should rest assured that they will do that extremely well when called on to do it?
My hon. Friend observes that we shall have the smallest Army for a number of years when we have completed this restructuring, but we might also remind ourselves that we still have the fourth largest defence budget in the world and, on any fair and objective assessment, the second most capable expeditionary armed force capability in the world after the United States. The public can rest assured that our armed forces will do their duty and protect this country wherever, whenever and however called upon to do so.

Commons ChamberThey will indeed; the arrangements we have made embrace the NHS. The NHS is establishing nine centres of excellence specialising in advanced prosthetics across the UK, and as service personnel and veterans pass out of military care at Headley Court, they will be able to choose whether they want to go to a local centre or to one of the nine regional specialist centres, where we expect that over time standards of skill and expertise will match those currently delivered at Headley Court.
I assume, therefore, that someone either in the military or outside the military fitted with a Genium limb will have the latest version fitted to them throughout their life.
They will continue to be supported as clinically appropriate, and the phrase “clinically appropriate” is very important. The Genium limb is very beneficial for somebody who is in an active phase of their life and we hope many of these veterans and service people will remain active for long periods of their lives. It would not be appropriate for an older person who was less mobile and wished to be less mobile, however. The point of making the money available is so that the clinicians have the scope to prescribe whatever is most clinically appropriate, even when it is the very costly microprocessor knee solution.

Commons ChamberI have personally met the unions and I am aware of their concerns. I have also explained to them the opportunities that this model will create for employees in DE&S. The core DE&S—that is to say the part of the organisation that is responsible for procurement —has about 9,500 people. The hon. Gentleman is absolutely right to say that one of the big challenges at the moment is retaining the highly skilled people. We are losing people to the private sector; worse, we are losing people to other parts of the public sector that have greater freedom to hire. That is why we must address this issue in the way I have outlined today.
In 1984 I was a young major in the Ministry of Defence, and Michael Heseltine, as Secretary of State, definitively told us that he had sorted out defence procurement. It is clearly a basket case and very difficult. How will my right hon. Friend compensate majors and lieutenant-colonels who are doing equivalent jobs to those being done by people from outside the Army but are not getting the same sort of salaries? How will we balance that?
The military component in DE&S is vital. It is a relatively small number—about 1,500 military personnel. They will of course continue to rotate as part of a career development plan on normal military terms and conditions. For the kind of flexibility that I have talked about today, we will need to hire in specialist skills from the commercial sector and that will not alter or affect in any way the very important role that the military will continue to play.

Commons ChamberAt the risk of causing her to blush, I am happy once again to praise my hon. Friend the Member for Portsmouth North. I should say to my hon. Friend the Member for Canterbury (Mr Brazier) that no decision has yet been taken about whether the old River class vessels will be retired after the new OPVs are brought into service. That decision will have to be made in SDSR 2015 based on the ongoing budget challenges of maintaining additional vessels at sea. That will be a decision for the Royal Navy.
Most people suggest that our biggest defence capability is not in maritime patrol aircraft. I am no expert—although I can see that there are many naval experts in the Chamber—but could this new River class OPV, with its enhanced length and helicopter deck, also be used to cover the gap between 240 nautical miles, the distance a land-based helicopter can go out from our shores into the Atlantic, and the 1,200 nautical miles for which we are treaty responsible? Could it perhaps play some sort of MPA role in that area?
I have not looked at the specification in detail, but I do not envisage that the thing will be able to take off and fly. I understand the point that my hon. Friend is making, however, and we are conscious of the gap in maritime patrol aircraft capability. It is one issue that will be addressed in SDSR 2015 and we will manage the gap in the meantime through close collaboration with our allies. We are considering all the options, including, potentially, the use of unmanned aerial vehicles in a maritime patrol role in the future.

Commons ChamberI do not know whether the hon. Lady was in the House for my statement on the reserves. If she thinks that closing Army Reserve bases is about saving money, she has the wrong end of the stick. It is about delivering the commitments that we have made to the Army Reserve about training, equipment and proper organisation. It is about reflecting the changes in the regular Army and our commitment that reserve units will be paired with regular Army units.
I cannot answer the hon. Lady’s specific question at the Dispatch Box, but I will write to her. The vast majority of sites from which we are withdrawing Territorial Army or Army Reserve activity will remain because they house cadet units that will continue, so that is likely to be the case. This is not about saving money; it is about organising the reserve forces in a way that allows them to make their vital contribution to Future Force 2020.
The White Paper details a comprehensive package of changes that will allow us to create the integrated regular reserve force of the future. A small number of the planned changes require primary legislation. The first of those is the renaming of the Territorial Army. The TA was founded in 1908 and has served this country superbly in peace and in war. However, today’s TA soldiers have a function that is far wider and more important than the original home defence role envisaged by Haldane. As we reshape the Army—regulars and reserves—for the 21st century, it is right that we change the name of the TA to the “Army Reserve” better to reflect its future role. The Bill also provides for the consequential renaming of the Army’s ex-regular reserve force as the “Regular Reserve”.
Reflecting the integral role that reservists will play in almost all future military operations, the Bill extends the powers to mobilise reservists across all three services. Under the Reserve Forces Act 1996, reservists can be mobilised only under specific circumstances. The Bill will enable reservists to be mobilised for the full range of tasks that the armed forces may be asked to undertake.
This is just a small point, but I recall that the Territorial Army was deployed to the 1st British Corps of the British Army of the Rhine, so it has not dealt just with home defence.
My hon. Friend is absolutely right. The role of the Territorial Army has evolved and it will evolve further. My point was that when Haldane introduced it in 1908 by consolidating the county militias, he had in mind a home or territorial defence role, which the name reflects. I am happy to agree with my hon. Friend that the role that the TA has played over the years has been substantially greater than the role envisaged for it originally.
Hon. Members on both sides of the House have raised concerns over the possibility of employment discrimination against reservists. The Bill provides improved employment protection by allowing a right of access to the employment tribunal without a qualifying employment period for an unfair dismissal claim where the dismissal relates to the employee’s reserve service. Separately, there is already a criminal offence of dismissal because of call-out for reserve service.
However, we recognise that there is a perception among many reservists that they are disadvantaged in the workplace by their reserve service. We believe that the changes that we have set out in the White Paper will greatly improve relations between reservists and their employers, but we take the issue of discrimination against reservists very seriously. We have established a webpage through which reservists can report incidents of perceived discrimination and we will investigate them. If we find that there is a case for further action, we will take it. We will consider whether further measures may be taken in the next quinquennial Armed Forces Bill, which is due to be introduced in this House in 2015.

Commons ChamberI am grateful to the right hon. Gentleman for allowing me to refer to that matter in detail. Part of the structure change relates to a new focus on reservists’ contributions to cyber-defence. Alongside the traditional image of the reservist, we are looking for people who spend their week sitting in front of a screen, perhaps working for one of the big IT companies, but who relish being able to deploy their skills in a more operational environment. We will specifically recruit cyber-reservists, who will not necessarily have to have the same levels of fitness or deployability as reservists in general if they are willing to deploy to add to our cyber-defence capabilities at UK locations on a routine basis.
I hope very much that we will get 30,000 trained and deployable reservists by 2018, but over the past year recruitment to the Territorial Army—the Army Reserve, as it will be—has not been great, so I am slightly pessimistic. In 2018, will the armed forces be blamed if 30,000 reservists are not fully trained and deployable?
It will be for individuals to point the finger, although I can guess where it is most likely to be pointed. I should say that, having previously declined sharply, numbers have stabilised. Of course that is not enough, but it is at least a start; the hole is not getting deeper. The purpose of announcing the measures in the White Paper is to provide the backdrop for what will now be an aggressive recruiting drive to bring through the recruits who in two years’ time—it will of course take two years—will have become fully trained members of the reserve forces.

Commons ChamberAs I said earlier, the procurement contracts will still be entered into in the name of the Secretary of State. The Secretary of State and Ministers will remain accountable to Parliament and to the Select Committee. The permanent secretary at the Ministry of Defence will remain accountable to the Public Accounts Committee, and access to and scrutiny and oversight of those contracts will be exactly the same as they are now.
Will the proposed GoCo have the power to negotiate independently of the Ministry of Defence to try to get a really good deal out of a foreign defence contractor in, for example, the United States?
If doing so was within the remit given it by the Secretary of State, it would have that power. I need to be very clear about this. The point of hiring a commercial partner is to deploy its commercial expertise. There is no point hiring it and then constraining it so tightly that we do not get any benefit from it. On the other hand, it will be very clear, and I am very clear, that it will always operate within the framework of strategic direction that has been given by the Secretary of State, and the Secretary of State will retain a power to intervene and specifically direct it on a specific point within its management of a programme if necessary.

Commons ChamberI am grateful to my hon. Friend. We have implemented a number of measures internally, including a very tight control on new commitments, constant monitoring of budgets, and attention to this issue at the highest levels of the Department, including ministerial oversight. I am very confident that the defence budget, having been got into balance, will be kept in balance, however difficult the decisions that have to be made to ensure that.
Does my right hon. Friend agree that the only guaranteed nuclear deterrent is one that is carried by a submarine, launched by a ballistic missile, and on duty 24 hours a day, every day of the year?
There is no doubt in my mind that the most cost-effective way of delivering a credible and effective nuclear deterrent is through continuous, at sea, submarine-based deterrence.

I hear what the hon. Gentleman says. I did not refer to weapons. We have talked about troops in a training role. Our preference would be that that training is carried out in the countries that are providing the troops—Nigeria, Gambia, Sierra Leone and Ghana—and if not, that it is carried out in Bamako. It will not be in the forward regions where the fighting is taking place.
I support the deployment of a Sentinel R1, but may I urge my right hon. Friend to be slightly careful about the use of language? We have already deployed a C-17 to Bamako, and that C-17 has a section of the RAF Regiment within it—for force protection. Force protection personnel are combat troops. They may not be used in combat, but they are combat troops.
Yes, I hear what my hon. Friend says. The C-17 is currently carrying out missions moving equipment and troops from France to Bamako and from Dakar in Senegal and other capitals in the region into Bamako, so its mission is into the country, rather than within the country.

Commons ChamberI am grateful to the right hon. Gentleman for that question, and I will ensure that his concerns about the Hazara community are drawn to the Foreign Secretary’s attention. There is a significant number of minority communities in Afghanistan—it is a fragmented society—and one of the challenges will be to design a future solution that is coherent and promotes having a strong central Government but also respects the many different minority communities in the country.
What does my right hon. Friend mean when he refers to mentoring at kandak or battalion level? Does that mean our soldiers and officers will not venture out on patrol, but will remain with the headquarters element and therefore will not be as exposed as in the past?
Not necessarily: some of the kandak-level advisory activity may well involve moving with the battalion headquarters element, and if the battalion commanders are moving outside their bases, on some occasions the advisory team may move with them. This is a flexible construct, however, and things will depend on how individual commanders prefer to work and how their kandak advisory teams find it most constructive to work with them. There is a large degree of discretion.

Commons ChamberAs I think the hon. Gentleman will understand, I cannot give him specific assurances about individual units, but I can say this to him. We are expanding the reserves. We are experiencing a period in which the trajectory is upward. When units do not have just a nominal strength but are well recruited, with people who turn out regularly for training, they can expect a positive future.
Mindful of the fact that the Army Reserve—soldiers, sailors and airmen—must be as up to par as regular soldiers, sailors and airmen, can my right hon. Friend assure me that the resources dedicated to training and sustaining the professionalism of the reserve Army and other reserve forces will be roughly equivalent to those that are required to sustain and retain the efficiency of regular soldiers, sailors and airmen?
I have set the likely training requirement for the Army Reserve at 40 days a year once basic training has been completed. The experts—the professionals in the Army on whom I must rely when it comes to these matters—tell me that that will be sufficient for the tasks that we will ask reservists to perform. Clearly there will be some tasks that we will not ask them to perform; similarly, there will be some tasks for which we will rely on them entirely. However, I am confident that the training offer, and the funding to support it, will give us a reserve that is capable of deploying effectively with the regular Army, delivering the high-quality military output that we require.

I am pleased to be able to tell her that more than 150 local authorities so far have signed up to the community covenant. I will certainly make her specific point to Lord Ashcroft and ask him to consider it very carefully in his deliberations.
Will my right hon. Friend assure me that maximum effort is being put into trying to recruit to the reserve Army people who have been well trained in the armed forces but are leaving, so that we do not lose their expertise?

What happened this morning was that the BBC picked up something that was issued on Sunday and jumped to a wrong conclusion. I am very happy to have had the opportunity to make the facts clear, both to the media earlier and now in the House.
Will my right hon. Friend comment on the fact that American soldiers who are mentoring seem to be slightly safer than our junior NCOs, young officers and soldiers, because they are not right on the front line? It worries me a great deal that we continue to allow our solders to go right to the front line, where they are seemingly in greater danger than their American colleagues.
I do not accept that our soldiers are in greater danger, but it is the case that our model differs from the American model, in that it includes routinely mentoring at company, or tolay, level. That is the model that we have deemed most effective. We have in place measures to minimise the risk to our forces, and those measures are continuously reviewed. As I said earlier, there is clear evidence that where that partnering is on a continuing basis and relationships are built, risks are minimised, and that is what we seek to do.

I can give the hon. Gentleman that assurance. The Afghan Government have doubled the number of National Directorate of Security investigators assigned to the Afghan national army and introduced processes of re-vetting Afghan soldiers returning after going AWOL and of re-vetting soldiers when they return from prolonged periods of leave. Our commanders in theatre tell me that, on every occasion, they have accepted concerns expressed by allied commanders about individuals and have, without hesitation, detained them and begun an investigation. We are satisfied that the Afghans are doing everything that needs to be done on their side; we are taking further measures on ours.
In his statement, the Secretary of State suggested that we were rethinking our posture. Could we rethink our posture towards those responsible for the mentoring, reduce the number of young officers, non-commissioned officers and soldiers at the front line involved in mentoring, and restrict it to command and control at kandak—battalion—level? That would, at least, stop some of our men being put into danger?
I understand my hon. Friend’s point. One of the issues that will be considered is the appropriate level at which to do it. At the moment, we are mentoring at kandak and tolay company level. We certainly keep these issues under constant review. I remind him, however, that we are not only mentoring army units; Afghan local police units also have to be trained. The Afghan local police and uniformed police units constitute an extraordinarily effective force against the Taliban. He has my assurance, however, that we keep these matters under constant review.

Commons ChamberThe cuts have been particularly savage on English county regiments, especially given the fact that not one Scottish regiment is going. This is difficult, and will impact on the regimental system. English county regiments are meant to be linked to counties, but they are being dislocated, whereas Scottish regiments still have the regimental system. From now on, we will have a two-tier regimental system. Will my right hon. Friend explain how the system will work with regard to connecting regiments to the people of England?
As I said in my initial statement, I recognise the importance of the affiliations of individual units to regions and nations of the UK, particularly for recruiting. We intend to maintain that system. Much of the speculation in the media over the past few months has been about the suggestion that we would somehow abolish the regimental system and move to a continental-style army. Nothing could be further from the truth. I should remind my hon. Friend that many English territorial regiments—for example, the Royal Anglian, The Princess of Wales’s Royal Regiment, The Rifles, and the Duke of Lancaster’s Regiment—have not been touched by today’s announcement.

The answer is about a quarter. Of the £1.1 billion, £500 million is investment in the capital infrastructure at the Rolls-Royce plant. As a former Army officer, I point out to the House that no matter how many battalions we have, we may not be able to deter a determined enemy with a nuclear capability. Therefore we should have decent battalions in numbers and the nuclear capability to deter any potential enemy.
My hon. Friend is absolutely right. Ensuring this nation’s security involves two things—having a strategic deterrent capability and having highly capable, flexible, deployable and well equipped forces at the conventional level. The coalition Government will ensure that we have both.

Commons ChamberWe have already announced the reductions in the size of the armed forces and a reduction in the size of the MOD civilian service. As a result of what I have announced today, there will be no additional reductions in head count. The downsizing that has already been announced is the limit of the downsizing that we need in order to deliver the programme. I can tell the hon. Gentleman, however, that there are many tens of thousands of jobs in the UK defence industries, and that by introducing a sustainable equipment programme that will give industries the confidence to invest, we will protect those jobs and technologies and help those industries to build their export markets.
I welcome the Secretary of State’s announcement that we are going to balance the defence budget. I am also aware that the Royal Air Force is to have Rivet Joint aircraft, which will replace the Nimrod R1. Is there any intention for us to have a maritime surveillance capability again, given that we are an island nation?

Gentleman for his support and delighted, as will our armed forces be, that once again the cross-party consensus on a campaign that was entered into for reasons of our national security interest, and continues to be prosecuted for those reasons, has been reasserted by an Opposition Front Bencher.
I am sorry that the right hon. Member for East Renfrewshire (Mr Murphy), who leads for the Opposition on defence, is not able to be here. The hon. Member for Dumfries and Galloway (Mr Brown) says that this was because of the statement’s short notice, but I make it clear that the title of the statement was laid last night before the House rose, as is the proper procedure.
The hon. Gentleman asks about the US-Pakistan relationship. He is absolutely right that good relations between the US and Pakistan are crucial, and recent disruptions to those relations are a matter of concern. Good relations between Pakistan and Afghanistan will also be central to ensuring the stability of the region.
The hon. Gentleman talks about the Taliban’s capacity to mount attacks and refers, I think, to the Kabul attack. Yes, that attack caused significant disruption, but we need to be clear that it was a complete failure: the attack itself failed to inflict any casualties or any significant damage. A number of members of the Afghan security forces and some civilians were killed in the clearance operation afterwards, but there is no doubt that the attack was a failure.
The hon. Gentleman talks about the handover of security responsibility to the Afghans potentially creating a power vacuum, but that is definitively not the case. ISAF is very clear that the draw-down needs to be measured and calibrated to match the building capability of the Afghan security forces, so that they can take over the ground-holding and security role, and we ensure that a power vacuum is avoided. I agree that it is not something we would tolerate.
I agree also that we need an inclusive political settlement. All Afghan citizens who are prepared to renounce violence and accept the constitution need to be brought inside the tent, and we need to see diversity in the way Afghanistan is run. I have to say that Helmand is leading the way: we have the significant engagement of female political and community figures in community councils and district councils in the area of operations for which we are responsible, and the Afghan peace and reintegration programme has so far recruited 4,000—admittedly, mainly low-level—Afghan fighters back into mainstream Afghan life. That is a basis on which we will want to build very significantly over the remaining two and a half years of ISAF combat operations.
The hon. Gentleman talks about the scrutiny of Afghan forces, referring, I think, to the very tragic recent “green on blue” incident in Lashkar Gah. There is in fact no evidence that that was an act of infiltration. Of course we have to be constantly alert to infiltration, but we have also to recognise the reality that Afghanistan is a society where people are used to settling personal grievances by resorting to violence, including violence with firearms. I have seen no evidence that the incident was an act of Taliban infiltration.
The hon. Gentleman asks me about the UK’s role and the size of force lay-down post-2014, but no decisions have been taken yet, other than that we will not be there in anything like our current force strength and we will not be there in a combat role. We have made a commitment to run the Afghan national officer training academy, but beyond that we will make our decisions with our allies over the coming months and, probably, years. It is not a decision that we need to make now; the process will start at Chicago but it will certainly not be completed there.
The hon. Gentleman asks me whether the UK contribution that I announced last week of £70 million, or about $110 million, to a fund of $4 billion—not £4 billion, as he said—to fund the future ANSF is likely to be increased at Chicago. That is not the case. That £70 million is the UK’s proposed contribution, and we have decided to make the announcement early to encourage others to make a commitment.
Of course we will co-ordinate with our allies on the timetable, but the timetable for draw-down will be responsive. It will depend on what is happening on the ground and on what our allies are doing, and of course the hon. Gentleman is right to say that any ISAF forces remaining in-country after 2014 will need a stationing-of-forces agreement.
The battalion that I had the honour to command returned from Afghanistan two years ago with 12 men dead and more than 100 wounded, and it returns to the country in October. I am worried about two things. First, we must ensure that as we withdraw we retain our soldiers in sufficient strength so that there is a balance to deter attacks. Secondly, I am concerned that we have had too many instances of rogue Afghan national army soldiers turning their guns on our allies and on our personnel. We have to be very careful, and I ask the Secretary of State to look at that.
I hear what my hon. Friend says, and of course the so-called “green on blue” incidents are particularly tragic. I was in Lashkar Gah two days after the most recent incident, when I was able to speak to Afghan commanders about it. I can tell the House that they feel a deep sense of shame and betrayal about what has happened. They recognise that the future of Afghanistan depends on effective partnering between ISAF forces and Afghan forces, and they recognise the huge damage that those very rare incidents cause.
UK forces are in routine contact with their Afghan counterparts—there are thousands of contacts every day —and we have to see these tragic but very rare incidents in that context. I assure my hon. Friend that commanders on the ground have taken a number of sensible precautionary measures to ensure that UK forces are always in a position to defend themselves if necessary, and the Afghans themselves have taken a number of measures to ensure the more effective vetting and monitoring of their own soldiers.

Commons ChamberI was with service families 10 days ago. They told me that, at the moment, what they are most worried about is redundancy. Does my right hon. Friend agree that we ought to get redundancy done as soon as possible, so that morale can improve?
My hon. Friend is absolutely right: uncertainty saps morale. That is why the Royal Navy and the Royal Air Force have completed the announcements of redundancies required. Because of the rebasing, the drawdown from Afghanistan and the return from Germany, it has not been possible for the Army to complete that process, but we will make announcements as soon as we can to provide as much certainty as possible.

Commons ChamberI am sure that the Foreign Secretary could, but as he is not here, I will have a go instead. I assure the right hon. Gentleman that there have been extensive contacts with the Italian Government and authorities since the expressions of unhappiness that we heard on Thursday and Friday, and I think it fair to say that the situation has been clarified to the satisfaction of all parties.
In these very difficult operations, surprise is vital. I have not yet seen the statement because it has not been distributed, but I believe that the operation began at 10.58 am, and that the area was secured by the Nigerian army. I do not know whether my right hon. Friend is allowed to answer this question, but was the timing of the operation precipitated by the fact that security had been breached and we were forced to go in? Will he confirm that the timing was not of our choice?
My hon. Friend is right. The judgment was that, first because of the apprehension of members of the group earlier in the week and secondly because of the presence of significant numbers of Nigerian troops not very far from the compound in question, it would be taking too great a risk to defer the operation. The military judgment was that despite the risks involved, there was a greater chance of rescuing the hostages alive by acting immediately.

Commons ChamberThe Government have put a huge investment of time, management effort and money into that exercise, and I can assure the hon. Gentleman that those who need medical help as a result of injuries that they received while fighting on behalf of their country will receive it.
The battalion that I commanded, 1st Mercians, will shortly return to Afghanistan, within two years. When it was there last it lost 12 men and more than 100 were wounded. May I ask the Secretary of State to write to me, when he can, to explain how battle casualty replacements will work in the future? Commanding officers find it very difficult if they lose 100 men out of 500, and it will be especially difficult as we will be withdrawing and drawing down in the next couple of years.
I am happy to write to my hon. Friend, who of course has direct experience of handling such issues. The good news, of course, is that casualty figures are substantially down. UK forces are taking far fewer casualties than they were at the time to which he refers. However, I will write to him.
