Commons ChamberI am grateful to be called in this incredibly important debate. I had a speech prepared about the usual things that I have bored everyone about for many years, but instead I will address some critical points that have been advanced by hon. Members—particularly on the Opposition side of the Committee, but some on the Government side too—about their concerns with this legislation.
It is important to remember that those who oppose the Bill have genuinely good intentions, as has consistently been the case since the Bill was announced. I understand what has been said, particularly on the issue of rape, which is an incredibly difficult subject to legislate on. It is also difficult to talk about whether it should be on the face of the Bill. When I oversaw the passage of the Overseas Operations (Service Personnel and Veterans) Act 2021, we encountered that exact problem. Clearly, everyone finds the use of rape in war, Northern Ireland or wherever it may be completely abhorrent, but the issue is what it looks like politically if the Department does not put it on the face of the Bill. That is where it needs to do a bit of work. I understand why it has not done that, but in my experience it is worth having those conversations to see what can be done to ensure that hon. Members and those who will use the Bill are under absolutely no illusion as to its reach and extent.
The problem that the Department faces is that if rape and then sexual assault are on the face of the Bill, what makes up sexual assault and what was sexual assault in the period of the troubles? It becomes increasingly difficult to define those offences. It is important to have such debates, and I hope that the Government will work to change their position on the legalities of what is in the Bill so that people feel comfortable, but hon. Members should not demonise those who think, as I do, that the Bill should go through to the Lords as it is. We should talk about the amendments when it gets down to that process and send it through unamended today, even though there is a particular issue around this crime that we all agree is abhorrent.
I totally understand why the Northern Ireland parties oppose the Bill, and why the DUP opposed the Good Friday agreement. Nobody on the Government side of the Committee wants anybody who has committed an offence, whether they were in uniform or a paramilitary, to get away with that—nobody wants that at all. If people ask me what I want from the Bill, I say that I want justice, fairness, and anything that brings a degree of peace and an ability to live on past the troubles to come forward.
The problem is that we have to deal with the world as it is, not as we want it to be. My hon. Friend the Member for Basildon and Billericay (Mr Baron) said that we should not make the perfect the enemy of the good, and that was raised as a bad thing, but that is what we are here to do. I totally understand where the Northern Ireland parties are coming from, and this has been an educational journey for me as well. We have had some pretty feisty debates in this place, and I totally understand where those on all sides in the debate are coming from in Northern Ireland. The only problem I have is that, as politicians, we have to be pragmatic and we have to work in the space of what is physically possible.
I would, I suppose, have more time or more understanding for the argument that we have to try these different things if we were not 24 years on from the Good Friday agreement, and individuals such as Dennis Hutchings, who did nothing wrong and was never convicted of any offence, are repeatedly dragged over to Northern Ireland—he eventually died in a hotel room on his own in Belfast—because we have not been pragmatists. We have all been idealists, because we all want the perfection of a clear result in relation to what was an incredibly difficult period in Northern Ireland, but it is just not possible to achieve that.
I thank my good friend very much for allowing me to intervene, and I totally endorse what he has said. Those of us sitting here utterly understand how awful it is, and we totally understand why the parties in Northern Ireland cannot accept allowing people to get away with it. I feel the same, and when I vote tonight I will be using quite a long spoon because I totally understand where they are coming from. It hurts me, too, that anyone might get away with cold-blooded murder.
I thank my right hon. and gallant Friend for his intervention, and I pay tribute to his extraordinary service in Northern Ireland in some of the most appalling atrocities of that conflict.
That is a really important point. We think about the mother of Stephen Restorick, a lance bombardier from one of my regiments, who was the last soldier killed in the troubles in Northern Ireland. He was asking for the driving licence of a lady passing through his checkpoint, and she said, “All I can remember about him was that he was a beautiful boy, and his smiling face as he leant down to the window to take the driving licence”, when he was shot in the back by a sniper. No planet exists where people such as me, from exactly the same organisations, would want an individual who had committed that to be released.
The individual who did it was convicted and sentenced to 490 years, yet was released under the 1998 Good Friday agreement. There is no comparison here. My friends from Northern Ireland live over there in their communities, but the truth is that pragmatism has to win—it has to—because to continue doing the same thing and expect it to be different is a definition of insanity.
I have not seen anybody else in the Committee sit through such trials in Northern Ireland, but I have seen the absolutely ludicrous nature of them. We talk about victims. I know this will make me unpopular in some circles, but I actually feel sorry for a lot of the victims for being dragged down this pathway now. Everybody there knows that we will never reach the threshold for a criminal conviction, but nobody has the courage to say to them, “Do you know what? I’m so sorry, but this is unlikely to be successful so we have to take the next best option. The best option is that we find somebody and we put them in prison. I’m so sorry—and it’s the state’s fault, it’s lots of people’s fault; we didn’t investigate properly—but that is not an option. So you now have to deal in this space, which is the pragmatic space. What are you going to do? Do you want to know what happened to your loved one, and that they mattered, in their final hours—or do you want to continue to progress down this path where you will never get an answer?” That is my experience of dealing with victims, and I totally respect that other people have different experiences.

Commons ChamberThat is a really fair point. That was the whole point of enforcing things such as the Ranger battalions, but it was founded really on something that is not true, which is that mass is irrelevant—it is not. Data, technology and all this stuff is important. But look at what is happening in Ukraine now. Why are the Ukrainians holding out when everybody talked about how they were going to get flattened by the Russians? They are holding out because warfare has fundamentally changed: it has changed from the cold war—this is not the cold war reheated—and it has changed from Iraq and Afghanistan. These are Ukrainians, not Iraqis or Afghans riven by tribal disputes. It is fundamentally different and the technology has changed it. What can be done with an NLAW—a next generation light anti-tank weapon—is so different. When my right hon. Friend the Member for Beckenham (Bob Stewart) was in the Army, much like when I was, people had to fly an anti-tank weapon—it actually had a wire coming out the back—and basically steer it on to the tank. The chances of doing that in combat were pretty slim—
Perhaps not for my right hon. Friend—I am sure he hit it every time—but I can only speak for myself and I found it pretty hard to hit the target. These new NLAW weapons are fantastic. They require such a low train-the-trainer base that we can teach Ukrainians to do it. According to a study released last week by the United States special operations community, 280 of the 300 Javelins that the US has given to the Ukrainian forces have had mobility kills. That is a ratio that we have never seen before in conflict.
Let me say finally on the capital spend that yes, that stuff is important, but if we do not have the right quality of people to stand and fight, who know that they are going to be treasured and looked after by their nation—I bore everyone with that all the time—warfare does not work. We are seeing how it works now in the Ukrainian system. We need to be very careful in that space.
My hon. Friend, who is my very good friend, has cast aspersions on how good I am with a light anti-tank weapon and, of course, he was correct: useless. The point is that this NLAW, held by men and women who have a basic, infantry-type role, can sort out a Russian attack that is highly technology driven. We have to think again about why, when the integrated review is done, it is done and dusted, finished and stuck. We military people—there are a lot of us around the Chamber—know very well that no plan survives contact with the enemy. It is the same for the integrated review: adjust it. Stop these infantry battalions going, particularly the one that, as my good friend the right hon. Member for Warley (John Spellar) said, I was involved with: the Mercian Regiment. I admit to the Minister that I am biased, but for goodness’ sake he has only a few weeks to stop the cuts so that we keep our infantry. They are invaluable in the new kind of warfare.
My right hon. Friend makes a really valid point. Of all the decisions that we make on defence, I will genuinely be stunned if the Government proceed with that reduction in personnel, given what is happening at the moment.
Let me finish by saying something about attitude and mindset. I am obviously going to bring it back to people, but let me talk about what happens if we consistently focus just on technology. I found the IR quite frustrating, because the focus was on not making bad press announcements about the removal of regiments, although we have obviously heard the example of 2 Mercian. If we have this attitude towards capital expenditure and think that we can win wars in essence just by fighting tech on tech and that people do not matter, that trickles down throughout the whole system and we end up in a place where we are prosecuting soldiers in Northern Ireland when they are 80 years old. It is all about attitude and mindset.
I have sat down so many times with Prime Ministers in this place and they have told me, “Johnny, there’re no votes in defence.” But that is not the point, because there are some things that we have to do to keep the nation safe—of course, they may then become prescient when Russia invades Ukraine and things like that—and they are the boring part. It is our job as legislators, MPs, Ministers and Prime Ministers to go ahead, bring people with us and get them to understand why defence matters. Even if they are not interested in the military, there is its long tail through communities such as mine in Plymouth and in defence industries; there is what veterans groups mean in communities like mine; and there is what it actually means for British people to see their 78-year-old grandfathers taken to court in Northern Ireland for fighting for the freedoms and privileges that we enjoy in this place, and how that feels for a whole generation of veterans. It really does trickle down and I urge Ministers to really think about that expenditure.

Again, I wonder if anybody could show me how this legislation is going to genuinely make somebody’s life worse—the compensation claim starts when that illness or injury is recognised or is a point of knowledge. This does not affect that in any way.
I endorse the question asked by my hon. Friend the Member for Wolverhampton South West (Stuart Anderson) and thank the Minister for his very clear answer, which is an apology for what has happened, fundamentally. I remind him that we still have the problem of veterans in Northern Ireland, but I will not linger on that. The only point I would like to make is that having listened to what people have said today, it seems to me that everyone in the House is up to sort out any little problem that might occur. We all want the best possible circumstances for our servicemen and women, either past or present, and for their conditions to be as good as they can be, and I think that my hon. Friend would agree with that.
I completely agree with that, but we are not going to base policy on things that are simply incorrect. This has been an issue for 40 years because people have not wanted to tackle difficult matters. This Government are going to do that, and we will bring forward legislation in September.

Commons ChamberThe hon. Gentleman is right. The war disablement pension is listed, in line with all other pensions, as a source of income against universal credit, but it is different in different cases—for example, payments made to widows and so on. There are aspects that do not count against benefit claimants. We are trying to achieve the right balance of fairness across the country, but this is something that I look at on an ongoing basis and I would be more than happy to have a conversation about it with the hon. Gentleman offline.
I commend my hon. Friend and, indeed, all Governments for all they have done in this area. When I came back from a very heavy tour in Bosnia in 1993, I had an interview with a psychiatrist. He said to me, “How do you feel?” I said, “Fine.” He said, “Thanks” and left. Things have changed. There is £10 million of extra funding going into the covenant specifically for mental health. May I pitch again to my very good friend the Minister on behalf of PTSD Resolution, which has never, ever taken a penny from the Government, but which does such sterling work?
My hon. and gallant Friend is a long-term and passionate advocate of PTSD Resolution, which does good work. In the framework of veterans’ mental health, I will be bringing forward a programme in April that I will launch with Simon Stevens, the director of NHS England. My hon. Friend will see that that programme includes a clear role for charities of whatever size to bid to run some of the specialist services that PTSD Resolution and others do so well. The offering to our people is changing and I encourage my hon. Friend, PTSD Resolution and others to work together. We can meet this challenge if we work together and focus on outcomes, as I know both he and PTSD Resolution want to do.

It is a pleasure to speak under your leadership this morning, Mr Stringer.
I pay tribute to the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) for his interest and for the way he continually drives the debate. Clearly, I have a script that talks about all the stuff we are doing, but I want to answer some of the specific points that he has raised this morning. I am delighted that he shows such an interest in the subject. He will know that support for veterans was a driving force for me in coming to Parliament; I wanted to drive through change. I can honestly say to him that there a shift in strategy is under way in how we support armed forces veterans. For too long, colleagues in charities and in this House have asked the Government to step up and do more, and we are now starting to do that. I do not pretend for an instant that we have always got it right. That has led to some of the challenges that we face today, and I came into Government specifically to try to lead the change.
I want to challenge a couple of things that were said, and the first relates to the portrayal of veterans. There is no doubt that some of our people are extremely poorly because of what we have asked them to do over a number of years. I am acutely aware of that. The Prime Minister and I are acutely aware that the nation has a debt of gratitude to them that must be realised by more than words and ceremonies in Whitehall; it must be repaid by provision to look after them throughout life. It is important to me to challenge the portrayal of the problem as greater than it is. There is in the country undoubtedly a way of portraying veterans—exacerbated by the media and TV programmes—that suggests that military service or combat experience equal mental health problems. In reality, we all know that that is not so, and we cannot say that too much, because the problems that that view causes are significant. This week we are bringing in changes with respect to national insurance contributions, and that is important because although there are pretty good veterans programmes at big firms in cities, for people who can get access to those workplaces, sometimes when I have been to towns and cities someone from the CBI has stood up and said, “I can’t take the risk on a veteran.” They are worried about whether they will be off sick, and all the concomitant issues with service. We must be careful about the narrative that veterans are all broken. I would not advance this view if it were not true: the vast majority leave their service greatly enhanced by their time in the military. The reason I raise that is that is that if we do not get it right we will simply be unable to meet the challenge of those who are genuinely poorly and unwell because of what the nation asked them to do. I am committed to getting those people the help they deserve.
I support exactly what my good Friend the Minister is saying. I am backed up by other Members here, such as my hon. Friend the Member for Bracknell (James Sunderland). The vast majority of members of the armed forces go through their service and do not have a problem at the end of it—that is absolutely true; but please, Minister, give more resources to PTSD Resolution, because it deserves them.
I thank my hon. Friend, who knows the impression he left on me in my formative journey into this place. I think that I am speaking for him at a dinner tonight, where we can take the matter further. I shall come on to the question of funds for specific charities in a minute.

Commons ChamberI am not going to argue with my hon. Friend about the semantics, because I agree with him. There is a level below the superpower of which we are most definitely a member.
I firmly believe that our participation in the United Nations really helps us to have influence in the world; and if we get it right, we get it very right. We were a founding member of the United Nations in 1945, which then—75 years ago—was an organisation that reflected the power politics of that time. Now there are 193 members and the United Nations is honestly the world Parliament, albeit a flawed one just as we are flawed here. It is the best we’ve got.
The most important United Nations organ is the Security Council, which consists of five permanent members. As everyone probably knows, they are the United States, Russia, China, France and ourselves. We were all allies in the second world war, and incidentally we are all nuclear-capable. Any one of the permanent members of the Security Council can veto a resolution to prevent its adoption, regardless of the fact that it may have majority support among the 15 members because the Security Council includes 10 non-permanent members, with five being elected each year to serve for a two-year period.
Critics quite rightly say, “Things have moved on. You’re looking at something that was relevant in 1945 and things have a hugely changed since then.” They are right. In a way, the United Nations is stuck in the past. The way it is set up is. Many people say—and my hon. Friend the Member for Isle of Wight (Bob Seely) just implied this—that states such as Japan, Germany, India and Brazil, and perhaps the European Union in the round, should be permanent members. Others say that France and the United Kingdom should not. Actually, they have a point—we must accept that—but may I just examine it and tease it out a bit? In terms of GDP contribution to the world, the United States is at 24%, China is at about 16%, Japan is at 5%, and then Germany and India at 4%. The UK and France are next, at 3%, followed by Italy, Brazil and Canada, at 2%. Interestingly, Russia is at less than 2%. Thus we hear the odd phrase that Russia’s economy is smaller than Italy’s—that is where it comes from. Using such measures, and assuming that the Security Council continues to have only five permanent members, they will be the United States, China, Japan, Germany and India. The UK and France would be out, and so too would Russia.
But in truth there is no real mechanism for change in the United Nations, and I do not think there is much appetite for it either. Trying to change that sort of organisation would be incredibly difficult. For instance, it would require the agreement of all five current permanent members—in other words, they would be volunteering for redundancy. I do not see that happening, and I am not sure whether the world would want it to happen. So, for the foreseeable future, the United Kingdom will remain a permanent member of the Security Council. That is really good news for us, as global Britain—great news. It provides us with a platform, and we do not have to pay too much for it because we use our reputation. Our reputation in the world is huge, regardless of fact that we have lesser and lesser defence forces. I have had direct contact with that myself, as I once rang the Security Council from the field, and when I said I was British, that got me through pretty quickly. We have a very good reputation in the Security Council, and the General Assembly as well.
Let me comment particularly on British involvement in UN peacekeeping, which, of course, the Security Council authorises. No United Nations operation can take place without being sanctioned by the Security Council, and we, as a permanent member, have a veto on that. I am glad to see my hon. Friend the Member for Wolverhampton South West back in his seat. I am sure he missed my slight dig at the Royal Green Jackets, so I want to get it in again now he is back—but he can read it later. For peacekeeping, there are three practical ways in which we contribute in the Security Council: first, by helping to provide the mandate, then by funding the forces, and then by contributing forces. Overall, the United Kingdom contributes nearly 7% of the UN’s budget for peacekeeping. That is more than we have to, but we still do pretty well because it is considerably more than our world GDP percentage.
I am glad to see that the Minister for Defence People and Veterans, my hon. Friend the Member for Plymouth, Moor View (Johnny Mercer), is now in his place, because I am about to give him a bit of a hand, as he is a good friend. It was a good idea for him to attend and perfect that he has just arrived. From hints put out by the Government over the last weeks, I gather that they intend to put more effort into UN peacemaking and the Department of Peacekeeping Operations. That is really good news—I am totally up for that. In fact, as part of our defence review, I am up for the idea of earmarking part of our armed forces to be sent to the United Nations when there is a requirement and we agree it. I like the idea of a battle group that is UN-designated.
I accept that the United Nations is not perfect, but it is well worth having, and honestly, it is all we have got. Every recognised state in the world—all 193 of them—is a member, and each has a seat in the General Assembly, as do we. Of course, the UK may not like some of the resolutions and debates in the General Assembly, but there is no doubt that it is the best forum—indeed, the only one—for gauging world opinion. Condemnation within the forum of the world is never welcomed by any country.
I have concentrated on one part of global Britain, but that is because I wanted to, because I believe that the United Nations is so important. The United Nations is a crucial part of keeping and improving our international influence. We are doing well now—we are not doing badly—but if we put more effort into it, we could get much more back. Our permanent seat on the Security Council is incredibly valuable, because that is where legally binding international mandates are designed, and through our own arguments, with our good Foreign Office officials and our good Ministers, such as the hon. Member for—where is it?

I have not been there yet, but I am coming. It is people like my hon. Friend who go and represent us at the Security Council. Let us give as much support as we can to the United Nations, and by doing that, I bet we will get much more back than we put in.

I do not seek to add to the incredible speeches we have heard today, particularly from individuals who served in Northern Ireland—I did not. I want to add just two or three new points and not take up too much time.
People are very well aware of my general feelings on this subject, and I pay tribute to my hon. Friend the Member for Southport (Damien Moore) for securing the debate. This is not a niche issue for people who have served or who have a particular interest in this subject; it is as basic an injustice as this House has seen for some time. I urge colleagues to think about what more can be done.
When the Good Friday agreement went through in Northern Ireland and the settlements were reached, it was deemed more politically tolerable for soldiers, servicemen and policemen to take the hit, rather than other sides. That is why we are where we are—it was simply more politically tolerable for politicians to do that. I urge my colleagues to do whatever is required to ensure that this Government do not continually speak warm words that ultimately mean nothing, and to hold them to account on behalf of people who need it.
I know the Minister personally and none of my remarks is directed at him—he only recently took over the job. This weekend’s revelations were genuinely shocking, with the Prime Minister’s clear mindset that people who served should receive treatment
“equal to, not preferential to”
other groups in the conflict. Many people have written to me in the past two days on the back of that specific sentence. The situation reminds me of three years ago, when I took part in a Westminster Hall debate, with the then Minister for the Armed Forces, who is now the Secretary of State for Defence, on the Iraq Historic Allegations Team. That is the point I want to make: nothing ever seems to change. We say a hell of a lot in this place. I remember her looking up at me and saying, “No one hears from these investigative teams first”, but that morning I had been on the phone to someone who had heard from those private investigators first.
MPs who recount their experiences are not turning oxygen into CO2 for the hell of it. This actually means something; this is people’s everyday experience. I know the responses will be, “We’re thinking about this and we’re thinking about that,” but there has been a clear moral failure by the Prime Minister and the Northern Ireland Office to deal with the situation. I am afraid that it simply cannot go on.
As many hon. Members have alluded to, this is not about whitewashing history. I urge colleagues to be really careful with the language they use. It is not colleagues who said this but last Thursday the front page of The Guardian read, “Mordaunt to give veterans amnesty for battle crimes.” Nobody has ever asked for that, and nobody has ever thought about it. That is deliberately inflammatory wording, designed simply to prey on the grief and the hell that some families and veterans are going through. In this case, an amnesty is not appropriate in any way whatever. On its own, a statute of limitations cannot work. There can be no time limitation on serious criminal behaviour.
Last week, we began to see the beginnings of a presumption not to prosecute, which is the sort of area we should be working in. That came from the Attorney General.
I entirely endorse what my hon. Friend has said, with one proviso: if someone has been investigated by a competent authority, I think a statute of limitations is perfectly acceptable.
My hon. Friend raises a really interesting point. The checks and balances being discussed by the Attorney General relate to a rigorous investigation. Comprehensive and new compelling evidence should provide a safeguard. The problem with a statute of limitations per se is that where clear evidential thresholds are met—when it comes to clear wrongdoing—we start entering difficult areas. We should at least start a conversation about it, but the Prime Minister has specifically asked my right hon. Friend the Chair of the Defence Committee not to do so.
Around this legal language, there are ways out of this. We can do that without using inflammatory terms or mechanisms that people would not agree with. I am afraid that what gets lost in a lot of this is that there is an impression that individuals such as my right hon. Friend the Member for Beckenham (Bob Stewart) and I—[Interruption.]

It would be hard for me to say, at the moment, whether there has been a shift. From the information I have been receiving, I understand that work has been done and it will take a little while to get the granular picture of that support. We have been given assurances that the report has changed things for people who are suffering.
We have to be mature and accept that, as an employer and a Government, we have asked young men and women to take medication to protect them from a disease in areas where we are asking them to operate, and we have not done so correctly. I welcome the fact that the report realises that. It is not in keeping with how we normally look after people. I know that, having served, I have come to this place on a bit of a mission, and that I get slightly carried away, as I did the other night, about how we look after people. However, one of the strengths of the military, including the Army, is that we do look after people. That pastoral care very much contributes to what we do, but the way in which we have looked after those who have taken this drug has been out of keeping with that.
I thank my very good friend for giving way. I am slightly concerned by the third condition for prescribing Lariam, whereby the danger of the drug is explained to the soldier, sailor, airman or airwoman, and then the decision is down to them. In my experience, a lot of soldiers will say, “For goodness’ sake, tell me whether I should take it or not. Why do you give me that decision?” That condition worries me, because I think that most soldiers will say, “You tell me what I should take. I am not the judge of that.”
I thank my hon. Friend, loosely speaking, for raising that point. He gets to the crux of the problem. Essentially in the military, we go on medical advice. None of us are scientists or doctors. If we get into the real detail of the issue, it is on that point that we get to the nub of what has gone wrong.

Commons ChamberI agree with my hon. Friend, but I refer him to the evidence that I presented earlier: 85%—quite a significant proportion—of veterans do not believe that that is the case at the moment.
In looking at all this, I really struggle to put my finger on why any of it is so desperately hard for the Government to achieve. Nobody else is going to do it. The third sector cannot compel faux charities to cease. It cannot compel others to agree to a single point of contact or a common needs assessment. The issue needs leadership. It needs a small but strong Department with a Cabinet Minister whose single duty and career stands and falls on veterans care. It needs the Government to make the shift from talking a very good game on this agenda to actually delivering it. It needs a game-changing event such as Help for Heroes provided in 2007. It is in the Prime Minister’s gift to do this, and I again plead with her to listen this evening. There are always reasons not to do this, and I have heard them all, but they do not wash. Every other ally we fight alongside has tried different ways but has settled on creating a Department for veterans affairs, and we should do the same.
I rise simply to say that we must not give the impression that Help for Heroes suddenly burst on to the scene and that no one else has helped veterans. The Soldiers Charity, the Army Benevolent Fund, the Royal Air Force Benevolent Fund—all those charities have helped for a very long time, and they will continue to support our soldiers. We must not give such an impression about the people who have helped my soldiers from 35 years ago—they are still suffering—unlike Help for Heroes, which at least to start with did nothing for my men. I just want to ask hon. Members not to say that Help for Heroes was suddenly wonderful and that everyone else had not really got on with the job. They did: they cared, and they looked after our men and women for a very long time before 2007.
I have persistently said that in the House. I use the Help for Heroes example because I want to pay tribute to Bryn and Emma, who have recently left it, as I believe that they changed the market when it comes to veterans care. Of course those in the charity sector have carried this burden for years and years, and people such as I and my hon. Friend will be enormously grateful to them for years to come.
In closing—I will close now, because I want to give the Minister more than the four minutes I left him to respond last time—this duty is not going to go away. I am afraid my voice will not grow weaker on this matter. I apologise to my many right hon. and hon. colleagues in this place for my persistence, which must appear tedious at times, but I ask them to bear with me, for they could not have had the experiences I have had—having seen and felt the sacrifice of our armed forces day after day, far from the public gaze—and give up this torch now.
I am privileged beyond anything I could have envisaged in those days when I fought alongside members of our armed forces, and I will use and abuse that privilege until the situation changes because they deserve it. Some lost everything as the Helmand sky faded from view and their name was added to the wall at the National Memorial Arboretum. Some lost body parts they would never recover. Too many lost their minds in a process that is ongoing today. They deserve a country and a Government who care. In a world that I sometimes find so incredibly selfish and cruel, they sacrificed themselves for the greater cause in the furtherance of this great nation of ours. I have not mentioned their families: the mother who wakes without her son, and the wife who wakes without her husband. I said this on my first day in the Chamber, and it will forever remain true:
“Theirs is the greatest sacrifice on the altar of this nation’s continuing freedom”.—[Official Report, 1 June 2015; Vol. 596, c. 375.]
We must never tire in our duty to them.
