Commons ChamberI rise to speak as Deputy Chairman of the Select Committee on Defence. I thank the Backbench Business Committee for agreeing to this debate. May I pass on the apologies of the Chair of the Defence Committee, the right hon. Member for Bournemouth East (Mr Ellwood), who has had a minor operation this week? As we know, he has very strong views on our defence capacity and would probably have wished to express them fairly vociferously in this debate. The defence estimates cover a vast range of work, but I will need to compress my remarks to 10 to 15 minutes to allow other contributions.
This is a dramatic time for defence issues. The agony of Ukraine intensifies, as President Zelensky’s powerful address to us yesterday made clear. The crisis has, of course, been building for a number of years, as Russia has launched successive cyber-attack warfare in the Baltic states and kinetic warfare in Georgia, Crimea and the Donbas. It has now exploded dramatically and tragically in Ukraine. We declare our solidarity with the country, the people and the military forces of Ukraine.
How are we in the UK to react to the dramatic shift in international security relations? Clearly, our Government and Parliament now have to give an urgent and positive response to the long-standing demands of our Defence Committee that we must move towards 3% of GDP for defence spending. The Budget in just over two weeks’ time has to respond positively to that imperative. Colleagues on both sides of the House will speak about detailed aspects of the consequential changes to personnel and to equipment, not least reversing the proposed reduction in numbers of the Army. To leave them sufficient time, I will focus on the broader context.
I thank the right hon. Member, my friend, for giving way. Surely one of the lessons of what we have seen in Ukraine is that a small group of utterly determined trained, or indeed untrained, men and women can use small arms and anti-tank weapons and stop a hugely bigger force. We are therefore just in time to reverse some of the decisions in the integrated review, such as scrapping 2nd Battalion the Mercian Regiment, an infantry battalion that proved its worth in 2009 hugely gallantly.
I thank the right hon. Member for his intervention—I think he should have declared an interest. He is absolutely right; the defence estimates and the Budget need to reflect the new reality.
I want to concentrate on the broader context: the ideological battle that is taking place, and the institutional shake-up that is consequently required. Most crucially, we have to recognise the full-spectrum approach of our opponents. Commentators in the west often gabble glibly about hybrid warfare, but in the framework of cyber war as an alternative to kinetic capability, and often in a mechanistic way, rather than understanding the political context and the need for whole-of-society resilience.
The Soviet mindset, of which we are now seeing a resurgence, is quite different. For these people, politics—politik—is everything. All agencies of the state are engaged. For too long we have ignored the multidimensional attack on our society, but that is a luxury we can no longer afford. This also means that the integrated defence review has, to an extent, disintegrated, and requires a major revamp which should start immediately. This necessary intellectual rethink must now focus primarily on state-on-state conflict.
Over many years, I have posed a question a number of times to military figures, defence officials and academics. During the cold war, we based our defence and security posture on our assessment of “the Threat”, with a capital T, and I have asked what the Threat is today. Invariably, I receive the answer that we face a variety of threats, but that is not the right answer, because the question is “What is the existential threat to our nation and society?” It is not terrorism, Islamist or otherwise, ugly and vile though that is. Today we—the people of Ukraine, the people of Europe, and indeed the west more widely—know the answer. It is a revanchist Russia and its desire to re-establish the Soviet territory, although I accept that in the longer term, as the defence review states, a revisionist China may be a more significant challenge. That means that today’s estimates are fundamentally an historical document, as, indeed, is the review.
That is not just down to the violently aggressive attacks by Putin’s Russia, but is also, thankfully, a result of the vigorous response not only from NATO allies but from formally neutral countries such as Sweden and Finland, where for the first time there is a public majority favouring NATO membership. The most seismic public reaction has been in Germany, where the new Social Democratic party Chancellor, Olaf Scholz, has rewritten decades of German policy of both parties in his historic speech to the Bundestag. Equally dramatic was the wide political support, including support from the German Greens.
Chancellor Scholz stated clearly that President Putin had created a new reality which required an unequivocal response and a dramatic shift to supply Ukraine with weapons. He also made it clear that making international solidarity possible required new, strong capabilities. Essentially, that means that Germany must invest more in the security of the country. He addressed the readiness crisis in the Bundeswehr, which has been widely publicised and has featured in discussions we have had with our German counterparts. He stressed the need for aeroplanes that can fly, ships that can set out to sea, and soldiers who are optimally equipped for their mission. He has designated a one-off sum of €100 billion to set up a special fund, and has pledged an annual 2% of GDP.
I suggest to the Minister—I should welcome his observations—that we may also need to revise the ideological decision made by his Government, although not by current Ministers, to abandon our bases in Germany. I do not think the indication that we might make some minor return meets the need presented by the current challenge.
This was an imaginative, bold and historic intervention. Scholz clearly, in Bismarck’s phrase, heard God’s footsteps marching through history, and managed to catch on to His coattails as He marched past. I hope that our Ministers see the significance of that intervention, and engage rapidly and deeply with our German colleagues to build on this new reality. I hope they will also engage with our own defence industry. The Financial Times reports that after Scholz’s speech on the Sunday, on the Monday the German Defence Ministry and defence firms were engaged in detailed discussions as to how to ramp up production. The MOD and ADS should take note, because that is the sort of national response that we need. I was talking with the industry yesterday, and this does not appear to have happened, particularly not in the supply chain, which is wondering where it fits into the changed environment.

Commons ChamberI will now bring us back to the real world of the defence procurement industry. The Minister wrapped himself in knots over article 346, and it very much reminded me of Madeleine Albright’s response to Robin Cook when he told her during the events in Kosovo, “Our lawyers say I can’t do that.” “Change your lawyers,” she said, “and get better legal advice.” As I will come on to later, that is what every other country does.
We are not saying that we do not want to work in partnership with other countries; we do, and we want to do so effectively, and not just for shipbuilding, which obviously we are focusing on today. We have to look forward. I am pleased that the Minister announced an announcement on the air strategy next week. In particular, we are hoping for an announcement on the future combat aircraft, which we hope will go ahead, and some indications of who we will be partnering with.
Many firms in Europe are concerned by attempts to exclude us from such developments, as we are already seeing with Galileo. It is a bit ironic, in the week of the Brexit crisis, that we are asking Ministers and the Ministry of Defence to be good Europeans—to behave like our European partners. However, the MOD seems to want to act like the three wise monkeys, keeping itself in blissful ignorance. It told the Defence Committee:
“The MoD does not hold information on how other countries apply EU Regulations for defence acquisition.”
Why the hell not? Why has it not asked those questions? Why would it not make those inquiries? It almost reminds me of the sign outside Balliol College during the student demonstrations of 1968: “Do not adjust your mind—reality is at fault.” The MOD does not even want to know the reality, in case it finds it uncomfortable.
France is a very good example. Let me make it clear that I regard France as an excellent defence partner, both militarily and in manufacturing. I congratulate the Minister for Defence Procurement on an excellent performance in front of a joint committee of our Defence Committee and that of the Assemblée Nationale. That is what we are talking about—co-operation and collaboration between our two defence industries.
Let us be very clear: the four auxiliary oilers were awarded with no competition, and furthermore the work was directed to the Saint-Nazaire yard, which was the yard that needed it. From my experience as a Minister, that is not uncommon in Europe, in defence and in many other areas, particularly transport. Not only will European countries decide that work goes to a company of their nationality, they will say which company it goes to.
My respected colleague, the right hon. Member for New Forest East (Dr Lewis), the Chair of the Defence Committee, talked about the percentage of the economy that is spent on defence. I am sorry that he is not here; perhaps he has another commitment. He ought to understand that the economic multiplier effect—the taxes that are paid, and the money that is spent, by the people who work in the yards that will build the vessels—would increase national gross domestic product, and with it the amount that went to defence.
I thank the right hon. Gentleman, who is my friend, for giving way. Will he say quickly why we should not also support things such as Thales UK, Boeing UK and Leonardo in the UK? This is a way of doing it.
If they have locations in the UK and there is a fair share of the work, that is absolutely right, but let us look at shipyards. I have mentioned what happens in France. The Berlin-class support ships are built in Germany. The Vulcano-class tanker support ships are built in Italy. The Cantabria-class oilers are built in Spain, and of course the United States has an absolutely rigid “buy American” policy as well. That is the real world, not the fantasy world of neo-liberal economics.
It is poignant that, in the week of the National Audit Office report on the failure of Carillion, in particular through under-pricing contracts and the Government encouraging it to go for “cheapest is best”, we are still being urged to adopt “cheapest is best”. Even within that, we do not drive a hard bargain. We do not insist, in work in the UK, on compensation.
The hon. Member for Moray (Douglas Ross) talked about maintenance work for maritime patrol aircraft. Maritime patrol aircraft will be maintained by the RAF and/or by industry, or in collaboration. That is not the issue. The real issue is what actual work there will be in manufacturing. Of course, maintenance is important, but that has to be done anyway. I refer not just to our shipyards and our aircraft factories, but to the UK’s very successful defence supply chain, particularly in engineering, electronics and, with regard to shipbuilding, our steel industry, which has been so dismissed by Ministers in the past.
This is also about maintaining the necessary flow of work, partly for that supply chain but also for our yards, in particular Rosyth. Rosyth shipyard will have a gap between the completion of HMS Prince of Wales, the second aircraft carrier in 2019, and the expected refit of HMS Queen Elizabeth, the first aircraft carrier, in 2030. Work on ships could keep the shipyard operational in between those dates and would therefore be very important in maintaining flow of work. We know how important that concept is, because of what happened in Barrow. There was a break in the drumbeat in the manufacture and production of nuclear submarines. The workforce drifted away to other industries and it cost a lot of money to recreate it.
As I said at the start, I urge the Minister to look at how other countries operate; to drive out the Treasury dogma, which has been imposed on the health service, transport and defence, that the cheapest and short-term is best; to think long-term; to work with industry, the trade unions and the supply chain. Back British industry. Back British shipyards. Back British steel.

Commons ChamberFirst, I congratulate my right hon. Friend the Member for Southampton, Itchen (Mr Denham) on securing this short but significant debate. He has had a long history of campaigning for the Hazara community during his time in Parliament, and they will greatly miss his voice when he retires at the next general election, as indeed will his wider constituency in Southampton.
As hon. Members will be very much aware, the persecution of the Hazaras is part of a greater tide of religious and ethnic intolerance and persecution around the world, and of appalling brutalities perpetrated on those of a different faith or community. The barbarities of ISIS are the most recent, graphic and disgusting examples, but, unfortunately, they are by no means unique. Equally reprehensible is the acquiescence, even complicity, of state bodies in actions against minority groups, particularly faith groups, and hon. Members have given examples of that. My right hon. Friend and his parliamentary neighbour, my hon. Friend the Member for Southampton, Test (Dr Whitehead), drew attention to some of those, particularly the failure to take action against Lashkar-e-Jhangvi. That organisation has proudly claimed responsibility for some of the attacks, yet many of its leaders continue to play command and leadership roles, they avoid prosecution, they escape and they evade accountability. Some of them, having been arrested, have even escaped from military and civil detention in circumstances the authorities have found hard to explain.
The International Criminal Court is the court of next resort which may well prosecute such people, and we should make much greater use of it when states refuse to prosecute individuals.

Commons ChamberI thank my hon. Friend, the previous Chairman of the Foreign Affairs Committee, for that clarification. That is exactly my understanding of the position, and it is useful that he has made it clear.
The Minister said that he raised his concerns with senior officials during his recent visit to India. However, will he clarify the concerns expressed to the Indian authorities by others on that visit and by the Foreign Office elsewhere? Were those concerns raised by the Prime Minister during his visit to India, which included a visit to Amritsar?
As my right hon. Friend the Member for Wolverhampton South East (Mr McFadden) rightly stated, the number of countries using the death penalty has gone down. As the Minister said, 70% of countries have either formally or in effect renounced the death penalty. The commitment of countries around the world was shown clearly by the vote in the UN on a moratorium. It would be a significant step for India, as a major player on the international scene and the world’s largest democracy, not just to reinstate the moratorium formally, which would be welcome, but to abolish the death penalty. India is poised to play a major role in world affairs in the coming decades and such a move would considerably enhance its authority.
Does the right hon. Gentleman have any knowledge of Indian public opinion on the matter? Does the Indian public want the death penalty to be abolished? Public opinion would, of course, be a major influence on the Indian Government.
I do not have the polling information immediately to hand. It is clear from the debates that took place in this country that it took us a long while to come to that decision, but no Government or party have sought to turn the clock back. The death penalty in its finality never allows for the prospect of error, and confessions can be obtained under duress or torture—that has happened in this country. People who have been released because they had been unjustly convicted would, in previous times, have been executed. That goes through to public opinion. Quite apart from other aspects of the death penalty, its finality and the inability to remedy injustices is the reason why two thirds of countries have taken the correct decision not to use it.
As has been stressed, a continuing theme of British policy under this and previous Governments has been not only to abolish the death penalty in the UK, but to campaign against it in all countries, including in the US, our great ally. My hon. Friend the Member for Ilford South (Mike Gapes) was right that, despite our strong relationship with the US and our huge respect for its legal system, we demand absolute assurances that the federal authorities will guarantee that the death penalty will not be applied even for offences that could attract it.
I congratulate Ministers on not only the general campaign that they have been running, but their representations on the specific cases of Balwant Singh and Professor Bhullar, and I thank the Minister for his recent letter on this, which makes clear the actions they have been taking, not just last year but more recently.
While the death penalty is hugely important and has obviously played a significant part in this debate, it is not the only issue of concern, either generally in the community or for the petitioners. I am pleased that the UK is active in encouraging the improvement of the treatment of minority communities in India. My hon. Friend the Member for Hayes and Harlington has been campaigning for a long time on this issue. We understand that the British High Commission has discussed minority rights issues with the Indian National Commission for Minorities, and I hope that we are making some progress on that.
I am pleased also that the Minister made a strong case for India, along with other countries, to sign and ratify the Rome treaty setting up the International Criminal Court, which is another laudable aim of this petition. I hope that the Government will have some success in persuading those countries along that path. We also welcome previous assurances from Foreign Office Ministers that these issues have been raised in the annual India-EU human rights dialogue—the Minister mentioned that this work was undertaken not only directly, but through the EU. I hope that the Minister will be able to report progress in the future on the discussions with the Indian authorities; let us know when the next meeting for those discussions will take place; tell us what progress we are making on India’s security legislation and the reports of a significant number of cases of torture by police and security authorities; and report on what progress has been made, not only in ratifying the convention against torture, but adopting robust domestic legislation to that effect.
I shall conclude in order to allow other hon. Members to cover issues that will have been raised very strongly by their constituents. I congratulate Kesri Lehar on its campaign, which has united the community whatever people’s broader views, and gained wide public awareness of the issues that we are discussing today. I also reaffirm the united determination of this Parliament to secure justice for the Sikh community of the Punjab.
