I am sure that some people declined to take part in the poll, but even if we assume, which would be an erroneous thing to do, that everyone who refused to take part did so because they did not agree with the Bill, there would still be a substantial majority in favour of the measures. That is my point.

The subject of illegal immigration is pertinent largely because of the great play that was made by the Prime Minister and others before the 2010 election that the aim of the forthcoming Conservative Government—as we now know, the outcome was a coalition Government—was to reduce the amount of net migration from the hundreds of thousands to the tens of thousands. We heard that claim many times, and I very much support such an ambition and such an aim.

When one looks at the figures, one clearly sees why such an aim and ambition was necessary. The average annual net migration during the 2005 Parliament was about 247,000 or roughly a quarter of a million every year. The figures reached a high of 287,000 in the year ending June 2007, and fell to a low of 205,000 in the year ending June 2009. Was there a reduction in net migration following the 2010 election? Sadly, there was not. In the first year of the 2010 Parliament, net migration increased to 263,000 in the year ending June 2011. It fell a little for the following five quarters, falling as low as 154,000 in the year ending September 2012—the lowest estimated net migration in any 12-month period since the year ending December 1998.

Since 2012, net migration has risen again, reaching 336,000 in the year ending March 2015. That was about 89,000 higher than the annual average net migration during the 2005 Parliament, and it was the highest estimate of net migration in any 12-month period. Before the year ending March 2015, the highest estimated net migration was 320,000 in the year ending June 2005. The most recent estimate of net migration is 323,000 in the year ending September 2015. We have gone from having an annual average of about 247,000 during the 2005 Parliament to the latest figure of 323,000 for the year ending September 2015.

The figures for legal migration are not going in the right direction, so it is understandable, against that background, that there is even more focus on those who have arrived in this country illegally. As my hon. Friends the Members for Christchurch and for Gainsborough have already explained, we must ask ourselves why these desperate people in what the tabloids have called the “jungle” in Calais—I entirely agree with my hon. Friend the Member for Gainsborough that they will, I am sure, all have desperate stories of fleeing persecution—have not claimed asylum in France or, if they have come up through Spain, in Spain. Those people do not do so partly because of the pull factors, as they are so often called, such as our way of life in this country.

There is a whole range of reasons why people may want to come and live in this country. Our benefits system or our national health system may well bring them here. One reason why they may wish to enter the country illegally is that they know there is very little chance of their being arrested, imprisoned and deported. That is the key point. It is extremely worrying that we have no official estimates later than those for 2005, in the study which has been mentioned, for the number of people who are in this country illegally.

From listening to the debate in my office and since I have been in the Chamber, it seems to me that, based on the figures, about one in 60 people in our country is here illegally. To put it more simply, someone on a London bus that is three-quarters full is here illegally.

That is a very nice way of putting it. My hon. Friend makes a good point. It will be interesting to hear the Minister’s response to such points.

One must question why there has been no more recent study. Of course—but I am sure I must be wrong—the reason why there are no more recent statistics may be that Governments of both colours do not want to know the answers. That is the truth of it, is it not? Nobody wants to investigate this problem because if the truth comes out that there are 1 million people in this country illegally, it would be so shocking. No one dares face up to that fact.

It is worth making the point—this is not a criticism, so I think I am in order, Mr Deputy Speaker—that the hon. Member for Birmingham, Erdington (Jack Dromey) claimed back in 2005-06, when he was employed as deputy general secretary of the Transport and General Workers Union, that about 500,000 illegal immigrants were working in this country. I have no reason to disbelieve the analysis he made some 10 years ago. In view of the figures I gave for what we might call authorised migration—legal migration—it is reasonable to assume on that basis that illegal immigration has also increased.

The Bill is not about reducing migration and this debate is not about our involvement with the European Union and the fact that our membership allows the free movement of people under European treaties, but free movement has an impact on illegal migration. Free movement makes it necessary for Governments to clamp down on migration from countries outside the European Union, making it much harder for people from such countries to come into this country legally, so there is an increased inducement for people to try their hand or to have a go.

That is the point I am making. Thinking back to the Toxteth riots in the early ’80s, they are mercifully infrequent.

In urban areas that are seen as most at risk, it would make sense to have a stand-alone leaflet available that could be distributed in the event of a riot, so that business owners and affected individuals could be given information simply and straightforwardly in the immediate aftermath to put their minds at ease. They would then know what they needed to do and that they needed to do it within 42 days, or whatever the limit was. They would be aware straight away of the need to take action. In this day and age, there could also be a permanent website after the Bill reaches the statute book, as I hope it will, that can be found easily by somebody who does a search on the internet.

I am certain that when the right hon. Member for Tottenham (Mr Lammy) went around all the destroyed buildings and spoke to the people whose livelihoods had been ruined, he told them, “This is what you’ve got to do.” I entirely endorse the point that an aide memoire should be available immediately to people who wanted to help, particularly Members of Parliament. This is a situation where Members of Parliament can help out big time. When there is a riot, it affects us directly, and that goes straight the way through local government. MPs should be there in protection of their constituents. They should have an aide memoire in their pocket that says, “Sign there”.

In conclusion, I congratulate again my hon. Friend the Member for Dudley South on introducing the Bill. He is absolutely right that the legislation should be updated and the archaic language replaced. It is one of the key requirements on us as legislators to produce legislation that can be understood not just by us, but by those who have to use it outside this place—in this case, by the police and members of the public who may be affected in the event of a riot. That is what the Bill seeks to do. I wish it well and hope it has a speedy passage through this House. [Interruption.]

I congratulate my hon. Friend the Member for Cardiff North (Jonathan Evans) on bringing this fairly short, but very important, Bill before the House. I am delighted to be named as one of its sponsors. I have to say that I am perhaps the least well qualified of them all. My right hon. Friend the Member for North Somerset (Dr Fox) and my hon. Friends the Members for Bracknell (Dr Lee) and for Totnes (Dr Wollaston) are all real doctors. The fact that they are real doctors and have felt it appropriate to lend their names to this Bill is, in itself, something of which the House should take careful note.

This Bill is required because when a drug whose patent has expired is found to be effective in treating a different condition from that for which it was originally licensed, doctors are reluctant to prescribe it because it is not licensed for its new use. As I understand it, the Bill would put the onus on the Secretary of State to take steps to secure licences for clinically proven off-patent drugs for their new use when no other body has taken on that role.

In essence, the Bill would put an end to a postcode lottery. Patients are left in limbo. Until they go to their GP, they do not know whether they are registered with a GP who is prepared to take this risk. The Bill would remove that postcode lottery and give security to millions of patients. If the process has been followed and the drug licensed for its new use, whichever GP they are registered with will have the confidence and security of being able to prescribe it for its new use.

I am pleased to say that the Bill has the support of many charities: the Association of Medical Research Charities, the Breast Cancer Campaign, Leukaemia & Lymphoma Research, Breakthrough Breast Cancer, the Alzheimer’s Society, the Multiple Sclerosis Society, Leukaemia CARE, Breast Cancer Care, and the Cure Parkinson’s Trust. That is a wide range of charities, all of which, for their own individual reasons, can see the sense of having a new procedure in place to bring back to life drugs that are found to be of new use but are off-patent.

The Bill also has the support of many of my constituents. I thank all those who have taken the time and trouble to write to me personally to express their support for the Bill and to urge me to continue to support it. I am delighted to do so.

This Bill will cut through the red tape that exists at the moment. It aims to get drugs off the shelves and into the hands of the patients who need them. I hope it receives the wholehearted support of this House.

My hon. Friend makes a good point. I am sure that other councils have a lot to learn from South Derbyshire district council.

To put my point about the 19,000 households that downsized because of the removal of the spare room subsidy another way, the other side of the coin is that 19,000 households that were living in cramped and overcrowded conditions were given the opportunity to improve their living conditions.

The Government proposals will bring a total saving of some £2 billion. Over the course of this Parliament, the bill for housing benefit was forecast to rise from £21 billion to £26 billion. Because of the various reforms to housing benefit that have been introduced, it will increase only to £24 billion.

The Government have put in place an array of measures to ensure that the new criteria are introduced in such a way as to protect those who have a genuine need for additional space. For example, disabled tenants who need overnight carers are exempt, all pensioners are exempt and, at the discretion of local authorities, families who have a child whose disability means that they cannot share a bedroom can be allowed an extra bedroom.

I am delighted to note, given my military background, that soldiers, sailors and airmen and women who are away on operations are not penalised and can go home when they return. That is an important part of the policy.

Originally from Yorkshire, if you don’t mind, but I will come to that in a minute.

I come to this debate from the perspective of being white and male and, because I was a solicitor by profession before I entered the House, I would be widely regarded as being middle-class. That points to the archetypal criticism that is thrown at Members particularly on the Conservative Benches: it is said that our Benches are stuffed full with white middle-class males.

That is not the whole story, however, because we need to look more widely than that. We must look at a person’s background. I came from an ordinary working-class background in the north of England—in south Yorkshire, where my father was a steelworker in the rolling mills in Sheffield. On that score, by all accounts I am underrepresented in this House. So statistics can be made to prove anything really. The statistics show that there were 48 solicitors among the Conservative, Labour and Liberal Democrat Members elected to the House in 2010—some 7.7% of all Members—so we are certainly over-represented. We should not try to ensure that every group in society is equally represented; that cannot be done.

I was a solicitor, but I regarded myself as a small business man. As a partner, I was running a small business. I had responsibility for finance, marketing, personnel, administration, complying with regulations and so on. By that score, I should be regarded as having been a small business man. Incidentally, when I was running the practice, more than 90% of the 40 or so staff that we employed were women. I remember one occasion when we had all gone out for an evening meal. I was the only gentlemen among 20 or 30 women. At the end of the evening, a guy came over to me and said, “Crikey, I don’t know what you do, but I wish I had your job!” He was amazed to see me with all those ladies on the table.

That was an interesting contribution from the hon. Member for Linlithgow and East Falkirk (Michael Connarty), but one with which I fundamentally disagree. It was obvious from the early part of his comments that they reinforced the points that have been made throughout this debate. In essence, we have jumped back from fundamental rights to human rights.

In an intervention on my hon. Friend the Member for Christchurch (Mr Chope), I asked whether we could try to agree on the difference between human rights and fundamental rights, but everyone seems to have jumped back to accepting that fundamental rights is just another phrase for human rights, and that the agency does no more than replicate what is done elsewhere in the European Union by the Council of Europe. What came out of those comments was the fact that if reform is needed, we need to reform the Court, so that it can enforce the decisions made by the Council of Europe.

What is the difference between British human rights and European Union human rights? Surely British human rights should be decided here and should take precedence.

I am grateful to my hon. Friend for that intervention. It is the second of the points that I want to make, which is about subsidiarity. We hear a lot about subsidiarity, yet in practice the European Union goes the other way, rather than saying, “Look, these are the matters which you will probably be concerned with. We’ve had a look at the UK and you’ve got plenty of organisations within the UK to deal with all these matters. There is no need for an EU body.” That applies across all 27, soon to be 28, member states.

I am grateful for the opportunity to speak on behalf of my constituents. For many of them, this issue is of extremely great importance and significance. It is a great pleasure to follow my neighbour, the hon. Member for Rochdale (Simon Danczuk), who speaks with great authority on this matter. I also thank my hon. Friend the Member for Basildon and Billericay (Mr Baron) for securing this debate and the Backbench Business Committee for allocating time for it to take place here in the main Chamber, rather than in Westminster Hall—that is crucial, particularly given the number of members of the public, specifically the Fusiliers, who want to view it.

One of the first things that anyone who moves to the town of Bury, as I did, quickly realises is people’s enormous respect for and pride in the Royal Regiment of Fusiliers. Families from right across the town have links in some way, down the years, with the Lancashire Fusiliers. Bury is home to the Fusiliers museum, which has recently been moved from its previous premises in the old barracks to a new site right in the town centre. I urge anyone who has not yet had the opportunity to visit the museum to do so as soon as possible. I also recommend that after visiting the museum they go outside to the small Gallipoli gardens, which contain the Lutyens memorial, and then take a short walk to the Bury parish church, the garrison church of the Lancashire Fusiliers, where a number of retired colours are on display. Every Wednesday at 1 pm the church holds a short service to commemorate all those soldiers, particular those from Bury, who have given their lives while serving in our armed forces and to remember all those now serving in our armed forces around the world who put their lives in danger to protect our freedom.

Talking of freedom, the Lancashire Fusiliers—now the Royal Regiment of Fusiliers—holds the freedom of not only the borough of Rochdale, but the borough of Bury and the neighbouring city of Salford, as the hon. Member for Rochdale mentioned.

My uncle was in the Lancashire Fusiliers and he got a distinguished service order with the regiment. It crosses my mind as we listen to my hon. Friend that there are so many Fusilier enclaves around the country. One battalion will have great difficulty covering everywhere in the Royal Regiment of Fusiliers’ vast recruiting area, and that will be extremely sad. We need as many battalions as possible, and thus we need to have the 2nd Battalion back.

My hon. Friend makes the valid point that the loss of the 2nd Battalion will result in great social and economic cost, with the loss of those opportunities for young men in towns such as Bury.

The Fusiliers have a proud record of military achievements, and Fusiliers have been decorated many, many times down the years for their bravery and courage. Each year, on the Sunday nearest to 25 April, the town centre of Bury is brought to a standstill as the Fusiliers parade through the town, and a special service is held in the parish church to commemorate the tragic events of the morning of 25 April 1915, when hundreds of men were killed and wounded as the 1st Battalion landed on W beach at Gallipoli. On Gallipoli Sunday, the exploits on that morning are still remembered to this day. The exploits of the Fusiliers that day were so heroic that they were awarded six Victoria Crosses—this is often now famously referred to as the winning of “six VCs before breakfast”.

However, I realise that past achievements alone are not sufficient reasons for not disbanding the 2nd Battalion of the Royal Regiment of Fusiliers. As my hon. Friend the Member for Basildon and Billericay set out in his excellent opening speech, there have to be—and there are—good military reasons why the 2nd Battalion should be retained. We must never forget why the Government have made these decisions. The defence budget must be balanced, and in the long term that will be for the benefit of our armed forces. In essence, though, politics is all about making choices—it is all about deciding on priorities. On this issue, I believe that the Government have made the wrong choice. There ought to be no higher priority than the defence of the realm. It cannot be right that, at a time when we are sending billions of pounds every year to pay for the bureaucratic monster in Brussels that is the European Union, we are sacrificing the 2nd Battalion, the Royal Regiment of Fusiliers here at home. I urge right hon. and hon. Members on both sides of the House to support the motion.
