Forgive me, Madam Deputy Speaker, you are certainly not a criminal, but others may well be criminals if they take drugs or alcohol and put members of the public in danger as a consequence. They are criminals, but just taking a drug or drinking something does not make them criminals.

In support of what my right hon. Friend the Member for South Cambridgeshire (Mr Lansley) said, I am worried about fairness. People sign underneath a petition of 200 words, but is it not fair for the MP to have a say at that point? How do we cover the fact that the MP is accused and does not have the right of response to those 5% of people?

Order. Mr Goldsmith, you have been speaking for 27 minutes and have been very generous with interventions. A lot of other Members are waiting to contribute, and they will not all be able to speak for nearly half an hour, as you have. Could you perhaps resist taking any more interventions, make the points you wish to make and conclude your speech?

I am delighted to note, given my military background, that soldiers, sailors and airmen and women who are away on operations are not penalised and can go home when they return. That is an important part of the policy.

Order. Mr Nuttall, you have been speaking for 35 minutes and you have said on numerous occasions how important it is to make progress through your speech. You are being incredibly generous in taking interventions, but perhaps you could be a little more selfish and get on with making your speech so that other Members can speak. Taking fewer interventions might help.

I have been listening carefully to my hon. Friend. My constituency is miles from the coast, but it does seem that the CFP is a disaster and that things are going to be really dreadful. A little fisherman—one in the under-10 metre fleet—will have to be illegal or will go out of business, as is clear in Lowestoft. Does he agree with that perception?

Order. Before the hon. Member for Waveney (Peter Aldous) starts speaking again, may I remind hon. Members that we have an 11-minute time limit? We are going to overshoot because of interventions, so either the interventions will have to decrease or the time limit will go down. Time has not been docked from the hon. Gentleman, but we will not conclude this debate on time if we do not follow that approach.

As the head of a household almost filled with very young people, it seems to me that the key to getting an understanding of who should be voting is the head of household registration form. When that form is filled out, it gives the key to who is living in the household, and then we can ensure that they are voting. I hope that that will be very much part of the system in future.

Order. Just before the Minister responds, may I very gently remind him—I am sure he is bearing this in mind—that a very large number of Members want to speak in this debate? I am already going to reduce their time limit to eight minutes, so I hope that he may be reaching the point of being about to conclude.

Criminal record checks do not necessarily identify someone who is weird at all, but just whether someone has a criminal record. Most of the people who wish to do harm are well under the radar because no one knows about them until suddenly they do something. I absolutely agree that criminal record checks are totally inappropriate in volunteering. We must get rid of this red tape so that people who want to help young people, for example, can do so almost instantly.

Order. I remind hon. Members that when addressing the House, they are supposed to turn to address the Chair and not face backwards. That may seem odd, but it helps with the proceedings of the House.
