Commons ChamberGiven the condition of the wings in HMP Birmingham, the Prison Service needed to disperse those individuals across the prison estate. The Prison Service, which is experienced in dealing with these issues, is managing that process very carefully. There were incidents at HMP Hull and they were dealt with. We are dealing with some very difficult individuals, but it is being looked at very, very closely.
My right hon. Friend mentioned the discussion she was having with mobile phone providers. Is she doing the same with drone manufacturers?
My hon. Friend is correct. We are working closely with drone manufacturers to create no-fly zones over prisons and deal with the scourge of contraband entering our prisons.

Commons ChamberI am working very closely with my right hon. Friend the Energy and Climate Change Secretary to make sure that we hit our carbon budget, including in areas such as agriculture, biodiversity and tree planting.
I am appalled that the Secretary of State has announced today that she is stopping the vaccination in the edge areas, because it is exceptionally important, particularly when the number of cattle slaughtered has increased by 25% in Wales and by 6% in England. I understand the reasons why she has made that announcement, but will she look at DEFRA test SE3289, which is 95.5% sensitive and 98% specific, so that we can identify TB in infected badger setts?

Commons ChamberI thank my right hon. Friend for making that point. It is good news that Network Rail, the Highways Agency and other major organisations, including the National Trust, have signed up to the pollinator strategy, and I am certainly very happy to take up that specific point with Network Rail, because major landowners can do so much to make sure that areas are available for pollinators to thrive.
