Question
to the Department for Environment, Food and Rural Affairs:
To ask the Secretary of State for Environment, Food and Rural Affairs, if she will consider allowing the export of live animals for to the EU for fattening and slaughter as part of the dynamic alignment provisions of the proposed sanitary and phytosanitary agreement with the EU.
Answered by Stephen Morgan
- Parliamentary Under-Secretary (Department for Environment, Food and Rural Affairs)
It is illegal to export livestock or horses for slaughter or fattening under the Animal Welfare (Livestock Exports) Act 2024. This Government understands the strong sentiment that led to legislation to ban live exports for slaughter and fattening.
This Government has agreed with the EU to establish a common Sanitary and Phytosanitary (SPS) area, by way of an SPS Agreement. Negotiations with the EU are ongoing so it would not be appropriate to comment on the detailed content at this stage. Throughout discussions, this Government has been clear about the importance of being able to set high animal welfare standards.

"I welcome the speech from the hon. Member for Calder Valley (Josh Fenton-Glynn), who is an example of what we have seen throughout this debate, going back to the early 2000s: people peeling off from supporting assisted dying in principle and, certainly, peeling off from supporting this Bill.

To ask the Secretary of State for Health and Social Care, what criteria the NHS Business Services Authority applies when determining whether a person has acted wrongfully or with any lack of care for the purposes of Regulation 2(3)(g)(ii) of the National Health Service (Penalty Charge) Regulations 1999, and how it ensures that those criteria are applied consistently.

The NHS Business Services Authority considers the evidence in each case on its own merits, and cancels a penalty charge, under the provisions of Regulation 2(3)(g)(ii) of the National Health Service (Penalty Charge) Regulations 1999, where it is satisfied that the regulation applies.
