The Defence Secretary clearly laid out the reasons why the Government are providing a squadron of 14 Challenger tanks to help the defence of Ukraine, and he implied that issues of supply chains, spares, ammo and training have been carefully considered. He will also accept that the Challengers’ biggest contribution may be diplomatic by helping him to unlock solid commitments from the 14 Leopard-using nations. What might be the impact of any commitments made at the meeting in Germany, combined with the Challenger tanks, on the Russian armed forces’ leaders?

I hope that the Russian armed forces recognised over the Christmas break that their best bet is to cut and run or, indeed, to stop and withdraw. I think that is dawning on a significant number of commanders, but the problem is that they are not around for long enough to pull the levers and make a difference. Surovikin has been replaced by Gerasimov, who perhaps has been put in prime position to be the fall guy in three months’ time, as all his predecessors have. That might be the cunning Kremlin plan—I do not know—but it is important to recognise that somehow, Russia needs to come to its senses about what is happening: the special operation has failed and is failing, and the best thing that it can do is to leave. We will then try to find a way forward.

I am saddened to hear what the hon. Lady says. I would be delighted to meet her to discuss it; if she brings along the detail of the examples to which she refers, I will be very happy to sort this. No one should be disadvantaged for making a service complaint, or indeed a criminal complaint, whether they are male or female. We do not in any way tolerate domestic abuse or sexual abuse in the armed forces.

May I pay tribute to the appointment and work of our defence attaché in Vietnam, Bea Walcot, who may be taking up another south-east Asian appointment before long? Does the Defence Secretary agree that there is huge potential for women in such roles, which combine diplomacy and procurement as well as armed forces expertise?

Some of our best ambassadors are women, and I hope that soon even more of our best defence attachés will be women. Defence engagement is an extremely important part of defence. The defence Command Paper committed to investing in that network, not only with better infrastructure, but with better training and support. She does a fantastic job. I would like to see many more; I also think that it is a great career opportunity.

The Chinese Foreign Minister Wang Yi said that sovereignty must be respected and that that includes Ukraine. Does my right hon. Friend believe that that will encourage President Putin to hold back? Should President Putin still invade, what impact will that have on Sino-Russian relationships and how concerned should we be for Taiwan? [Interruption.]

The Minister for the Armed Forces says, “Answer that in five words.”

It is a very important message from China to Russia, and President Putin should listen to it, but of course the most important message is that we demonstrate our resolve to protect our values, because whatever we do or do not do in this part of the world, China is watching.

The UK continues to have a strong defence relationship with south-east Asia. We maintain a garrison in Brunei and have kept a persistent naval presence in the region since 2018. We work with many countries in the region to help to improve regional security and build capacity. This is done both bilaterally and multilaterally, including through the five power defence arrangements, the only formal defence agreement in the whole region.

Given the importance of the South China sea, not only as a major navigation route but as a source of a growing number of intra-nation disputes, does my right hon. Friend agree that the UK has a vital role to play in ensuring freedom of navigation, providing defence and cyber solutions to south-east Asia, and boosting that five-nation power arrangement, as part of our deepening relationship with the Association of Southeast Asian Nations?

I agree with my hon. Friend. If any part of the world is a place where the international rules-based system is being threatened, it is in Asia and across the Pacific and the South China sea. That is why we want to strengthen and continue to work with the five power defence arrangements, to work with many of the countries in the region, and to deepen our bilateral relationship with ASEAN member states.
