Commons ChamberI am very grateful to the right hon. Gentleman for making that point. Central to what we are doing is protecting not only the information that government requires to be kept confidential, but, as importantly, the information that citizens require to be kept confidential. That is partly why gov.uk Verify has been designed so that it protects citizens’ data in the inquires that they make of government.
Last night, I had a very pleasant evening, in Blacks Club, with Dr Helen Stokes-Lampard, the chairman of the Royal College of General Practitioners, who is my own personal GP from Lichfield. She was telling me that NHS data on patients will now be held on the cloud—and this system will work, of course, because individual programmes will access it. But how secure will the cloud be?

Commons ChamberOne of the many reasons why I admire the hon. Gentleman is that he walked out of the pit straight to this place, and gave an experience to the House of Commons and our representative democracy that few on either side of the House would able to provide. That is of enormous value to this House of Commons. I am not in a position to make the judgment that he invites me to make. I ask that the independent Advisory Committee on Business Appointments provides its independent report before we judge this particular incident, and that the hon. Gentleman contributes his thoughts to the wider considerations of the Committee on Standards in Public Life. I believe that there are strong arguments in his favour, but there are also strong arguments on the other side, and they should be discussed in the round.
As my right hon. Friend says, there is a fine balance between those who have outside interests and those who do not, but I believe that this House is enriched by those outside interests. I further believe that party apparatchiks do not enhance this House. May I utter a Labour party swear word to the hon. Member for Denton and Reddish (Andrew Gwynne), who talks with his faux outrage? May I just remind him of Tony Blair?
Those two words are more likely to anger Opposition Members than Government Members.
It is difficult to frame this debate by looking at particular examples; we have to look at the generality. There are 650 Members of Parliament, many of whom have various outside interests: some are in the professions; some are in the charitable sector. If we start to go down this road, we will have to decide which things we judge to be more valuable than others. That is a very difficult path to travel down, and the House needs to make its consideration with time and dignity.

Commons ChamberMy enormous departmental team of two comprises one person who has run several small businesses and another who is a sole trader. That is a 100% fulfilment on my hon. Friend’s request. We also have a small and medium-sized enterprise ambassador, Emma Jones, who works with the council to ensure that we do precisely what he wishes, which is to sensitise the civil service and procurement officials to the needs of small and medium-sized enterprises.
Before he quit, a friend of mine empowered Waitrose managers—[Interruption.] I will not name him. He empowered Waitrose managers to go out and procure local product. Can we not give similar encouragement to bodies such as county and district councils?
I commend everything that my hon. Friend’s friend has done in his previous role, and I know that he will bring that expertise, in due course, to the people of the west midlands. Although councils and all public bodies cannot choose according to geographical criteria, what they can and must do is take into account the social value of their procurement policies, which is why there is considerable latitude for them to have a similar approach to the one that his friend conducted at Waitrose.

Commons ChamberI regret the experience that the hon. Gentleman’s constituent had. We have set up a group to look after victims of cybercrime called Action Fraud, to which his constituent should attend first, and we have ensured that the National Cyber Security Centre provides a personal service to businesses, but I am happy to take up his particular issue personally to make sure it is corrected.
Is my right hon. Friend aware that sometimes a cyber-attack is inadvertent and that The Register and other magazines report that a Microsoft download and update has caused a mass disconnection of computers from the internet, particularly among those running Windows 8 and 10? Do the Government have a role in advising people on how that sort of thing can be corrected?
My hon. Friend is a far more astute reader of IT journals than I am. We are aware of our responsibilities, which is why we have set up the Cyber Essentials website, but I will relay his comments to those who know more about it than I do so that they can reflect on them.

Commons ChamberSouth of the border we have been able over the past six years to increase the number of nurses, both in training and in the service, which has been made possible by the stronger economy and the stewardship of the NHS, in such contrast to the developing picture in Scotland. We are able to expand the numbers in training by up to 10,000 between now and 2020 as a result of that innovative policy, and that is why it should also be adopted in Scotland.
What lessons has the Minister learned from the experience in higher education, where bursaries or grants were removed and replaced with student loans, and we have seen an increased number of students from all backgrounds?
We have indeed, and it is remarkable that south of the border we have seen a university that would equate to the fourth largest in the country filled every year as a result of the reforms to higher education funding, and a university the size of the University of Leicester filled with those who would not previously have gone to university as a result of the reforms that we introduced in 2011. I want to see those benefits extended across the range including to those who have not so far had them—namely, student nurses.

General CommitteesOn the hon. Gentleman’s wider point about the reform of healthcare regulation and why it is happening through section 60 orders at this stage, I understand his frustration. I hope I can reassure him by referring to my written ministerial statement just before Christmas, in which I outlined that we are hoping to take forward the Law Commission’s report and look at the work that the Professional Standards Authority for Health and Social Care has put together on the reform of professional regulation, to see whether there is an ideal combination of the two pieces of work.
I have discussed the order at length with the regulators. They are content with the way we are going, and we will enter a period of extensive consultation, which I hope will lead to substantial reforms. However, that can be done only on a consensual basis. I very much hope to involve the Opposition in that work, because it is clearly important that healthcare regulation remains a non-partisan issue.
That takes me to another point that the hon. Gentleman raised: how we will guarantee the independence of the case examiners. I understand, especially given the recent history of the GDC, that he wants to ensure that independence in the first years. The Professional Standards Authority for Health and Social Care has proved itself a worthy guardian of healthcare regulation in the past few years. Its reports, one of which he quoted in his speech, give an accurate picture of the state of healthcare regulation. It will audit the new system with assiduity and report back in its annual review about whether it is working.
My hon. Friend the Member for Lichfield referred to the fees gathered by the General Dental Council, which have increased in several of the past few years. I understand from the PSA’s last report that the GDC’s performance has improved somewhat over the past year, but it certainly has a great distance to make up. It is not for me to determine fee levels for healthcare regulators. However, with a number of fees having gone up recently, I made clear to all the regulators when we met last that I expected them to do everything within their powers to either freeze fees or, where they find can efficiencies, pass them back to their members if possible.
Can my hon. Friend reassure me that the specific measures in the order will not lead directly, because of excess or extra costs, to increased fees?
I can assure my hon. Friend that the order will be cost-saving for the General Dental Council—the estimated savings are £2.5 million. It depends slightly on whether the increase in referrals to the GDC continues. If it does, that saving will be eaten up in the increased resources required to process claims. However, if the number of incidents stays the same or reduces, I agree: the logic would be that the GDC might find space to reduce the fees it charges to its members. That is exactly what I have encouraged all the regulators to look at—how can they make justice quicker, which is good for everyone? If they save money in the process, which should only be a secondary consideration, it should be passed on to their members. In some regulated professions, many people, such as nurses or associated healthcare professionals, are not on high wages, and the fee levels make a difference. The regulators are aware of my views, and I put them as strongly as I can without infringing on their independence.
I hope I have answered every one of the shadow Minister’s points.
