Commons ChamberI am grateful to my hon. Friend for the work that she does to promote maths to girls. I believe she was previously a maths captain—we have a lot to learn from her. We have three great specialist maths schools, with some of the best A-level results nationally. We are on track to have 10 regional maths schools by 2025, including one in Surrey.
Does the Secretary of State agree that in order really to deliver this provision, we need partnerships with local and regional universities? Does it disturb him that some universities seem to want to go back to the past and only teach science and engineering, and not the arts and humanities? If levelling up is to mean anything, we need universities to be there for local communities.
I know that the hon. Gentleman is passionate about the topic, including through his think-tank’s work. He is right that universities, including the Open University, will play a key role. The work that I have witnessed in the collaboration between further education and higher education—the fungibility of both together—in our institutes of technology is equally important to ensure that we produce different runways from which young people’s careers can take off.

Commons ChamberI had a similar experience with a parent in my constituency who got so frustrated that they chose to home-school. They do it very well, but nevertheless that should not happen. The single integrated vision for SEND and AP, the greater focus on the mainstream and the emphasis on early intervention should allow us to regain the confidence of parents. I hope that the ability of parents to navigate the system in a much clearer way, without having to research for themselves which provision is most appropriate for their child, will make that difference. Of course, the consultation means that we will continue to focus on parental rights, including through making sure that parents and carers will continue to express a preference as to which school—from a tailored list of settings, across mainstream, specialist and independent schools—they would like their child to attend.
The Green Paper is welcome; it is better late than never. The Secretary of State will know about my great interest as chair of the Westminster Commission on Autism and because a family member has still not had a proper assessment after 15 years. Families need action now and they need resources, because provision is expensive for local councils and schools. It is expensive, but we have to be willing to pay for it. We will work with the Secretary of State to make his proposals into the finest piece of legislation in this policy area for a generation.
I am grateful to the hon. Gentleman; he has always been a champion for those with special educational needs and disabilities, not just in his constituency, but around the country. We have continued to provide funding for autism training and professional development in schools and colleges throughout last year and this year. We provided a further £8.6 million to strengthen the participation of parents and young people, including those who are autistic. We are strengthening and promoting the pathways to employment. Supported internships have been a great programme—Premier Inn in my constituency does a brilliant job—with £18 million of investment over the spending review period to increase the number of those who are participating to 4,500 from about 2,500 at the moment.

Commons ChamberThank you for those kind words, Madam Deputy Speaker. The Secretary of State knows I have admired him in the past as a manager and a man with passion, but this is not much of a plan. Any plan needs people to lead and deliver it, but we now have weak local authorities, a weak central Government Department for Education and a weak Ofsted. If he really believes the leadership will come just from academy trusts, I do not think we will achieve very much.
This White Paper will define the role of each of those stakeholders that the hon. Gentleman just described in the system. With that clarity, and the support for good leaders in local government, good leaders of multi-academy trusts and—to push back slightly, with respect—the great leadership in Ofsted, we will deliver for those children that we all want, and I know he wants, to see delivered for.

Commons ChamberMy hon. Friend is absolutely right to say that we must ensure that we deliver better outcomes. We recognise that, which is why we made a manifesto pledge to have the MacAlister review. I am confident that the review will deliver recommendations that I hope we can be ambitious about and deliver rapidly.
My hon. Friend is also right that we cannot continue to have review after review. We have to learn from them and operationally implement the recommendations. I am passionate that, in complex systems, we must have thorough investigations, because that is how they are improved and made failsafe for those they protect.
When I was the Chair of the Education Committee for 10 years, we heard about some awful tragic cases such as this. My heart goes out to little Arthur and anyone who knew him. I like the tone of the Secretary of State’s opening remarks. When the investigation about baby P—baby Peter—went on, there was a hue and cry from the popular media that some politicians joined. I still have a guilty conscience about the way that Sharon Shoesmith was hounded out of office. We have never apologised for what happened to her.
The Secretary of State will know that good children’s services and good multi-agency working are expensive. We need the resources in local government to deliver. When I was the Chair of the Select Committee, one of the most worrying things was the reluctance to square up to the fact that we should know where every child in our country is. Home schooling has put a big question mark over knowing what is happening to children in the home environment. Does he share my concern and could we have a conversation about that at a later date?
I am grateful to the hon. Member for his very important question. Just to unpack a little bit of it, I think he is right to say that we need to make sure we know where every child is. There are some excellent examples of home schooling with parents who really do a great job, but that is not always the case. I know that he cares passionately about the work of children’s social services, and I hope that he will continue to care about this when he leaves this place, as he has announced he is doing. He will be sorely missed, I think, and his input will be missed.
On the hon. Member’s point about local councils, in this year’s and next year’s budgets, they have about £51.3 billion of core spending power for their services. They have had a real-terms increase for what they can do, with the £6 billion to cope with covid as well. Nevertheless, I think it is important that we do not scapegoat anyone, and he is absolutely right that we have to make sure we allow both the panel and the review to take their course and report back to this House.

Commons ChamberIt is a manifesto commitment of this Government to deliver an oil and gas sector deal, and we are working with the sector. My brilliant colleague, the Minister with responsibility for energy, has been engaging constantly with the sector to ensure it can take the opportunities that are before it in offshore wind generation and all sorts of other areas. Of course, hydrogen will be incredibly important to the energy White Paper, which we will publish in the autumn, as the Secretary of State set out.

My hon. Friend raises an important point, which is why the Prime Minister has pledged to fund the Leeds to Manchester route and has accelerated those plans with a deal in the autumn of 2019, with billions of pounds going into Northern Powerhouse Rail, and has of course set up Transport for the North.
The Minister may know that I am a fierce opponent of the £100 billion that is going to be wasted on HS2. Has he looked at research in France, where we see that high-speed trains actually suck more power and wealth into the metropolitan area of Paris, rather than the renewal of provincial towns? Will he have a look at the £100 billion, because that is how much it is going to cost, and will he spend it instead on investing in the workforce of this country?

Commons ChamberMr Speaker, this is the limited edition Beatles “Magical Mystery Tour” tie, which is very appropriate at this stage in our parliamentary life.
May I say to the Minister that I do not want statistics? The National Day Nurseries Association is based in my constituency and a Prime Minister many years ago prioritised “Education. Education. Education.” What he knows, and I know, is that early years stimulation is the most important priority of any Government, so why is early years care so expensive for young couples and young women in this country, and why has the Minister not done something about it?
The numbers are important in this case and the 600,000 children benefiting from the 30 hours in the first two years means 600,000 families who have been able to go out to work. Of course, 700,000 of the most disadvantaged families with two-year-olds have also benefited. We are spending £3.5 billion on entitlements, which is a record to be proud of. I should also mention the hon. Gentleman’s tie, which is very beautiful.

Commons ChamberCreative and practical subjects form a key part of the early years foundation stage statutory framework, which is mandatory for all early years providers, including of course schools.
I have some experience in this area, as the former Chair of the Select Committee on Education. Is the Minister not aware that, over several years, we have seen how the push to study for early years testing has really pushed the practical and the creative out of the classroom, and could we bring it back? Will the Minister talk to Tristram Hunt, who is the director of the Victoria & Albert Museum, which has learning hubs, practical hubs and making hubs, and learn from his experience?
I would certainly talk to Tristram Hunt. Expressive arts and design is one of the seven areas of learning set out in the early years foundation stage statutory framework, and it involves exploring and using media and materials, and being imaginative, including through design and technology, art, music, dance, role play and stories.

One thing we are already doing is working with Public Health England to ensure that the health workers who go to see parents at that crucial young stage are trained in speech and language therapy.

Those most disadvantaged children, to whom the hon. Lady referred, are actually given priority during the admissions process.
Westminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.

Shakespeare’s influence on English is not confined to the stage or the heavily annotated academic textbook: his words live and breathe in the language of everyday speech. If people wear their heart upon their sleeve, become a laughing stock, have people in stitches, then, in one fell swoop, simply vanish into thin air, they are quoting Shakespeare. They could also be describing the political career of Godfrey Bloom, but that is another story.
I hope the Minister will agree with me that the bard’s legacy is not only artistic, for as well as Shakespeare the poet, we also have Shakespeare the brand. When the Chinese premier, Wen Jiabao, visited Britain for two days in 2011, one day was reserved for high-level strategic talks in Whitehall, but the other day, at his own request, was spent in Stratford with the Shakespeare Birthplace Trust, the independent charity created by Act of Parliament to care for the sites associated with Shakespeare’s life. The thought of one of the world’s most powerful men wearing special white gloves so that he could reverently handle a Shakespeare first edition is a striking reminder of just how far Britain’s cultural reach extends.
Indeed, the British Council recently asked young adults in China, India, Germany, Brazil and the United States of America to name a person associated with contemporary British culture; Shakespeare came out top and was most popular in China. This is an important finding, because the recreational industries are one part of the Chinese economy where Britain has a real competitive edge, accounting for 35% of all Chinese imports. Recreation is a relatively small part of the Chinese economy now, but as China rebalances away from Government investment towards domestic consumption, we need to make sure that Britain maintains that dominant position.
Does the Minister recognise that Shakespeare is an incredibly important part of Britain’s image abroad? Does he agree, too, that the Shakespeare brand can be used to promote trade and dialogue with our target markets? I know that some will take issue with the idea of Shakespeare as a brand and at the use of a marketing term to describe such a towering, literary genius, but the bard would have seen no contradiction between art and enterprise. For him, they were one and the same.

I have no objection to having a Shakespeare brand, although I am a little bit reserved about. It is worrying that, in my work to get children out of the classroom to learn, not enough children from a more economically challenged background are getting into Shakespeare, visiting his birthplace in the hon. Gentleman’s constituency or even learning about Shakespeare at school. Does he agree that that is important and should be mentioned as a concern?
I thank my hon. Friend for his question. He is right. I will deal with some of those issues later.
Uniquely among Elizabethan playwrights, Shakespeare owned a stake in the theatre company for which he wrote. Like all good business owners, he invested in the company, in 1608 helping to finance a second theatre in Blackfriars, just across the river from the more famous Globe, and he is still winning business today. Heritage tourism is worth a staggering £26.4 billion to the UK economy, and theatre is worth at least £2.8 billion. Shakespeare is a major part of that story; he is worth £355 million to Stratford alone, bringing in 4.9 million visitors a year to a town of just 26,000. Some 15,000 jobs —that is one job in every eight—in the Stratford and Warwick areas are associated with tourism. In London, Shakespeare’s Globe accounts for 11% of all London theatre-going. I am sure that the Minister will join me in paying tribute to the work of the Royal Shakespeare Company, the Shakespeare Birthplace Trust, the Globe and Shakespeare’s England, for their contribution to Britain’s world-class tourism industry.
Shakespeare is far more than just an economic asset. For so many young people, he is their way into the greatness of English literature. His work is studied by half the world’s schoolchildren and here in the United Kingdom is an indispensible part of the national curriculum. Does the Minister agree that the best way to cultivate a lifelong love of Shakespeare is to make him accessible at an early age, as the hon. Member for Huddersfield (Mr Sheerman) suggested? Will he join me in congratulating the RSC and the Shakespeare Birthplace Trust on doing just that? Thanks to Government support, both have brilliant educational outreach programmes.
In March, the Shakespeare Birthplace Trust launched Shakespeare week, a national campaign, funded by the Arts Council, to bring Shakespeare to life for 500,000 primary school children. Does the Minister agree that Shakespeare week was a huge success and would he encourage other schools and arts organisations to join the 3,600 already registered for Shakespeare week next year?
Last week, we were privileged to see some of that outreach work on display here in Parliament. William Shakespeare and parliamentary democracy are two of Britain’s greatest gifts to the world, so I was delighted to bring them together for one night. At my invitation, Mr Speaker kindly hosted a special performance of extracts from “Henry IV”, featuring an ensemble cast drawn from seven secondary schools and one college in my constituency, under the direction of the RSC. The young actors were joined by schoolchildren from Bridgetown primary school, ably assisting the Shakespeare Birthplace Trust to exhibit some of the most precious artefacts in its collection. Does the Minister agree that this was a truly memorable evening and was he, like me, amazed, moved and humbled by the performance?
I wonder whether the hon. Gentleman will agree with me. This is an important anniversary. Is it getting enough attention from the BBC? The BBC this week is pounding the airwaves, or our ears, with Dylan Thomas on his centenary, whereas John Clare—it is his 150th anniversary this year—has almost no attention at all. I am a great Shakespeare fan and I love Dylan Thomas, but why does the BBC let us all down in this way, so that a great English poet, such as John Clare, is relatively neglected?
The hon. Gentleman has been a champion of John Clare and regularly mentions him in the main Chamber. I would not in any way take away from the work that the BBC is doing on Dylan Thomas, not only because of his importance to our cultural life and its enrichment, but in fear of offending some colleagues in Parliament. I would like to think that what we have been able to do for Shakespeare’s 450th birthday is worthy of praise from the Minister. I hope his speech will recognise the wonderful evening that we had in Mr Speaker’s apartments.
Stratford’s most famous son has given this country so much, and I feel it is time we gave something back. In “Henry IV, Part 1”, Prince Hal, referring to his future transformation from dissolute youth to national hero, says:
“If all the year were playing holidays,
To sport would be as tedious as to work;
But when they seldom come, they wish’d-for come.”
There are few occasions when the British people can come together and celebrate what it is that makes them proud to be British: when they seldom come, they wished-for come. What better symbol of Britishness than an English poet who worked for Welsh Tudors and Scottish Stuarts, a man who conquered the globe with a quill pen? My final question to the Minister is: will he support my call to have Shakespeare’s birthday— 23 April, which is St George’s day—officially recognised in the calendar? I have long argued that 23 April should become a bank holiday, but official recognition would be an excellent start. He is our star of poets, the swan of Avon, a man
“not for an age, but for all time”.
I hope Members will join me in wishing William Shakespeare a very happy birthday. He may have died in 1616, but:
“So long as men can breathe, or eyes can see,
So long lives this, and this gives life to thee.”
