Commons ChamberWe certainly are committed to using the UK’s oil and gas fields. Energy independence is vital. We also need to invest more in nuclear, which my right hon. Friend the Business Secretary is working on.
May I offer the Secretary of State a little advice, as I have been in the House for quite some time? No one now likes oligarchs, but some important and substantial figures we call oligarchs in London and in this country are very intelligent people who are influential on Putin. Does she agree that she should consult them as a way of getting a voice of experience and reason to Putin, in order that we could get a better, peaceful resolution of this horrible crisis?
Let us be absolutely clear: this is unprovoked aggression by Putin, after months of warning that there would be severe consequences and a long-running conflict. I do not believe that this is somebody who is capable of reason on that level at this stage. We have to be tougher than tough. We have to be tough with our sanctions, and with the military aid that we and our allies are supplying, because it is only strength that Vladimir Putin understands.

This could not be more topical; this morning we have seen crisis around the world, particularly in the problems on the border with Russia. Let me say, as the Labour Member who has been in the House the longest, that when we have such a crisis, we expect to see the Prime Minister not on the phone or on video calls, but out there visiting, talking, organising and showing leadership—showing that we care and that we lead from the front? Please, knock on No. 10 and get him out of there, and let us hope he does not say, “Crisis? What crisis?”
We have been leading on the response to Ukraine. Only last night, the Prime Minister was on a call with the President of the United States, the President of France and the Chancellor of Germany. We are showing leadership in providing defensive support to Ukraine and putting in place the toughest economic sanctions in the case of a Russian incursion. I encourage the hon. Gentleman to put his points to the Russian President.

Commons ChamberWe have achieved improvements in areas such as transportation services as well as financial services in the trade deal. We have also improved professional and business mobility, making it easier for business people to travel between Japan and the United Kingdom and increasing our economic links. That will be particularly helpful for the south-east of England.
I of course congratulate the Secretary of State on any trade deal, but she has done a deal with Japan, which represents 2% of our trade, in a week when we have probably lost the 15.5% deal we might have had with the United States. On the day when a Japanese company, SoftBank, has sold off one of the jewels in the crown of British technology, is it not shameful that she could not bring herself to mention Arm from Cambridge? Will the people of this country not despair at her not mentioning that?
That was a typically upbeat question from the hon. Gentleman. It is not true that our deal with the United States is not progressing; on the contrary, we are in the middle of a very positive negotiating round in which we are currently discussing market access terms.

Commons ChamberMy hon. Friend is absolutely right. Nissan’s Sunderland plant is the most productive in Europe, and I can see every reason why the Japanese are likely to put even more investment there and make more cars there. There are opportunities through the Japan FTA and the US FTA where Nissan already exports from its UK factory.
Should not the Secretary of State be looking at the way in which we source things in this country—whether from Japan or China. We know that many of the drugs that we need to fight this virus are actually made in India, and it is not allowing us to have a full complement of imports. We also know that firms all over our country are closing down because China is the workshop of the world and it is exporting nothing. What is she going to do in the future to secure those supply chains?
First, we are participating in the efforts to tackle coronavirus through the cross-Government working group. The Prime Minister chaired a Cobra meeting on Monday to make sure that we are dealing with those supply chain issues. Furthermore, I expect the Trade Remedies Authority to play a strong role in making sure that we do not see the dumping of products on the UK market.

Commons ChamberMy hon. Friend is absolutely right. Since the repeal of the corn laws, the UK has stood up for free trade. We were one of the founding members of the general agreement on tariffs and trade in 1947. There is a huge opportunity for us as we leave the EU to retake our independent seat, to make the case for free trade and to be prepared to stand up for the values that we believe in as a country.
Will the Secretary of State wake up? She sounds almost as if she is in a trance this morning. Instead of talking to significant people in the WTO, will she come to my constituency of Huddersfield to meet exporting companies and top managers there, who believe that she is sticking a dagger into the heart of this country’s exporting companies? We want to know what the future is for exporting businesses in Yorkshire when we leave the EU, if we have to leave the EU.
Well, I can tell the hon. Gentleman that I am going to be in Yorkshire next Friday, visiting and talking to exporting businesses such as Bettys of Harrogate and Burberry in Leeds. If he wants to extend an invitation to me to visit an exporting business in Huddersfield, he should get on with it.
I completely agree: as well as Bob the builder, we need Brenda the builder. I congratulate my hon. Friend’s constituent on her fantastic achievement. In every walk of life, it should not matter whether someone is a woman or a man; it should matter how good they are and how much effort they put into the job. That is what we champion on this side of the House. We believe that it is about someone’s qualities as an individual, not what group they belong to.
I have to say that my focus in this job is not on bank holidays; it is on getting more women into work and getting them up the career ladder once they are in jobs. However, if the hon. Gentleman is offering to take on some work while women have a day off, I am sure that we would be very interested in that.

Commons ChamberMay I make a plea to the Chancellor? A teacher has visited me in the House today, whose school has run out of money for photocopying and for books in the Library. If the Chancellor wants to do something about productivity, he should invest in schools and colleges now.
The hon. Gentleman seems to have missed the announcement just before the summer that we are putting £1.3 billion more into the frontline, not by taking in more taxes, but by using the money we have across government better.

Commons ChamberMy hon. Friend is absolutely right about that, and I would add to that list by saying that family law co-operation is also extremely important. We are working very closely with the legal profession, a working group is looking at working with industry across Europe, and, as I have said, this is a key priority as part of our Brexit negotiations.
Does the Secretary of State share my concern that leaving the EU will weaken our power on extradition? She will know that I have been dealing with a case of someone who fled to Pakistan after killing 11 members of a family, and we have been working across Europe to try to bring this man back. He is now in prison in Pakistan. Will our getting out of the European Union hamper extradition in the future?
We are working very closely with the Home Office on criminal justice co-operation, and we want to secure a good deal, but it is important that we all get behind what the British people voted for and get a secure deal with the European Union.

Commons ChamberMy hon. Friend is absolutely right that we need standards so that we can hold prison governors to account on what they are achieving. We are going to start introducing those standards from April 2017. They will include measures such as prison safety, progress made in English and maths, progress on getting offenders into employment and measuring the time out of cell in prisons.
The Secretary of State will know that good rehabilitation depends on at least two things: a good probation service providing aftercare when people leave prison, and good partnerships with the business community and employers, who will give people appropriate employment to steer them on their way. We have had some good experience at Reading and other jails. Will the Secretary of State back that kind of partnership?
The hon. Gentleman is absolutely right. We know that when somebody gets into work on leaving prison, they are much less likely to reoffend. We are going to launch an employment strategy later this year to encourage more employers like Timpsons, which already does a fantastic job, to participate. We also want to get the third sector involved in that rehabilitation programme. We will also announce reforms to the probation system, and one key focus will be on how the probation service gets people into employment.

Commons ChamberGovernment Front Benchers seem to be doing a bit of sleepwalking this morning. I know that it is nearly Christmas, but can I ask them to wake up to the dangers of empowering governors too much? When the former Select Committee that I chaired looked at prison education all those years ago, we found that one real danger was that a very good system of education and training in a prison could suddenly be wiped out by a new governor who wanted nothing to do with it. We need common standards across all prisons. Is that not right?
I thank the hon. Gentleman for his question. We are being very specific about what we are asking governors to achieve in raising education standards, getting prisoners into apprenticeships and work, and improving health standards. We are specifying the what, but giving governors much more freedom over the how, because they are the people with the expertise. The officers on the landing are the ones who talk to the prisoners, and they need that freedom to be able to turn people’s lives around.

Commons ChamberMy hon. Friend has done a fantastic job in championing the Calder Valley. I want to ensure that all that information is available so that we can manage whole catchments, including the Calder, for flood defences. What happened over last year’s very difficult floods was that more information was made available to the public. For example, there were 19.5 million hits on our flood information service website. What I want to do is make even more information available to the public.
Does the Secretary of State keep data on how many scientists are working in agricultural technology and on how much money is spent on agricultural technology and research? Is she not worried that, with ChemChina taking over Syngenta and the amazing Jealott’s Hill research capacity, there is a real danger of our research space being eroded?
The hon. Gentleman is absolutely right that our research base and our agri-tech are vitally important. That is the future of agriculture, with more precision farming and better use of data. I am determined to do all we can to protect and grow that. That is why we are investing £160 million in our agri-tech budget. Of course we need to plan even more for the future.

Commons ChamberTo hit a more serious note, after that interesting and humorous exchange, may I say to the Secretary of State that to produce great British food, we need great British technology? The news yesterday that Syngenta, our leading European food innovator, which produces wonderful technology and innovation and has a large plant in my constituency, is to be taken over by ChemChina means that overnight the European capacity for innovation in food technology and much else will be wiped out. Should the House not debate that very seriously before it goes through?
We are investing in science and technology. Last year, the Prime Minister announced a food tech innovation network, and, in terms of DEFRA’s capital budget, we are doubling our spend on investment in science and animal health research precisely so that we can take advantage of these huge opportunities.

Commons ChamberBut may we have a note of realism from the Secretary of State? Until recently, her Government wanted to sell off those jewels in the crown. They wanted to sell off our national forest. Is it not a fact that more trees are dying of disease than are being planted? When will she take on the great estates of this country that have owned our land and exploited it for hundreds of years—[Interruption.] No, some of us remember, because we like John Clare, that there was something called the enclosures. Is it not about time that those great estates were made to do something positive, rather than just seeking planning permission for residential building?
I thank the hon. Gentleman for his question. We are taking positive steps. We want to put our woodland in trust for the nation. I have just announced an extension to the Yorkshire Dales national park and the Lake District national park that will create the largest area of almost continuous national park in our country. We are building up Kew as a fantastic organisation and using our expertise to benefit countries around the world. I am incredibly proud of what we are doing in this area, and I wish that the hon. Gentleman would take more pride in it as well.

Friend that we will ensure that there are proper environmental protections for water, as part of the Environment Agency’s work on protection for fracking areas. On the Department’s achievements, we have put food and farming at the heart of the long-term economic plan. We have seen food exports rise to £19 billion. That is vital for the one in eight people in this country who work in food and farming.
May I ask the Secretary of State not to be too complacent about our streams and rivers in this country? Has she seen recent research? I have registered interests as the initiator of Greenstreams, which cleans up the rivers in my part of the world, and in environmental waste. Does she know that the old landfills are leaching tonnes of ammonia into our rivers every year? If we do not do something about it, the 27.5 tonnes of ammonia that go into one Oxford river every year will continue to do so, and that will happen all over the country.

Commons ChamberI enjoyed walking along Lowestoft seafront with my hon. Friend. It was rather a blustery day, but it is a fine town. I look forward to hearing further representations from him on the subject. He is a champion of the people of Lowestoft and I will listen very carefully to his representations.
May we ask this quite new Secretary of State to start doing some joined-up thinking? Is it not about time she joined up the fact that the climate change and the flooding, which we are getting globally but which is making life very hard for people in the floodplains of this country, is linked to global warming? When will she be a big beast, as I hoped she was going to be, or even a little beast, and bang the table in the Cabinet to get us back on track on fighting global warming?
I completely agree that the erratic weather patterns are linked to climate change, which is why my Department is spending a huge amount on flood defences—we are also getting value for money. We are the first Government to put in place a six-year forward-looking programme on capital expenditure for flood defences, meaning that an additional 300,000 homes will be protected.
There is a huge opportunity to expand the market for high-quality British timber, and I am pleased to say that since Grown in Britain started last year, we have seen an 8% increase in the amount of domestic timber and British wood products that we are selling. I congratulate my hon. Friend, who has the very large Kielder forest in his constituency, and I look forward to its future success.
If the Secretary of State is so keen on science, why does she not start applying it to the issue of where the birdsongs have gone? Will she look at Caitlin Moran’s recent article on this? The birds are disappearing from our gardens and our countryside, and they have disappeared even faster in the past four years. What is she doing about that with science?

Commons ChamberT5. Does the Secretary of State share my concern that so few young people in our country ever visit the countryside? If she does, will she join my campaign, as many Members across the House have done, to raise £1 million—£5,000 from 200 constituencies would do it—so that more young people from underprivileged schools can visit the countryside?
I will look into the hon. Gentleman’s campaign. In my previous role as an Education Minister, we introduced the subject of food into the curriculum, both where it comes from and practical cooking, as well as bringing horticulture and agriculture into the design and technology curriculum, precisely to help more children and young people understand where our food comes from and to build the skills they need to work in the food and agriculture industries.

Commons ChamberI agree with my hon. Friend’s concerns. Under the previous Government, we saw a drop in compulsory languages in 2004 and a decline in the numbers of students taking languages. Over the past year, we have seen a 14% rise in the number of students taking languages at GCSE, and we expect that to feed through to A-level. From this September, we are introducing compulsory languages from the age of seven, so that all our children get the experience of learning languages and are able to build up a level of fluency that will help them in their future careers.
Does the hon. Lady agree that where it is right for a young person to pursue academic subjects it is good that they do so, but many young people in our schools are never given a full choice and the option to do more practical subjects? Is that not part of the reason why the excellent report “One System, Many Pathways” by the Skills Commission, which I co-chair, should be looked at closely by her Department?
I think it is good for students to be doing both academic and practical subjects. In countries such as Germany and Poland, which have improved their programme for international student assessment— PISA—scores, all students do a core of academic subjects, including languages, sciences, history and geography, until they are 16. It is an important principle that students need to do both, because that is what will help them to get good jobs when they leave school.

Commons ChamberI think the hon. Lady is having a laugh about her child care guarantee. It would not mean that schools have to offer extended hours; they would need only link to a child care provider on a website. That is not what parents mean by extended hours.
I note that the hon. Member for Stoke-on-Trent Central did not repeat his leader’s claim about the number of child care places. Could that be because his leader claimed there were only 1.3 million child care places in the country, when in fact there were more than 2 million, because they missed out the 800,000 places—30% of the market—available in schools? The number of settings is going up. It is strange, given that he has talked about his colleague Baroness Morgan advocating child care for two-year-olds in schools, that he does not know that schools provide child care and that his leader did not include those 800,000 places in his statistics. He also seems completely unaware that Building Schools for the Future was not for primary schools, but for secondary schools. Under his Government, funding for primary school places was cut by one quarter.
Within the limits of this sort of debate, the hon. Lady is not making a bad speech, but many ordinary people and parents outside desperately want even better child care and are hanging on her words. What will the Government do to move to the next stage?
I will come to that point later, but first I need to correct some factual inaccuracies that the leader—sorry, I mean the shadow Education Secretary; I am promoting him already—made.
The Labour party claims it will fund extra child care places for three and four-year-olds through the bank levy. I think we have heard that somewhere before. To be precise, we have heard it 11 times before, because it is to be spent on: the youth jobs guarantee, which will cost £1.04 billion; reversing the VAT increase, £12.75 billion; more capital spending, £5.8 billion; reversing the child benefit savings, £3.1 billion; more regional growth fund spending, £200 million; reversing tax credit savings, £5.8 billion; cutting the deficit, no amount is specified; turning empty shops into community centres, £5 million; spending on public services, question mark; more housing, £1.2 billion; and now child care, £800 million.

Commons ChamberThis is a matter of pressing need, and we are taking forward the following proposals: introducing early-years educator and early-years teacher qualifications; introducing tax-free child care; ensuring that more money for child care goes to the front line; increasing the supply of childminders through the establishment of childminder agencies; and making it easier for schools to take two-year-olds in their nurseries.
The current childcare system is not working for parents. The real cost of child care has risen by 77% in real terms since 2003. Families in England pay some of the highest costs in the world; some spend 27% of net family income on child care. In comparison, parents in France spend just 11% of their income on child care.
I hope that the hon. Lady does not think I am trying to be disruptive. I was enjoying what she said, but I want to get to the heart of it. She said that the Government are not proceeding with the other proposals, which should of course have due consideration. At the moment, child care in this country is too expensive, and very many women find it a great burden to be able to afford it as compared with those in other countries, especially in Europe. Will the proposals that she is left with do something about that?
I completely agree that we have very high child care costs and I will do everything I can, where we can secure cross-Government agreement, to address that. I want to outline some of our proposals.
I thank my hon. Friend for his point. Other countries in Europe have flexibility and lower costs for child care. We are seeking to replicate some of their other reforms, and that is what I want to address.
One of the issues is that the UK has some of the lowest staff salaries in Europe. Child care workers here earn £6.60 an hour on average, which is barely above the minimum wage. Annual earnings are £13,000, which is well below the averages of £16,000 in France, £20,000 in Denmark and £22,000 in Sweden. We must reform the supply and funding of child care. If we do not, it will remain expensive and parents will struggle to combine work and family or find themselves cobbling together care, which is difficult and inconvenient. I know of some families where parents work alternating shifts to cover their care responsibilities. I want those families to have good alternatives.
Dual-income families are now the norm across the developed world because of our changing society and economy. In Britain, two thirds of mothers go out to work and many fathers also seek to combine family and work life. If we want parents to have good choices, we have to get better value for money for the £5 billion that the Government spend. International comparisons show that we spend the same proportion of GDP on public support for child care and early years as France and more than Germany, yet, as I have said, parents here pay double the cost that parents pay in countries such as France and Germany, and I do not think that that is right.
I would be the last person to volunteer to defend the leader of the Liberal Democrats, but perhaps he was not sure about the overall, holistic analysis of what is going wrong. We pay more, it costs more and early-years carers are paid rubbish salaries, while many settings do not have a graduate in employment, which always lifts the quality. What is the reason for that? There must be one. What do the advisers and researchers suggest?
There are, of course, various reasons, many of which relate to the history of how child care systems have developed in different countries. France, for example, has a long tradition of the école maternelle, which involves structured, teacher-led learning from an early age. That has been shown to improve outcomes for children, particularly those from the lowest income backgrounds. Our reforms seek to make sure that high quality, highly qualified professionals go into early years, and to try to adjust the differential between early years and primary school salaries. I will come on to that later.
Parents need to know that they can access high-quality care. The research is clear: high-quality early learning experiences boost children’s attainment throughout their education. There are many excellent nurseries that provide stimulating, structured learning opportunities for young children, which help them to prepare for school. However, there is much more to do.
Anyone who works with children needs a wide range of qualities, not all of which can be quantified by degrees or diplomas. However, that does not undermine the case for greater skills and better qualifications. In future, there will be two qualified roles: early years educator and early years teacher. Graduate leaders are already having a positive impact. Almost 12,000 early years professionals are trained to deliver high-quality early education and care for pre-school children. Building on that legacy, early years teachers will be specialists in early childhood development who are trained to work with babies and young children. We want to see more crossover between teachers in primary and early years so that there is a continuum of education, rather than two separate silos.
The training programme for early years teachers begins this September. Trainees will have to meet the same requirements as primary school trainee teachers. They must have a degree and will need to pass the English and maths tests. The National College for Teaching and Leadership has consulted on the new teacher standards for early years, which will be published in July.
We are extending the reach of Teach First, which has been successful in bringing talented new people into schools. From this September, it will include teaching three and four-year-olds for the first time. Teach First attracts some of the most talented and ambitious graduates in the country, many of whom might not otherwise have considered working with young children. They can make a big contribution, especially in areas of disadvantage.
We also want to raise the standards of practitioners who do not have degrees. Early years educators will be qualified at level 3. Early education qualifications have been far too diffuse and lacking in rigour, and there are hundreds of existing and historical early years qualifications. We are addressing that failure. The National College for Teaching and Leadership has consulted on new criteria for level 3 qualifications and will publish them shortly. Using those criteria, awarding organisations will develop high-quality qualifications to be introduced in September 2014. The minimum entry standard for the qualifications will be grade C at GCSE in English and maths.
Apprenticeships will offer a high-quality route to becoming an early years educator. They will last 20 months on average and combine employment with study towards recognised qualifications through various routes, including further education colleges.

Commons ChamberWell, I do not know who he was talking to. The point is that not only are we developing new A-levels, we are also developing a new mid-level maths qualification with Mathematics in Education and Industry and Tim Gowers, which I am very glad the Opposition support.
May I say to the Minister that, as someone who is very interested in education and has been in this House for some years, I have never heard a statement so aggressively and unpleasantly delivered? Of course we need to reform our qualifications and there were some criticisms of A-levels. However, if she looks at the record, she will see that, historically, the way to do that is to base it on evidence from leading people, not just picking bits from people to quote in support of one’s position. We could have had a cross-party, bipartisan approach to this issue, led by someone such as Ken Baker, but we will not get it from this sort of aggressive attitude.
What I would say in response to that is that I did not see much consultation taking place when Labour introduced Curriculum 2000, which saw a massive reduction in the number of students studying maths. Comprehensive students are now half as likely to do A-level maths as their independent school counterparts, mainly as a result of the Opposition’s opposition.

Commons Chamber15. What progress he has made on ensuring the provision of a high-quality information, advice and guidance service in all secondary schools.
An excellent, broad education grounded in core subjects such as maths, languages and sciences is an important foundation for a successful career. That is why we have introduced the English baccalaureate to encourage students not to close off their options too early. We have also given schools a new duty to secure independent careers guidance, which will help students to make informed choices about the best study routes for them.
The Minister must know that children from more socially deprived backgrounds desperately need high-quality careers advice. All the evidence is that that careers advice is diminishing rapidly up and down this country. What is she going to do about that to help those young people?
I thank the hon. Gentleman for his question. As I have said, ensuring that more students are taking core subjects means that they will have better career opportunities later in life, and extending the opportunity to study maths and English beyond GCSE level for those who have not got a grade C means that they will get those important points. We have developed the National Careers Service, and the helpline has had 62,000 contacts with 13 to 18-year-olds, giving people these opportunities. We also ask schools to offer face-to-face advice. The key is that students get a good education; that is what will help them to compete in the world.

Commons Chamber3. What steps he is taking to encourage the use of laptops and tablets in the school learning process.
Technology provides a great opportunity to get high-quality teaching materials and experiences from around the world into our classrooms, but it is key to remember that the quality of teaching is paramount in educational achievement. That is why we have given heads the power over their own budgets to decide how best to spend money.
The Minister will not be surprised to find me disagreeing with her analysis. The fact is that there is a growing digital divide between schools that take technology seriously as a way of learning and those that do not. It is up to this Government, who got rid of the Department’s e-learning unit, to realise that leadership in this respect will take us to an educational system for the future.
We are extremely keen as a Government that children do not just use technology but understand how it works because they are able to code and programme from an early age. We are working with leading experts to develop programmes in computing so that children are able to do that. In fact, the technology needed to achieve it is very cheap. A parent or school can get Scratch from Massachusetts Institute of Technology for free and the Raspberry Pi device for under £20. This is not an issue of funding but of teaching and inspiration, and the leadership that we are showing.
