My Lords, before the Motion is considered, perhaps I may remind noble Lords that the Motion before the Committee will be that the Committee do consider the statutory instrument. The Motion to approve the instrument will be moved in the Chamber in the usual way. If there is a Division in the House, the Committee will adjourn for 10 minutes.
