As I said, the referendum result does not affect students studying in the EU, those currently on the programme or those who applied in the 2016 application round. It was important that the Government took immediate steps to confirm that student finance would continue to be available to existing EU students and those starting from this autumn, to ensure that existing and future students know exactly where they stand.
My Lords, post-Brexit, will the Government commit either to signing up as a partner country in the Erasmus programme, as Switzerland is, or to putting an equivalent opportunity in place so that graduate employability is not seriously damaged?
I know that the noble Baroness has long supported languages and their importance, and I entirely agree with her. But I am afraid that all I can say at this stage is what I have said, and that any future issues will be addressed as part of negotiations.

Lords ChamberOf course the Government and I entirely understand the concerns of the sector. We have a world-class higher education sector and we want to support it and make sure that it is able to maintain its footing as the best in the world. That is why we will work extremely closely with the sector throughout the coming months and years to make sure that we provide the support, its voice is heard, and we do all we can to maintain it.
My Lords, I beg leave to ask the Question standing in my name on the Order Paper. In doing so, I declare an interest as co-chair of the All-Party Parliamentary Group on Modern Languages.
The number of pupils entering for a modern language GCSE has risen by 20% since 2010, reversing the previous 10-year decline. It is of course disappointing that OCR has decided to discontinue modern foreign language qualifications, but fewer than 10% of students currently take their qualifications in these subjects. We do not believe that OCR’s decision will have a significant impact, and of course schools will be able to choose from the courses offered by the other exam boards.
My Lords, I am pleased to hear the Minister sounding so optimistic, but can she give the House a categorical assurance that if the OCR decision should trigger a domino effect among the other awarding bodies, Her Majesty’s Government will put as much effort into stopping it as they did recently and so successfully into saving exams in less-taught languages such as Arabic and Polish? In the meantime, is the department prepared to consider a mechanism such as a minimum service agreement for the other exam boards to ensure that French, German and Spanish are secure?
The good news is that increasing numbers of young people are taking modern language GCSEs, and I can certainly reassure the noble Baroness that in September schools will still be able to choose from 27 GCSE, AS and A-level courses in French, German and Spanish. The three other exam boards are continuing to offer these courses, and with increasing numbers of pupils sitting them we are confident that they will continue to do so.
I thank the noble Baroness for her question. She is right that we are moving to a school-led teacher training system, but that involves collaboration between universities and schools. A teacher-led or school-led system does not mean a university-excluded system, and we are seeing great collaboration whereby, for example, 70% of School Direct places are actually being delivered by universities. It is improving the link between schools and universities, but also putting in charge of teacher training those who know best what they want in their schools—the head teachers.
My Lords, in light of the proposal to make the EBacc compulsory, and of the welcome inclusion of statutory foreign languages at key stage 2, what specific steps do Her Majesty’s Government plan to take to reverse the shortfall of modern language teachers, which last year was 21% according to DfE figures? With the falling numbers of students taking a modern language degree, does the Minister agree that the supply chain for future languages NQTs needs urgent attention if government policies are going to be successfully implemented?
We certainly recognise that teacher recruitment is challenging. As the economy grows, graduates are in ever-increasing demand, and there are certain subjects where this is particularly challenging. That is why we are taking a broad approach, offering training bursaries and salary grants to the best graduates and career changers, putting schools at the centre of teacher training and trying to tackle the problems that teachers tell us bothered them the most once they were in posts, which were unnecessary workloads and poor pupil behaviour. We recognise that there are challenges ahead, but we also recognise that teaching is an extremely attractive profession, and is very fulfilling for those graduates who decide to take it up.
