To ask Mr Chancellor of the Exchequer, if he will bring forward legislative proposals to make the Scottish Fire and Rescue Service eligible for VAT refunds.

There are no current plans to bring forward legislative proposals to make Scottish Fire and Rescue Service eligible for VAT refunds.

In 2011 the Scottish Government were explicitly advised of this potential consequence of changing from regional fire and police forces to single authorities as part of the proposed revised funding model for Scottish Fire and Rescue Service and Police Scotland. At the time they took the decision to make these reforms they would have known they would no longer be eligible for the VAT refunds as a result.

The Government keeps all elements of the island rural fuel rebate scheme under review. In 2013, the Government published a report which found the rebate to be effectively reducing prices for motorists.

The UK required EU approval to introduce the scheme. The EU permission for the island scheme is in place until 2017. Ahead of the scheme’s expiry in 2017, the Government will consider the case for applying to the EU for renewal, along with the case for altering aspects of the scheme.

To ask Mr Chancellor of the Exchequer, what the cost to the public purse was of the Building Our Future workshops held for all HM Revenue and Customs staff.

'Building our Future' is HM Revenue and Customs (HMRC's) vision for how it will serve its customers in the future, which it is currently presenting and discussing with its entire workforce. HMRC wants its employees to influence how the department is transforming to be a more effective, efficient and customer-focused organisation. The events started in May and will run until August 2014 and aim to bring together employees from different teams from across the department.

The final costs will be published on-line as part of the Government's commitment to transparency
