Lords ChamberMy Lords, might I urge caution on the Minister? We have many departments that deal with children, particularly the DHSC, which has responsibility for social services aspects. We have a Children’s Commissioner and I am not sure that we would advance anything by adding a title to a Cabinet Minister’s role, when there are already Cabinet Ministers responsible for social services and education. So caution, please.
My Lords, yes, there are a number of departments that have responsibility in this area. For instance, the DHSC has led on the childhood obesity strategy, while money raised by the sugar tax is actually spent out of the Department for Education on healthy eating and PE. We welcome the appointment of the new Children’s Commissioner, Rachel de Souza, who will take office soon.

Lords ChamberMy Lords, funding of £9 million has been announced for the provision of holiday activity clubs, which include food, during the school holidays. We are currently in discussions with contractors regarding the continuation of Family Action and Magic Breakfast provision during the summer holidays.
The Minister has outlined the extra money put into family budgets, and there are still people in poverty. Is not part of the problem a need for proper budgetary advice and help for families to manage better? In other words, it is a case not just of money but of the way in which it is spent and giving families assistance with their budgeting. Could we not look at an educational part of this programme?
