The hon. Lady is right to raise that matter. Every day, we monitor the number of appointments with GPs, A&E visits, pharmacy visits and the impact that those are having on our stock levels of antibiotics, and the number of incidents of positive cases. Scarlet fever is a notifiable disease, so we are able to track this fairly easily, but she is right on this. GPs and A&E doctors are going above and beyond to see as many as possible of the people coming forward with concerns.
It is good to hear that there is no shortage of antibiotics, and I know that many parents in my constituency will be reassured by that. None the less, from speaking to constituents, I do know that they have had to travel further than normal to get the antibiotics that have been prescribed by a GP. What steps are the Government taking to make sure that antibiotics are delivered to a range of places, particularly those areas where there is a larger outbreak, because that is where they will be needed the most?
My hon. Friend makes a valid point. While we do not have a shortage, there are, as I have clearly outlined, supply issues. When deliveries are made to pharmacies, those pharmacies very quickly run out because of the sheer scale of demand. I say to parents that the new SSPs issued on Friday will allow pharmacists to replace the prescription antibiotic with a number of antibiotics. If they go in with a prescription for penicillin B and are given amoxicillin, clarithromycin, flucloxacillin, cephalexin, co-amoxiclav or erythromycin, for example, that is because they are recommended as alternative antibiotics that can adequately treat strep A.

Commons ChamberThe Government have not “snuck through” such changes. We are very open and transparent about the policies that sit behind our very good arms export controls, which are also scrutinised by this House. The Department is due to meet a number of stakeholders; I can check whether Oxfam is part of that. We meet regularly to discuss these issues. We have one of the best arms export regimes in the world; it is flexible and changes as situations change. The hon. Lady will know that we recently made some new changes because of what is happening in parts of the world. She should be confident in what we are doing on that.
My hon. Friend raises what is a vital point in a global economy. The Government are carrying out a review of the UK’s international and domestic approach to semiconductor supply chains. The Department for Digital, Culture, Media and Sport is leading that review, supported by the Department for International Trade. We also support growth in the UK semiconductor sector by driving investment—for example, by promoting the world-leading compound semiconductor cluster in south Wales, as part of our high potential opportunities programme. If my hon. Friend would care to write to the Department, we will of course take up the constituency issue.

Commons ChamberThe Labour party is the party of red tape; we are the ones who are getting rid of it. We have called for pragmatism in this area. We are a sovereign nation—we are British, and we are proud of it—and we are going to stand by every corner of this country as we deliver trade benefits and create jobs. In respect of the issues around meat, it is wrong that anyone should be threatening the British sausage. We will stand up for the British sausage, and no one will ever be able to destroy it.
I am pleased to say that my Department has recently created the new Export Academy, designed precisely to equip businesses with the capabilities and confidence to export successfully. My hon. Friend is such a champion of his local exporters, and it is so refreshing to have Government Members like him championing local business. I believe that he is holding an exporters fair shortly, and I congratulate him on that. He will be pleased to hear that 259 businesses from the north-west have joined the SME pilot Export Academy since it began, including 15 from the Burnley area. We have international trade advisers for the northern powerhouse, so additional resource has gone in there, and with his help, we will continue to champion northern businesses, and businesses from Burnley in particular, over the coming months and years.

Commons ChamberThe UK is a country that follows the rules. We have very high standards in areas like the environment, animal welfare, food standards and intellectual property. It is in our interests to be in an agreement with high standards, so that we can ask the same of other countries and get access to their markets. That is the point of signing trade agreements.
My hon. Friend is quite right to highlight the importance of supporting SMEs precisely to get into that international business space. That is why we are developing a new export strategy. We have the developing Export Academy, with a range of toolkits and information to support small businesses. We have the internationalisation fund: £38 million of grants to help businesses to overcome any barriers to international trade. Last but not least, we have UK Export Finance, our award-winning credit agency, which has increasing numbers of staff not only across this United Kingdom, but across the world to make sure that SMEs, wherever they go, can be financed and supported to realise those opportunities, which are many.

Commons ChamberI thank the Chairman of the Select Committee for that, and I look forward to reading his report. When it comes to the devolved Administrations, we all need to respect the devolution settlement, which is that trade policy is a reserved matter and the UK Government carry out their negotiations on behalf of the whole United Kingdom. It is also right, however, that we consult the devolved Administrations, which is why, since May, when I took over the role of interaction with the devolved Administrations in this Department, I have had six meetings with Minister Ivan McKee. We have the quarterly ministerial forum for trade. I have already described how NFU Scotland, two farming unions of Wales and the Ulster Farmers Union are on the Trade and Agriculture Commission. We also make sure that our trade advisory groups include representatives from the devolved Administrations. Our commitment is clear to negotiating the best possible deals for the whole United Kingdom, while making sure that voices from Scotland and the other devolved Administrations are very much included.
Our deal with Japan secures opportunities for businesses in the north-west, which currently export goods worth £380 million to Japan. We have agreed an SME chapter that will make it easier for SMEs to cut the red tape on customs and ensure they have access to a dedicated website of opportunities.
Burnley has a significant engineering sector, creating highly specialised parts for aircraft and cars, so will my right hon. Friend tell us what impact the UK-Japan deal will have on those businesses in Burnley?
My hon. Friend is absolutely right that the aerospace and automotive industry is incredibly important for Burnley. That is why it was important that we saw all the tariff benefits that were previously negotiated retained in the new deal, as well as additional benefits, such as a new data and digital chapter that goes far beyond what the EU has agreed and really helps to support our advanced manufacturing sector.
We are working very hard to secure a good deal with the European Union and negotiations are ongoing. However, it is important that our farmers have as many markets as possible. That is why we have worked hard to get the lamb market open in Japan in 2019, we are working hard to get lamb into the US, which is the second-largest importer of lamb in the world, and we are working hard to get more lamb into the middle east too.
My hon. Friend is correct. That is why we want to join trade areas such as the trans-Pacific partnership with very strong provisions reducing the level of bureaucracy required, and liberal rules of origin that help our manufacturers. That is also what we are looking to negotiate with the United States. It is important that we get the advanced digital and data chapters that the EU was not prepared to sign up to but which provide so much value for advanced manufacturers in being able to sell their products around the world.

I thank my hon. Friend and parliamentary neighbour for that question. We will always take the time necessary to negotiate the right deals that work for all nations of the United Kingdom and for all the regions of England, including our own region of London, as witnessed by the UK-Japan deal and the importance that that gives to UK financial services, which I know are very important to her constituents and mine.
I congratulate my right hon. Friend on the work that he and the team at the Department for International Trade have done in signing not only continuity trade agreements but trade agreements around the world that have the potential to benefit the whole economy and, importantly, local businesses in Burnley and Padiham. Can he reassure me that we will continue to work at pace to deliver even more agreements?
I can, and can I just say what a brilliant voice for Burnley my hon. Friend has been in this House over the last 11 months? I can confirm that we are working very hard indeed on the remaining continuity agreements, but let us also recognise how far we have come in the agreements that we have already got.

It is a pleasure to follow the hon. Member for Upper Bann (Carla Lockhart). Having spoken on Second Reading and been a member of the Public Bill Committee on the Bill, it is a pleasure to speak today. I intend to speak mainly about new clause 4, but first I want to say that it is worth the House remembering that this is a continuity Bill, designed to give confidence and continuity to the hundreds of thousands of businesses in this country that export to many, many countries, from Switzerland to South Korea to Chile, that they can continue to do so. I also want to voice my agreement with everything my hon. Friend the Member for Witney (Robert Courts) said about how many of the amendments tabled, particularly those to do with standards, are actually anti-trade measures that will do nothing to support our exporters and everything to kill off trade.
In relation to new clause 4, it is important that we remember and that our constituents are aware that Members of Parliament already have and will continue to have the ability to scrutinise international treaties that the Government negotiate. The Constitutional Reform and Governance Act gives all Members of Parliament those powers, so under the law as it already stands, if we are not happy with the contents of an international treaty, it will not be ratified. Also, I cannot subscribe to the view that Parliament needs to be more involved in negotiations, because I, like all of my constituents in Burnley and Padiham, watched the scenes in this place not that long ago when Parliament tried to be involved in negotiations, and instead of helping, it hindered them. This place was paralysed and the country was paralysed. Votes held on options were not helpful at all. I do not want to see that happen again, and in December my constituents voted to end the paralysis and embrace the new opportunities that are available to us.
When we were a member of the European Union, no MP in this place was involved in trade agreements, but since January the Secretary of State for International Trade and all her ministerial team have made sure that we are involved, with consultations on the parameters of free trade agreements and objectives published in advanced. Members of this House have engaged not just through parliamentary questions but directly. I have been able to speak to Ministers about the objectives we have, the benefits they will bring to my constituents and where my concerns are, and I have every intention of continuing to do so.
I will support this Bill and vote against the amendments. We need to embrace the opportunities and move with speed if we are going to embrace the new world.

In any arms export regime, it is important that we not only operate on a principled basis but respond rapidly to global circumstances that often change at short notice. Can he reassure me and the House that our regime is adaptable and responsive, and that it can deal with changing circumstances?
Yes, I can. We work very closely with colleagues in the Ministry of Defence, the Foreign and Commonwealth Office and the Department for International Development to make sure we are aware of all changes in policy and all uses of military weapons around the world, and to make sure that that feeds through into our ability to change policy and, if necessary, revoke a licence.

Commons ChamberI welcome the opportunity to speak in this debate, as it represents a major step forward in the UK’s journey to reclaim its role as the independent, global trading nation we all want it to be, delivering on a pledge I made to my constituents and the Government made to the country. Burnley has been a beneficiary of free trade: our largest employers include Safran Nacelles, of France, and Paradigm Precision, of the United States, and only a few weeks ago, Ultimate Visual Solutions, a local business, worked with the Department for International Trade to secure its first order in Vietnam—I am sure it will be the first of many.
Sadly, however, our area has lost jobs in recent weeks. Lancashire is the fourth largest manufacturing cluster for aerospace in the world, and that is one of the most global of sectors, in terms of both the supply chain and the customers it serves. The sector has been hit hard, and our challenge is to make sure that free and fair trade helps to spur our recovery on, getting the hundreds of thousands of businesses that do not currently export exporting, and generating economic growth and the jobs that go with it. I am committed to doing everything I can to make sure that is the case in Burnley. I was particularly pleased to hear the Secretary of State mention the textiles industry, as anyone who knows Burnley well will know that it was once the centre of global textiles and continues to have a thriving industry, which I know can reclaim that title once again.
For international trade to work, we need to ensure we have a safety mechanism—a way of dealing with those countries that say they trade freely but seek advantage through anti-competitive means. The proposal in this Bill for a Trade Remedies Authority is therefore welcome. That body will need to have the teeth required to deal with subsidies, dumping and any other measures used to distort the market.
As we take this step again towards being an independent, global trading nation, it is right that we also consider why trade is important, and not just why we are supporting it. The simple truth remains that free trade creates free people; it has done more to lift people out of poverty than any other measure, and it continues to drive global economic growth. That is why the UK initially joined what was then the European Economic Community; we saw, and continue to see, the benefits of striking trade relationships with like-minded countries. Having left the EU, it is important for us to look at the agreements struck on our behalf over the past 40 years to identify whether to carry them over. This Bill allows us to do that. I congratulate the Secretary of State and the whole departmental team for the way in which they have done this; 48 of these agreements are ready to be rolled over, securing more than £110 billion-worth of trade.
I have heard some people criticise the way in which the Government are planning to roll over some of the agreements, including the one with Japan, as though trying to be more ambitious, liberalising more trade and securing thousands more jobs in the UK were, in some way, a bad thing. The message from the House in this debate should be clear: the Government have our full support in trying to strike the best trade deals. We should roll them over where we can, where it is in our interests, but we should also build on them where we can, getting the best for Britain, because as we emerge on to the world stage of trade, we should be the leading light. I welcome the Government’s transparency as to where they seek to do that. Last week, we got full sight of the negotiation objectives for the UK-Japanese negotiations, just as we have done in respect of the US ones. The Secretary of State has made herself available to all colleagues on many occasions to discuss the UK-US free trade agreement, and I am sure that similar time will be made available to discuss the Japanese negotiations. Committing to using the affirmative procedure for any secondary legislation required to implement these continuity agreements ensures that there is ample time for debate in both Houses.
We also need to ensure that our trade agreements—those that are getting rolled over and those we negotiate in the future—are fit for the 21st century. Where we can negotiate new deals that allow UK technology companies to operate globally, including through innovative regulatory mechanisms such as the FinTech bridge, we should do so. Chapters on that, along with those on SMEs, will allow our businesses not just in Burnley but beyond to scale up rapidly in the global market, delivering the economy of the future.
I warmly welcome the Bill. It puts the UK back on the global trading map with an independent trade remedies body, and it provides the mechanism needed to roll over and expand existing trade agreements. For that reason, I look forward to voting for the Bill later.
