I congratulate my hon. Friend on continuing to press the case for the funding that further education needs. We are reviewing the sustainability of further education ahead of the spending review. I also pay tribute to my hon. Friend for her particular work on apprenticeships.

Last week, we heard that 55 staff at the University of Winchester are facing redundancy as a result of the Treasury’s pensions bill, and the University of Cumbria is considering leaving the teachers’ pension scheme altogether. Will the Minister rethink before that trickle becomes a flood?

We would like to see those young people who have an interest in climate change becoming the engineers and scientists of the future, particularly the young women among them. It is important that people who care passionately about these subjects should use that passion to take up careers that will make a real difference to our climate.

In the past few days, research has exposed one of the devastating impacts of cuts to the curriculum in schools and sixth forms: music provision has fallen by over a fifth in five years, with schools in the most deprived areas suffering the worst. That was among the concerns raised by 7,000 headteachers last week, but the Secretary of State refused to meet them. Let me make it clear that I would happily meet those headteachers any time. The question is: will the Education Secretary now agree to do the same?

Yes, we have invested £500 million in music and the arts. To put that into context, the hon. Lady should be aware that the Secretary of State met headteachers on Thursday, Friday and Saturday. He did not meet any on Sunday, but I am sure that he will meet more headteachers this week, so there has been no snub from the Secretary of State. He meets headteachers all the time—[Interruption.] From a sedentary position, the hon. Lady suggests that the Secretary of State refuses to meet headteachers, but that is not the case. That is not an honest representation of the Secretary of State that I know—[Interruption.]

The first three T-levels—digital and construction in particular—are on track for teaching from 2020, and we have recently announced seven more for introduction in 2021. This is the way we build skills—by making sure that pre-16 and post-16 education gives young people the drive, desire and ambition to succeed at whatever level. The industry is a critical component of T-levels, and this will be an ideal opportunity for local employers to build local skills.

Over the weekend, the former Universities Minister, the hon. Member for East Surrey (Mr Gyimah), suggested that the Prime Minister was not acting in the national interest. On that theme, the hon. Member for Orpington (Joseph Johnson) has said:

“I was in strong disagreement with keeping foreign students in the immigration cap. The sooner it is dropped, the better.”

I am glad that he agrees with us on that. We have been told to expect the immigration White Paper later this week. Can the Secretary of State tell us whether it will finally take students out of the migration target, allowing the Government to find at least one policy that the majority of this House and indeed the country can support?

Just weeks ago, Ministers stood at the Dispatch Box, rejected our call to save the NHS bursary and promised that 5,000 apprentice nursing associates would be recruited this year to tackle the nursing shortage. Half were due to be recruited by April. Can the Minister confirm that Ministers have now missed that target by 60% and tell us how many people will start apprenticeships this year?

We need to make sure that nursing apprenticeships and apprenticeships for nursing assistants work well. There are complex problems in the NHS, not least in providing 40% off-the-job training and the fact that those apprentices are supernumerary. I am working very closely with Ministers in the Department of Health and Social Care to make sure that we make this work.

I was, in effect, a nursing apprentice. I know how well such apprenticeships can work, and I am determined to make sure they do.

The hon. Gentleman is a doughty campaigner in this area; we have had many debates across the Chamber on the issue. There is a post-18 review under way, and we are looking at the resilience of the FE sector. What matters is that we ensure that every learner, whichever route they choose to take—further education or training through an apprenticeship—has the best possible training and education.

My local side Ashton United, who do a lot with local schools, were promoted recently.

Funding for 16 to 19-year-olds has been frozen or cut every year since the formula was set in 2013. Will the Minister confirm that the real-terms cut to the base rate for 18-year-olds will be more than £1,000 per pupil by 2020? The Secretary of State can find £50 million a year for grammar schools, but what can he offer the sixth forms reaching crisis point?

Once again I will not be drawn on football, I am afraid.

As I pointed out to the hon. Member for Scunthorpe (Nic Dakin), there is a post-18 review going on, and we are looking at the resilience of the FE sector, which includes sixth-form colleges. Opposition Members are banging their knees, but I am very aware of the funding pressures. I praise all those teaching in the sector, as they are doing an excellent job. There is more money available, including the additional £600 per person per annum for maths and the bursary funds that I mentioned. I have heard the hon. Lady’s point, and I am aware of the excellent job that sixth forms do with quite constrained finances.

My hon. Friend is a lioness in so many ways. I also speak as the mother of a daughter, and this can become very personal. I have also been the Deputy Chief Whip, and to some extent had duties and responsibilities towards women in the House. This is an issue on which women across the House combine. We have to send out a clear message that this is unacceptable. People need to know where the line is, because there is a line. This is about changing attitudes.

I thank my hon. Friend the Member for Birmingham, Yardley (Jess Phillips) for securing this urgent question. I welcome the new Secretary of State to his place and thank the Minister for her comments today. I hope that the Secretary of State is as disappointed as I am that a board member and a Minister in his Department attended an event that described itself as

“the most un-PC event of the year”.

Let us be clear about what that meant. It meant an event where women were invited not as guests but as objects for rich and powerful men. They had to act as hostesses and were forced to wear revealing clothes. A number have reported that they were groped and sexually harassed. Will the Secretary of State make it clear that, like me, he believes those women and that the reported events were totally unacceptable?

I welcome the Minister’s comment that organising this kind of event should not be acceptable for any official, let alone a member of the board of the Department. I also welcome the fact that David Meller is standing down. He should not have any other role in education. Will the Secretary of State also investigate the attendance at the event of the Minister for children? Can he confirm reports that the Minister attended previous events and was invited personally by David Meller this year? His Department is responsible for safeguarding millions of children, for caring for thousands of victims of child sexual exploitation and abuse, for tackling sexual harassment and violence in our schools, colleges and universities and for educating another generation of girls and boys. Is it not time that it started leading by example?

I will lead by example. I have spoken to the Secretary of State this morning, and I know that he is equally appalled by the reports of this event. I have also spoken to my fellow Minister in the Department. He did not stay at the event long—[Interruption.]
