My hon. Friend is absolutely right, and I also pay tribute to his predecessor, whom I know well and who was a great champion. We have discussed some of the challenges that the steel industry continues to face, and this Government are absolutely focused on finding the right solutions for them. I am pleased that the category 17 safeguard, which we will keep, should at least help the steelworks in my hon. Friend’s constituency to play on a level playing field with the products that it makes.

This is absolutely the right decision, and it will be warmly welcomed by steelworkers and their families in my Aberavon constituency. Unusually for this Government, it actually complies with international law, so the Secretary of State should be congratulated on that as well. However, as the shadow Secretary of State, my right hon. Friend the Member for Torfaen (Nick Thomas-Symonds), said, this cliff edge—this leaving things right until the last minute—creates a huge amount of instability for an industry that is already under a tremendous amount of pressure. In his questions, my right hon. Friend called on the Secretary of State to do a proper review of the framework within which the TRA operates, so that we can have a long-term solution to this and do not end up with the same last-minute scramble next time. Can the Secretary of State please set out what steps she is taking to ensure that that happens?

I thank the hon. Gentleman for his support. I am pleased that we have cross-party support for what I think is an incredibly important decision that we have taken, both as a Government and I would like to say as a country, to support our steel sector at this challenging time for the whole market. I know that his steel mills are busy and productive, and we want to see that continue.

The TRA is an independent organisation, and the Government use our powers to ask for investigations. I use the information the TRA gives me to make determinations, on the Government’s behalf, on what we should do. That will continue to be the case, and I am grateful to the TRA for its work. The TRA team’s investigations are extremely thorough, and in this case it was very comfortable in presenting to me the indications of serious injury or potential for serious injury. I am completely satisfied that the TRA has, indeed, undertaken its responsibilities very effectively in this case.

T3. The European Union secured a comprehensive exemption from the section 232 steel tariffs way back on 30 October 2021. Here we are, almost three months later, and talks with the UK Government are only just starting. To ensure that the talks proceed smoothly and rapidly, we need to understand the cause of the delay. Does the Secretary of State agree that the probable cause is the Government’s shambolic handling of the Northern Ireland protocol? If she does not think that is the cause, perhaps she will enlighten the House about what she thinks the cause of the delay has been.

As I have outlined today, I am pleased that yesterday we were able to formally launch our negotiations with the US to find a solution to the section 232 tariffs, which have been unreasonably imposed on the UK for a number of years. The EU quantum of steel was of importance to the US, which wanted to start those negotiations because the impacts on both sides were great. We are very pleased that the UK is now able to progress on what will be a very important impact, and release some of the pressures on our excellent steel industry.

The Government are backing the airline sector to achieve net zero, committing £3.9 billion, with industry, to fund aerospace research and development from 2013 to 2026. This includes the FlyZero project, to study in depth the potential for zero emission aircraft. We are also investing £125 million in the future flight challenge, to enable the use of new forms of green and autonomous aircraft.

With reference to recent flooding in Skewen, what recent discussions he has had with representatives of the Coal Authority on the safety of old mine workings.

First, I wish to offer my sympathies to all the families affected in the Skewen floods. My officials have been updated by the Coal Authority on the flooding in Skewen on a regular basis and on the work that it and local partners are doing to support the community, remediate the site and allow people to return safely to their homes. I will be meeting people from the Coal Authority shortly to discuss its work and the investments it is making to reduce the risk of this ever happening again.

My constituents in Skewen have been devastated and traumatised by the flooding that ripped through their homes on 21 January. The disused mine workings that caused this incident are the responsibility of the Coal Authority and, ultimately, of the UK Government. Will the right hon. Lady therefore ensure that the Government fill the gaps not covered by insurance and provide financial support to those who are not insured? Does she agree that not a single Skewen resident should be left out of pocket by this terrible flooding?

The hon. Gentleman is a wonderful advocate for his constituents, and I hope very much to be able to visit Skewen with him and talk personally to those affected. The Coal Authority does not have liability for flooding; flooding, whether from a river, stream or groundwater, is mainly dealt with through insurance, and I know that the Welsh Government emergency grant equivalent of the Bellwin scheme for those affected by flooding in England provides a higher sum. So I look forward to working with him and to hearing directly from his constituents as soon as we can arrange this.
