I thank the hon. Lady for her questions and for her commitment to keeping this appalling situation firmly on the global radar. In April, the UK led negotiations at the UN Security Council, delivering a press statement that urged the warring parties to de-escalate and to comply with their obligations under international humanitarian law. As I said, we have called for a consultation in private in order to be able to move this forward. On 2 May, the Deputy Foreign Secretary called on the RSF and SAF to protect civilians, and to spare Sudan from their wilful destruction. We will continue to do all we can to bring about a sustainable end.
We continue, of course, to work with a wide range of countries and bodies—including Gulf and African partners, the Intergovernmental Authority on Development, the African Union and the UN—to achieve a ceasefire, and at the same time and most importantly, we are increasing much-needed humanitarian assistance and access to protect civilians. We will continue to lead on the UN Security Council, where we hold the pen on Sudan. On 8 March, the UNSC adopted a UK-drafted Ramadan ceasefire resolution, which called for an immediate cessation of hostilities.

We are in a crucial moment of atrocity prevention in Sudan right now. The UK Government must accept that what is happening is genocide. The UK Government have been proactive in the delivery of aid and food to the civilians of Sudan, but how are they reacting to the growing number of Sudanese civilians facing famine and starvation, and what protections are in place to ensure that no more people are driven to catastrophic levels of hunger?
The hon. Lady raises a really important point about an incredibly worrying situation. Women and girls are at particular risk of a significant escalation in gender-based violence. In July last year, the UK and 15 of other members of the international alliance on preventing sexual violence in conflict published a statement urging all parties to prevent violence, particularly sexual violence, and to ensure immediate humanitarian access. This issue continues to be at the front of the Deputy Foreign Secretary’s mind and of the minds of all of our team, and we have pivoted our bilateral programme delivery to ensure that women and girls are at the heart of the support we are providing.

Commons ChamberWith permission Madam Deputy Speaker, I would like to update the House on recent developments in Hong Kong.
Last week, I came to the House to speak on the egregious arrest warrants and bounties issued by the Hong Kong police against eight individuals for exercising their right to freedom of expression. Some of those individuals now reside in the UK. As I said at the time, that is completely unacceptable. Since then, the authorities in Hong Kong have taken further steps to silence and intimidate those individuals by targeting their families and alleged associates who remain in Hong Kong.
Last week, five individuals were arrested by the Hong Kong police. On Monday, family members of one of the named individuals, Nathan Law, were detained for questioning by the Hong Kong police, and have since been released. That is a very worrying development. It is a campaign of fear intended to intimidate and silence those who seek to speak out peacefully against oppression and the erosion of rights and freedoms. It is a choice that the Hong Kong authorities have taken, no doubt emboldened by the Chinese Government’s imposition of the national security law. It will only further damage Hong Kong’s international reputation and standing.
The UK declared the national security law a breach of the Sino-British joint declaration, and brought together the international community to condemn its imposition. We introduced the bespoke visa route for British nationals overseas. Hongkongers have since made the UK their home and are making a valuable contribution to our communities. We suspended the UK-Hong Kong extradition treaty immediately and indefinitely. We also announced the extension to Hong Kong of the arms embargo that has applied to mainland China since 1989, as updated in 1998.
I would like to make it exceptionally clear that we will not tolerate attempts by the Chinese or Hong Kong authorities to intimidate or silence any individuals in the UK. Any attempt by any foreign power to intimidate, harass or harm individuals or communities in the UK will not be tolerated. That is an insidious threat to our democracy and fundamental human rights.
On 3 July, the Foreign Secretary called on the Hong Kong authorities to end their targeting of those who stand up for freedom and democracy. They have not heeded that call. At the instruction of the Foreign Secretary, his senior official will formally protest recent actions by the Hong Kong authorities with the Chinese ambassador. We have consistently made clear our objections to the Beijing-imposed national security law with the Chinese Government, and will continue to do so. It has stifled opposition and criminalised dissent. The authorities claim that it has brought stability to Hong Kong, but what it has really done is stifle the unique character of the city, diminishing its pluralism and vibrancy. If that course of action continues, it will alienate business and the city’s international financial status will be at risk.
The Hong Kong and Chinese authorities repeatedly condemn comments in this House and by the Government as interfering in their internal affairs. As a co-signatory to the joint declaration, we have the right to make clear our position. We will not be deterred from doing that. We will also make it clear that, as a co-signatory to that declaration, China is breaching agreements that it signed up to uphold. The national security law should never have been imposed in 2020, and should be removed. The independent UN Human Rights Council concurred with that in its report on Hong Kong last year, as have many of our partners in the international community. No one living in the UK should feel inhibited by that law in any way. We will always stand up for the right of freedom of expression.
This is not what the UK wants for Hong Kong’s future. Hong Kong’s way of life, prosperity and stability rely on respect for fundamental freedoms, an independent judiciary and the rule of law. We will continue to stand up for the people of Hong Kong, to call out violations of their rights and freedoms, and to hold China to its international obligations. I commend this statement to the House.
I am pleased that we were able to make a statement. The question in an urgent question is always to ask whether a Department will make a statement. I am pleased that Mr Speaker granted me the opportunity to do just that, so we can, for the second time in two weeks, sadly, discuss these entirely shocking and unacceptable behaviours by the Chinese Government.
In answer to my right hon. Friend’s questions, on sanctions, as the House knows too well—sadly, as we have to sanction often, we say this often—it is not appropriate for me to speculate on who may be designated in future, so as to avoid reducing the impact of any designations. We will continue to keep all issues of potential individual or enterprise sanctions under review. That relates not just to China, but to all such countries across the world. As colleagues know, we are using our sanctions powers extensively to ensure we degrade as much as we can Putin’s illegal war.
On Mr Lai, who is a dual British national, I have raised, as do our teams in Beijing, consular access for Mr Lai. The challenge we are faced with is that under the Vienna convention it is for the resident country to determine whether a dual national is entitled to that. Sadly, in China and Hong Kong, it is not given. We continue to press for that. The Foreign Secretary, the consulate and I raise that question and the health and safety of others at every opportunity.
I am grateful to the Minister for advance sight of the statement, although I would have liked it to have gone a bit further. However, I think we are all in agreement that the imposition of the bounties is an unacceptable and dangerous precedent, as is the barely veiled threat to the families of the Hong Kong activists living abroad. That is also intolerable.
On behalf of my party, I welcome that the Governments of the United States, the United Kingdom and Australia have all called for the bounties to be withdrawn. We support those calls. We remain deeply concerned by the continuing erosion of Hong Kong’s fundamental rights, freedoms and autonomy. The disturbing and worrying announcement of the bounties can be seen as the most drastic law enforcement action since the initial arrests that followed the introduction of the national security law in June 2020. Already, the eight activists are living in self-imposed exile, and the announcement of warrants and bounties makes their lives immediately all the more stressful. I hope that the Minister can help to reduce some of that stress.
Can the Minister confirm that it is illegal to issue and pursue bounties in the UK and that the Government will prosecute anyone who takes up those bounties? Can the Minister confirm whether the UK will co-operate with Australia and the US on an Interpol early warning system to protect pro-democracy activists living overseas? When the bounties were issued 10 days ago, the UK Government did not summon the Chinese ambassador to express their concerns face to face. Why did they not do so at that time? I am also concerned about the lack of Government action on holding Hong Kong and Chinese officials accountable for their ongoing crackdown on human rights. When will Ministers finally sanction those responsible, such as Hong Kong Chief Executive John Lee?

My right hon. Friend highlights one of the most distressing aspects of the continued violence and despair between both countries. We continue to work with all parties, as I have set out, to try to reduce the level of violence. I have no doubt that the Prime Minister will raise that in his meetings tomorrow and ask parties to continue to take urgent measures to reduce tensions, de-escalate the situation and, indeed, end that deadly cycle of violence. Of course, that includes supporting them in trying to keep children away from that radicalisation position.
The Labour party stands for international law, human rights and a negotiated peace based on a two-state solution, with a safe and secure Israel alongside a sovereign Palestinian state.
At the last elections, Prime Minister Benjamin Netanyahu went into coalition with the far right and, under that new Government, an already fragile situation has worsened. His promotion of extremists Itamar Ben-Gvir and Bezalel Smotrich has put ultra-nationalism in key positions of the Israeli Government. I am sure that the whole House will have been appalled by Smotrich’s remarks in Paris this weekend, when he denied the very existence of the Palestinian people and their culture.
Thus far, 2023 has seen one of the highest death tolls for Palestinians and Israelis in a long time, with more than 80 Palestinians and 14 Israelis killed this year. There has been a renewed assault on the rights of Palestinians, a ramping up of inflammatory rhetoric, and dangerous new moves to try to legitimatise illegal settlements, threatening the viability of a two-state solution. Israel has suffered from terrorist attacks and a new militant threat, and the Israeli Government are also taking steps that threaten to undermine Israel’s democracy. President Netanyahu’s attempts to undermine judicial independence and dispense with equality laws for the LGBT+ community are sowing division and deep unease. The weekly mass protests in Tel Aviv, Haifa and Jerusalem demonstrate that Israeli society is now also deeply divided.
What is the Minister’s assessment of the impact of what many in Israel see as fundamental attacks on their precious democracy? The Prime Minister has, in his meeting with Prime Minister Netanyahu tomorrow, an opportunity to use Britain’s close relationship with Israel to take a clear stance on human rights, respect for international law and commitment to democracy. I am deeply concerned that the recently signed road map for UK-Israel bilateral relations dilutes long-standing UK positions, held by successive Governments, in relation to international law. The road map makes no mention of supporting a two-state solution, and it implies that settlements in the Occupied Palestinian Territories could be treated as part of Israel for the purposes of trade. Can the Minister tell the House whether the road map amounts to a change in policy, will she reiterate that the Government still support a two-state solution, and will she make it clear that the UK deplores the current escalation of violence?
I reiterate that we absolutely condemn violence from all sides, and we want to ensure that we help the Palestinian Authority to improve their security through the work of the British support team in Ramallah, whom I had the privilege to visit last year on my visit to the OPTs, along with the many networks that we are helping to strengthen and stabilise their own communities. We remain resolute in our commitment to Israel’s security, and we condemn Hamas’s use of indiscriminate and abhorrent rocket attacks. We want to continue to provide support and the strong, clear message that every Israeli and every Palestinian has the right to live in peace and security.
I congratulate my hon. Friend the Member for Airdrie and Shotts (Ms Qaisar) on securing this urgent question. Clearly, settlement expansion is a major issue in the violence that is continuing to break out. This week, the Israeli Parliament voted to allow Israeli citizens to occupy four sites in the west bank evacuated in the 2005 disengagement. The High Court of Justice has already classified this as private Palestinian land. Clearly, the moratorium that the Minister mentioned is not being respected here.
We know that this is not a simple situation, but there are some simple steps that we can take here to make a difference. Will the Minister support the UK banning trade in Israeli settlement goods? Will she include the UK Government’s own stated position that these settlements are illegal in any and all agreements with Israel and provide for consequences for breach of that? Will she also carry that forward into forthcoming trade deal discussions? Will she stop the export of equipment and arms proven to be repeatedly used in settlement expansion, and will she do it now?
The hon. Gentleman is wise. Fortunately, few of us have had his experience. He always speaks with great thoughtfulness on this matter. As one practical example of help, we voted to renew the UN Relief and Works Agency’s mandate last year. We remain a proud and important supporter of the agency, which provides essential humanitarian support. For instance, it provides education to over 533,000 children a year, half of them girls, and access to health services to 3.5 million Palestinian refugees. We continue to support it and are working, through the other tools we have, to help sustain it and help people look forward to the opportunities of a peaceful two-state solution, which we will continue to work on.

Commons ChamberThe UK has some of the finest standards in the world, and indeed some of the finest produce, which is exported with great success across the world. As our landmark Environment Bill comes through and work continues to set out the new frameworks to support our farming communities since we have left the common agricultural policy, we will be working hand in glove with all our farming communities to ensure that they have the support and the drive to be successful 21st century farming businesses that are able to take up the opportunities that all the free trade deals—not only those with Australia and New Zealand but all those to come—will bring to take their great products into markets across the world.
Diolch, Madam Deputy Speaker. I am sure that the Secretary of State will be aware of similar concerns expressed by the agricultural unions in Wales overnight and this morning in the light of the agreement in principle. Given that the Government’s own analysis suggests that the number of people working in agriculture may be negatively impacted by this deal, I think those concerns are well founded. May I ask her, quite simply: how will Ceredigion farmers benefit from this deal?
