It is a pleasure, as always, to serve under your chairmanship, Ms McDonagh. I congratulate my hon. Friend the Member for Sheffield Central (Paul Blomfield) on securing this important and timely debate on the future of regional development spending.
I speak on behalf of my region, the Tees valley, which has been a net beneficiary of Britain’s EU membership. In fact, it has often been the case that EU regional development funding has better supported my region than our own Governments have done. In the current spending period, 2014 to 2020, the Tees Valley has been allocated £198.1 million of EU regional funding. Those funds have provided vital investment, including in research and development and innovation, boosting small and medium-sized businesses, helping to retrain and upskill the local workforce, and supporting our area’s transition to a low-carbon economy.
There has been funding for the youth employment initiative to help to tackle our youth unemployment, which is two and a half times the national average. However, that investment has simply not been enough to offset the damage wrought by the UK Government’s austerity agenda. According to analysis by Institute for Public Policy Research, £6.3 billion of public spending has been taken from the north under austerity, while the south has gained £3.2 billion. That austerity has caused the public sector workforce in the north-east to fall by almost a quarter, with a huge knock-on effect to local economies.
We still have pacer trains running on yet-to-be electrified lines, despite the promise of better upgrades, while billions of pounds are poured into London’s Crossrail. Many communities are no longer served by bus routes, as subsidies have been slashed. Meanwhile, the crisis at British Steel threatens to put another great British industry, deeply rooted in the north, out of action because Whitehall has failed to create the level playing field that the steel industry so desperately needs.
Our region would now be classed as a lesser developed region. The Conference of Peripheral Maritime Regions estimates that the region of Tees valley and Durham would be classified as a less developed region by the EU post 2020, putting us among the poorest regions in Europe and therefore entitling us to more money. That is absolutely shocking and demonstrates how regional inequality has skyrocketed under this Government.
At this crucial time when we need a greater share of regional development funding to give our area a boost, we do not yet know how the Government intend to allocate regional funding when EU policy no longer applies. The UK Government’s proposed UK shared prosperity fund is very light on detail. If their record is anything to go by—allocating money to the areas with the highest economic return, which typically are the areas that are already the wealthiest—my area could massively lose out again. If we were to remain EU members, the CPMR estimates that, based on current population numbers, the Tees valley would be entitled to more than £270 million between 2021 and 2027. That is money that we desperately need. That share of the pot reflects the huge regional inequalities across our country, and it would make a massive difference to growth in my region.
The SSI site in my hon. Friend’s constituency is yet to see any real progress in development. That is all the more reason why we need a commitment to greater funding if we are to create jobs for people there and in my constituency, which is just across the Tees valley.
I thank my hon. Friend and neighbour for that important intervention. He is right; there has still not been a single new job created at the SSI site in my constituency, which lost 3,000 jobs overnight in 2015. We have a plan for 20,000 jobs, but we need every bit of support and encouragement we can get to achieve that. It is not going to happen without looking more widely afield. My concern is that it will be local people that end up paying the cost of cleaning up that site.
Our share of the pot reflects the huge regional inequalities across our country and would make a massive difference to growth in my region. Ministers have indicated that regions should not lose out from the decision to leave the EU but, if current policy is anything to go by, yet again the Tees valley will be deprived of vital support
Recently we saw the launch of the Power Up The North campaign, led by our regional media and supported by politicians, businesses and people across our communities. I congratulate them on this great campaign. It is extremely powerful and is pushing back against the old idea that success in London and the City will automatically lead to a wave of wealth, spreading out across the country, and lift up areas like Teesside on a rising tide. We know that is not the case.
We have just had the fifth anniversary of the northern powerhouse, which was launched to great fanfare. I hoped it might be a turning point in relations and inequality in this country, but five years on it is clear that the concept has been a damp squib, achieving more as a political campaign rather than delivering real power to our region.
On Teesside we have proved that when we are given power and control we can do great things, such as supporting our people to retrain after the SSI closure through our local taskforce, and developing a local industrial masterplan for the South Tees Development Corporation. We have big ambitions for carbon capture, hydrogen power, and other clean industries, but the reality is that too often we are reliant on going cap in hand to the Government for funding. Now we are at risk of being in an even worse situation. Without better investment in the EU, the northern powerhouse will only ever be a soundbite that failed to deliver.

I really appreciate my hon. Friend’s intervention. He makes his case incredibly powerfully. In so many communities around our country—in both England and Scotland—we have seen the devastation that can happen when industry declines and nothing replaces it. The site is of such fundamental importance to our local economy, and we cannot just allow it to smoulder. We cannot allow those jobs and skills to be lost. The next generation must not feel that they have to move away. We have got to accelerate the progress today.
I congratulate my hon. Friend on securing this debate. Following what my hon. Friend the Member for Coatbridge, Chryston and Bellshill (Hugh Gaffney) has said, lots of Scots came to Teesside from Lanarkshire—my home county—to work in the steel industry. We are talking about their future too.
My hon. Friend is absolutely right. Teesside is proud of being somewhere that workers came to from across the country—Scotland, Durham and even the south-west of England—to build the infant Hercules. We are a proud place with people from across the country, who came together to find employment. We want to be a place that attracts people from around the country and the world.
We have used the resources locally that the Government gave us to develop business cases and our skills to drive our economic recovery in the aftermath of the closure. The SSI Task Force—a collaborative effort—has created more than 2,000 jobs, supported 336 business start-ups and overseen the delivery of more than 17,000 training courses to support redundant SSI workers back into employment. Working with private sector partners such as MGT Teesside, award-winning employment and training hubs have ensured that local people are able to benefit from the jobs created by big new investment projects. The Grangetown training and employment hub in my constituency, jointly supported by Future Regeneration of Grangetown, the council and MGT, has already made great progress. Some 2,500 residents have been registered, 1,700 have undertaken training programmes, and 610 have been supported into work, 470 of whom were previously unemployed. A similar scheme in Skinningrove, in the constituency of the hon. Member for Middlesbrough South and East Cleveland (Mr Clarke), has been supporting employees made redundant from the Boulby potash mine, providing access to training, jobs fairs and support for those who want to set up their own businesses.
Local people are taking up the entrepreneurial spirit and setting up on their own. Independent shops and bars are starting to fill some of the empty units on our high streets, and some are run by former steelworkers. Our high streets still need support from things such as business rates, but the energy of local people is already driving their revival. Support from the local council to improve shop fronts, bring empty buildings back into use, and improve and expand accommodation on our industrial estates is also helping.
Big investors are also showing confidence in our area, which speaks well for the potential of the SSI site. MGT is investing £650 million in its new biomass power plant at Teesport. Just down the road in Whitby, in the constituency of the right hon. Member for Scarborough and Whitby (Mr Goodwill), Sirius Minerals is investing $4.2 billion in its polyhalite mine, with the material transported to an processed at Wilton International in my constituency. PD Ports and Redcar Bulk Terminal suffered significantly after the loss of the steelworks contracts. In just three years, they have reversed the damage, and have continued to build their businesses, bringing in millions of pounds of investment. They have not waited around or prevaricated; they have got on with it, showing the resilience and determination of our area.

Yes, indeed; that is the case. It is something that I will allude to later on in my remarks.
My staff team and I know first-hand how hard it is to break through the barriers of service providers and their subcontractors to try and get them to fulfil their contracts to vulnerable people. One example in Stockton is a family with a seriously disabled member. They were dumped in a second floor flat, making the person a prisoner in their home. It took us weeks and umpteen phone calls to providers, contractors, subcontractors and the Home Office to sort it out. Had the contract been properly monitored, this would never have happened.
The Home Affairs Committee—I said I would mention it—recommended that the Government recognise local authorities and the third sector as key stakeholders, empower devolved Governments to monitor the delivery of the contracts and give local authorities greater flexibility to determine where accommodation is procured.
I appreciate my hon. Friend giving way and congratulate him on securing this debate. As my neighbour in Teesside, will he join me in congratulating the local authority there? They have proved themselves to be excellent partners in delivering the Syrian resettlement programme. Does he agree that flexibility should be extended on the asylum dispersal system, so that local authorities can again prove themselves to be excellent partners in providing these services when the private sector fails?
Yes, I most certainly do. We have some great local authorities throughout the Tees valley. The local authorities really want to work with the Government on this. They have the expertise, they know the people, they know the places and they know the facilities.

General CommitteesMy hon. Friend and near neighbour makes the point clear.
Being a leader is critical to our energy-intensive and other industries if we are to overcome the competition threat from across the world. It is no use hanging back when other nations look like stealing a march on us. I have mentioned the Teesside Collective project to develop an industrial CCS project on Teesside, home to some of the country’s most energy-intensive industries. I invite the Minister and the Chancellor to the next meeting of the all-party parliamentary group on 23 March to learn about those ambitious plans. I know the Chancellor will be busy until the night before, but I guarantee that the APPG will be much more focused on the needs of industrial Britain than will his Budget.
The Government have made clear their intention to build a new series of gas-fired power stations and nowhere is better placed than Teesside to build one. Not only does a site exist there, but so does the infrastructure to put the electricity out directly into the national grid. Developers Sembcorp believe it could house a conventional combined cycle gas turbine plant or an integrated gasification combined cycle plant, both of which could incorporate carbon capture. Although Sembcorp could develop its own power station, a potential partner is looking to install a 300 MW gas-fired power plant on the plot.
I know that some may have reservations about the use of fossil fuels, but what an opportunity for the Government to put some meaning into the much abused term “northern powerhouse”—a large-scale power plant, an opportunity to develop it with CCS, but with the immeasurable bonus of doing it with the Teesside Collective and developing an exciting project that could mean boom time for Teesside, with the kind of inward investment that only people in the south believe can be a reality.
I appreciate my hon. Friend’s generosity. He is right. At a time when Teesside has seen so many job losses in the past few weeks, carbon capture and storage could provide a huge opportunity for people there. Does he agree that in order to enable a transition to a low-carbon economy, we need to ensure that such jobs go to local people, and that nationally agreed terms and conditions are not undercut by recruitment from overseas?
Indeed. I know that local trade unions have been campaigning on this. There are examples on Teesside of companies undercutting what is, in effect, a living wage for the skilled people on Teesside.
I know that projects such as a power station are always fraught with planning complications, but I hope that when the time comes the doors of Ministers in both the Department of Energy and Climate Change and the Department for Communities and Local Government will be open to ensure a quick decision on the planning application.
It is difficult to see how some of our industries, many of them critical to our economy, can remain located in the UK without CCS if our long-term national carbon reduction commitments are to be met. The Government appear to have no strategy for CCS development, let alone a means of funding it.
New clause 7 could compel Government to fill this huge hole in their energy policy platform. It does everything that any self-respecting Government would want to do, but, more than that, it could send that much wanted signal to the sector that Ministers are serious about carbon capture and storage, understand it and are prepared to deliver, and our country could benefit from potentially hundreds of thousands of jobs if they got it right.

Commons ChamberMy hon. Friend is absolutely right. The scale of this has been absolutely devastating, not just for those who were directly employed, but, as I said, in the knock-on repercussions for our community.
This debate is about trying to learn lessons from the support package that has been put in place—lessons at local level and, indeed, national level. It aims to look at how the £50 million support package from the Government is being applied, what is working and what is not, and what lessons can be learned, particularly as we see other steelmaking areas in the country now facing the same tragedy as us.
Out of the tragedy has come some positive learning. The steel taskforce has been an important creation to enable multi-agency co-operation from the start. Weekly meetings have allowed local partners from the Department for Work and Pensions, the local authority, BIS, the unions, the local enterprise partnership, the local media, elected politicians and others to clarify communications processes and to get to the root of the issues and concerns. I believe that every region should consider putting together a committee of this kind that could be called on in the event of a catastrophe similar to that which we saw last year. Indeed, areas with similar high levels of unemployment may want to consider organising such partnerships as a standard procedure to tackle the challenges they face in employment and skills.
It has also been encouraging that national and local agencies have worked together in a way that departmental silos and local versus national boundaries all too often prevent. The National Careers Service has provided guidance and advice. The Skills Funding Agency has acted to remove barriers and increase the flexible use of its funding for SSI workers. Jobcentre Plus has worked closely alongside the DWP and BIS, allowing rapid response processes to be put in place and creating an efficient system for passing on referrals. FE Plus, a group of colleges in Teesside, has forged a close working relationship with private training providers, allowing referrals to be passed from public sector providers to private sector education providers with specialist provision.
This experience has highlighted the complex and bureaucratic nature of skills funding and provision, but it has also clearly indicated that after an initial period of shock, enabling agencies to work together at regional level has allowed many of the usual barriers to be overcome, helped particularly by the benefit of a clear decision-making body in the form of the taskforce.
I congratulate my hon. Friend on securing this debate and on the sterling work she is doing for people across Teesside and elsewhere. My surgeries have been full of people who are contracted employees and who are not getting the same level of support as direct employees. Does she agree that barriers need to be broken down so that they can get help similar to that for direct employees?
My hon. Friend makes an extremely important point. I have met a number of contractors, many of whom have service of over 30 years in the steel industry, having worked in catering and on the site itself. They have all provided as much value to the steel industry as others, and they deserve equal treatment. I will go on to talk about one of the successful experiences that we have had. Again, I hope that lessons can be learned to make sure that there is not a two-tier system for contractors and the full-time employed.
