I really do thank my hon. Friend for that important and incredibly profound point. We are holding an investigation, and there will no doubt be many questions at its conclusion and there may well be some sort of action. He raises an incredibly important point that will undoubtedly be considered seriously by this House and by the Government at the end of the investigations.

It would have been useful to have heard from the Minister how long the investigations will take to conclude, because people will be worried about their jobs and pensions in the meantime. Referring back to the question of my right hon. Friend the Member for Birkenhead (Frank Field), when did the Minister last meet the administrators? What discussions has she had with them about what stores could be saved as going businesses? For example, at the weekend I was talking to an employee of the BHS store in my constituency, who believed that the store was doing well, so there are clearly businesses within the business that were faring well. What discussions is the Minister having about keeping jobs rather than losing them and getting Jobcentre Plus to help?

I can completely answer the hon. Gentleman’s question face on: I have not had any discussions with the administrators, but I do not believe that that would be the norm. I have confidence in them, and I have confidence in the Insolvency Service, which does have regular contact with my Department. If the hon. Gentleman wants me to make further inquiries, I have no difficulty with that and am more than happy to do so, especially in relation to jobs for BHS workers in his constituency and in anybody else’s.

We all take the very firm view that the 39 growth hubs we have created are a really good way of making sure that small businesses get the support they need at the local level. We also take the view that the people who know best how to advise and assist businesses are business people themselves. We think that is done much better the more locally it is done, rather than doing it all from Whitehall.

Most of the lending from banks is going to medium-sized firms, but a lot of smaller firms—particularly those with fewer than 50 employees, which include start-up firms—are struggling to get long-term loans. What discussions will the Minister have, or has she had, with banks to ensure that we get better lending for small businesses?

Under our terms, any business that employs fewer than 250 people is a small business, but that does not matter, because the hon. Gentleman makes a good point. Obviously, we meet the banks and encourage them. One interesting thing is the number of businesses that are looking at alternative sources of funding, such as crowdfunding and angels. Those sources are growing as businesses begin to see the benefits of them.

I am not sure whether I have to declare an interest, but I am an honorary member of the South Atlantic Medal Association.
If the Minister believes an injustice has been done, will she say she believes an injustice has been done? Clearly, she has the power to do something about that. Let us take an example. The advice was very clear that the Bomber Command medal and the Arctic medal could not be awarded so long after the event. Why can the Minister not take action now to ensure that this wrong is put right and that this injustice is dealt with?

For the very same reasons that no Government of any colour over the last decades has changed the system: we recognise the danger. Actually, awards for gallantry and bravery are different from service medals, if I may say so. However, the issue is the passage of time; it is the 30 years. It is also the fact that there is that five-year gap during which exactly such representations can be made by comrades—by senior officers. In this case, that did not happen. Those who serve and who know about the system say that it is not right and that it would not be fair, given the long passage of time—
