Question to the Department of Health and Social Care:

To ask the Secretary of State for Health and Social Care, what role the Chair of NHS England has played in risk assessment for the NHS since his appointment.

The Chair of NHS England oversees the Board as the senior decision-making structure for NHS England. The Board sets the strategy and overall direction of NHS England, within the context of the National Health Service mandate from Government, overseeing delivery of the agreed strategy, the approach to risk, and establishing the culture and values of the organisation.

The Board has delegated some of its duties and responsibilities to Board Committees, which provide regular assurance to the Board on specific areas delegated to them and, by exception, escalate issues that merit full Board discussion and decision. They are led by non-executive directors and include the Audit and Risk Assurance Committee, which meets five times per year and reviews and monitors the integrity of the financial statements, financial and regulatory compliance, the systems of internal and control and the external and internal audit process. In accordance with good corporate governance, the Chair of NHS England is not a Member of the Audit and Risk Assurance Committee.

To ask the Secretary of State for Health and Social Care, what contingency plans his Department has in place to ensure that the NHS has access to sodium hypochlorite in the event that the shortage being experienced continues.

The Department and the National Health Service have not received any such reports of insufficient access to sodium hypochlorite. However, the Department monitors and mitigates any disruptions to the continuity of supply of medical products.

In the event of potential disruption, the Department’s National Supply Disruption Response has been available since March 2020, supporting providers and suppliers with supply disruptions and offering express freight support 24 hours a day, seven days a week.

By 14 December 2021, 99% of older persons’ homes had been visited by specialist vaccination teams to deliver the booster programme, with the remaining care homes scheduled to be visited before 24 December.

As of 12 December 2021, 251,340 residents and 114,510 staff had received a booster dose across all older adult care homes in England. By the same date, 25,974 staff and 22,727 residents of younger adult care homes had received the booster vaccination. Information on residents who received their vaccination outside the care home setting is not held centrally.

To ask the Secretary of State for Health and Social Care, what steps his Department is taking to incentivise NHS organisations to provide innovative treatments in ophthalmology.

Surgical hubs are being used to deliver high volume, low complexity operations resulting in increased number of cataract operations being performed. Trusts are increasing the use of technology to improve ophthalmic diagnostics, including the use of virtual eye hubs in which technicians administer a series of tests and consultants review results via cloud software. In some cases, hubs have halved patient journey times and reduced costs and unnecessary referrals.

NHS England and NHS Improvement are also redesigning eye-care cardiac pathways to reduce variation and improve performance across surgery, diagnostics and outpatients. The Department has provided the National Health Service with £160 million to implement and evaluate innovative ways to increase the number of elective operations they deliver through the accelerator programme. Initiatives include a high-volume cataract service and 3D eye scanners.
