Question to the Department for Transport:

To ask the Secretary of State for Transport, what steps his Department is taking to update the logo of the British Transport Police with the Tudor Crown.

Unlike the Metropolitan police, the British Transport Police (BTP) logo does not use the whole Royal Cypher. Official guidance states that the only items which currently require a new logo are those that use the Royal Cypher in its entirety. It also states that the decision to replace cyphers will be at the discretion of individual organisations.

However, BTP are awaiting further guidance from the Cabinet Office and the Royal Household. Should the force be required to update its logo, the current guidance stipulates that it would be able to do so in a gradual and cost-efficient manner.

To ask the Secretary of State for Transport, what steps he is taking to help improve the safety of (a) Gallows Corner in Romford and (b) other major road junctions in the London Borough of Havering.

My department is currently awaiting the submission of a business case from TfL in support of proposals to strengthen and refurbish the flyover at Gallows Corner.

More widely, responsibility for London’s road network is primarily split between TfL, who manage London’s red routes, and the London boroughs, who manage around 95% of the network.

To ask the Secretary of State for Transport, what discussions he has had with the Major of London on the mitigation of the financial losses incurred by constituents of affected London Boroughs who own non-compliant vehicles following the Mayor of London’s expansion of the London Ultra Low Emission Zone.

Transport in London is devolved to the Mayor of London. There is no legal requirement for the Mayor to consult either central or local Government on the decision to expand the Ultra-Low Emission Zone. However, we have been clear that Government grant funding, via the longer-term funding settlement, cannot be used to cover the estimated £250 million cost of implementation. Therefore, the Mayor and TfL must cover this cost through alternative sources available to them. If Members are unhappy with the decisions that the Mayor has been making, they should make this known at the next London mayoral election in 2024.

The Department works closely with National Highways, which is responsible for operations on the Strategic Road Network as the relevant highway authority. As of November 7, 2022, National Highways have two High Court injunctions in force; one specifically relating to structures and gantries on the M25 until December 10, 2022, and one covering the M25, the M25 feeder roads, and major roads in Kent and around the Port of Dover until May 20, 2023.

The Department reports to parliament on the status of the programme every six months. The most recent report reflected the impact of high inflation, which has been prevalent across the whole economy and the construction sector which experienced 18% inflation from August 2021 to August 2022.

Air passenger rights for cancellations, denied boarding or long delays, including the right to care such as food and accommodation are set out under Regulation (EC) No. 261/2004 as retained in UK law.

The Civil Aviation Authority (CAA), as the UK’s aviation regulator, is responsible for enforcing consumer protections in aviation, and will take enforcement action where it sees systemic breaches of consumer rights.

To ask the Secretary of State for Transport, what steps her Department is taking to tackle cars which do not comply with noise suppression laws.

The police and local authorities have existing powers to tackle excessively noisy and illegally modified vehicles.

To support enforcement efforts, the Department has commenced roadside trials of the latest ‘noise camera’ technology to understand if it can be an effective tool for the police and local authorities that will enable more targeted and efficient enforcement. If the trials prove to be successful, noise cameras may be considered for wider rollout.
