Commons ChamberThe United Kingdom Government always want international humanitarian law to be adhered to, and we make that point repeatedly to every side in this conflict. I think the hon. Gentleman is driving at Israel. To answer his question directly, Israel is included. Hamas could end the conflict very quickly if they release the hostages that they have kidnapped and cease firing on Israel. On the wider coalitions, I described how New Zealand is now on board with the military action, but I should mention that 20-plus countries are involved in Operation Prosperity Guardian, and the EU has formed an additional operation, which we welcome.
Further to the question from my hon. Friend the Member for Ipswich (Tom Hunt), as well as open support for the Houthis this weekend on the streets of central London, some protestors in the pro-Palestinian marches again called for an intifada and held up deeply racist antisemitic signs, one of which included informing Israelis—we presume Jewish Israelis—that they were indigenous to nowhere other than hell. I am not sure that it is just ignorance; I think something more sinister is at play among some of the protestors. We should call it what it is: pure and simple Jew hate. Will the Secretary of State inform the House whether he has spoken to anyone else across Government about more action to deal with some of the hate on our streets?
The Home Secretary continuously keeps this matter under review, and meets police chiefs to ensure that they have the powers to combat what my hon. Friend rightly describes as absolutely disgusting behaviour, which has no place at all on our streets. I am sure that the whole House needs no reminding, but perhaps the people who go out campaigning do: the Houthis’ slogan is “Death to America, death to Israel, death to the Jews no matter where they are.” There is no place for that on the streets of Britain.

Commons ChamberI just want the hon. Gentleman to know that, through the UK Health Security Agency, the four chief medical officers were involved in studying the data and reaching this conclusion. I also spoke this morning to a member of the Scottish National party Government, Michael Matheson, about these measures, so there has been that communication.
The hon. Gentleman asked, as he often does, about the support. It has now reached £8 billion for the aviation sector. We have had not just the job retention programme but loans, in addition to assistance to those on the ground. I ask him to look a little closer to home, because both Edinburgh and Glasgow airports have criticised the SNP Government for refusing even to meet them. They have said that that is in stark contrast to the proactive approach of the UK Government, and the Scottish Passenger Agents’ Association has said that the industry has been “sacrificed” by the SNP, so I do not think we want to be taking too many lectures about support. Support comes from getting airlines back in the sky.
There has been nothing particularly unusual about the constantly changing rules in England—that has been replicated all around the world—but one thing that has been consistent throughout is the World Health Organisation’s advice that travel restrictions and border closures are not necessary because they do not prevent the spread of this virus or variants, so I welcome today’s statement. Of course, many of our popular holiday destinations in North America and in Europe will continue to require testing of people from third countries, so what discussions is the Transport Secretary having with other countries to encourage them to take the sensible approach that we are taking here in England?
I am in constant contact with my equivalent numbers around the world. We are having frequent conversations, in particular with G7 countries—we are, of course, chairing the presidency of the G7—with which I speak regularly. The biggest thing that could happen elsewhere is for them to reach our level of booster protection in particular. Our 37 million booster jabs have provided us with a wall of protection. Once that is available elsewhere, that will help to get international travel moving even faster.

Commons ChamberMy hon. Friend is right to mention the misuse of tenancies. There is considerable detail in the proposals about some of the plans that we intend to take forward. Housing fraud and abuse cost this country something like £5 billion to £10 billion a year. That covers everything from high-income, six-figure-salaried tenants taking up council housing that is meant for vulnerable people to people sub-letting homes when they already have their own home and people getting homes even though they have a home here or somewhere else. There is a wide range of abuse, and my hon. Friend will be pleased to see some of the detail in our housing strategy.
I feel that I should declare that I do not have an interest.
During my 10 years as a city councillor I observed that the top-down approach helped to slow down house building in many areas, and I therefore welcome the proposed changes. I particularly welcome the commitment to build more social housing, which is much needed in my part of the world. However, may I press my right hon. Friend on the section 106 reforms? During my time as a councillor, I observed that section 106 could deliver some very good community benefits, but that it could also hold up developments. Will my right hon. Friend assure us that when there is development in a local community, that community will benefit from it in some way?
I think it enormously important for communities to benefit, and I know that Members in all parts of the House share my view. The community infrastructure levy, the new homes bonus and, indeed, section 106 all play their part in that. What concerns us, however, is that some of the deals negotiated during the boom times are now preventing developments from going ahead. It is better to have housing than to have no housing, so we are inviting people to take part in “pre-April 2010” negotiations in order to unlock some of those sites.
I am grateful to the hon. Gentleman for that, but district councils all over the place are taking larger cuts. If the Opposition are now going to spend their time looking at random distributions, trying to pick out patterns and then playing them back, I am afraid that that just demonstrates that they really have not got it. They have not understood the financial crisis in which they had taken this country right to the edge, or appreciated the depth of the problems that they had taken the country into. That is clearly demonstrated by their input today.
The Minister will recall that a few moments ago, when I tried to raise the issue of school funding, my concerns about deprived areas such as those in Goole that I represent were laughed off with some smugness by Labour Members. Can we have an assurance that unlike the situation under the previous Government, who simply ignored the problem, pupils who live in very deprived areas in Goole will not be penalised for the simple reason that other parts of the East Riding are wealthier?
I am grateful to my hon. Friend. Of course, the pupil premium is designed to achieve precisely that. We are absolutely doing everything we can to try to protect people and share out the burden of the very difficult decisions that have to be made—decisions that were ducked by the Opposition when they were in government. Labour Members could not outline one penny of how they would have reduced the local government budget—not one single penny. I invite the right hon. Member for Southampton, Itchen to come to the Dispatch Box if he now wants to explain where the cuts were going to come from. Until Labour Members acknowledge that they had no answers and were not proposing alternatives, they will not have earned the right to lecture anybody about what should and should not be done by way of making these difficult cuts, because we have not heard anything about it from them.
We have protected the £29 billion formula grant—the main source of funding for front-line services such as rubbish collections, street cleaning and libraries. Moreover, we have not cut any of the main Supporting People budget, which is in excess of £1.6 billion, despite needing urgently to cut funds from this year.
