The overseas aid budget, which is going up substantially as our economy grows, is being refocused so that as well as helping the world’s poorest— for example, in sub-Saharan Africa and in countries such as Pakistan—we will also have money to help those states on the borders of Europe that are fragile or failing. Some 50% of our overseas aid budget will go towards those fragile and failing states in the world. We are therefore able to increase the resources going to Lebanon, Jordan and the camps in Turkey that are helping the refugees of that terrible crisis. I hope the SNP will look carefully at the arguments that my right hon. Friend the Prime Minister will make tomorrow in this House.

I welcome the Chancellor’s recalibration of tax credits. In my dealings with him on the subject, he was always prepared to listen, polite and understanding of the concerns. On flood defence funding, he mentioned the Humber scheme on which he worked with the Environment Agency. That has now gone back to the EA, which has pooh-poohed the very proposals that it worked with us to create. That is extremely important for the Humber. Can my right hon. Friend assure us that he will do everything to work with local MPs to come up with a scheme that properly defends the Humber and all the investment that we have got coming?

I can give my hon. Friend that assurance. I thank him for what he said about the fact that we have had a very constructive dialogue. I have always been prepared to listen to the concerns that my hon. Friend raises, which I always think are heartfelt. On the Humber, we worked together to cut the bridge tolls, to get the enterprise zone, to get the Siemens factory there and to get the new roads to places such as Immingham. On the flood defences, I know that this has taken time, but we are trying to work on a sustainable solution that will protect the businesses of the Humber estuary. I know that he feels very strongly about it, as does my hon. Friend the Member for Cleethorpes (Martin Vickers), his neighbour. Let us work together and see if we can move forward with the Environment Agency. It has a rigorous way of assessing these projects. Let us try and make sure that the scheme meets those assessments.

As I have said repeatedly, we are certainly going to take part in the debate. I am sure that the Treasury will publish assessments of the merits of membership and the risks of a lack of reform in the European Union, including the damage that that could do to Britain’s interests. For example, in my Mansion House speech, I talked about the risks for Britain as a non-euro member as the eurozone continues to integrate and about how that needs to be addressed as part of the negotiations. We will take part in the debate. The more that we get on to the big issues that are at stake, rather than focusing on the process details, the better informed the public will be.

My hon. Friend the Member for Cleethorpes (Martin Vickers) and I were delighted in the previous Parliament that the Humber was at the centre of the northern powerhouse. Will the Chancellor confirm that the East Riding of Yorkshire and north Lincolnshire will continue to enjoy that position? I have a specific local issue in mind. Will he continue to prioritise flood defence funding for our region, because it is important for encouraging investment into the Humber?

I can confirm to my hon. Friend that the Humber, the East Riding and northern Lincolnshire are a central part of the northern powerhouse. When we originally set out the vision of the northern powerhouse last year, we talked about the belt stretching all the way from Merseyside across to the Humber. I know about his passionate commitment to improving the flood defences in the Humber. He achieved marked success last year, but has an even more ambitious project in mind. As he knows, because of his work and that of my hon. Friend the Member for Cleethorpes (Martin Vickers), the Environment Agency is undertaking a study of that proposal.

The fall in the oil price clearly means that certain sectors such as the North sea face real pressure, which the Chief Secretary and I are determined to help them with, but overall this is a good thing for the United Kingdom and for British families. Today’s GDP figures confirm that the recovery is on track, and our plan is protecting Britain from the economic storm with the fastest growth of any major economy in 2014. However, the international climate is getting worse, and with 100 days to go to the election, now is not the time to abandon the plan and return Britain to economic chaos.

Inflation is at 0.5% and wages are growing at three times that rate. If the oil price is fully passed on—and we have put pressure on the petrol and utility companies to do so—British families will on average be £750 better off. If we had accepted the ludicrous price freeze proposed by the Opposition we would have locked in those high oil prices and people would not see the benefit in their utility bills.

The good folk of Brigg and Goole have noticed that the price of a gallon of petrol has fallen significantly and they welcome that. Many of my residents, however, are off the grid and their heating oil bills have not necessarily fallen as they should have. What steps can the Chancellor take to put pressure on heating oil companies to make sure that the cost of heating also falls for those residents off the grid, in line with oil prices?

My hon. Friend has been a champion for his constituents and for all the 1.5 million people who are off the grid and rely on heating oil to warm their homes. That price has fallen by 20%, so people are seeing the benefit of the falling oil price, but we continue to put pressure on the heating oil companies, and we have met them in the Treasury to continue to reinforce the argument that those prices must be passed on and must continue to be passed on.

In the Humber before the last election, youth unemployment was rising, unemployment was rising, there was no real rail investment—which is hard to say with our accent—there were no significant road improvements and we were becoming worse off compared with the south of England, but now our bridge tolls have been halved and there is massive investment in our flood defences. I thank the Chancellor for his announcements. Will he assure me that our joint bid to him and the Prime Minister will be considered seriously and that the £1 billion funding over the next 15 to 20 years will be considered quickly so that we can get certainty as soon as possible?

As we said this week, we are giving serious consideration to the bid that my hon. Friend, his colleagues and others in the Humber estuary area put forward for major improvements in flood defences. We are already investing in flood defences this week, which was welcome news, and his proposal is a big and well-argued one to which we are giving serious consideration. As he rightly said, on top of that we have seen major improvements into the Humber and, thanks partly to his campaigning, the Humber bridge tolls came down and traffic has increased.

The hon. Gentleman mentions services, but manufacturing has grown by 1.3% in the last quarter and services by 0.9%. Even a Labour MP can work out that 1.3 is higher than 0.9.

Long before the great recession, the region that it is my privilege to represent was getting poorer relative to the rest of the UK, with youth unemployment rising and private sector jobs shrinking. Now, however, things seem to be on the turn. May we have an assurance that, this time, the recovery will be for all, particularly for the north of England, and that we will finally start to bridge the gap that grew under the Labour party?

I suggest the hon. Gentleman wakes up and smells the coffee of the situation that we inherited. We inherited a country that had just been through the biggest recession and banking crisis in modern history. We have dealt with the question about Britain’s credibility and its ability to pay its way in the world. The deficit has gone down, 1.2 million jobs have been created and he should give us some credit for cleaning up the mess that his party created.

The people of east Yorkshire and north Lincolnshire will welcome the decision to scrap the 13p per gallon planned rise in fuel.

On the £120 million for flood defences, will my right hon. Friend ensure that rural communities can benefit from that, as well as the cities?

I can absolutely confirm that. We are doing everything we can to support businesses in my hon. Friend’s area and to make sure that all parts of the country benefit from the infrastructure investment that we are making. Having been up to his part of the world, I know that we are making those investments and they are bringing real benefits to the area that he represents.

We absolutely will apply the Barnett formula to the infrastructure spending. I can confirm that. We specifically want to work with the devolved Administration on the M4 corridor in south Wales and, if possible, to do a deal on the future of the Severn bridge and its tolls. We are holding open the opportunity for discussion on that matter.

I thank the Chancellor for his announcement about the Humber bridge and commend the work of the Transport Secretary. Does he agree that that proposal will benefit low-paid workers, especially in the Humber, who have suffered even in the times of growth, when the number of private sector jobs in the Humber decreased?

We are seeking to develop a domestic green energy industry; the company that the hon. Gentleman speaks of sounds like a good example of that. I hope that people buy British products, such as wind turbines, because they are the best in the world. To help that company make the best products in the world, we have to create a very competitive business environment, because the competition from the likes of Germany is so strong. Some of the decisions that have been taken on our energy policy have provided some stability, which allows investment in renewable energy technology.

The Humber is one of the regions that, over the past 10 years, lost private sector jobs, and instead relied on the public sector. Our way back is through manufacturing, so may I urge the Chancellor to look very closely at measures such as carbon floor pricing, and to look at clipping the wings of organisations such as Natural England, which are frustrating the planning process locally? Perhaps more parochially, will he look seriously at the submission from the Humber Bridge Board to buy the Humber bridge and cut tolls by next year?

I completely agree with my hon. Friend about the need to make progress on our planning reforms for the reasons that he gives. That means making some difficult decisions, and taking on some pressure groups, but I think that is absolutely right. Our planning reforms take into account the need to preserve our natural environment.

Believe it or not, I am very familiar with the subject of Humber bridge tolls because my hon. Friend the Member for Beverley and Holderness (Mr Stuart) is a tireless campaigner on them. The Treasury is conducting an economic study of the effects of the tolls, and that will report at some point in this Parliament.

That is precisely why we are improving the governance around bankers’ pay and remuneration, and why we are changing the system of regulation to replace the failed tripartite system created by the previous Government and voted for by many Opposition Members. We have done more in seven months than they did in 13 years, when they lived off a philosophy that there would be no more boom and bust. We are now picking up the pieces of that failed philosophy.

Constituents in Brigg and Goole are rightly concerned about the bonuses, but they also remember that it was Ministers in the previous Government who spent at least 12 of 13 years supping cocktails with bankers, praising them around the world and dishing out knighthoods to them. I therefore congratulate the Chancellor on his comments on social responsibility and the community fund. Can he tell us when that community fund for the banks will be established, and whether small as well as larger good causes locally will be able to benefit from it?

I do remember exactly that story of the Labour Government; indeed, I was reminded of it recently when I saw Tony Blair, that well-known consultant for J. P. Morgan. We are trying to sort out the situation that we inherited—a complete mess with no plans to put it right. Now, seven months in, the Opposition still have no serious economic policy to put forward.

That is, quite frankly, a deliberate misrepresentation of the number, which was produced independently. The number is for the reduction in the public sector head-count over four years. As I have said, there will be redundancies, but there will also be posts that go unfilled. The plan set forward by the Labour party also involved a reduction in the head-count of hundreds of thousands; the Leader of the Opposition admitted that on a number of occasions during both the general election and his party’s leadership contest. We have all got to face up to this challenge, but I should point out that the same organisation that produced the number that the hon. Member for Middlesbrough (Sir Stuart Bell) cites—the Office for Budget Responsibility—also forecasts falling unemployment through to 2014.

I welcome the commitment to infrastructure funding for Yorkshire and Humber, which follows the announcement on the review of the Humber bridge tolls two weeks ago. I also welcome the commitment to offshore wind energy. Just last week in North Lincolnshire, Labour and Conservative councillors voted through an offshore wind development at the South Humber gateway, which has the potential to bring 5,000 jobs to the region. However, that is now in jeopardy because Natural England is requesting that it be called in for a public inquiry, with the risk that the jobs will go to mainland Europe. Given the commitment to offshore wind, will the Chancellor have a quiet word with the Secretary of State for Communities and Local Government and encourage him to reject that application for a public inquiry?
