We always stand ready to work with local authorities of whatever stripe or colour to ensure the delivery of new homes. As the hon. Member knows, London is the region of the United Kingdom that has performed worst against its housing targets. Principally, that is down to the Mayor, not to individual local authorities, so I look forward to talking to him about what more we can do together.

T8. There is a powerful community campaign to stop an asphalt plant being built in countryside in my constituency. The application has dragged on for years. Will the Minister look at how applicants and councils can be compelled to provide and process information in a more timely manner, so that such applications do not blight the lives of local people for so long?

I am a huge fan of the right hon. Lady. The proof of the pudding will be in the continued engagement that we have with the people of Hull and, indeed, with their Liberal Democrat council.

I have been running a “fair deal for new estates” campaign in my constituency to ensure that new estates are completed in a timely manner. I am talking about not just the housing, but the play areas, the planting, the drainage and the pavements. Will my hon. Friend meet me to discuss this campaign, which is important locally and is achieving progress for residents in Harrogate and Knaresborough?

There are two separate points and the hon. Lady is absolutely right. There is both the operation of the mine itself and the future usage of the coal. The inspector analyses both, and the recommendations that he laid out weighed with me as I made the decision.

My right hon. Friend has been clear about the distinction between metallurgical coal and coal for power production. Colleagues have spoken about the wisdom of using domestically produced products rather than imported products, as just highlighted by my hon. Friend the Member for Ashfield (Lee Anderson). Will my right hon. Friend take this opportunity to reconfirm the Government’s commitment to net zero by 2050 and the rapid phasing out of coal for power production?

Yes, and I am grateful to my hon. Friend for making that point. We have succeeded, in the past decade or so, in dramatically reducing our reliance on coal for energy generation. It constitutes, I think, only around 2% of the current mix in energy generation, of which renewables constitute an increasing part. As he quite rightly points out, and as I know Members across the House appreciate, the coal that is being produced is metallurgical coal, which is specifically to be used in the steel-making process.

What steps the Government are taking to improve digital services across Government.

The pandemic must be a catalytic moment when we use digital transformation to sharpen up how we deliver services to citizens and drive leaner, more efficient and, indeed, more insightful Government.

The past year has accelerated the digital marketplace very significantly and people are much more familiar and comfortable with doing business online. From a Government perspective, the efficiencies and service resilience have been obvious, so will my right hon. Friend ensure that all Departments across Government focus on improving digital access wherever possible, focusing not only on simplicity and security for users, but in the back office where significant savings may be made?

My hon. Friend is spot on. He is absolutely right that the digital transformation of Government should make it easier for citizens to interact with Government, and to receive services quickly—everything from the renewal of passports to making sure that they can book appointments—but it is also the case that back-office functions in Government can be made even more efficient through the effective deployment of GDS’s superb cadre of civil servants. He has championed this quite rightly and I hope to work with him in future to make sure that we do even more.

The broad public inquiry that we have set up—with, of course, consultation with the First Minister of Scotland—will, I hope, look at every aspect of our pandemic response. Although I did not hear all the evidence history, I understand that I was mentioned and the point was made that I got some things wrong. I have got lots of things wrong, but of course we will all reflect on those in due course.

My right hon. Friend highlighted earlier how levelling up is central to the Government’s agenda. I have seen it portrayed as a north-south question, but it is not: there are left-behind communities right across the United Kingdom and there are left-behind pockets within communities such as towns and cities that would equally qualify. Will my right hon. Friend confirm that he is working right across all Government Departments to ensure that the commitment to levelling up is reflected in their policy agendas right across the UK?

My hon. Friend is absolutely right. We heard earlier from my hon. Friend the Member for St Austell and Newquay (Steve Double) about the particular challenges in Cornwall. Challenges exist across the United Kingdom, and as part of our levelling-up drive we are committed to meeting them.
